Item Acesso aberto (Open Access) Aplicação da metodologia neoclássica da demanda tudo ou nada como subsídio à cobrança pelo uso dos recursos hídricos(Universidade Federal do Pará, 2005-06-30) CAMPOS, Catharina Ramos dos Prazeres; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934The world-wide problem of water scarcity has been induced many countries to adopt, between other measures, economic instruments to reverse that situation. An example of this kind of instrument is the “water charging”. It is suggested the implementation of this instrument in the State of Pará, where there is still abundance of water resources. Based on bibliography research of international and national experiences on the adoption of this instrument of management and based on economic methods of water charging which were used in Brazil, it is applied the method of “tudo ou nada” demand, on the watershed of the lakes Água Preta e Bolonha, which are the objects of the study, placed on Belém city. Some countries as France and Germany, are well-succeed examples of this implementation. In Brazil, the states of São Paulo and Ceará, due to its great scarcity, were the first states to include the water charging as a priority in their water resources management systems. However, this practice in solving problems only when they are critical, has been very onerous to their economies. The application of the method at the lakes Água Preta e Bolonha was based on a similar application done at the watershed of the Pirapama river, in the state of Pernambuco. As the conclusions of this work, the aplication of the method of “tudo ou nada” demand was possible in regions of abundance of water.Item Acesso aberto (Open Access) Autodepuração do igarapé Santa Isabel no município de Santa Isabel do Pará - aplicação do modelo de Streeter-Phelps(Universidade Federal do Pará, 2012-03-23) MORAIS, Kauê de Mendonça Cerqueira; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934This research takes place in Santa Isabel of the Pará was assessed self-purification of the namesake creek through mathematical modeling proposed by Streeter-Phelps (1925). For this, during the period October 2009 to September 2010, we analyzed the physical and chemical parameters DO and BOD and certain hydraulic variables at 11 sampling points, divided into four sections of the watercourse. The result of the modeling indicated that the parts 1 and 2 have low self-purification in, they do not obey the standards of the legislation CONAMA 357/05. Finally, it is noteworthy that, in addition to unfavorable resilience that has Igarapé Santa Isabel, there is an effective action of the bodies responsible for monitoring the environmental quality of water resources so that there is control of the quantity of pollutants discharged into the creek. This way you can avoid that in a future scenario, serious problems due to multiple use of water from this source, compromising the health and well being of people dependent Igarapé Santa Isabel.Item Acesso aberto (Open Access) Avaliação de perdas de água do sistema de abastecimento de água da Cosanpa, na Região Metropolitana de Belém-PA(Universidade Federal do Pará, 2006-03-30) VELOSO, Thomás Pinheiro; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934This work has as objective to analyze the water losses in the supplying system of the COSANPA that takes care of to the demand of the Metropolitan Region of Belém (RMB), emphasizing the importance that the process of formation and the urban growth of the RMB has in relation the water losses, in the measure where this process forced the COSANPA to take care of to a number each bigger time of users with improvised workmanships, taking the prevalence of the improvisation and the empiricist in the operation of this system. The research was carried through for all the area of the RMB, since it would be impossible to determine the losses index for an isolated sector, in result of the absence of sectoring of the net of water supply that makes it difficult the attainment of more necessary operational information. The methodology used for the determination of the losses index of the system of water supply of the COSANPA in the RMB, was based on the study carried through for Silva et al (1998) for the National Program of Combat to the Wastefulness Water (PNCDA) and that in 2004 it was revised by Marcka (2004). The results gotten with the determination of the losses pointers of basic and average level of complexity reflect the fragility of the COSANPA through highest losses index, that besides being related the structural problems, are aggravated by the operational deficiencies of this system. One concludes that measured as the sectoring of the net of water supply, hydrometer, update of register in cadastre, use of new technologies for detention of emptyings and frauds and the operational qualification, with the manual technician creation, are combat tools the actual and apparent losses that can change the current picture of the COSANPA.Item Acesso aberto (Open Access) Conflitos por múltiplos usos da água no reservatório da UHE de Tucuruí(Universidade Federal do Pará, 2009-06-10) LOUZADA, Aline Furtado; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934Conflicts over multiple uses of water in the reservoir of the Tucuruí Dam arise with the announcement of the construction of the mega dam in the region, and the subsequent social and environmental conflicts. Allied to the raising of the social perception level concerning environmental problems, the search for efficient process of water resources management also increases. This study aims to analyze and typify the conflicts over multiple uses of water in the reservoir of the Tucuruí Dam, using the software for qualitative modeling NVivo 8 as a decision support tool, and thus to determine the best alternatives to be adopted for the conciliation of multiple uses in the reservoir. The typifications performed were based on the analysis of conflicts, its components, elements and aspects, type, nature and origin. In such case, three main types of conflict were identified in the Tucuruí Dam reservoir: conflicts among different water users groups, conflicts over hydraulic works, and conflicts arising from environmental pollution. For this study, a qualitative approach was adopted, using the cognitive mapping method. This type of mapping enables the construction of a cognitive model for the management of conflicts in Tucuruí reservoir. Thus, the software NVivo 8 enabled, besides the analysis of data obtained in the interviews and literature review, the construction of the graphic model to support management of conflicts over multiple uses of water. It was verified that one of the solutions for conflicts is through its analysis in order to investigate the appropriate mechanisms to resolve them, and subsequent proposal of structural and/or non-structural measures for water resources management. The main actions for the solution of conflicts are defined in methods of long-term institutional resolution. The model may act as a support for planning and decision making, concerning environmental problems, the participation of water users in the water system, public policies, as well as integrated water resources management. Then, it follows that the exploitation of water resources should provide the multiple uses of water in response to the environmental sustainability principles, inserted in a process of management of conflicts over multiple uses of water and integrated water resources management.Item Acesso aberto (Open Access) Gestão de conflitos pelo uso da água em bacias hidrográficas urbanas(Universidade Federal do Pará, 2003-01-18) SILVA, Andressa Macêdo e; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934This dissertation studies the management of conflicts on the use of the water in urban watershed. It proposes the use of non-structural measures for the equationing of conflicts using as tool of support information methodologies, more precisely, the software of analysis of qualitative data, Nvivo. The research was accomplished within in Igarapé Tucunduba Basin. It counted with bibliographical review regarding the case study area and of conflicts, besides the use of Nvivo. As results there are tables, spread streets and comparative graphs, test is of the hypothesis of the study. It concluded that the non-structural measures are suitable thoroughly as it concerns conflicts originated by the pollution of water, specially, with respect to municipal refuse. It recommends a Project of Environmental Education for the area, that should be enlarged later, continuous and concomitant to all other projects.Item Acesso aberto (Open Access) Modelo cognitivo informacional de suporte a decisão aplicado à gestão de bacias urbanas(Universidade Federal do Pará, 2005-01-19) BAGANHA JÚNIOR, Luiz Gonzaga; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934The research was carried through from the choice of the corresponding area to the basin of the Tucunduba narrow river, in the urban zone of Belém, capital of the State of Pará, and is come back toward the development of a computational causal structure cognitive capable to identify and to characterize the potential indicating processes conflicts generated for the multiple uses of the water in this urban basin, and with this to make possible decisions in the scope of the structural and not structural measures. The use of a qualitative model, using informacionais methodologies, as software Decision Explorer, in the area of water resources, aims at to not only understand the aspects hydrologics, but also the social, indispensable aspects in the taking of decision ahead of a scene of conflitualidade how much to the use of these resources. This software is a tool for the development of the cognitive mapping, through which representative causes and effect by means of visualization codified of the same ones will be grouped the concepts joining. The identification and qualification of the decurrent conflicts of the multiple uses of the water had been carried through from interviews with specialists in the area of management and sanitation, being later generated the cognitives maps thus making possible the description of the chosen system and the identification of the possible mediating solutions for the conflicts identified there. The result gotten from the interviews was added in an only map with intention to prove the hypothesis formulated in the research, by means of the analysis tools, or either, to assist in the identification of the conflicts for the multiple use of the water, from existing the structural and not structural measures (or proposals), in order to provide to the manager the borrower of decision of more efficient form in the solution of these conflicts. In this in case that, we could say that this group of constructs illustrates the main ones measured to be observed for the decision borrower, in order to solve the conflicts for the multiple use in the basin of the Tucunduba, evidenced for the facilitator through the interviews and individual cognitives maps. The conclusions and recommendations are contained in the final chapter are gotten not only through the extracted results of used software, but mainly by means of the intervention and interpretation of the data for the researcher, that it gets to break of these analyses the agreement of the functioning of the system, the identification of the potential conflicts, its causes and effect, as well as the mitigates measures to be suggested the decision borrower. They are enclosed in this chapter suggestions aiming at the improvement of the model bred.Item Acesso aberto (Open Access) Modelo de processo participativo de enquadramento aplicado a bacias hidrográficas urbanas: bacia do Tucunduba - PA(Universidade Federal do Pará, 2010-09-30) SANTOS, Verônica Jussara Costa; LIMA, Aline Maria Meiguins de; http://lattes.cnpq.br/6572852379381594; BARP, Ana Rosa Baganha; http://lattes.cnpq.br/0286183914646934The classification of water bodies is a legal instrument present in Brazilian environmental legislation, as the National Water Resources Policy, Law 9.433/97. This dissertation presents a model of participatory classification applied to urban basins, and used in the basin of the Tucunduba stream, in Belém / PA. The methodology was based on five steps, as follows: a literature review on several sources; a research on other studies which took place in the basin and have employed decision support informational methodologies; the diagnosis of land and water resources use and occupation in the basin; classification workshops with local stakeholders; the use of Decision Explore software as a Decision Support System (DSS), to organize the data produced in the workshops; a research on studies related to water quality in the Tucunduba basin; and, finally, the definition of the participatory classification proposition, based on the current water bodies classification and the future uses for the Tucunduba basin. Relying on field recognition, discussions concerning current uses and local stakeholders expectations regarding the future environmental quality in the basin and the assessment of the basin water quality, a proposition for the water body classification was defined, in accordance with the current and future main uses identified, establishing that this basin should be classified as Class 2, which prioritizes the supply for human consumption after conventional treatment, the protection of aquatic communities, the primary contact recreation, irrigation and fishing.
