    This paper aims at analyzing the performance of the City Council for Social Housing ( CMHIS ) while policy management Social Housing in the City of Bethlehem from 2005 until 2012 . The specific objectives are intended to identify and analyze the composition of CMHIS , and analyze the dynamics and structure , noting that the Council can maintain autonomy in decision -making and participation of civil society , as well as observe the process of elaboration of the Municipal of Social Housing 2012, the jurisdiction of the board . . The methodological approach was guided by qualitative research , and used as tools to bibliographic and documentary research , and field research with the application of semi-structured interviews to members of the City Council for Social Housing . The survey results indicated that CMHIS as an instrument of mediation between the government and civil society in policy Social Housing , was not (for the most part of its history ) and is not in line with the objectives set in its creation , it was the guarantee of social participation in the management of social housing policy in Bethlehem Only in the period from 2011 to 2012 , when preparing the Municipal Plan for social Housing , the CMHIS exercised its functions effectively.

    Os Impactos do neoliberalismo sobre as estratégias e ações das ONGS fase e SDHH: limites e desafios

    This paper aims to identify if the non-governmental organizations Organ Federation for Social and Educational Assistance and Pará Society of Human Rights Defense, characterized by political resistance in the 1970s, changed their strategies and actions with the face of the new configurations of capital, particularly the neoliberal logic implemented in Brazil in the 1990s. The specific objectives aims to characterize the historical road of these NGOs, rebuilding their position in a relation to different contexts of state expression and economic, political and social scenarios in Brazil during the period investigated; and to examine in what extent the answers and policy positions taken by these NGOs in different historical contexts contributed to the democratization of Brazilian local society. The methodological approach considered the qualitative methodology as the main basis of analyses, in addition documental and literature research, field research, and application of semi-structured interviews with the coaches, former coaches, managers and former managers of two entities surveyed. The results of research indicate that there were changes in the strategies and actions of NGOs studied, caused by the entry of Brazil in the circuit of capital reproduction, guided by the globalization of economy and neoliberal policies. However, despite the intensity of these processes, these changes coexists with a social and political practice that points to process of resistance.

    This study aims to analyze the socioeconomic impacts on the lives of families resettled at the Residencial Antônio Vinagre by the Estrada Nova Basin Sanitation Program (PROMABEN), in the city of Belém-PA. The research was developed based on the dialectical method for the investigation of the phenomenon, having as methodological procedures: bibliographical survey, documentary and field research. The study is based on theoretical references on the production of the capitalist city and the inequality of appropriation of the urban land, processes that directly impact on the production of precarious housing for the fractions of the Brazilian working class that can not access the private housing market , given the price formation mechanisms of urbanized land. With this in mind, in the bibliographical survey, classical and contemporary authors discuss the logic of city production focusing on the process of removing precarious settlements in Brazil throughout the history of urban housing policy. The documentary research consists of the readings and analysis of PROMABEN documents, made available by the Municipality of Belém and the IDB, in order to verify the information about the urban intervention, as well as the new guidelines and / or technical norms for resettlement of families. For the data collection, the application of a structured form with the following variables was used: profile of the resident; work and income; housing situation; situation of public services; political participation and the perception of the resident. Field research, carried out in the second half of 2016, reached 52 (fifty-two) resettled residents for the Comandante Cabano Antônio Vinagre Residential Complex, corresponding to 49,52% of the total families resettled to the Residential until the date of the survey. The analyzes point to the precarious conditions of popular housing constituted in unhealthy and inadequate areas, such as slums, favelas, and, in the case of Belém, the lowlands, which historically are the targets of sanitary urbanistic experiences that prioritize the infrastructure space, to the detriment of the conditions of social reproduction of the families removed. Therefore, the results of this dissertation show that the resettlement of families to the Residencial Antônio Vinagre, carried out by PROMABEN, provoked the disarticulation of the residents' survival strategies. That is, resettlement did not alter the subaltern condition of the working dweller, because the production and use of the city directly corresponds to the social division of labor in space. Therefore, only the change of the place of residence of the workers does not change their survival condition as a working class, because the income conditions remain the same as in the previous area or even worse, and the residents are not able to use in the new residential space the survival strategies they used in precarious settlements, in this case in the lowlands.

    This master’s degree dissertation presents as the main goal to analyse which is the productive inclusion conception. It’s distinguished because of strength work qualification action. These actions increased and became more frequently during Lula’s Government, in 2003, and were handed by Combat Against Hungriness, Social and Development Ministery, as a contracditory assay of economics development and combat against the poorness in Brazil. Concern to our specific aims, we try to analyse in which moment the productive inclusion begins being spread by Brazilian Federal Government; we also investigated official documents of Brazilian Government as well as those of International Institutions that are related to the term productive inclusion. We also analysed official documents in order to understand which concepts of productive inclusion the ministry takes. Our methodological treatment with our study object was done through qualitative approach, guided by documental and bibliographic research. So, we tried to understand productive inclusion conception by analyzing 13 (thirteen) documents as well as electronic information at the web sites of institutions like MTE, CEPAL and MDS. The results of our research allow us to conclude that productive inclusion handed by PT (Workers Party) government (Lula Silva and Dilma Rousseff) is supported by an ideological speech of citizenship, social inclusion, economics growing, leadership, development of attributes that take part on the role of professional education and qualification that insert poor people in the job market. So, we conclude that these conceptions and terms are able to hide structural unemployment, work’s exploration, social differences. At the same time these conceptions raise, through the insert of this population in the capital’s world, the acceptance their general position into this society: the superpopulation that capitalism accumulation needs.

    This dissertation examines the precarious housing in small cities Pará, based on the analysis of slums eight cities Pará (Aveiro, Anapu, Sao Jose do Porphyry, Curionópolis, Eldorado dos Carajás, São João do Araguaia, Faro and plates). For this study we analyzed the Local Plans of Social Housing (PLHIS / PA) prepared by local governments in partnership with the Society of the State of Pará Housing. The study relies on theoretical frameworks on the issue of housing in Brazil and Amazon, the complexity of the urbanization process in the Amazon, aspects of the concept of small towns and even on the precariousness of housing in small towns in Para, with an emphasis on analysis of slums. The theoretical and methodological approach developed in this research is based on the dialectical method of social theory of Marx, and the methodological procedure bibliographic and documentary. The results show that the situation of precarious housing in small cities studied Para is related to the inclusion of the region in socio-territorial division of capitalist labor, and has worsened due to the high rate of poverty, income concentration and the state role focuses on the production of physical and social infrastructure in cities that earn income to capital, relegating to the background small towns. The data obtained in this study reveal the precarious infrastructure, with the strong presence of rural households, housing deficit and a high number of families living in slums in the cities selected for the study.

    Produção habitacional em pequenas cidades paraenses: análise do Programa Minha Casa Minha Vida e planos locais de habitação de interesse social

    This Master's Dissertation aims to determine to what extent the Programa Minha Casa Minha Vida (PMCMV) incorporated the instruments on the Social Housing System expressed within Local Social Housing (PLHIS) 05 (five) small towns in the State of Pará (Aurora do Pará, Limoeiro do Ajuru, Primavera, São Francisco do Pará and Soure). The research was developed based on the dialectical method, and the methodological procedure: literature, documentary and field research. The literature prioritized studies on Property Issues in the capitalist mode of production, with classical authors and contemporary, discussing the construction of urban space in the capitalist dynamics, the logic of housing production, focusing on the production of small Amazonian cities. The documentary research was conducted in 21 PLHIS checking: a) instruments and programs adopted action plans for housing assistance; b) prioritization of areas of intervention; c) meeting criteria for families in housing programs; d) x established local housing need targets; and, e) Minha Casa Minha Vida. The field survey was conducted in five (05) small towns paraenses to develop analyzes of the housing production of the Minha Casa Minha Vida and the same relation to the implementation of Local Plans of social housing, where they were interviewed 20 people total five (5) cities, with the following breakdown: a) interviews with 02 public officials; and, b) interviews with 02 social workers, and an adviser to the Social Housing Fund and a member of the PMCMV Works Monitoring Committee in each municipality. For the analysis of the collected data set 4 variables: a) Characterization of PLHIS; b) characterization of PMCMV; c) relationship between PLHIS and PMCMV; and, d) participation and social control. In particular, on field research conducted in five (5) small towns, it can be said that: 1) the PLHIS constituted as an important housing policy instrument, but the instrument was little used in housing production in small towns studied ; 2) PMCMV in five (5) small paraenses cities, has delayed works, lack of municipal dialogue with financial institutions and use of materials with poor quality in the production of housing, and does not consider the riverside particularity of small towns and; 3) to act outside the framework of SNHIS, the PMCMV failed to incorporate important instruments of decision and social control.

    Projeto de regularização fundiária no bairro da Terra Firme: reflexões sobre os limites da intervenção para a efetivação do direito à cidade

    The process of unequal occupation of the city of Bethlehem has a direct relation with the increase in informal employment in the county. The elitist nature of urban interventions resulted in fewer state interventions to ensure the right to decent housing for working class fractions, so the areas of occupation have become between the 1980s and 1990s virtually the only form of provision of housing for the poor. The state, not to present alternatives to the problem of housing, grants to popular pressure on a limited basis with specific actions to mitigate the possible conflicts. The urban land regularization, despite the official discourse, which presents the policy to guarantee the right to the city, is no exception to the rule of other formal state policies, ad hoc, fragmented and discontinuous. That unlike represent legitimate forms of equity urban ultimately exacerbate the expressions of the social product of social inequality in Brazil is showing increasing harmful in the field or in the city.

    This paper discusses the multiple exogenous and endogenous determinations about the process of popular participation developed by the Government of Pará State, through its Urban Development Policy, with minimum time frame Urban Development Project Sweet Stream and has a commitment to identify and analyze these guidelines in the design planning of the Government of Pará, checking the extent to which there are links between these guidelines and the process of popular participation in that project developed urbanization, it is considered that popular participation is used as an instrument of liberation and democratization of use and occupation of urban land in Bethlehem, reversing the priorities historically elitist, will contribute to building a socially just city.

    Serviço Social e o projeto ético-político da profissão: dilemas do trabalho profissional nos programas urbano-habitacionais

    This study seeks to analyze the intervention of the professional work of the Social Service in urban-housing projects in Belém considering the different orientations between the ethical political project of the profession and the governmental demands to the professional exercise in these projects. The research was developed based on the dialectical materialist method for the investigation of the phenomenon, having as methodological procedures: documentary and field research (through interviews). The study is based on theoretical references on urban space and the capitalist state, as an analysis of how the space was formed, identifying that the structuring of the cities occurred through a hygienist policy with a strong market trait, creating an abyss between the spaces for the ruling elite and the working class. Therefore, we prioritize in the bibliographical survey, classical and contemporary authors, who discuss the logic of city production. For the collection of information by the interviews, we applied a structured questionnaire with the following variables: identification of the interviewee and which project acts or acted; what are the main governmental demands; what activities they develop within the team; what is the meaning of the ethical-political project; if there is possibility of professional performance in accordance with this project; what professional strategies are used in defense of users; what are the positive aspects of professional work in social technical work projects; what are the dilemmas of acting; challenges for professional action based on the ethical-political project. The survey was carried out in the second half of 2017, reaching 10 (ten) Social Assistants who work in different institutions of public or private nature, such as Municipal Housing Secretariat, NGO and outsourced company that implement the social technical work project. An important element of analysis for the research refers to the refusal of the majority of the professionals sought to participate in the research, and everything indicates that this fear is related to the precarious employment relationship. They are Social Assistants hired. The analyzes point to the fragile knowledge that professionals have regarding the ethical-political project and how to have a professional practice taking this project as a horizon. Thus, the results of this dissertation indicate that the Social Assistants interviewed still see a distance between theory and practice and, although they recognize the importance of the ethical-political project, they consider that daily is a limiting factor for a critical and transformative practice.

    Trabalho social e política habitacional: entre concepções e discursos

    This research analyzes the conception of social service proposed by the Ministry of Cities and implemented by the Housing Company of the State of Pará. The Social Service has historically elements that are reissued and assume new contours. From the creation of the Ministry of Cities in 2003, began a new period of the policies of Urban Development in Brazil. However, only in 2007 with The Growth Acceleration Program, which expand the investments in urban policy. The Social service is a constituent required in the provision of housing interventions and interventions precarious housing. In the State of Pará, the public institution responsible for implementations of urban policy is the Housing Company of the State of Pará. The construction of this research is guided by critical social theory, that allows us to understand the multiple determinations of phenomena that govern the subject in question. This work was conducted based on bibliographic, research documents and field research, including interviews with social workers who work on projects of Social Service of the Housing Company of the State of Pará. It was perceived that the state discourse about the conception of social servece is interlaced by previously defined categories. Thus, it was understood that the Housing Company of the State of Pará aligns with the discourse of the Ministry of Cities and public institution that give direction to the implementation of Social Work in the projects of urban intervention of the federal government. It was identified the government discourse through the documents, distance education courses for professionals involved with social service, and in the statements of the interviews, the alignment in the direction given to Social Service, which has as objective "leadership, participation and involvement of citizens that was benefited by the government projects to achieve citizenship and sustainability of the Project”. Some social workers affirm that seeking to strategies to guarantee social rights, but they feel disadvantaged by the guidelines of the Caixa Econômica Federal and the Ministry of Cities. Thus, the categories that give meaning to the concept of Social Service are emptied of meaning and manipulated through specific actions and welfare that are insufficient for access to full citizenship and to have access to adequate housing. It is in this context of contradictions and conflicts that is inserted Social Service proposed by the Ministry of Cities and implemented by the Housing Company of the State of Pará.

    The presented task brings before the public a reflection about the current orientation over the brazilian housing politics concerning the interference in areas of flawy bases, without removal of dwellers, in order to garantee their permanence on restructured places. The axis of the investigation relies on the following question: In what degree does the current orientation of the brazilian housing politics of interference in flawy bases, without removal of the population, may garantee effective permanence of the dwellers in these places, particularly the “Projeto de Urbanização e Habitação da Vila da Barca” (“Vila da Barca” Urbanization and Housing Project). The study relies on theoretical references about the production of the capitalist city and the unbalanced appropriation of urban land, which cause impact on the constitution of flawy bases, as a home space for part of the brazilian working rank, who cannot access the real state private market, due to the mechanisms to form the prices of the urbanized land. The research was developed on the basis of the dialectic method, adopting the bibliographic, documental and field data gathering, having 35 dwellers interviewed, those who were replaced by the urbanistic project of “Vila da Barca”. The results show that flawy forms of popular housing, settled on diseased and inappropriate areas, such as tenement and slum-dwellings, and, concerning Belém, the suburbs were repressively removed by the government along history. It‟s understood that the standardized urbanistc projects develop nowadays towards the fulfilment of housing needs of workers, even if presenting in their configuration the permanence issue, preserve the interests of the production of the capitalist city, and bring to evidence the logic of the social-space segregation, for they don‟t set consistent changes in the families‟ reality. Besides, on the contrary of what‟s spread by the government‟s speech, the accomplished research in “Vila da Barca” shows that such projects don‟t manage to guarantee the permanence of dwellers in places suffering intervention, once they tear the families‟ survival strategies apart, who, without financial conditions and unable to afford new homes (urban services‟ taxes), tend to sell the realty that was meant to be theirs, reproducing the previous life conditions in other flawy bases. This way, the “Projeto Vila da Barca” (“Vila da Barca” Project), concieved to solve the homing situations of the families in the area, generated severe consequences to themselves, specially the wrecking of their occupational activities, showing the limits of governmental intervention, according to the production of the capitalist city.
