Item Acesso aberto (Open Access) A Organização social da colônia de pescadores de Imperatriz Zona 29 (CPIZ-29), Estado do Maranhão(Universidade Federal do Pará, 2005-11-10) SILVA, Antonio Esmerahdson de Pinho da; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911This dissertation analyzes the historical processes of social, political and economic formation of the fishermen colony of Imperatriz Zone 29 (CPI Z-29), in the State of Maranhao. First, the theoretical base underlying social movements in general is introduced, followed by the origin and organizational skills of the unionized fishermen, since the colonies status is similar of that of an union. The evolution of the fishermen movement in the south of Maranhao is examined. This is the area where the city of Imperatriz is located, corresponding to Z-29 Colony. The fishermens achievements, mainly regarding public policies which favor the social movement, are also analyzed. Upon the reconstitution of historical and economic facts, we studied not only the CPI Z-29, which was established by the end of the 70s more precisely in 1978, when it was created but we also examined the production cycles which developed over the years, in Imperatriz. The fishermens modus vivendi was thoroughly analyzed, covering their habits, beliefs, and practices before and after their legal association, aiming at the organization and growth of an important, but often forgotten class. Along with the study of the foundation of the movement and the organizational abilities of the fishermen, the changes in the economic, political, cultural, environmental, and social aspects caused by the transformations in the organizational structure were also analyzed. Such aspects were intensified by the social projects implemented and encouraged by the Federal Government. Finally, we discuss the political visibility of the fishermen, as well as their participation in the decision making process at the municipal level, which is one of the many achievements of the CPI Z-29, since its foundation.Item Acesso aberto (Open Access) Ações e políticas do Estado e da sociedade acerca da geração de renda na Reserva Extrativista Marinha de Soure/Marajó-PA(Universidade Federal do Pará, 2006-12-26) SANTOS JÚNIOR, Guilherme da Silva; ALVES, José Moysés; http://lattes.cnpq.br/6500775506186127; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911Income generation is a question that reveals itself plenty of complexities and importance while searching for actions and public policies that permit sustainability in the conservation unit of sustainable use called Extractive Reserve (RESEX). To support this argument, this work makes a connection between the effects of income and the autonomy that rises from it. Besides, it is proposed that, for income to be generated, employment has to be created as well. Various concepts are presented for the historical and theoretical analysis. The link between employment and income is established by means of analysis of the variables collected from field research in Caju-Una, Céu and the Pesqueiro village, the three communities inside the reserve area, the Soure RESEX. Such variables, related to indicators as age, educational level, income and genre, are part of the social-economic profile of the area studied, in wich many social actors coexist. Despite the conflicts caused by the relationship among these actors, it was found an effort to establish points of accordance that facilitate the goal of generating income in the communities, in a way to benefit all actors.Item Acesso aberto (Open Access) Agroextrativismo: sustentabilidade e estratégias produtivas na Reserva Extrativista do Rio Cajari, sul do Amapá(Universidade Federal do Pará, 2004) BENJAMIM, Aldrin Mário da Silva; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911; https://orcid.org/0000-0001-6690-7244The creation of the Extractive Reserves, in the beginning of the decade that started in 1990, arises as an alternative of administration of forest resources in the Units of Conservation (UC). Centered as a principle of the coadministration between the State and the resident traditional populations, these Reserves defense, economic and social viability depends in a large part on the local organization of the agroextractivists. However, in spite of the enormous potential of economical exploration of forest products, as the Amazon nuts (Bertholletia excelsa) and the açai (Euterpe oleraceae Mart.), of the strong agricultural tradition and of the hunting and fishing's many possibilities, multiple difficulties persist inside the Extractive Reserves Cajari River (Amapa). The conception of the Sustainable Development and the little production regarding the traditional populations in areas of such Reserves constituted the decisive factors to the beginning of this research. In this way, the study the about the Agroextractivism: sustainability and strategies in the Extractive Reserves Cajari River, south of Amapa tries to identify the evolution and the strategies of the productive base of the population who live in this UC, in the areas of high and low Cajari, in an attempt of revealing the rationality of the local agroextractivism. Brings the history of the Public Ministry (MP), identifying its institutional mission, especially in the environmental harvest. It is observed that the Prosecutor of Justice of the capital of Amazonas and Pará there are weaknesses created in the sphere of management, which affect the performance of prosecutors, especially in the environmental area. The survey results indicate that the MPs performance has resulted in the timely execution of the special environmental legislation, due to the set of administrative rules that define an institutional design that vulnerabiliza the performance of the Prosecutor. Some conditions of its system may harm the Fund's attractiveness to credit seekers in the region and financial institutions able to act as operating agents. This work analyzes these conditions from normative, technical and project approval aspects, using data extracted from FDA technical reports prepared by Sudam and technical reports from Condel/SUDAM, PRDA and CGU. With this, the following research problem arises: What aspects have a negative impact on the attractiveness of the FDA? The theoretical framework addresses the main theories on regional development, the main government interventions in terms of development in the Amazon, from the creation of SPVEA and SUDAM in 1966 until their extinction in 2001 and recreation in 2007, in parallel with an analysis of the funds that preceded the creation of the FDA, covering the main aspects of governance and management and the main characteristics that differentiate them. Next, the work analyzes the regulatory history that has guided the FDA's system since its creation, detailing 5 operational difficulties listed based on the report data. As results, the work presents a proposal to increase the remuneration of the operating agent associated with the risk assumed, increase the maximum FDA financing limits, decrease the project contracting period and indicate the establishment of a minimum percentage to be contributed annually by the STN in the FDA.Item Acesso aberto (Open Access) Aspectos evolucionários das unidades de produção camponesas do território Manaus e entorno(Universidade Federal do Pará, 2010-11-04) SANTOS, Jessé Rodrigues dos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911In this thesis, it is approached the processes of change and diversification of the peasants productive systems located in a part of the Territory of Manaus and surroundings. The objective of the research is the understanding of the processes of economic and technological change in course in these productive systems. The boarding of the subject is carried through a multi-disciplinary analytical structure to involving concept of the evolutionary economic theory, of the theory of the endogenous development, the economic anthropology and the theory of the peasant investment. The joined results disclose that the studied productive systems are diversified in relation to the territories where they occur. This diversification elapses in the way as the peasant producers adapt their productive systems modifying the labor routines that constitute them in function of the injunctions proceeding from the complex institutional environment and of the dynamics of the ecosystems. These adaptations are guided by the sociocultural characteristics inherent to the peasant families and motivated by the search of the reproductive efficiency. To the end, the data of the field research are processed through the Factorial Analysis, disclosing differentiations of trajectories of similar productive systems in distinct territories, as well as clusters that locate the peasant producers between situations of integration to the market and subsistence subsidized for social and social security benefits. The Brazilian Constitution of 1988 provides a legal framework for the new interface established between the State and indian people, characterized by respect and recognition of several ethnic, linguistic, historical and sociocultural as well as the rights to their lands and resources within it. This study had aimed to examine how (and if) the indigenous publics policies developed and implemented since 1988 in Pará state guarantee (or not) the autonomy and economic sustainability, environmental and socio-cultural of indian peoples involved in them, has been developed building on the theoretical and methodological principles of anthropology, from an interdisciplinary perspective, with a temporal cut from 1988 to 2008, for indigenous publics policies analysis. Was held, also, field research to collect indian experiences and indigenous involving the ethnicities Tembé, Asurini of Trocará and Gavião Parkatêjê and Kyikatêjê, in the state of Pará. The study showed that indigenous public policies are "sprayed" in several agencies of the federal, state and municipal levels, revealing a complex network of actors and services, which, sometimes, overlap without providing the necessary integration. There is a strong tendency towards outsourcing of indigenous services, with the introduction of companies and NGO in their implementation. This has led it in a certain confusion to the indians when trigger the need for public services and have the satisfaction of their rights. The discourse of the construction of indian autonomy and sustainability has increased both among government sectors, as in the indian, which have, even appropriate to design their perspective of environment. The Indians people also have increased their participation in decision making processes involving the construction and operation of public policies. However, the effectiveness of such policies is still very tenuous. The venal activity that guarantees the sustenance to them admittedly is practiced in the avenues Almirante Barroso and Assis de Vasconcelos, located respectively in the Marco and the Campina’s boroughs. These public ways function as two important corridors of traffic of vehicles of the city, being therefore ideal to trottoir them. The empirical data collected through interviews and field notes had served to the intention of knowing the reality where these professionals of the sex live, which consolidates as hypothesis the idea that their androgynous appearance turns them citizens socio-devaluated with direct implications in their citizenship. It is revealing in this direction, the lack of public politics to this social segment in a way that they fit in the homosexuality concept, especially while a more generic category to explain the desire and the love among people of the same sex. Both in national and local levels, it is possible to verify attempts of implementation of public politics in the form of antidiscriminatory laws that aim not only to benefit gays, but also to the lesbians and travestytis, however these social categoris have been target of resistances of contrary parliamentarians to the advance of the citizenship of these citizens. Among others things, it was evidenced in this direction that the construction of the citizenship for the travestytis in the city is dependent of the performance of the Homosexual Movement of Belem (HMB) in the political mobilization towards rights, as they are not organized such as occurs in other Brazilian capitals. Therefore, one understands that there is a lot to advance regarding social and civil guarantees, so these androgynous citizens, popularly known as "dolls", in fact and through right can become citizens.Item Acesso aberto (Open Access) Ciência do sagrado na Amazônia. In this sense, the discution as these, in their procedures and rituals , may generate instituting body that was stipulated to call in the present work as sacred science. In this drawing that this research was constructed in the sense to identify a construction of a scienceas sacred, guided by the light and direction of this religious practices. That not only represents and are identified as religion, but also expand horizon and expand their comprehension of world and religion to relate and be mediator of spiritual entities with supernatural knowledge that are in different dimension of rationa science. The intention of this study was to reach various geographical areas in the same time similar in the construction of perception and religious practices in the paraense Amazon and extrapoling the limits up to enter in the Pan-Amazonia on Triple Frontier: Brazil, Colombia and Peru. Thus, the search field was in the state of Pará, was worked with the metropolitan region of Belém, cities as: Belém, Ananindeua and Marituba; In the Marajó archipelago: Juruti city. And the Triplice Frontier the cities of Tabatinga-Ma and Letícia-Co. The basic theoretical categories were: sacred and religiosity and science on Amazon, indigenous sacred, afrobrazilian religion, pajelança founded to the discution of ―South Espistemology‖, ―perspectivism ameridian or indigenous‖. The methodology adopted has an interdisciplinary orientation, guided by qualitative and documental research , understanding the reality in the multidimensional nature. What are the information competences required to library managers of the Library System of the Federal University of Para? Which of these competences are already part of daily work and which one need to be developed by those managers? These were the questions that guided this study. The research was grounded in proceeding blending quantitative and qualitative approaches, conducted at first, as an exploratory study using a questionnaire addressed to those professionals – librarians and managers. Five of these librarians were interviewed, they were chosen by their representativeness and stage of development of these libraries, at this time using life history as methodology. All those data and its analysis allowed us to know who these managers have their competences, their profile, their most frequently difficulties, and their functions and work that they have developed and what resources or practices they use to build capacity and keep up to date in their position and profession. The results confirm the absence of a ground-work, even small one, to act as manager of libraries and indicate the needing to create training programs for information literacy for these professionals and thus fill the current lacks.Item Acesso aberto (Open Access) Condições ecológicas de ocupação humana na região do Amapari no período pré-colonial(Universidade Federal do Pará, 2010-08-10) NUNES FILHO, Edinaldo Pinheiro; SIMONIAN, Ligia Terezinha Lopes; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4781352Y2This study aimed to investigate the existence of complex societies in Amapa in dry land in the valley of Amapari, specially from the theoretical and methodological point of view of the economy-ecology, ethno-history and archaeology. The methodology of the study consisted of works on human ecology, cultural, archaeological theory and ethno-history of the Amazon, Amazonian archeology, history of the Amazon, and in addition, a database was organized, which was base in literature review and in field work. The fieldwork included the excavation of 11 archaeological sites, but only the material collected in four sites (AP-AR-04: Dam Taboca, AP.AR-09: Testimony of Urucum, AP-AR-11: Tabocal of Annatto and AP-AR- 13: Stone) were analyzed through a laboratory study. Thus, the laboratory methodology used was based on the classification in prehistory proposed by Dunnell (2006), which consists of handling, analysis and interpretation of data collected in a logical sequence. In this sense, the classification consisted of three steps: cleaning, cataloging and analysis. The result of field research and laboratory indicated that the remains of material culture left by the pre-colonial groups that lived in the valley of Amapari are related to a development of complex societies, with adaptation to the ecosystem of Amazonian‟s high lands. Therefore, research has revealed that the development of complex societies in the researched region was not predominant in the floodplain and that the pre-colonial groups that settled in the land area of Amapa in the valley of Amapari created favorable conditions for development of a cultural complexity.Item Acesso aberto (Open Access) Consulta prévia no Estado do Pará: um estudo sob a perspectiva interdisciplinar da participação(Universidade Federal do Pará, 2019-06-11) MENDONÇA, Ygor de Siqueira Mendes; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911The historical process in favor of the rights of traditional peoples and communities runs from the period of the Industrial Revolution to the current hierarchical relations of power in society. In this context, the creation of Convention 169 (C169) of the International Labour Organization (ILO) aimed to break the integrationist character of these humanitarian groups into national society and to promote, above all, the autonomy and self-determination of its subjects. By establishing the right to the Free, Prior and Informed Consent (FPIC) whenever administrative or legislative laws affect their way of life, development and subsistence, C169 has also sought to ensure the full participation of these actors in making decisions, especially through intercultural dialogue and communicative actions among those interested in the construction of laws. However, because of the existing regulatory shortcomings in the immediate effects and the means by which the consultation has been realized, the paths traced to the present moment are directed at the ineffectiveness in guarantee the traditional communities rights. For this reason, it is incumbent upon governments to promote adequate instruments to guarantee consultation and legitimize participation, to focus on participation itself, which limits consultation to a mere space for the exchange of information and limits the hierarchical power. Thus, in order to resolve the obstacles of the Free and Informed Consent in a regional context, the state government of Pará promulgated Executive Decrees 1.969/2018 and 2.061/2018. The result of the state's conduct came with the strengthening of the selfenforceability of FPIC's right, which opposed to an explicit violation of the right to participate. Thus, and in view of the need to promote an up-to-date look at the Free and Informed Consent right, it is the general objective of this dissertation to analyze government conduct in contraposition to the right to FPIC, specially participation. Therefore, from an interdisciplinary approach, the methodological procedures are based on a research of a qualitative nature and constructed through the hypothetical-deductive method. The research procedure adopted was the study case and the research techniques were focused on the collection of documentary, bibliographic data and interviews with two representatives of traditional communities of Para. From this methodological structure, it was possible to conclude by the misguided and contradictory conduct of the Para government, that the violation of the C169 proved to be uncontroversial, especially in light of the prior and proper participation. In addition, it was concluded that, as an alternative to attempts to regulate the right of Free and Informed Consent, the Consultative Protocols have gained space and normative force as an instrument of empowerment and self-government of traditional peoples and communities, in order to allow the formalization of their respective aspirations, worldviews and internal demands. These actions consider the territory and its actors. It is in this context that the inductions methodology of the Integrated and Sustainable Local Development (DLIS, from the portuguese Desenvolvimento Local Integrado e Sustentável) arises. This Program is a strategy of participatory induction for the development, which mobilizes communities resources, that in partnership with the State (in its three levels) and the market, reaches diagnostics and identify potential vocations, prepare integrated development plans, in the perspective of the subjects involvement as proponents and protagonists of a social action in their territories. With this study it was aimed to understand the multidimensionality of the DLIS process in the state of Roraima, and at the same time, looking for the causal link between the socio-economic trajectories (results) of DLIS and social capital. The survey is characterized as qualitative research. The case study method was applied, involving the municipalities of Rorainópolis, Uiramutã, Baliza and Pacaraima. It was adopted three dimensions analytical contextual, which are: conceptual, implementation and of impact. In the evaluation of social capital were considered as variables the participation, trust, cooperation and networks. During the data interpretation, the following approaches were employed: contextual analysis, descriptive analysis, differences in proportions analysis and correspondence analysis. The survey results showed that some concepts and categories employed by the Program, while important, have some failures. Two municipalities, Rorainópolis and Uiramutã, were considered as good results. This, because they combine a number of issues that expressed desirable conditions to turn the DLIS effective with its multiple dimensions. Moreover, the municipalities of Baliza and Pacaraima were classified as bad results municipalities. The results of the DLIS in Rorainópolis and Uiramutã are linked to the social capital (positive relation). Despite of the extensive literature that assigns the relevance of the social capital, it does not have, yet, satisfactory instruments to measure the social capital. In this context and in fact, the understanding of these results represents merely an approximation.Item Acesso aberto (Open Access) A Dinâmica das organizações turísticas e o consumo de água em São Luis (MA) e Belém (PA)(Universidade Federal do Pará, 2018) GOMES, Eduardo Lima dos Santos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911This thesis discusses the limits and possibilities of the natural water resource to become an opportunity of competitive advantage in the tourism sector, particularly in tourist accommodation organizations. From this perspective, questions arise about the place and role of these tourist organizations in the political and socioenvironmental water scenario. Therefore, the objective was to analyze the extent to which the implications of water consumption position the tourist organizations of accommodation, in São Luís (MA) and Belém (PA), the formulation of sustainability strategies for eco-innovation. For this purpose, the study is based on a review of the literature on theories that explain economic development from a Schumpeterian and Neoschumpeterian view, as well as the approach to sustainable development on the path to water sustainability in the tourism sector. Based on the literature review, a hypothesis was suggested and tested in the empirical part of the thesis through an analysis of the dynamics of tourism organizations concerning the implications of water consumption in these two amazonian cities in question. The methodology had the interdisciplinary orientation between economics and anthropology, through the development of qualitative research of an exploratory, descriptive and explanatory type with the procedure of the case study of multiple character. For this, the technique of semi-structured interview with the application of the instrument form was used. This analysis is based on data obtained through interviews-formulary aimed at chief executives of the tourism organizations and water companies. The results show that the strategies adopted by tourism organizations are merely palliative measures directly proportional to the optimization of financial costs. It is worth mentioning the existence of a large amount of women threatened with violence in this municipality that remains in privacy, whereas those ones who are able to expose it do not receive specialized assistance. For this purpose, this study analyzes management work and its participation in public policies aiming at guaranteeing women’s rights; assesses services and agencies for women threatened with violence; and characterizes social, economic and cultural profile of women complaining about violence; and verifies how municipal public management, through public policies, contributes to decrease women’s social vulnerability. It uses concepts of public management, public policies, violence, and human rights from the theoretical apparatus researched. Methodologically, it is classified as descriptive and exploratory, characterized as quantitative and qualitative. It is based on biographical, document and field research. It uses techniques for semi-structured interviews, applied to the agents of assistance service for women threatened with violence; and for questionnaires for data collecting, applied to a sample of female victims. Besides document, observational, and statistical survey. It is possible to infer that the context of public policies for women does not favor its effectiveness. The actions carried out do not provide comprehensive solutions, and are not thought nor directed to this population. Despite the improvement of regulatory instruments, the assistance provided is still not enough. The majority of theses schools have not reached the goals of the IDEB projected to the final series of elementary schools. It is considered that structures that generate governance offer the conditions to the acting of management that serve to an educational policy. Thus, to understand the relationship between governance and the results related to the performance of the learning community, the starting point is the identification of the governance structures of the public schools of Castanhal. It has as a methodologic classification the qualitative approach and a descriptive objetive. The assumed procedures to data collection were bibliographic and documental and case study. It was used the semi structured interview thecnic applied to municipal secretary of education; of questionaries applied to managers of the selected schools. It is inferred from the research results that hierarchical structures, the ones which offer few conditions to the participation of interested actors, do not contribute to school performances of the students regarding the measured variables by IDEB. The organizations that privilege the power sharing are in front of those of centralized structure, however, they still need to dispose of monitoring instruments of the actor’s performance and of made decisions. With cut at the Federal University of Para (UFPA), more precisely in the courses of Civil Engineering and Mining Engineering and Environment, as evidenced in this study because crowding the major and minor are females respectively. Because it is a field that has historically been occupied mostly by men, we should also consider that women make to this option face professional challenges that permeate social and cultural relations between the sexes. Thus, we seek to also understand the motivations and influences that lead them to choose the area of engineering, as well as the difficulties they face, the strategies they use to stay in this field, and their perspectives on the profession. The investigation adopted for the research combined literature, statistical, and documentary photography, with semi-structured interviews addressing female students and teachers of the two selected engineering courses, which, through oral history, could share their experiences in daily academic and professional. The results of the research associated with the relevant theory has shown that although increasing the inclusion of women in engineering courses of UFPA, most of them make the choice by chance, justified by the lack of guidance or education because where the courses are available, it gives them another option They are still limited in their autonomy and freedom of choice, for speech linked to power relationships that subtly mark the professional field, if they involve the engineering environment of the female nature.
