It intended to identify PDEs contributions to school management , based on analyses of actions done at Escola Municipal do Livramento. It presents a discussion on State reform and the new proposal of public management, wich is more flexible and able to adapt itself to the tecnological development and to the new global economy needs, that made the State reform to give more importance to values like effient and qualitative services as well as management culture in the organizations. This work shows the connections between educational system and capitalism, that demanded, because of the agrarian exportation crisis (1920) and the improvement of urban-industrial field, better access to schools, mainly to the cities population, relationing education to development and to economy to solve the crisis. It is possible to observe, trhough the research, that educational public policies, originated from international organizations created new forms of regulation and management in the country, in this context appear Fundescola/PDE proposal of management, that reforces the principals role as a leader. The study verified that educational attendance at Pará and at North Region is centred over the eight first years in school (period called fundamental teaching), revealing a great difference from infantile education (little children) and middle teaching (teenagers) that receive few economic attentions. The discussion, presented, on management modernization focus the importance of autonomy and of the participation in the public school as a way to achieve the desired quality in education. The study revels, too, the impositive character of PDEs proposal that ignores external and internal school community in its formulation, being different and contradictory with the proposal established by brasilian educational laws, despite the speech of people who idealized it to affirm it as a participative and democratic proposal.Item Acesso aberto (Open Access) A política de municipalização do ensino fundamental no estado do Pará e suas relações com a reforma do Estado(Universidade Federal do Pará, 2005-06-07) GUTIERRES, Dalva Valente Guimarães; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950The study focus the politics of Municipalização of Primary Schools in the state of Pará and their relations with the State Reform starting from an analysis of the proposal of Municipalização of Primary Schools in the state, which is understood as part of the decentralization politics of educational management, which started during the 90s. The main objective of this study was to try to establish possible connections between the politics of Municipalização of schools and the proposal of management project rendered by the State Reform. The methodology used during this study was helped by the documental analysis, the collecting of the theoretical production of this subject, as well as the analysis of the statistical results of basic education offer between 1996 and 2004. The study shows that the politics of decentralization and management modernization defended by the State Reform have guided the politics of decentralization and that of focusing on the financing of education, such as the one created by the Fundo de Manutenção e Desenvolvimento do Ensino Fundamental e Valorização do Magistério FUNDEF, which has influenced the Municipalização of primary schools in Brazil because of its characteristics, specially in the state of Pará. The proposal of Municipalização of the state government has today the participation of 61,1% of the towns and has as its objective to universalize this process through all the one hundred and forty three towns until the year 2007. The concern which makes the state government come up with this politics is based more on the economical-financing scenario, typical of the management proposed by the State Reform, then the improvement of the democratic management of the public politics made possible by the proximity of the local authorities, demands which were required by the social manifestation of the 80s. The participation of the local governments itself, once this participation mainly happened in 97 and 98 (the years when the FUNDEF was implanted in Pará), shows the little time given to planning by these authorities who overloaded themselves with a lot of responsibilities without an accurate assessment of the educational management conditions for the new demands. If, at one side, there is, on the proposal, an extreme concern with the aspects that envolve the rationalization of the resource uses, one of the main aspects of the management, at another side there is a huge fragility not only regarding the social control of these resources shown by the denounces of FUNDEV resources deviation, but also by the non-existence of a Local Education Council in more than 90% of the towns, which makes it difficult the feasibility of a democratic management in these places. The efficiency of the educational management, one of the basic principles of the management and the proposal of Municipalização of the teaching in Pará is, furthermore, compromised by the SEDUC conclusion; that towns, with rare exceptions, act, in general, managing only the present.Item Acesso aberto (Open Access) O CME do município de Ananindeua na construção da política educacional: a busca pela participação social(Universidade Federal do Pará, 2009-02-04) FARIAS, Maria Celeste Gomes de; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950The study called the CME in the city of Ananindeua Construction of Educational Policy: the quest for social participation. Aimed to examine how the participation of organized civil society is being developed within the Municipal Council of Education in an attempt to build an educational policy based on principles of participatory democracy and analyze the performance of CME Body while the education system should seek to promote the construction of municipal education. Document Analysis and Semi- structured interviews were the instruments used to meet the goals specified. The processing of data was possible through content analysis (research literature) and analysis of primary sources (Atas; Laws Decrees; Opinions; Rules of Procedure). The results achieved with the investigation lead us to infer that social participation as an educational principle in the CME in Ananindeua is being built gradually, since the democratization of education management through direct involvement, both on the floor of the school as in the other elements that make up the educational system is a process that needs to be built on daily basis. In the case of society's participation in CME represented through the various categories has been a challenge, because the conflicts, tensions, correlation of forces, you can dispute are always present. This is positive in some circumstances since it is also possible the construction of educational policy in the midst of diversity of opinion. The categories of civil society organizations represented on the CME and have varying degrees of participation, some participate more actively while others have a lesser role at meetings of Board and sessions where they discussed and the proposals made with respect to construction of educational policy in Ananindeua. The lack of theoretical training and educational policy in some cases serve as a factor that limits social participation in the actions of the CME.Item Acesso aberto (Open Access) Controle social e descentralização na gestão da política educacional de Castanhal – PA(Universidade Federal do Pará, 2014-06-04) LIMA, Francisco Willams Campos; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This thesis has as its object of study the Municipal Board of Education, in order to understand the role played by this body, the decentralized educational policy Castanhal - PA. The problem of limited research on the organization and management of the educational policy of the municipality, as well as the political institutions of the Board in reference to the exercise of social control; the form of participation of civil society, especially the subaltern classes in the definition, implementation and evaluation of educational policies; and educational policies pursued since 2000 when starting the process of delegation of powers conferred upon the municipality locus of research, by the year 2011, comprising six (06) terms of two (02) years, which makes a total of twelve (12) years of management decentralization of educational policies, the institutionalization of Municipal Education System. For both, it was established as guiding hypothesis: the Municipal Board of Education Castanhal - PA, even with the delegation of powers, continued playing a role that approximates a control-management in the management of educational policies, rather than constitutive dimensions of social control, such as: monitoring, assessments and proposals. Were elected as axes of analysis for understanding the phenomenon investigated dimensions: technical inspection; political-ethical-evaluative and purposeful. This is a qualitative research, which focuses on a case study, whose data were revealed by means of bibliographic and documentary research, interviews with the social subject. The survey results confirmed the hypothesis that the working class could not exercise social control, in the analyzed period, from the dimensions aired this work, because of the bureaucratic state management model, which went on to influence the actions and procedures of the Board sometimes alluded. Indeed, the scale technical inspection ended at the micro level, the management of educational policy, without the effective participation of the working class; political and purposeful, dimension in turn was more related to the need to reduce bureaucracy of accreditation processes and approval of educational institutions; and the ethical-evaluative dimension was not possible because of some problems that were identified, including the methodology used for evaluation of educational policies, thus leaving the favor the more direct involvement of key users of educational services.Item Acesso aberto (Open Access) O controle social no Sistema Municipal de Ensino de Ananindeua - PA: desafios e possibilidades(Universidade Federal do Pará, 2010-05-11) LIMA, Francisco Willams Campos; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This study of social control in the municipal system Ananindeua: Challenges and opportunities aimed at analyzing the organization and operation of the managers of educational policies in order to understand how it is being exercised social control by the Municipal Council of Education, Council of Food School and city council Fundeb from the institutionalization of that education. To answer the questions guiding this research we used the following instruments: document analysis and semi-structured interviews. The results show that civil society is mostly occupying the space management of social policies, through collegiate bodies in relation to government representation, even though previously focused on the dimensions are still under construction, with higher incidence in the size of propositional Council of Education. However, the collective bodies in general, they show technical-operational difficulties for the exercise of inspection function, which has results in an incorporation of the results of evaluations of educational policies in government decisions. These issues highlighted the need for more investment in the continuing education of social actors, for the inner workings of a broader perspective of social control.Item Acesso aberto (Open Access) Do plano de escola à escola do plano: implicações do Plano de Desenvolvimento da Escola (PDE-Escola) na qualidade do ensino nas escolas municipais de São Luís/MA(Universidade Federal do Pará, 2016-03-23) GOMES, Albiane Oliveira; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/950268159459195This study discusses the educational policies focused action has been directed at the school level with centrality in school management as a prerogative to achieving improvements in the quality of education in the country, such as the School Development Plan (EDP School). This plan was implemented in the late twentieth century, under the Fundescola, and since 2007 has become an integral part of the range of actions of the Education Development Plan (EDP) in combating the precariousness of the quality of Brazilian public education. The study highlights that education policy from the last decade of the century, are circumscribed in a context of strong suitability of the State to the demands of the market, which began to enter the school under mercantile logic, supported by the rhetoric of modernization of school organization as needed to raise improvements in the quality of education in public schools in the country. the methodology favored a Marxist approach, especially the contributions of Gramsci on the school's role in the construction of counter-hegemonic actions. The methodological procedures used were literature, document analysis and field research, with the locus of the Secretaries of State Education and Municipal de São Luís / MA and two schools that municipal schools, in which they were applied semi-structured interviews with Committee Members evaluator PDE-School, to / the manager / school, coordinators / as, teachers / as and members of the School Board those surveyed schools, with the aim of analyzing the PDE-School repercussions on improving school management, seeking to understand their contributions to changes in school with regard to changes in the decision-making dynamics from the perspective of democratization of school management and its implications for improving the quality of education in municipal schools of São Luís / MA, with the time frame the period 2012 to 2015. the study emphasizes that education policy to take as a quality parameter so only the education Development Index (IDEB), disregarding the complexity inherent in the basic education and leave aside other aspects essential to analyze the quality of education in country, among them, the process of democratization of school management, and democratic management key indicator for the achievement of a quality beyond the IDEB. The research concluded that the ludovicense reality the actions promoted by the PDE-School to have paid less to promote the democratization of management in schools, and more for the intensification of accountability of school subjects by school destinations, with occasional reflections on improving the quality of teaching in these schools. The survey found also that the quality heave the School Plan to prove as an adaptation mechanism and school adjustment to market, it has legitimized the School of Planning one indicista quality, at the expense of quality in all perspective, here called quality qualitative.Item Acesso aberto (Open Access) Eleição direta para diretor escolar: desafio à democratização da gestão(Universidade Federal do Pará, 2012-09-04) PEREIRA, Lucenil da Rocha; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This study examined the direct election of school principals via a case study of the State School of Elementary and Secondary Education Brig Fontenele in Belem, in view of the democratization of management, whose questions were: How direct elections can contribute to construction of democratic management in schools? How did the process of implementation of direct elections to fill the position of director of the State School for elementary and high school Fontenele Brigadier's point of view of the system and the school community? To this end, we designed this study using a qualitative approach with field research and collect data through semi-structured interviews and documents intended for 17 subjects, distributed as follows: former assistant secretary of education, representatives of the school board, election commission, teachers, elementary students, middle school, youth education and adult and community management team. The democratization of management education and the school was analyzed in its concreteness in the Education Department of the State of Para, in the school selected, based on the following principles: active School Council, Pedagogical Political Project collectively built and running and school autonomy. The analyzes indicate that the election process to fill the position of school principal faced common problems in political relations in Brazil, and Para in particular, as clientelism, and lack of a political change, discussions of campaigns centered on people and not on ideas, among others. We can say that the experience studied was not an isolated case, because the sample is expressed in various institutions of the state, that the direction elected completed its mandate without reviewing the Political Pedagogical Project, even though it is an instrument that does not guarantee the democratization of relations power, but it is essential, and if collective work product may contribute to the construction of new power relations and to guide the political, administrative and educational institution. The construction of democratic management encountered different barriers, as collective bodies failed to perform its role as a permanent body for political education, as is almost restricted to bureaucratic problems, such as accountability of funds received. The hierarchical structure in this traditional E. E. E. F. M. Brigadier Fontenele did not allow a significant shift in power relations and educational organization itself has almost insurmountable barriers, such as the execution of watertight disciplines, without teachers to discuss or articulate. Finally, we consider that the authoritarian manner of conducting the school can reinforce the company exclusive and we conclude that for democratization of management, we need new standards of training for school managers, as the political and economic and social impose new management practices.Item Acesso aberto (Open Access) Uma experiência do Programa Ensino Médio Inovador em Ananindeua – Pará(Universidade Federal do Pará, 2017-02-22) CASTRO, Maria Rosana de Oliveira; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950“An experience of Innovator High School Program in Ananindeua—Pará” is a result of a doctor degree project which had the goal of analyze the process of the implementation of ProEMI at EEEFM Prof. Antônio Gondim Lins, in Ananindeua—Pará, from 2009 to 2015, mainly about the school management and the improvement in the students’ learning results. It was followed the methodological focus on the qualitative approach, through a case study, using as data achievement tool the literature review, document analyses and semi-structured interview. The text opens a discussion about the role of the State in front of the public-private partnerships in its process of regulation and implantation, and about the structural crises of the capital which ended up in the redefinition of the State’s role, which transferred the public services considered essential to the private sectors. It also debates the public and private concepts, highlighting the public-private partnerships in the Brazilian education in Brazil and Pará. It was realized a contextualization in the State of Pará, showing its social and cultural diversity , where it is focused the countryside violence, social inequality, the poverty and a educational system which deserves more attention and public investments, mainly in the basic education. The paper shows the national policy to the High School in Brazil, with information about this level of education and contextualized with the current educational legislation, approaching to experts who defends this level of education integrated with all life situations. It is also discussed the process of implementation of ProEMI at EEEFM prof. Antônio Gondim Lins revealing the unfamiliarity of the scholar community about this Program, showing that it was not discussed in this school and that SEDUC-PA did not accomplished its role in the guarantee of right conditions to implement ProEMI which, despite having destined resources to the school twice, it was used unduly.Item Acesso aberto (Open Access) A gestão das políticas do ensino médio integrado: um estudo de caso(Universidade Federal do Pará, 2013-03-27) SANTOS, Carmen Lucia; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This research discusses about the management policies of the school integrated and objective analysis on the network of technological schools do Pará - EETEPA in the city of Belém, and in particular, the School Technology Education Teacher Teixeira, in order to verify that the management has contributed to the implementation of this policy. The research was conducted through a case study in a critical perspective, and as a tool for collecting data to document research and semi-structured interviews. Currently, in Brazil, the school has been the subject of transformations through various policies, among which we highlight the policy of integrated school, whose purpose is to articulate the professional technical education middle level and high school in a training process that enables the access to scientific knowledge and professional. One of the main questions that this research intends to answer is whether the management has contributed to the implementation of policies on vocational training to high school integrated network of schools in technological education of Pará, in the town of Belém. We believe that management is one of the means by which the actions in pursuit of improvements and changes are materialized within the school. In this context, our research has identified that the management model that has been practiced by the Education Department of the State of Pará, through the network EETEPA is unilateral, and currently has failed to mobilize the principles of integrated education, different school locus research that, through the exercise of democratic management has been trying to consolidate the policy of integrated secondary school, even before a painting of "persecution" to staff and faculty of the School and few incentives. The aspects that could be seen at the conclusion of the research evidences that any theoretical foundation of this policy is maintained in reference Marxian and Marxist and democratic management through its principles were important elements at the time of policy implementation and contributed in building consolidation, but it has not been enough to maintain them, since the network management EETEPA that part of a one-sided perspective, has undermined the actions and projects of integrated secondary school in "ground school".Item Acesso aberto (Open Access) A gestão premiada: a experiência de gestão do C.E.M.R.C São Francisco Xavier em Abaetetuba - Pará(Universidade Federal do Pará, 2012-01-16) ARAÚJO, Maria Auxiliadora Maués de Lima; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950The theme of this thesis is the logic of school awards, understood as a strategy to regulate the school’s management, supported the managerial logic, which wants to become hegemonic in Brazilian public schools. In order to understand the object, were identified and analyzed political and economic, sociological, psychological and philosophical references that are fundamental constituents of the object, and was investigated a specific experiment in school management rewarded. In the initial stage of this research the research in literature was used, needed to understand the references in the logic of award, and later, documentary research, allowing the analysis of school documents and awarding bodies. A case study was used to investigate the uniqueness of a reference school in the logic of award, the Escola de Ensino Fundamental e Médio em Regime de Convênio São Francisco Xavier, a national reference in "democratic" school management according to several awards. It is said that an effective school management with features that approach to democratic management, based on the use of participatory strategies involving different subjects of the school and the community, is done, but that by developing actions in line with the announcements of awards competing, it approaches the characteristics of business management, emphasizing meritocracy, individualism, pragmatism and systemic analysis. Some of the brands of school management here studied are ambiguous, as they are obviously management practices guided by the logic of democracy and market, and the “participationist” appeal. It was concluded that the reward notices are gaining strength in regulation of school’s life and in the sense of audience, quality and participation are reframed according to the perspective taken.Item Acesso aberto (Open Access) A gestão superior da Universidade Federal do Pará no contexto do PDI(Universidade Federal do Pará, 2018-12-18) AMARAL, Genilda Teixeira Pereira; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This work deals with the Management that the Institutional Development Plan (PDI) of the Federal University of Pará orients to the UFPA, resulting from a bibliographical research, whose purpose was to analyze how the UFPA management is configured and its relation with such Program is configured. In order to collect data, I used the document analysis method through which I investigated the official documents that provided important data for this research, which were collected in documents such as decrees, laws, educational reforms, resolutions, plans, projects and governmental guidelines , which made it possible to verify the theoretical and practical management issues, as well as the managerial management model and its relationship with the Neoliberal State and Higher Education reforms. From the analysis undertaken, I came to the conclusion that UFPA's university management is managerial and that the Institutional Development Plan is an instrument of this management model, as a result of strategic planning. In this perspective, I realized that the management implemented in UFPA is part of a project articulated to neoliberal policies, which determine the reduction of State expenditures with public measures for education, health and other social areas, provoking privatizations, harming the Institution's autonomy and demanding productivity, with reduced investments, which can lead to losses in the quality of teaching, research and extension.Item Acesso aberto (Open Access) A implantação do projeto de aceleração da aprendizagem “mundiar” como componente do “pacto pela educação do Pará”(Universidade Federal do Pará, 2018-12-05) MESQUITA, Neli Moraes da Costa; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This is a Master's Dissertation on the "Implementation of the Learning Acceleration Project" in the State of Pará, whose general objective is to analyze how the implementation of the "Mundiar" Acceleration Project in the State of Pará took place and the objectives specific: to analyze the conception of education expressed in the documents that normalize and guide the "Mundiar" Project as a proposal of the government to solve the issue of evasion, abandonment and age / series distortion in Pará education and to identify how the Public-Private Partnership was carried out in the context of the "Mundiar" Project. Bibliographical and documentary research was used as a methodological procedure in various sources, social and educational indicators, reports, contracts, regulations available on websites, official State and International Organizations bodies. The theoretical-methodological basis used was based on the theoretical contribution, based on historical-dialectical materialism, thus making it possible to move towards the essence of the "Globalizing" Learning Acceleration Project and to understand the contradictions and conflicts beyond appearances. From the set of analyzes, it was certified that the Public-Private Partnership has been privileged by the Secretariats of Education through signatures of management contracts. Thus public education has become a new niche to Capital and under the privatist discourse tends to be that of total quality which is based on indices, standardizations, technicality, instrumental and large-scale assessments. Throughout the research, it was found that public education of social quality that can emancipate and liberate, which can guarantee local identity, citizenship and respect for the environment, was not taken into account when the Acceleration Project Learning - "Mundiar" in the State of Pará, because in fact, it is more a centralized and vertical educational Project that results in the regression of achievements and social rights when analyzed beyond the goal of achieving the goals. It is defended in this Dissertation that the conception of education expressed in the documents that guide the Project "World" is a reductionist conception, exclusive and committed only with the reach of the goal predicted by IDEB. Measuring the educational process is important, but the potential of public education can not be reduced to technical and economic standards, since it, in its social potential, is a space for transformation, of democratic debates and can not be reduced to a commodity like the Capital. It is concluded, therefore, that education workers and thousands of students have only to receive the "Worldview" Project from top to bottom as a closed package, as well as an "instructional" educational project that includes the student with the objective , only to fulfill such goals, but it excludes and reinforces social inequality when one thinks of an education beyond the underemployment market. I defined as study object the Program “Friends of the School”. I made the analysis of this Program, estimated its, practical its and its joint with the debate around the democratic management. Such object appears in the context of redefinition of strategies of social participation and models of management of the public institutions from the productive reorganization of the capital. In this way, I took as starting point the following question: of that it forms the actions of the partnerships they redefine the paper of the State, of the civil society, modifying the dispute around thesocial control of the public thing? Therefore, the analysis that I considered required an adequate methodology to this study. The type of adopted study was the critical study of documents of reference of the Program “Friends of the School”. I chose the documentary research as the strategy of collection of data. As research source, I analyze cartload of orientation of the Program “Friends of the School” for the participation of volunteers and of the formation of voluntary managers. These sources had allowed a qualitative analysis of the chosen concepts as categories, amongst which I present: social control, democratic management, participation and autonomy. Such Program stimulates a participation meaning in the terms of a non-political and appointment voluntary solidarity with the quality of the education. Also it allows to affirm an absence me of social control on the part of the pertaining to school community.Item Acesso aberto (Open Access) Institucionalização da gestão democrática da educação como política pública no Sistema Municipal de Ensino de Igarapé-Açu, Pará(Universidade Federal do Pará, 2015-06-24) PAZ, Vanilson Oliveira; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This thesis deals with the democratic management institutionalization process of public education at the Municipal System of Education in the municipality of Igarapé-Açu, State of Pará, whose general objective consisted in analyzing how to announce the democratic management of education within the texts law that sustain the Municipal System taught and its effectiveness as a practice management in municipal education over the period 2009-2014, from a qualitative research with case study, with the privileged data sources document analysis and semi-structured interviews with eight individuals involved in the construction process, implementation and evaluation of educational policy in the municipality studied. The study confirmed the hypothesis that the mere creation of the Municipal System of Education and the entire legal apparatus that supports it does not indicate expansion, innovation and installation processes that enable the development and implementation of policies for the democratic management of education pubic locally. Through the effect analysis it was found that the municipality opted for the creation of a Municipal System of Education and the institution of the principle of democratic management through elaborate legal texts collectively; the theme of social and political participation has been highlighted as base aspect of the institutionalization process of democratic management and constituting as a major challenge for the municipal education ensure and expand the local citizenship. It aims to analyze how the direct elections legally instituted in the Federal, State and Municipal legal system have been conformed, as well as verify the dilemmas of the nature and institutionality of the direct elections that underlie the contradictions engendered in and by the Democratic State of Right in force in Brazil, With this, the legal system of Greater Belém was analyzed, which deals with the institute of the direct elections, verifying the articulation between the legal systems in the three levels of the Units of the Federation analyzed. The approach of the research is qualitative of the documentary type, because to the extent that the analysis driven by a reality that presents / displays itself unsatisfactory, it is looked for theoretical alternatives that allow reflections and alternatives of change of this reality, it analyzes the legal order of each municipality Of the RMB, but does not consider the full of documents, but only the devices that deal with the dimension of democratic management and direct elections for school director. The study revealed how the historical, socio-economic context occurred in the 1980s, especially in the 1990s and 2000 marked substantial changes in legal, political, economic and social structures, in which they interfered in the process of drafting legislation in the three spheres of power Resulting from this process of democratization of management. The study also revealed that the institute of the direct elections for directors competes legally with other forms of choice for this position / function, so that this modality takes effect will depend on the political interest of the constituted executive power, since other forms of provision are foreseen Many of them incompatible and contradictory to the democratization process of the school. It also showed that direct election can, on the one hand, gain characteristics for the democratization of the public school, on the other, it can, depending on who exercises management, base it on authoritarianism and manipulate the community in favor of personal or partisan interests. It objectified the analysis of its organization since the creation of the Law of the Educational Municipal System, by means of the official documents that give support to it, its characterization while municipal system and the formularization of its educational politics. The methodology used was a bibliographical research and documentary analysis. The results show that the construction of the educational municipal systems at Brazil comes if giving for the recovery of the federative pact, redefining the responsibilities of the federated beings, in a context of great changes in the educational scene; the Brazilian city assumed a basic role in this organization, starting to have the legal prerogative to constitute its proper system of education; the relation between decentralization and democratization of the taking of decisions is not direct, being defended as a chance of if giving new a meaning to the forms of management of the public instances; the transference of the administration of state schools for the local level if showed as a great bias of the decentralization; the city of Ananindeua still searchs the consolidation of its system of education and, in the scope of its normative function and mobilization, it searchs the participation of the diverse segments local society. As a central issue, set up: What are the implications of programs Acelera Brasil and Se Liga (from IAS), in the city of Benevides/PA in 2010-2012, in the context of redefining the role of the state in municipal education management and in improving the quality of education? The study aimed to analyze the implementation and development of this partnership between the IAS and the PMB, in order to understand the dynamics experienced by different individuals involved in the process, build relationships, forms of action and meaning of the partnership for the municipality. With this perspective we analyze the structural crisis of capital and the emergence of the "third sector" as central to understanding the reforms that followed, mainly from the 1990s. Works to the theme of public-private partnerships with IAS from three angles: management, autonomy and quality of education, addressed in its particulars throughout the text. The theoretical and methodological fundamentation was based on historical and dialectical materialism, assuming the studies and analyzes in that perspective and defended the theoretical and political importance of understanding this phenomenon of public- private partnerships in its entirety, in its materiality in public education, especially experienced for flow correction in Benevides/PA. The study is characterized by being a case study, whose privileged sources for data collection focused on semi-structured interviews with eighteen (18) education professionals who worked in the city for the duration of programs (teachers, supervisors, principals school, former secretaries of education) and in non-participant observation. From analyzes it was found that the partnership between the Municipality of Benevides and the Ayrton Senna Institute met the determinations of the MEC, aiming to reach the levels required in IDEB that beneath the coping of school failure policy, guidelines and prioritized proposals made based on management criteria to promote competition among public institutions; democratic management, although it is the rhetoric of managers, is not observed in practice undertaken by the subjects of the research objects in the Municipality, whose actions were closer to the management model advocated by IAS; that the search for the vaunted quality of education produced intensifying the work of teachers, the level of demand for results and achievement of goals, sometimes unrealistic, proposed by the partnership resulted in the education professionals involved, the impossibility of experiences democratic management and quality socially relevant.Item Acesso aberto (Open Access) As parcerias público/privadas e as feições da gestão gerencial na educação(Universidade Federal do Pará, 2015-09-25) ALVES, Antonio Sousa; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950The thesis "The public / private partnerships and the features of the managerial management in education" has as subject of study the relationship between the public / private partnerships and managerial management and its impact on the school management of the State System in Imperatriz / MA taking into account the public / private partnership between the Government of the State of Maranhão and the Instituto Ayrton Senna - IAS. This study has as its main question: What are the repercussions of the program Gestão Nota 10 - GN10 for the management of state school in Imperatriz / MA? Witn that in mind the following general objective was established: To analyze the repercussions that the GN10 program has left to the management of the state school system in Imperatriz / MA. The theoretical-methodological foundation that guides the analysis is based on a qualitative research, classified under the Case Study method, developed in two schools of the state system in the Regional Unity of Imperatriz - UREI in Imperatriz city / MA, Southwest Region of Maranhão state. In addition, semi-structured interviews were conducted with some education professionals (educational manager, school principals, school supervisors and the coordinator of the program GN10) who worked in the state system in Imperatriz / MA during the program implementation and execution. Interview data were treated out of the analysis of the content in order to triangulate the perception of the individuals with the information revealed by the documents. For the development of this research the contextualization of the origin of the private property and the bourgeois capitalist state took place in order to analyze and understand the characteristics of private and public spheres since the origin of the modern state. The context of metamorphosis of the public administration in Brazil was presented, revealing its differences and its dialectic in patrimonial, bureaucratical and managerial models. It was also shown the process of Reform of the Country identifying the particularities of the Master Plan of Reform of the State Apparatus - PDRAE and establishment of regulatory frameworks which reshaped the public / private partnerships for education among which stand out the law of Social Organizations - OS No. 9,637 / 98 and Law of Civil Society Organizations of Public Interest - OSCIP. The repercussions of managerial reform in the state of Maranhão were analyzed, its peculiarities in economic and social policy were identified. From the analyzes carried out it was found that, in the context of public / private partnership between the IAS and the Government of Maranhão: (i) there was an increase of illiteracy rate; (ii) there was a decrease in approval rates and increased failure rates and truancy, both in elementary school and high school in state school system; (iii) there was a significant reduction in the number of enrollments and close down of state schools; (iv) the school management presents itself weakened under aspects of autonomy, participation and decentralization. From this, place it in the context of public policy education, and consider it as a policy of decentralization of the management and financing of basic education and its relation to autonomy and participation at school. Becoming necessary analyze from the linkages between the administrative reform of the state and new forms of management education, seeking to investigate the effects of PDDE and its implications in the process of democratization of management. Some guiding questions were compiled and analyzed. There was a documentary research through Resolutions, Provisional Measures, Reports, Minutes and the like. This study demonstrated that the process of decentralization of the financial resources is very deep-rooted in practice of the Unities Executioners; what Autonomy of the isolated, distant form of the concept of decentralization; the participation is harnessed to the acting of the UEXs, when they were organized for to manage of resources; emptying of the political dimension of the School Advice; there prevails the discussion of the financial aspect over the pedagogic thing and of the administrative one; Hierarchy in the importance of the enumerated themes; “ constant managements ” - The democratization appears in the discussion on the use of the resources of the PDDE inside the schools, of the changes regarding Systems and superior organs, whom it is responsibility to definition of the politics to be implemented in the educative unities.
