Item Acesso aberto (Open Access) O discurso e a prática da participação social no Projeto “Sanear Ananindeua”(Universidade Federal do Pará, 2012-08-31) SILVA, Simone Santos da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This study is about social participation in town planning projects because it is understood that is through the civil society participation in politics town preparation that will achieve an effective democratic management of cities. At this, this work accomplishes a study about the social participation of Jaderlândia and Maguariaçú residents in “Sanear Ananindeua” Project, and it has as an objective to identify in what extent the social participation is being contemplated in this project and if Caixa Econômica Federal (CAIXA) , as operator of this project, foments a participation that is in consonance with the democratic management of cities model, the time of this study is from 2006 until 2010. The social participation is the central theme of this study because the project is receiving resources of Acceleration of Increase Program (A.I.P.) and because currently the social participation in town planning projects is an exigency of Cities Ministry. To reach its objectives, this study prioritized the qualitative research, as well as bibliographic, documental and field research. As a result, it was identified that the municipal management of Ananindeua is far of be a democratic management, for does not guarantee a real participation for the project‟s beneficiaries, but just a symbolic participation where users has the smaller influence in project decisions and operations, despite this, they have the illusion of having a power with them.Item Acesso aberto (Open Access) Movimentos sociais urbanos nos novos espaços de participação popular: atuação e organização(Universidade Federal do Pará, 2016-06-23) COSTA, Larissa Marinho da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352Capitalism development brings within it a necessity for organizing civil society by their dissatisfaction with the economic, political and social situation experienced. And thus, the social struggles are intensified in twentieth century in the 1970s and 1980s, having as major subjects of this process the urban social movements. With the country's redemocratizantion, it is created new spaces for participation (Forums, Conferences, Counsels, among others), in which the urban social movements are inserted as main "voice" of the people with lower income. In this sense, this research aimed to analyze the operation and organization of urban social movements in Belém/PA nowadays (2003-2013) in the spaces of Forums, Conferences and Councils related to Urban Policies. Accomplished by means of the Materialist Historical and Dialectical Method, in a descriptive and explanatory research; and a qualitative approach, therefore was divided into bibliographical, documentary and field research, followed by data analysis and processing. It is showed in the discussions of this research classical and contemporary authors that deal with the theme researched, among them, it can be highlighted the sociologists Manuel Castells and Jean Lojkine, as well as the studies of Maria da Glória Gohn, Ilse Scherer-Warren and Ermínia Maricato. In the documental analysis were consulted reports, records and, meeting frequencies of the spaces of participation analyzed. For the field research, it was used as instrument the participating-observation in the meetings of the working spaces, the appliance of semi-structured interviews with representatives of the articulated urban social movements in active conferences, in counsels and forums in Belém during the investigated period, and reports of experiences with representative subjects among the chosen for interviews. This research had as main result that the operation and the organization of urban social movements nowadays have been in the spaces of conferences, councils and forums. But it was also concluded that there is a weakening in the struggles of these collective political subjects, as well as street protests. And also it can be seen that the main advances of urban social movements are related to housing policy.Item Acesso aberto (Open Access) Política pública de saúde e a intersetorialidade: um olhar sobre o Conselho Estadual de Saúde do Pará (CES/PA)(Universidade Federal do Pará, 2016-08-18) MEDEIROS, Thaize de Sousa; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This paper presents the study on the State Board of Health of Pará (CES / PA) and inter-sector actions in the field of public health policy. As a general objective we sought to investigate how the intersectoral approach is being worked on CES / PA for the effectiveness of health services. And, as a specific objective sought to identify in the ESC / PA documents are actions that characterize the intersectionality are developed, as well as analyze the understanding of the directors on the intersectionality, and identify the limits and possibilities of the ESC / PA for effective intersectoral. The development work was guided by the method of qualitative research, taking as input the bibliographical research, documentary and field, being used in the latter semistructured character interview as instrument to data collection, as well as the systematic observation technique. The results showed, in turn, as the ESC / PA have been inserting in its agenda the discussion of intersectionality, as regards the field of public health policy. So that the documents analyzed (in the period 2013-2015) show that the Council presented actions that denote the intersectionality. In addition to understanding of respondents advisers on intersectionality, in such a way that was undertaken an approach work of the interviews with the literature worked as regards the issue in question, presenting the view of the directors on the subject. And, too, the limits and possibilities of the ESC / PA, indicated by the directors, for the realization of intersectionality.Item Acesso aberto (Open Access) Reflexões e desafios à gestão participativa das águas no Pará: a experiência do CERH no período de 2007 a 2013(Universidade Federal do Pará, 2014-12-12) SILVA, Alan José Saraiva da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This study aims to analyze the performance of the Board of the State of Pará Water Resources (CERH/PA), under the democratic management, from the form of participation exercised by the Council. In this study, far will be a brief historical overview of the debate of various issues such as democracy, social control, participation, management councils of public policy, environmental management and water necessary for the understanding of the process of creation and functioning of management councils public policy and, specifically, the CERH. Thus, this study will serve, to examine how participation exercised by the Council to meet its basic objective, namely to ensure the current and future generations the availability of water resources, tailored to your needs and qualitative and quantitative standards appropriate to their uses. For the study of this board, which is as a collective discussion and decision on water management adopted the dialectical method to understand this contradictory space that can position yourself as dispute arena hegemonic projects or as mere collaboration space government management. Order to be effective, the bibliographical and documentary research has been adopted, in addition to questionnaires and interviews for data collection and subsequent analysis. The survey results showed a council's operations ranging from the attempted execution of participatory management, and a passivity that keeps the existing order, against a backdrop of low participation.Item Acesso aberto (Open Access) A Regulação na saúde e o fortalecimento do setor privado sob a orientação do Banco Mundial(Universidade Federal do Pará, 2010-07-08) SANTOS, Liliam dos Reis Souza; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This work is ruled in a documental research that it looks for an analysis of three regulation models in the health politics: the regulation in the access to the services of health; the regulation through regulation agencies; and the character regulator that the State acquires when reviewing the execution of the health services to entities as the Social Organizations, the Organizations of the Civil Society of Public Interest and the Foundations of Private Law. These three models are resultants of the denominated State Neoliberal Regulator, comes from the model of capitalist accumulation and spread in the social field for the World Bank. The State Neoliberal Regulator was adopted in Brazil, in the decade of 90, that it reorganized the functions of the state, becoming it more regulator than intervenor. In the social field, that model of State was established with division and transfer of the execution of the social politics for the society and to the job market, focusing it action to the poorest sections. The health politics, for the action of the movement of sanitary reform, it become social law in the Federal Constitution of 1988, it will be reached by a counter-reformation caused by the World Bank, that distorted the beginnings of this system, organizing it, in the sense of presenting public health services only to the poorest groups, in the attempt of breaking with the universality of that politics. This situation generates a conflict of interests of two different projects in the field of the health in Brazil: project first, defends the politics health for the inclination of the sanitary reform and another project defends the health for the road of the market. The regulation models here studied are come from counter-reformation and they act under the logic of the project of health returned to the capital, therefore contrary SUS execution.Item Acesso aberto (Open Access) A representação política dos movimentos urbanos no conselho das cidades do Pará(Universidade Federal do Pará, 2012-08-31) ANDRADE, Daniela Lopes de; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This study is about the politic representation exerted by civil society in public politics council, considering that in these spaces happens participation through politic representation of civil society organizations. In that way, this work achieves a study about the politic representation exercise of four urban movements of national expression: National Confederation of Residents Association (NCRA); Popular Movements Central (PMC); National Movement of Housing Fight (NMHF) and National Union for Popular Housing (NUPH) in Cities Councils of Pará in management of 2008- 2010. This study has an objective to reflect how happens the process of these movements representation, authorization process, the links basing in movements consult process and politic actions installment in Council, how happens the formulation of politic proposition and the comprehension of representants about the counselors paper. It was achieved a field research using an interview technique as an instrumental, with nine counselors interviewed of four movements. This research certified that the authorization process of these movements is from the legitimacy of fight history defending the urban reform and that the choice of the representants is by indication; it has an effort to keep the link with the base of the movement, however, the consult relation and count installment happens between state coordinators of these movements, showing how fragile are these links. We realize that there is an articulation between the four movements in propositions formulated and in their defence, but that also there is a dispute between them for more affiliated entities.
