For this, they proposed to reorganize the internal market and settle down companies of commerce and steam navigation to encourage commercial activities. However, those political ideas also considered the necessity of establish and control, due to the actions of the smuggling commerce. Starting from press sources and from historiography about the theme, ideas and policies are analyzed taking into consideration the arguments and the objectives of the implementation of the steam navigation to the internal supplying of the province and to the increase of the export commerce. It should be taken into account that this village, located in the region of “Baixo Acará”, is undergoing a process of transformation of its productive activities due to a big demand of economic incomes from its families. Therefore, the use and management of the natural resources, the geographical closeness to the city of Belem do Para, and the internal management ability have all contributed as positive factors to improve the living conditions of the local population. However, the high rate of population compared to the geographical extension, the underground level of most social services and the seasonal difficulties to get some wages have all become obstacles to carry out rural development practices. It is also worth mentioning the preservation of the diversity of medicine and fruit plants in the area of research, as a result of the traditional agro forest management and the contradictions derived from the relations among the different families in the village and among them and the institutions involved, both state and private ones.Item Acesso aberto (Open Access) Conservação, biodiversidade e bioeconomia: discursos neoliberais e a “Ecologia da Plantation” da soja na Amazônia(Universidade Federal do Pará, 2022-02-15) NUNES, Adriana; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684; https://orcid.org/0000-0002-7509-3884This doctoral thesis studies and analyzes the power-knowledge relations and devices that have created in the Amazon an idea of dominant conservation, with a state character, based on the decarbonization of production processes, changes in land use, and the commoditization of the forest and its biodiversity and ecosystem services. In times of facing the bioclimatic crisis, and the Amazon itself is threatened with collapse, the most recent global political-scientific discourse advocates transformative changes in the relationship between society and nature, notably in the global economic model, capable of resolving the climate crisis, paralyzing the loss of planetary biodiversity and provide sustainable development, a Great Reset. The research object is, in turn, centered on public policies seen as transformative and, at the same time, conciliatory of development and forest conservation in a soybean frontier in the Amazon and at the same time considered a laboratory of public conservation policies, from which new notions and appropriations of global discourse emerge, such as “skills ecology”, “ecoefficiency”, “efficient landscape”, and more broadly, “forest restoration”, “carbon neutral”, “low-energy economy”. carbon”, “sustainable transition” and “Bioeconomy”. The main empiric of the research is the “Municipal Model of Development and Territorial Intelligence of Paragominas”, in the state of Pará, more specifically the conservation of Legal Reserve (RL) areas of private rural properties. The theoretical instrument of the thesis is interdisciplinary, combining knowledge from biological sciences and analytical studies of power and discourse in the human sciences. The methodological options bring together the overlapping of spatial scales, bibliographic and documentary analysis, semi-structured interviews, and mapping of power-knowledge relationships and devices put in place in the name of conservation, dynamic between the State, companies, institutions, NGOs, and other actors. It is argued in this thesis that a new global social order, which not only includes conservation, but holds within it the condition of possibility for maintaining neoliberal practices of domination of space and its resources, is underway. This new sense of conservation, socially produced, offers technical solutions to crises that arise from serious political problems such as inequality of access and use of natural resources, imposing knowledge that promotes market environmentalism, and does not act on real drivers. At the same time, they make invisible the practices of social agents, who through their ways of life ensure biological, social, cultural and economic diversity, becoming dominant over practices based on the common principle. We conclude that the Amazon has been the scene of an impostor conservation, based on “technosciences”, which uses the practice of abandoning other areas to regeneration to destroy the LR, converting the forest and its biodiversity into soybeans and other agricultural commodities; it expropriates and pulverizes local family farming communities and prioritizes actors and sectors associated with export commodities, in public development policies and confronting the bioclimatic crisis. The “ecology” present in the “aptitude maps”, “eco-efficient conservation” and transition/transformation of sustainable agriculture constitutes a “Plantation Ecology” of soy, which goes beyond the region, as it is organized and benefits power groups of instances, organizations and institutions in addition to the certified and traceable landscapes of Paragominas. The results of the five (5) chapters produced constitute an effort to show through which processes the practices that transmute deforestation, destruction of socio-biodiversity and concentration of monetary and non-monetary benefits, in power groups, into conservation discourses are organized.Item Acesso aberto (Open Access) Contabilizando os custos do trabalho escravo em empresas e fazendas(Universidade Federal do Pará, 2006-03-31) FERNANDES, Luciana Sá; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684Studious of the slavery the contemporary identify in these forms of immobilization of the work force proper mechanisms of conscription and election of workers and particular strategies of strengthness front to the disposals of public order. Differently of that it is said currently, the slavery observed in the world contemporary nor always is related with the farmer of archaic mentality, but generally it is a process lead for the great capitalist companies, private enterprise that had direct or indirect support of the State. In Brazil the improvement of the slavery for debt if gave with the capitalist expansion in the Amazon region during the military regimen, as Martins (1995) and has in the debt the element that produces and reproduces the captivity of the worker (laborer) involved in these relations. It would exist, therefore, a rationality in the practical one of enslaved work, that occurs for the incessant search of half reducing costs and more competitive being in the market, each more modern and global But, an irrationality also exists that creates obstacles for its expansion for not the commercialize of all the involved factors, also the work force. The present study it analyzed cases of slavery for debt in the State of Pará, where the match of diverse factors makes possible the reproduction of this form of work relation, also differentiating it of other regions of Brazil. Considering that the contexts are specific, we search to make an analysis of the historical process, to understand if the root of this dynamics is in the economic and social formation of Brazil and the Amazônia. Amongst other objectives, we search to understand which the economic rationality that are for backwards of the practical one of the enslaved work and which its relation with the global process of reproduction of the capital.Item Acesso aberto (Open Access) Descolonizando a cartografia histórica amazônica: representações, fronteiras étnicas e processos de territorialização na Capitania do Pará, Século XVIII(Universidade Federal do Pará, 2018) CARDOSO, Alanna Souto; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684The spaces, territories and territorialities of present-day indigenous peoples of Brazil and of Amazonia has been much researched, especially by anthropology, sociology and geography, but little has been invested in a framework of an (ethno)historic cartography that maps the space of the past of these peoples from a plural perspective and with a dialectic that is in dialogue with time, therefore the tridimensional spatial formation, the space conceived (of representations of space), the space perceived (of spatial practices) and the space lived (the space of representations) with respect to the territories and territorialities that were experienced by these peoples in certain phrases of processes of colonial territorialization through which they had passed, and currently, many disintegrated not only through invaded lands, but also dispersed in the memory of contemporary indigenous peoples, especiallymas “emergent” and resistant communities of caboclo riverside peoples of the Lower Tapajós that since the end of the 1990s have reclaimed their indigenous identities, urging the necessity of a “return trip” in the direction of an ethnohistoric cartography of indigenous peoples of the Colonial Amazon through an interdisciplinary and decolonizing methodology of references, documentation, maps, colonial censuses and travel diaries which anchor the current analysis in the first moment to problematize the indigenous representations portrayed in cartography in the era of conquest and in the maps of inhabitants; still debating the ethno-racial question in the labor market through these spatial practices of of Pombaline management envisaged in the colonial censuses; and in the second part of the thesis inward towards lived territory, on the ethnic borders and in the first two phases of processes of territorialization of the colonial Tapajós valley during the 18th century, indeed shining a light on the historical situations that antecede this century, as well as connections with the present time made at the end of that “trip.”Item Acesso aberto (Open Access) Dinâmica das relações socioeconômicas e ecológicas no extrativismo do açaí: o caso do médio Rio Pracuuba, São Sebastião da Boa Vista, Marajó (PA)(Universidade Federal do Pará, 2005-07-11) MARINHO, José Antônio Magalhães; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684The present study analyses the transformations on açaí extrativism along the middle Pracuúba River flood plain (Marajó, PA), stimulated by the fruit demand intensification, envolving both local and extra-local markets. It investigate, on one side, the socio-economic relations established in the fruit extraction and commerce besides showing the coexistence of the market principles on the side of the peculiar relations concerning the old “aviamento” system, and on the other side, the population interactions with the açaí palm, through the several management systems, an being adopted because of the valorization of such resources. So, the açaí palm economics, on the socio-economic plan is being carachterized by “changes” and “continuities”, and on the sphere of the man/environment interactions, a major challenge ahead is to boost the management activities.Item Acesso aberto (Open Access) Dinâmicas e interrelações a partir da implementação do projeto mina de bauxita em Paragominas – PA: Colônia Oriente e Potiritá(Universidade Federal do Pará, 2010-08-30) AMORIM, Joana Cláudia Aleixo de; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684This dissertation studies the dynamics and interrelations between the colonies of “Oriente” and “Potiritá” within the frame of the Bauxite Project of Paragominas. The study focuses on the communities around Platô Miltonia 3, where the bauxite exploitation is centered, taking into consideration the area of the mineral pipe system running through the municipality of Paragominas. The study examines the interrelation of private mineral companies, in this case represented by VALE, through the Bauxite Project of Paragominas, with local power represented by the city management council (“prefeitura”) and the communities. The methods used in this analysis are qualitative research and ethnographic method; techniques such as interview scripts and others were also used in order to identify participation characteristics and the meaning of interrelations. Conflict, power and rural community participation were the categories considered in this analysis, in order to learn their meaning within the studied framework. The analysis allowed us to understand how the intervention capacity occurs when facing social problems, claims and wishes. The conclusion leads us to say that participation as citizens and access to information create responsibilities, making individuals responsible for their acts and capable of changing their reality. This research aimed on describing the routes and discourses about the process of industrializing and development of Brazil from the year of 1950, examining the impacts toward the Amazon region context; relate the economy scenario of Maranhão State in1980 with implantation of the ALCOA MINERAÇÃO S.A Project; examine the discourses of the press media from Maranhão when informing the population of São Luís about the environmental impacts of the implantation of the ALCOA MINERAÇÃO S.A Project.; identify the actions and reactions of ALCOA MINERAÇÃO S.A Project about the discourses of the press media during the implantation of the alumini and aluminium plant. To guarantee this aim, it is presented a set of theories about the development ideology, via the process of industrialization of the government of Getulio Vargas and Juscelino Kubitscheck and the strategy of occupation of the Amazon Rain Forest during the military government. The government of Getulio Vargas defended a project of autonomous national development. The governmental rhetoric was the construction of a developed nation. The government of Juscelino Kubitschek aimed on the development through the attraction and stimulus of foreign investments in productive sectors. The Military Government though, intensified the occupation of Amazon Rain Forest, through the implantation of regional development plans. It is shown the impacts of the implantation of the ALCOA MINERAÇÃO S.A Project on the economy, on the social and on the environmental aspects in the State of Maranhão. The model of the research used is quality and interpretation based, also going through the exploring, descriptive, bibliographic and documental research. The documental background is based on the local press media in the period of implantation of the ALCOA MINERAÇÃO S.A Project, from the years of 1980 to 1984. The techniques used to analyze and interpret the results were the analysis of the discourse underlined by the French School. See if that the positioning of state about the clandestine lumber activity is not addressed to an efficient regulation to this market, as well as it needs the efficient public politics to solve the territorial conflicts and to combat deforestation. The legal requirement of the project to forest management and to explore forest do not means that the equilibrated exploration occurs of the point of view of rational extraction the forest resource and the own use of earth reveals whether masked to " sustainability action" . Pressed by environmentalists and other social agents, the companies are guided, through market influences, to reduce the predatory actions to the environment. With that, non-governmental organizations (NGOs) joined the forest industry for the development of an outline of a forestry certification known as the Forest Stewardship Council - FSC, which is destined to improve the forest practices all over the world. In this context, companies with certified areas start to praise the differentiated aspect of its activities, adopting the green marketing as communicational strategy in the search of constructing "a sustainable" image, and in parallel, for new market choices. This work intends to analyze the communication process in companies which adopt practices of Maintainable Forest Handling (MFH) in the Amazonian. Using a case study, we analyze the performance of Cikel Brasil Verde Madeira LTD., which is a company recognized as a true example to be followed. We thought it was pertinent to analyze some of the effective operations, investigate the ideological elaborations about the speech it is possible to preserve, producing. The choice for the Cikel Group is because it is the largest and oldest timber company operating in Amazonia, and because it is one of the pioneers in Brazil to have its forests certified by the FSC. Aided by the theoretical-methodological framework of the Analysis of the Speech, this work searches for understand the formulated and spread speech by the Cikel Group, delineating its institutional identity. In the materialized interdiscursive of the statements, it is possible to identify how the different acting subjects are positioned and how they link the political, economical and ideological components that institute and maintain the institutional partnerships of the company. In conclusion, we made a critical reflection around the common vision which says that the forest certification would be the most legitimate form to get a sustainable use of the forest, what reveals the social aspect weakness in politics of FSC and companies as Cikel.Item Acesso aberto (Open Access) Estratégia Saúde da Família no Município de Belém-PA: o território e a complexidade do processo saúde-doença no bairro da Terra Firme(Universidade Federal do Pará, 2018-09-20) REZEGUE, Danilo Magalhães; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684; https://orcid.org/0000-0002-7509-3884In the field of Collective Health, the debate about the interrelations between territory and health has as one of its communicating vessels the Family Health Strategy, a public policy based on the principles of Primary Health Care, whose organization of the work process follows a territorial and multiprofessional logic with the perspective of bringing the services of individuals, families, communities and social groups closer together. Following the theoretical guidelines of the social production of space and critical epidemiology, this research adopts the territory as a category of privileged analysis for the understanding of the factors related to the social determination of the health-disease process, adopting as locus the neighborhood of Terra Firme in Belém - PA, a pioneer neighborhood during the process of implementing the Family Health Strategy in the municipality. Taking as a methodological perspective the clues of post-structuralist orientation cartography, after a period of immersion in the territory, the research process comprised the registration of 12 open and semi-structured interviews with social agents who lived or lived the historical context of the neighborhood from different points of view such as residents, doctor, former manager, afro-religious leadership and popular leaderships. It was observed that the understanding of the healthdisease process from the territorial approach requires theoretical and methodological efforts that allow us to understand the dynamics surrounding territory and health beyond a strictly functionalist perspective, administrative and bureaucratic and superficially operational. This present work intends to analyse the implementation of these policies within the Federal University of Pará as subsidies to ensure the expansion policy of IES, based on the philosophy multicampi university and the notion of regional vocations. Assist us in interpreting the authors: Santos (2010), Trigueiro (2003), Dourado (2002) Fialho (2005), Freitas (2005), Yu and Façanha (2011), Lima (2011) Souza and Shibata (2011), and others. The text presents the scenario of higher education policy between 80’s decade and 2010. Explain about the course of multicampi policy construction at UFPA and seeks to establish the relationship between the adoption of this management philosophy and the growth and composition of the teaching staff of the campus. It analyzes the internal processes of management and decision in this complex university organization and structured as a professional bureaucracy, evidenced by the choices and directions taken by their leaders in the conduct of macro policies of the MEC to organize / structure the teaching staff of their academic of the regional unities (the campi). This analysis identifies an inequity in the distribution of vacancies for effective teachers at the UFPA campuses, the result of an organizational strategy, decisions and choices - based on the philosophy of expanding regional economic vocations - who chose to invest in some priority over other campuses. Even in the twenty-first century, it is commonplace knowledge of news and evidence of the incidence of exploitation of workers in conditions analogous to slavery. The new panorama of slave labor brings new causes, different bondages and the most cruel forms of exploitation of human beings. In the case of Amazon, research, data, and studies have shown that in the region linked to deforestation activities are directly related to the incidence of submitting workers to conditions analogous to slavery. Despite the government announced emergency measures to combat deforestation, such measures have been inefficient to reverse this historical trend. In this context, the State of Pará is not oblivious to this reality, presenting itself as an area of serious conflict, not only by land issues and predatory and illegal logging, as well as by the high rates of deforestation and serious violations human rights, factors that have effects even more worrying in areas difficult to access as the Archipelago Marajó. The primary findings of this study is that the growth of soybean plantations in the Amazon does not constitute mere agricultural expansion, but the result of a planned expansionist strategy of agribusiness grain established on four structural elements: the specialized migration, the land market, the logistical infrastructure of transport and disposal of production and the influence of environmental factors in the organization of productive activity. For demonstrate this strategy, taking as reference the theoretical-methodological of Bourdieu’s fieldwork theory and empiricism as the field of soybean production in the middle region of the Lower Amazon, with the identification of the social dynamics of each element and their relationships, as well as the positioning of social actors in the economic field. Also this demonstrates that in the field of soybean production, key stakeholders are organized in associative networks equipped with internal hierarchical positions among themselves, that in certain situations and moments hold common interests. Thus, it identifies the existence of two large integrated networks by social agents of agribusiness (the producers and agribusiness) and a third formed by social workers who suffer the effects of the field (family farmers, peoples and traditional communities). In the third network agents have in common the "fragile" condition to impose their way of life and maintain their territory before the aggressive expansionist strategy of agribusiness, led by its agents and the State. This dissertation adopts a decolonial and counter-hegemonic approach, prioritizing the voices of the elders of the Quilombola Community of Caldeirão, in Salvaterra, Pará, while linking these narratives to an analysis of the historical and contemporary transformations of the territory. It discusses the colonial process on Marajó Island, marked by the imposition of large estates, the land appropriation by religious missions, and the presence of Africans and their resistance. This colonial context is essential for understanding the identity dynamics of Caldeirão, which preserves insurgent cultural practices in opposition to the enduring colonial legacies. Through memories and oral tradition, the research seeks to understand the trajectories and expressions of local identities, valuing lived experiences as legitimate forms of knowledge. As a quilombola community fighting for the recognition of its land rights, memory plays an essential role in (re)constructing identity, renewing itself without breaking its roots. The methodology — participant observation, oral history, and interviews — enabled immersion in the community's daily life and the listening to voices sidelined by official history, revealing local knowledge and multiple temporalities that shape community life. For many, the islands are uninhabited, nor do they have ways of life in these places, a fact that, in the social imagination, seems like untouched nature, conserving biodiversity. On the contrary, the islands are places of traditional people and communities, which preserve a way of life, whose daily life is intertwined in relationships with the landscape and the city. Based on this line of thought, we insert the problems of the islands into a socio-environmental debate. The research aimed to analyze the socio-environmental dimensions that the Islands south of Greater Belém, state of Pará, present as a result of territorial interventions and their ecological and social effects on island communities, whose knowledge, sociocultural relations, practices and ways of use of this environment are specific. The study followed a documentary character and brief field research in the form of a survey; used semi-structured and free interviews with community leaders, fishermen and older residents of the islands who fight for their preservation and defense of their territory. Along this path, the island's riverside residents notice changes/transformations in the island environment, changes in their way of life, loss of territory through “illegal” land sales and irreparable damage to biodiversity. The island dimension presents a growing urban expansion, interfering in the territorial planning, the landscape, the ways of life of riverside communities, who are forced to temporarily move to other islands and the continental area. This expansion and environmental effects cause a reduction in land for planting, a reduction in fish and shellfish stocks, and notably, the impoverishment of food resources in the floodplain forest due to pollution.Item Acesso aberto (Open Access) Jornalismo alternativo na Amazônia: o discurso do desmatamento no Jornal Pessoal (1987-2012)(Universidade Federal do Pará, 2013-11-20) SILVA, Ruthane Saraiva da; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684This study presents discussions on deforestation in the Amazon, especially in the state of Pará, in the period 1987-2012, from the corpus of editions of Jornal Pessoal, authored by Lúcio Flávio Pinto. We seek to verify the placement, Jornal Pessoal speech in the debate about deforestation, and the State action in this matter. For analysis of the corpus, we use the analysis of discourse, constituted on interdisciplinary theoretical and methodological approach. It appears that the positioning of Jornal Pessoal is critical and reflective, since the argumentative discourse makes use of discursive strategies as the legitimacy of speech, interpellation, and the interaction with the reader. It is observed that Jornal Pessoal, to discuss the actions taken by the State to combat deforestation in Pará, shows that such actions go further in creating instruments of control and legal mechanisms, showing that the effective actions are far removed from the tow deforestation to an environmental policy committed and serious, demonstrating the inertia of the State in combating this practices.Item Acesso aberto (Open Access) Los Medios de comunicación social y su incidencia en el desarrollo local en el canton y Provincia de Zamorra Chinchipe - Ecuador(Universidade Federal do Pará, 2006-05-03) ANDRADE TAPIA, Milton Eduardo; ACEVEDO MARIN, Rosa Elizabeth; http://lattes.cnpq.br/0087693866786684In this work it is analyzed the diversity and the forms of the communication systems in Zamora - Ecuador, relating them from institution, social participation and social media starting from the production and emission of radio, television, printed communication (written) and the presence of the new technologies in the communication, trying to find spaces from which it is possible to develop practices talkative alternative and democratic that contribute to the social development. The present work examines the their practices of the radio communication, to be one of the main means and with more tradition in the area, the radio stations, particularly local, is analyzed in its models and programming, observing in each one of them its characteristics, objectives and strategies assumed from its commercial or ideological vision, its degree of professional and technical innovation, paying attention and assigning value to the critical position of the listeners to interpret the current and future tendencies that they present. Finally we approach the communication from the context, examining their uses and forms, as well as positive influence or negative in the formation of identity, harmony with the environment, values and knowledge in perspective of improving the quality of the population's life. The investigation leans on in the scientific knowledge because which uses qualitative techniques: Diversity of focal groups, interview, observation and use of bibliographical investigation. This condition is revealed from an urban centrality of this city over the southeast Pará, as functional space that tends to meet demands for trade and services, as well as the condition of space for a decision with respect to government strategies of economic agents and counter-strategies of social movements. Thus, this study aims to examine what is the importance of training to understand the social and special current centrality of Maraba. To this end, we opted for an 'inter theoretical and methodological approach, taking into account the scale intra-urban and interurban, and the dimensions of social reality. Ways of life and survival are compromised and threatened by the intense navigation of barges in the Capim watershed. The new social movements are now not only mobilized and organized, in defense of their claims, but also in confrontation with their adversaries, and in the struggle for common rights. This study seeks to assess that riverine social movements are capable of producing political action strategies, in confrontation with the economic power of the company. he articulation of forces that, together with supporting institutions – Cáritas, CPT, STR, FASE, MORIVA, MP, Public Defender's Office of the State – offer a powerful form of organized resistance to the harmful effects of the economic interests of the company Cargill Agrícola SA The information was collected through a documentary survey and field research data, through qualitative methods, with interviews with the leaders of the local social movement, in total (08) and the leaders of the support institutions of six (06). Through a descriptive study of the action strategies and institutionalization mechanisms of the riverside social movement in Baixo Tocantins, it was revealed that the company makes their rights invisible as traditional populations in the territory, initiates a process of expropriation of populations, co-opts leaders, establishes its political and institutional connections with municipal, state and federal entities, for the construction of the TUP Abaetetuba port complex initiates the expropriation process, co-opts leaders, establishes political and institutional connections with municipal, state and federal entities, in order to complete the construction of the TUP Abaetetuba port complex.
