This Study analizes the kynd of participation that is but into effect in Soure municipality through its social work municipal council identfying as democratico management or conducted participation. The formation of this study included bibliographical and document research, interviews, observation. The sort of interview used was the strucdured, with screnblay applied to the social works municipal councillors. In this way, the results of this study poinds oud that this council does not makes up- makes a delibetions and social control forum. The participation that was but into effect by council does not characterize itseff as a social emanciptyon process, but reinforce esclufion, procrasdinating a democratic management and making conducted participation strong rather than manegement participation.

O Conselho Municipal do Idoso de Belém e a participação: reflexões críticas

This work starts from the realization that aging must be recognized as a social process of continuous transformation of human being and one social construction, which depends on social structure, cultural and economic structure of each people, considering the reality of the National Policy for the Elderly and the Statute Aging in Brazil, and the principle of participation into social policies. As participation if to develop in the public space of council of the elderly, the locus of the research was the Cit y Council of the Aged, Belem. To see how members of council participate of exercising social control, we performed a desk review of Council the period 2006 to 2010. It might be found a fragility in the documents of the Council, particularly in record of the minutes that inform about the deliberations and about the absence of records about actions as the visits to the organizations and the organization of the Conference Hall. The document analysis reveals that the actions developed by the Municipality Council of the Elderly is diferent that provided in public policy how much the role of Council. Logo the actions can not be considered as exerting social control, since the participation of Board members are restricted, and does not influence in municipal politics aimed at the elderly.

O lugar (in) existente do BPC na Política Municipal de Assistência Social: o caso de Castanhal

This study has as objective to analyze how municipal management of Continued Installment Benefit happens, this is an assistance program ordered by Federal Constitution of 1988 and regulated by Organic Law of Social Assistance – Law 12.435/11 that it is a payment of 1 minimum salary by a month for people with 65 years old or more than that and for people with a disabling deficiency for an independent life and for work, and the familiar income of both has to be less than ¼ of minimum salary. For that, it was chosen Castanhal as the local of empiric research. The reason for this research is from the fact that Continued Installment Benefit is inscribed in Federal Constitution / 1988 and for demand a huge volume of financial resources, but even so is unknown for most part of the population and few published by Executive Power. This study started with bibliographic research about social assistance politic. After that, it was achieved a documental research where were analyzed the National Conferences of Social Assistance deliberations, Municipal Council of Social Assistance’s minutes of the meetings from Castanhal since 2010 until 2011 and V and VI Municipal Conference of Social Assistance’s reporters from Castanhal. Interviews were conducted with the coordinators of CRAS with the Coordinator of Basic Social Protection and the Municipal Social Welfare of Castlebay. Highlight the low level of monitoring of the beneficiaries of the BPC Network Basic Social Protection and the absence of effective social control.

A prática interdisciplinar na política de assistência social: o caso das CRAS de Abaetetuba-PA

This Master Thesis in Social Work aims to make a reflection on interdisciplinary practice between assistants and psychologists working in the Centres of Reference for Social Welfare of the municipality of Abaetetuba. The city is located about 80 km from the capital of Pará State and has approximately 139,000 inhabitants, according to the last IBGE census. Since 2005 has been seeking to implement the National Policy of Social Welfare 2004. The New National Policy for Social Welfare, through its guidelines and seeks to consolidate the main objectives of decentralization of management. Establishing a new model socioassistenciais services organization, seeking to unify concepts and procedures throughout the country through the System of Social Assistance which, in turn, establishes standards for the performance of services, to quality care, and sets of assessment indicators and outcome. Interdisciplinarity can still be considered a concept in development, however this reality appears as a reciprocal relationship of mutuality that requires a different attitude to be taken regarding the problems of knowledge, that is to replace the fragmented conception of human unity. This attitude can not be prejudiced, but open where all knowledge becomes important, may be based on intersubjectivity and interaction between the knowledge, but can not be divorced from the context within which it occurs. The interdisciplinary performance practice at the Centre of Reference for Social Welfare, as well as projects in other programs and services of this policy is encouraged, but in reality the county investigated here showed that there are many obstacles and challenges to the exercise of that practice. Since non-compliance with regulations that govern the Social Assistance Policy to overcome the precarious conditions in working relationships, both with respect to the bond, as the physical and material spaces, through the need to implement management oriented qualification and human resources development included in the SUAS.

Proteção social não contributiva: um estudo sobre o BPC destinado ao idoso em Belém - Pará

This paper is product of a research that contemplates the dimension non contributive of the social protection of Brasil. In this angle, we give privilege to the “Benefit of Continued Provision” (Beneficio de Prestação Continuada - BPC), the benefit component of social protection non contributive of the social assistance politics, considered this way, as a important mechanism capable of insuring the survival of the people in a situation of social and economics vulnerability, although it’s not only fit to this particular purpose, as indicated by the laws that guide it’s operationalization. In the development of the research we seek to know better the elderly population, the integration of these subjects in other social programs. It is also questioned, if the BPC has been capable of promoting autonomy, improving their sociability, their access to basic health services and the insurance of food for the elderly benefited, highlighting how they consider the recipiency of this income. Our goal is focused in knowing the social results, the reflexes which the recipiency of the BPC is capable of generating in the lives of the elderly of Belém-Pará, given sequence to this perspective, investigate e get to know, on this line of research, ways of the effectiveness of social protection of the elderly in this city. The reach of social protection in a dimension non contributive in line by the politic of social assistance coming from BPC/ The elderly in Belém is one of the points that sets ours discussion towards developing a dialogue between the extension of the social protection non contributive, and effectiveness of this assistance benefit in the state capital.
