    Cadastro Ambiental Rural em terras de uso comum: desafios e aprendizagens da elaboração coletiva a partir do território quilombola do Jambuaçu, Moju - PA

    After more than 10 years of the new Forest Code, Law 12651/2012, and the implementation of the Rural Environmental Registry (CAR), a public electronic registry, mandatory for all rural properties, little has been addressed about the CAR of Traditional Peoples and Communities (PCT). Thus, considering that there are few studies related to this theme, as well as that there are no legal documents that guide the registration process exclusively for the PCT segment and that take into account the relationship of these peoples with the land, their ways of life, customs, traditional knowledge and forms of organization, this work is presented as a form of contribution to studies in the area and to the practice of CAR/PCT in the state of Pará. The locus of the research is located in the Quilombola Territory of Jambuaçu, municipality of Moju, State of Pará, specifically in the following communities: Nossa Senhora da Conceição; Oxalá de Jacunday; Ribeira do Jambu-Açu; Santa Luzia do Bom Prazer; Santa Luzia do Tracuateua; Santa Maria de Mirindeua; Santo Cristo; São Manoel; São Sebastião. This research has as its main objective to implement a methodology for elaborating the CAR/PCT in common use lands that is adequate to the specific forms of existence and economic, social and cultural reproduction of traditional peoples and communities in the state of Pará. For this, the following specific objectives were established: a) To evaluate the importance of the CAR in the context of common use lands and its applicability in light of the Forest Code and collective territories for the use and exploitation of natural resources; b) To analyze the process of collective elaboration and construction of the CAR PCT, based on a case study on the quilombola territory of Jambuaçu; c) To prepare a draft Normative Instruction that regulates the public action to support collective elaboration of the quilombola CAR, contributing to the improvement of the actions of the Regulariza Pará Program. During the entire registration procedure for the quilombola communities of Jambuaçu - expression of interest by the community; training meetings; leadership meetings; training of representatives; registration in SICAR/PA - meetings were held with all fifteen (15) communities that expressed interest in the registration. Of these fifteen (15) communities, nine (9) completed the registration process. With this, we seek to offer and implement public policies and contribute to the project of environmental regularity of the territories of the entire state of Pará. Based on the discussion of the data, it was considered essential to discuss and establish a post-CAR procedure, in order to successfully achieve the goals of conservation of natural resources and recovery of degraded areas.

    Computação urbana - O uso do aplicativo móvel Colab.re como dispositivo de participação social na gestão da cidade de Paragominas-PA

    Urbanization has gradually increased over the last four decades, demanding solutions to the many problems in the cities that affect the lives of billions of people in the world, in Brazil and in the Amazon. Urban Computing helps to improve services in the city, consequently people's quality of life. Social participation at the national level is established in the Federal Constitution of Brazil of 1988 and by the Statute of the City (Law 10,257, of July 10, 2001), already in the global sphere, most recently in 2015, Agenda 2030, in the Sustainable Development (ODS), is a requirement for the development of cities. In this way, this work assumes that social participation is a dimension of development and seeks to use the Colab.re mobile application as an innovation device to strengthen decision processes with the promotion of smart cities. Urban Computing and the availability of mobile applications create networks of relationships by innovating the forms of social participation in the way decisions are made in city management. Use of technological development in favor of social participation is substantial in the execution of this research. For this, it was necessary to create a "social social network" between the Paragominas City Hall and society, stimulating social participation. The key challenge was in mobilization in persuading people of the utility of connecting to each other and working together. On the one hand the public power, represented by the health and urban planning departments, and on the other, as a representation of civil society, students from the city's HEIs were invited: UFRA, UEPA, and IFPA. After the workshops that presented the Colab.re to those involved in the research, questionnaires were applied in order to collect quantitative / qualitative opinions of the participants. The result is a communication channel between City Hall and citizens, reaching Paragominas the highest percentage of users in the state of Pará. Thus, Urban Computing and the use of mobile devices certainly generate a "greater" understanding of how specific impacts reflect in the whole city and can help enforce relationships between users. In this sense, the mobile applications can be useful as devices of innovation in the intensification of the experience lived by an individual, in the construction of a shared analysis on the collective challenges in the city of Paragominas-PA. The result as a product is a plan of care for the secretariats on how to handle the information posted on Colab.re.

    Gestão ambiental compartilhada: arranjos de implementação do licenciamento ambiental municipal no estado do Pará

    The exercise of environmental management in the shared logic is a pressing need in the Amazon, without which the efficiency of environmental management in the region is compromised. The research started from the analysis of the normative arrangements that govern the institutional relationship between State and municipalities, encompassing constitutional and infraconstitutional legislation. Based on the understanding that environmental licensing is one of the main political and multi- functional instruments of environmental management, this relationship was analyzed with a focus on the implementation of municipal environmental licensing. A comparative examination of the Resolutions of the State Environmental Councils of the states of the Legal Amazon was carried out with regard to the licensing municipalization, aiming to obtain proposals that could contribute to the improvement of Municipal Environmental Management in the state of Pará and, in addition, obtain the current panorama of shared environmental management in the Amazon region. Posteriorly, there were participations in Trainings promoted by SEMAS/PA aimed at municipal environmental managers, called Training and Development of Municipal Environmental Management - TDGEAM, where it was possible to interact with the participating managers and learn a little about the environmental management of the municipalities represented. SEMAS technicians were interviewed, among them the Environmental Management Articulation and Municipalization Manager and questionnaires were delivered to the 144 (one hundred and forty-four) environmental managers of the Municipal Environmental Secretariats of the state of Pará. Of these, only 27 (twenty-seven) municipalities responded. Then, a survey was carried out of the main characteristics that involve the environmental management of each of these municipalities for the purpose of verifying the demand for actions shared between the federal entities. This methodological path made it possible to see the scenario in which the municipalization of environmental licensing is found in the state of Pará. Despite the undeniable normative advance of shared environmental management, it was observed that environmental licensing has not yet been exercised effectively in the shared logic in general in the states and municipalities of the Legal Amazon and specifically in the state of Pará, the focus of this work. Progress has been made, including in the course of this research, even within the scope of the inter-federative relations, but it cannot yet be said that in that State the shared model of environmental management is fully exercised. In several situations, there is no mutual cooperation between the federal entities, this is noticeable even in the rules that govern state and municipal licensing. To change this scenario, a progressive alignment of the inter- federative legal and institutional structure is necessary, especially regarding the environmental management promoted by organs state and municipal environment agencies of the state of Pará, as well as by federal agencies, also active in this region.

    Gestão de recursos naturais em territórios quilombolas: o caso do território estadual quilombola do ramal do Piratuba

    The management of natural resources in quilombola territories demands an understanding of the peculiar ways of life of these culturally differentiated groups, the dynamics of exploitation, use and explotation of resources available in the territories under their domains. The ethnographic or ethnomethodological research aimed to analyze how these relations of quilombola society with nature reflect in the management of the dynamics of use and management of natural resources within the collective domain area of the community. In quilombo lands, production and preservation activities should be seen as complementary to mitigate solutions and minimize environmental impacts resulting from the conversion of forest systems to agricultural systems. The conversion of forest areas to other land use classes such as agricultural crops and pasture areas leads to the decharacterization of the natural landscape, which may compromise the quality and availability of resources. The internal landscape alteration processes reflect the land use dynamics in the area legally titled by ITERPA as TEQ Ramal do Piratuba, where alternative land use in agriculture and livestock can also result in considerable quality losses. and conservation of water bodies, that is, water resources. The management of the use and exploitation of natural resources in the quilombo should be understood as self-management or community management of resources in order to enable solutions of collective interest, linking poverty reduction to preservation actions, generating improvement in the population's quality of life. under the assumption of guaranteeing the same conditions for future generations of quilombolas piratubenses.

    A regulação do acesso aos conhecimentos tradicionais associados a recursos genéticos no Brasil: a experiência do Amapá

    This work is based on the Convention on Biological Diversity (CBD), which has as main objectives: the conservation of biodiversity; the sustainable use of its components and the fair and equitable sharing of the benefits arising out of the access and utilization of genetic resources. This work deals on the implementation of the discussion of the main safeguard instruments of the rights of peoples and traditional communities, present in the CBD when it comes to arrangements for access and benefit sharing (ABS), analyzing the national regulatory frameworks – Medida Provisória (MP) 2186-16/2001 and Federal Law 13,123/2015. The author has analyzed the Federal Law 13,123/2015 as the major changes introduced and the possible need to establish additional state law and, as confirmed this need, he proposed replacing the State Law 0388/1997, of the Amapá. This analysis was based on two case studies of the State of Amapá: i) Rio Iratapuru Sustainable Development Reserve (RDSI) - first request for access to genetic resources and associated traditional knowledge, authorized by the Managing Council of Genetic Patrimony (CGen) in Brazil, by the cosmetics company Natura, with benefit sharing, for the commercial use of resin of breu branco (Protium pallidum); and ii) Bailique Community Protocol - experience of elaboration of the Protocol by the traditional communities, supported by different institutions - coordinated by the NGO Grupo de Trabalho Amazônico (GTA). With Law 13,123/2015 regulated, it was observed that, in fact, it seems that the ABS regime process in Brazil has been simplified. This is being considered positive for the research to our genetic resources. However, it can also be used by people/unscrupulous companies that can take advantage of this not to share benefits or even practicing biopiracy. However, there are still many doubts if the new law will ensure the fair and equitable sharing of benefits arising from access to genetic resources, as defined in the CBD and the Nagoya Protocol. It is also concluded that states and municipalities will need to supplement federal general law, with its own laws, in order to ensure that areas under their jurisdiction and traditional communities have their rights safeguarded.

    This research aims to analyze the decentralized environmental management performed by State environmental agencies that make up the State of System Environment of Amapá. Environmental management aims, among others, rationalisation of the use and exploitation of natural resources and regional economic and social activities able to shift the balance and/or the quality of the environment. To this end, the State uses its administrative machinery and of legal instruments. But how is the shared management between the various State bodies of Amapá environment? The leading hypothesis refers to a process riddled with contradictions that impose difficulties to effective implementation and consolidation of environmental management shared between the State bodies of the environment of the State of Amapá in Brazil, whether by misinterpretations of the laws and/or decisions eminently political. The detailed analysis for the existence or absence of environmental policies formulated by the State, as well as organizational and institutional structure established by the State of Amapá in Brazil for the environmental management of their territory. From the methodological point of view, this research used the bibliographical research with qualitative approach of data related to environmental management model of the State of Amapá in Brazil, besides the legislative technical scientific support amparo and, finally, the analysis of the effectiveness of environmental agencies. The results indicate that the State of System Environment needs to be enhanced in order to strengthen the environmental management shared between the State bodies which integrate environmental administrative structure of Amapá, as there are many points of conflict of competence that are arising from the formulation and planning based on strictly political decisions, rather than organic arrangements that prioritize cooperation among the organs based on technical criteria.

    The research aims to analyze the understanding that children and adolescents from municipalities with riverside areas have on the theme of the environment and how they incorporate new elements on the theme from the use of educational games. In particular, it is an investigation that will use the action research method where the researcher will build a pedagogical game and use it in the classroom to expand the knowledge of children and adolescents about the environment. To this end, initially the researcher will carry out an exhaustive bibliographic review on the themes of environment and environmental education in order to obtain the maximum elements necessary for the construction of the game. Then, as a starting point, the researcher will carry out a survey on the meaning of the students' environment. Subsequently, the game will be applied in a sequence of times and at the end, the researcher will again raise the understanding on the same theme in order to identify which elements were easier and more difficult to be incorporated from the local reality. The municipality of Limoeiro do Ajuru - PA was chosen for this research because it has a riverside community that needs more effective care with the environment and the E.M.E.F.M. Teacher João Ludovico, whose demand is met from the neighborhood itself and from the countryside, especially the riverside.
