Item Acesso aberto (Open Access) A guerra das águas: concepções e práticas de planejamento e gestão urbana na orla fluvial de Belém (PA)(Universidade Federal do Pará, 2005) AMARAL, Márcio Douglas Brito; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This dissertation discuss the conceptions and the practices of the urban planning and management in Belém fluvial edge, using as empiric reference of analysis the interventions realized in it by the Governement of the State of Pará Complexo Estação das Docas and Núcleo Histórico Feliz Luzitânia and by the Municipal City Hall of Belém Complexo Ver-o-Peso and Projeto Ver-o-Rio. Starting from the developed analysis it could be reached the following conclusions: 1) In the urban interventions developed in Belém edge are present two perspectives of urban planning and management: the strategic management of cities, adopted by the Government of the State, and the participative management, using by the Belém City Hall; 2) The existent conflicts in the theorical-methodological plan among the two conceptions of urban planning and management and it manifesting in the landscapes and spaces for them produced. In Estação das Docas and Feliz Luzitânia, find the making of a space marked by the sumptuosness, by the luxury and discriminating. In Ver-o-Peso and Ver-o-Rio, on the other hand, find to rescue spaces marked by the regionalism, the riverside identity and to the use for the social groups excluded historically; 3) Those urban interventions realized in the edge have been promoting the production of a new image and a new landscape for the Belém City, the Waterfront. It is the production of spaces of urban renewal that rescue the river and the waters as symbolic representation of amazon identity.Item Acesso aberto (Open Access) A Amazônia ribeirinha e as políticas de desenvolvimento do turismo no município de Cametá-PA(Universidade Federal do Pará, 2008) CORDOVIL, José Carlos da Silva; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This study approaches the growing importance of tourism as a management strategy to the development and the actions taken in public power ambiance that result in the growth of the tourism activity. This study focuses on the analysis of public policies related to the development of planned touristic activities performed in Cametá city which are considered a social-spatial expression of Amazon ribeirinha region, this work concerns to a geographical analysis of tourism trying to identify the policies which have been planned through the means of promoting this activity, in different power sections, it emphasizes the ones performed in the State and Municipal ambits. The data and information collected through bibliografical and documental research and interviews made to in charge institutions were organized and systematized and this study seized the policies that, direct or indirectly, contributed to the growth of tourism in Cameta, the modalities which were promoted, the spatial interventions and if these policies considered the local social geographic peculiarities. In the context of the mentioned plan, the survey analyses the regional development and management, considering the limits and possibilities of popular participation, the articulation between municipal scales and their consequences on regional scale, and finally, the conception of development proposed in the plan, according to regional particularities. As a methodology to develop this work was used survey and literature review; research and document analysis(PPDJUS, agreements and projects); and semistructured interviews with members of social and union movements, members of the government, members of research institutions and representatives of ELETRONORTE. Became evident that the management model developed in management councils (municipal and regional), created for the definition of investment, represents an advance in face of negotiation process of different social subjects involved(social and union movements, enterprise and government), according to the idea of participatory planning. However, the limits of participation are still evident owing to the restricted participation of a few leaders, institutionalization of social movements and the continuous strong presence of conservative political culture, based on traditional relations. In spite of these fragilities, this development proposal, which considers the environmental variable and proposing projects by the base demands, presents major conditions to fit the regional particularities, as opposed to most recent federal government policies which articulate the region, more focused to the demands of economic development of the international market.Item Acesso aberto (Open Access) O Ar da cidade liberta? a relação entre a universidade e o entorno à luz do direito à cidade(Universidade Federal do Pará, 2013-11-04) SILVEIRA, Mozart Victor Ramos; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837The Federal University of Pará is an autarchy under special functions that go beyond teaching, passing by research and extension. Within its institutional mission, this research deals with the relationship of the Federal University of Pará with their surrounding neighborhoods, from the point of view of the right to the city, analyzing the bias of democratic instruments to guarantee that right. Therefore, we used studies and concepts of Administrative Law and Urban Law, beyond the categories of autonomy and heteronomy of Castoriadis and the reflections on the right to the city of Lefebvre, which substantiate the conceptual framework of the research. Nevertheless, we worked the categories related to urban development and their relationship to social movements, and the role of the Federal University of Pará in this context. Through research in relevant legislation, direct observation, iconography and interviews with residents of the neighborhoods surrounding the university and also with members of the technical-administrative, especially those related to the Commission on Regularization of Land. After analyzing the results, it was concluded that the relationship of the University with its surroundings, from the point of view of the right to the city, occurs in a complex way. The Federal University of Pará, through extension has achieved good results with regard to the regularization of the surroundings, but as it relates to participation, given the legal context, there are contradictions that limit the participation of the surrounding neighborhoodsItem Acesso aberto (Open Access) A Cidade & a soja: impactos da produção e da circulação de grãos nos circuitos da economia urbana de Santarém-Pará(Universidade Federal do Pará, 2015-03-06) TRINDADE, Gesiane Oliveira da; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837The present work analyzes the urbanization and the production of urban space of Santarém (PA) under the impacts of the expansion of agribusiness boosted grain in the Municipality since the implementation of the Multinational Cargill Grain port S/A in 2003. In the Research the urbanization is comprised based on Milton Santos, who claims the city consists of two economic circuits: the upper and the lower circuit circuit of the urban economy. Such circuits are a result of different access and consumption of social classes especially in underdeveloped countries. Were selected for the analysis, representing the upper circuit, the new products, companies and demands that they enter in Santarém with the diffusion of the grains. For the analysis of the lower circuit were selected trade fairs of the Association of Rural Producers of Santarém (APRUSAN). Such a choice is justified for these being composed mainly of small producers from rural areas, those who have their food production directly hit by the impacts of grain production in Santarém rural areas. In the process of expansion of the agricultural frontier, the State (federal, State and municipal) was one of the main inductors and their actions have taken place through plans, projects and programs that have created necessary conditions for the arrival and the permanence of soybean in Santarém. The partnership made between Cargill and the Santarém's city hall was responsible for interventions and changes in fragments of urban space. Such actions have been developed to mitigate serious social problems generated by the presence of grains, among them: the extinction of rural communities, the urban periphery and the new demands for municipal services. Although the dynamic of the grains has promoted the densification of the upper circuit through the presence of companies linked to the sector, it cannot be translated as endogenous socio-spatial development, once that connect notably with logical and extraregional interests. Analyzing the presence and meaning of indigenous peoples in the middle city of Altamira in the context of large Amazonian projects, associated with the neodevelopment model, in the most recent period, is its main objective. In this sense, the urban space is our focus of empirical analysis, being the target of many public and private policies conflicting with the ways of life of a city with a strong link with the Xingu River. To systematize the research, we use the following methodological procedures: a) theoretical-conceptual bibliographic review of themes pertinent to the research; b) historical-geographic revision on the socio-spatial formation of the city of Altamira; c) survey of primary and secondary data on indigenous peoples in the city of Altamira and their ways of life, as well as their significance in the context of urban and regional development policies and the mitigation and compensation of impacts of the Belo Monte Hydroelectric Power Plant; d) individual recorded interviews with semi-structured questions. With the implementation of the Belo Monte Hydroelectric Power Plant, in the sub-region of the Southwest of paraense and the middle course of the Xingu River, in the scope of neo-developmental policies, many rights of the Xingu-indigenous peoples have been violated. From the enterprise, the movement for rights struggle and specific policies for this differentiated population was increased, especially in the intra-urban space of Altamira, which was reflected in the increase in the number of indigenous organizations and their associates in the city. In this way, the significant body of the city is considered from a perspective that considers it a privileged space for the production and confrontation of meanings, many of which imposed by hegemonic discursive subjects that are not always explicit. Therefore, the objective is to identify, characterize and analyze the discursive strategies and their enunciating subjects that guide the symbolic production, but also material, of the urban space in the capital of Pará from two current interventions of urban requalification: “Projeto Belém Porto Futuro” and “Novo Mercado de São Brás”. For this, Michel Pêcheux's Discourse Analysis was used as the main theoretical and analytical device for data interpretation, and Henri Lefebvre's notions and concepts about the production of space as secondary theories. First, a literature review was undertaken to find the historical and ideological conditions for the production of a hegemonic discourse about the way of thinking, interpreting, planning and building urban space. Afterwards, the displacement of the meanings of the discourses and its materialization in the urban space of the cities were investigated, in a chain that permeates the global, national, and reaches the local scale. In this investigation, a discursive corpus was constituted witch includes documents, laws, notices, news, photos and videos, newspaper and magazine reports, descriptive memorials and 3D images of the project’s electronic models that are the target of investigation. The discursive analysis of this corpus allowed us to discover that hegemonic discourses guide, through displacement of meanings, the conceptions of urban planning and the material production of architectural forms in the city of Belém (PA). These discourses establish a "marketing" and competitive logic, which intends to establish conservative economic growth and urban development models, which are based, above all, on the urban, architectural and landscape requalification of places, aiming at both the economic growth of the city and its tourist projection in a globalized scenario.Item Acesso aberto (Open Access) A Compra compartilhada como possibilidade de contratação sustentável entre Instituições Federais de Ensino Superior no Município de Belém(Universidade Federal do Pará, 2017-11-30) LOUZADA, Edson Furtado; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This research deals with shared purchases at Federal Institutions of Higher Education (IFES) in the Municipality of Belém, during three annual budget periods (2014, 2015 and 2016). The central issue of the work addresses the possibility of shared purchasing being a form of sustainable contracting within the scope of the referred IFES. The justification of the theme is urgent, considering the important role played by the purchasing area in achieving the strategic objectives of the institutions, being a medium activity that affects the quality and delivery of products or services essential for the accomplishment of the end activities of the institutions. Organizations. Therefore, the overall objective of the study is to analyze the contributions of the implementation of the shared purchase as sustainable contracting between IFES. Thus, a fundamental guiding hypothesis is the fact that the shared purchase between IFES makes possible the practice of sustainable contracting, favoring local development and innovation in purchasing planning. The methodological basis of the research has a qualitative-quantitative approach, with a longitudinal temporal gap, and a descriptive statistical base, whose situational assessment will be performed through the Shared Buy Possibility Indicator (IPCC). We search to identify and analise the ideation of urban reform proposed by MNRU (national movement for urban reform) and conceived in the law of the city considering the socio-spacial specificities of Cametá municipality, state of Pará. To achieve the research, we appeal to a historic-dialectical approach about the problem focused and the procedures of research used were those of the survey and a bibliographical and documental analysis (law of the city and the guideline plan of Cametá); semi-structured interviews were made by the elaborator team of the municipal guideline plan, along with the integrator of the urban and rural socio- movements and the government.Through the analyses, we concluded that the riverine municipalities such as Cametá, owing to showing socio-spacial specificities in the Amazônico and Brazilian context, face dilemmas related to the planning and to the urban municipal management, which sometimes they distance from the guidelines and the principles established generically to the national territory. Such inquiry reveals the importance of thinking of Brazilian and Amazônica socio- special diversity, as well as the necessity of enabling adequacies of instruments and precepts which search to a direct number of the practices of planning and of management considering the region of Cametá only, in spite of the advances related to those same practices in the last few years in Brazil.Item Acesso aberto (Open Access) Os Espaços insulares de Belém: usos e consumos da natureza na Amazônia metropolitana e suas contradições socioespaciais(Universidade Federal do Pará, 2024-02-23) RODRIGUES, Ágila Flaviana Alves Chaves; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837Based on the theoretical framework of the social production of space, the thesis addresses the society-nature relationship in the metropolitan Amazon and its socio-spatial contradictions. The islands of Caratateua, Cotijuba, Paquetá, Combu, and Grande were chosen as empirical references for analysis, as they combine rural, urban, and hybrid characteristics, each with its economic, environmental, and historical particularities. Additionally, they were selected due to the state and market policies directed towards them, as well as the (dis)encounters, struggles, and resistances of the social groups existing within them. The main objective is to analyze the social production of the island space in Belém based on the uses and consumptions of and in nature, as expressed in policies and actions that promote leisure, tourism, and real estate developments. It is argued that these relationships meet specific metropolitan demands, both local and distant, with aspects of capitalist reproduction and domination, which are sometimes more subtle. Insularity, at times, poses itself as resistance to non-local interests and values, while at other times, it aligns with them. From these contradictions and conflicts, insurgent movements of belonging and recognition of differences emerge, suggesting alternative and more creative possibilities, along with contestable stances regarding ongoing hegemonic processes. Methodologically, the following procedures were adopted: a) bibliographic research about theoretical approaches related to socially produced space, social relations of production, and daily life; b) bibliographic research concerning the history and geography of the analyzed empirical realities; c) analysis of primary and secondary data collected from documentary sources; d) systematic observation of the landscape in the field and on virtual messaging platforms involving the analyzed environments and subjects; and e) semi-structured interviews with representatives of public sector associated with district administration and tourism and leisure public policies, with long-time residents holding political and community leadership roles, and with both new and old residents engaged in commercial activities. The results show that, due to the metropolization of Belém since 1960, urban processes and their economic, social, and environmental repercussions advance differentially on the island spaces. Thus, the new ways of conceiving some of them gradually transform the lives of their inhabitants, who become influenced by the presence of exogenous agents and the State, and by different interests regarding leisure and tourism uses, making them prone to new economic aspirations and spatial disputes. There are also those directly affected by urban expansion, giving rise to neighborhoods where residential settlements predominate, and the associated issues lead to struggles for both permanence and dignified access to public services. These struggles coexist with the presence of actions from the State and real estate capital. In others, permanent and occasionally used residences alternate, intertwining and/or competing with inns and second homes intended for tourism purposes. Finally, there are those in which, despite annihilations and invisibilities, traditional riverine daily life persists in the constructions, territorial configuration, and emotional and identity bonds, strongly linked to the rivers and the forest. These differentiations allowed the recognition of an island typology for the municipality of Belém, which was compared with existing planning and management perspectives conceived for the specificities of these spaces.Item Acesso aberto (Open Access) A expansão dos assentamentos residenciais na Ilha do Mosqueiro: uma particularidade de dispersão urbana no espaço metropolitano de Belém (PA)(Universidade Federal do Pará, 2012) FERREIRA, Sandro Brito; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This study‟s main objective is to analyze Belém‟s sprawled shape, taking the Administrative District of Mosqueiro as empirical reference, which is a place for leisure, traditionally attended by the population of the Pará state capital. In this district, the urban settlements that distinguish themselves in the landscape are the residential ones, especially those occasionally used, the so called second residences. Their number increased due to the metropolization process in Belém since 1970. However, nowadays Belém‟s metropolitan sprawl, on a broader geographic scale, has been decisive in incorporating Mosqueiro as area of action of socially excluded groups that strive for housing as well as for the transformation of those second residences into primary ones. Thereby, the production of space in Mosqueiro occurs basically due to the reproduction of its social relations of production, mostly with regard to the replacement of workforce by the acquisition of housing.Item Acesso aberto (Open Access) Feiras-livres e feiras de exposição: expressões da relação cidade-floresta no sudeste paraense(Universidade Federal do Pará, 2015-02-19) NUNES, Débora Aquino; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837Based on theories of circuit of the urban economy of Milton Santos and of the everyday life of Henri Lefèbvre, the reflections of this study are in line with the theme: the relationship city-florest in the eastern Amazon. Analyze this relationship in the face of actual regional dynamics is our main goal. Thus, free fairs and exposition fairs in the city of Marabá appear as empirical clippings, because it are representatives spaces of changes and continuities of the city-forest relationship in southeastern paraense. For this, we used the following instruments: a) theoretical and conceptual bibliographic review of issues, theories, concepts and notions relevant to the search; b) bibliographic review of historical and geographical character and secondary data survey about southeastern paraense, city of Marabá and its free fairs and exposition fairs, and also about public policies relevant to relationship between city and forest; c) photographic survey in the free fairs and Agricultural Exposition Fair of Marabá (EXPOAMA); d) systematic observation field on the interaction city-forest; e) realization of individual interviews recorded with semi-structured questions applied in the technicians, planners and public officials linked to planning and management of Marabá; in the representatives of the free fairs; in the representatives of the Farmers Syndicate of Marabá (SPRM) and of the Commercial and Industrial Association of Marabá (ACIM); in the frequenters of fairs; in the workers of free fairs; and representatives of companies participants of the EXPOAMA; f) analysis and systematization of data collected on the theoretical-conceptual framework previously defined and reviewed. The forest is denied and removed in benefit of the economic production and capitalist everyday life in southeastern paraense. In this context, is highlighted the role of mining and agricultural activities. The state produces and provides the basis for this process, which destroys traces of the past and build new representations and socio-spatial relations in region. Thus, the spaces that gain prominence are insert in the logic of modernity, such the exposition fairs. That fairs are oriented by exchange value and by absence of the forest, serving as windows within the national and international market. The modernity in Marabá along with the negation of the forest invades even the spaces of free fairs. This fairs has an important role in the reproduction of social groups with lower purchasing power, and have been invaded, increasingly, by extra-regional products and distant logical. Neglected by the actions and interventions government, the free fairs are treat sectorally, ignoring the agro-extractive activities practiced and possible. Thus, in Marabá and its relationship with its surroundings, the forest is deny in its multidimensionality (economic, ecologic, symbolic and ludic).Item Acesso aberto (Open Access) Financiamento na saúde pública: análise de indicadores de gastos na Região Metropolitana de Belém(Universidade Federal do Pará, 2023-02-02) LIMA NETO, Paulo Aguiar de Andrade; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837Based on the theories of situational strategic planning by Carlos Matus and urban planning and socio-spatial development by Marcelo Lopes de Souza, this work establishes reflections on health financing in the Metropolitan Region of Belem (RMB) - formed by the municipalities of Belém, Castanhal, Santa Izabel, Marituba, Benevides, Ananindeua and Santa Bárbara-,; in particular, on expenses and (in)permeability involving the municipalities that comprise it. In this portion of the city, all the municipalities that comprise it establish a dynamic flow among themselves, making conventional planning not as fruitful as it could be. The right to health is universal and essential to every citizen and constitutionally enacted, and must be enjoyed, in fact, by the inhabitants and guaranteed by the State. The main objective of this research is to analyze the behavior of these expenses in the time frame of 11 years and their contradictions in the practice of planning, as well as to situate the social actors involved in this process, considering the socio-spatial diversity of the analyzed reality. To carry out the study, the following methodological procedures were used: a) theoretical-conceptual bibliographic review of relevant themes, theories, concepts and notions; b) bibliographic review of a historical geographical nature and survey of primary and secondary data on the Metropolitan Region of Belém, as well as on public policies relevant to the issue of planning; c) collection and analysis of data regarding funding, resources, effectiveness and efficiency, available in PROADESS (Project Assessment of the Performance of the Health System). The results showed that: a) the form of planning used cannot optimize citizens' access to health in the Metropolitan Region of Belém; b) personnel expenses were higher than those for equipment, and Santa Izabel and Santa Bárbara are the least equipped municipalities; c) the municipalities are quite dependent on transfers from the Union and, of all of them, including own resources and transfers from the Unified Health System (SUS), Marituba emerges as the municipality with the lowest performance. As for health care. In general, we found that the planning developed by the federated entities of the RMB does not satisfy its citizens in order to achieve an integrated management from the metropolitan point of view, causing access to health to be restricted to only a portion of the population.Item Acesso aberto (Open Access) Formas espaciais recentes da urbanização na Amazônia: a dinâmica socioespacial do município de Castanhal em face do processo de dispersão metropolitana de Belém(Universidade Federal do Pará, 2012) ALVES, Cyntia Santos Daltro; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837The metropolitan dynamics that characterize the current amazon context, lead to an urban spatial reshape that need to be considered, based on a dialectical reading of this reality. In Belém, it is noted that the metropolis shows a dispersed mold. As it decentralizes, it expands, creating new expansion arrays beyond the considered legal metropolis’ borders. In this sense, this paper’s objective is to analyse the city of Castanhal’s socio-spatial dynamics against the sprawl process in Belém, considering the notorious link between them. In order to achieve this goal, three variables were considered: the providing of residential areas, industrial production and access to basic services. Therefore, the interpretation method based on the historical and dialectical materialism was used as theoretical-methodological tool, where the relations of production are analyzed as a social-historical consequence. That said, the metropolization process and urban sprawl must be realized from the dialectical movement of society’s spatial using. About the technical and empirical instruments, it must be said that this research’s nature is approached in a qualitative and quantitative perspective. In the quantitative perspective, some techniques were applied: the urban expansion quantification of Castanhal made from an analysis of satellites images from 1984, 1994 e 2008, using a software called ARCGIS 9.3, as well as the making of graphics and tabs using gathered data from official bodies, such as the Brazilian Institute of Geography and Statistics (IBGE), in order to statistically identify the relations force between Castanhal and Metropolitan Region of Belém (RMB). For the qualitative perspective, techniques such as survey and bibliographic analysis were used, as well as documental analysis and survey, and the making of interviews with representatives of the main Castanhal’s industries and distributors, in order to examine this city’s industrial production and its link to the metropolitan sprawl in Belém. Based on gathered and analyzed data, it was found that the urban spatial use in Castanhal dedicated to residences, industries and the third sector, create an interdependency link with RMB. One could infer that such relation is created by a new metropolitan configuration, based on flux dynamics that leads to the existence of an more amplified, disperse and discontinuous urban unity, confirming the need to study such metropolitan phenomenon beyond its institutionalized borders, and the importance of understanding the urbanization process that leads to metropolitan considered features on certain areas.Item Acesso aberto (Open Access) Fronteiras de papel: uma análise da perspectiva metropolitana em planos diretores da Região Metropolitana de Belém(Universidade Federal do Pará, 2010) SANTOS, Tiago Veloso dos; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837In the present time of the process of urbanization in Brazil, the metropolitan question emerges as basic for the understanding of the urbanization of the society and the domestic territory. The importance of the metropolises discloses an important face of the Brazilian partner-space dynamics: the concentration of the urban mesh in little more than a set of ten of national and regional epicenters. In face of this reality, one of the subjects most complex in the scope of the metropolises is the been they metropolitan management, and such struggles take good part of the discussions on the subject, interview of economic, social, urban or legal order. Considering the institutional structure of the Constitution of 1988, the mechanisms and instruments of urban regulation in national level affirm the city as the territorial base of the urban politics, reflecting itself in the establishment of the Managing Plan as an obligatory instrument of urban politics in municipal scope. Such options in policies of planning and management ends in direct conflict with the Brazilian urban reality, since the metropolises constitute essential vectors of the expansion of the urban mesh. On the basis of these premises, this dissertation umbels the subject of metropolitan planning from the analysis of the managing plans of cities that aim it regulate one of the Brazilian metropolises, the Metropolitan Region of Belém. The research analyses metropolitan planning from the municipal urban managing plans and reveals how the process of metropolization is present in its contents and management of plans of urban development, through the municipal managing plans. The community quilombola of Abacatal in Ananindeua, has a sad history of serious land conflicts and, amid this constant struggle for their land, the identity of this group is consolidated, culminating in the title to their lands, however, the pressure who suffers of the metropolis calls into question the members of this territory ethnically configured. From a methodology based in the explanatory research through qualitative analysis, was possible observe the numerous impacts on the territory in question and their effects, which contribute, paradoxically, both to strengthen and to weaken the identity quilombola. The perspective of new conflicts appears on the horizon conclusive of research, where it is considered that Abacatal is destined to fight for their territory for a long time yet.Item Acesso aberto (Open Access) Imposto Predial e Territorial Urbano e desenvolvimento sócio-espacial: fiscalidade e extrafiscalidade aplicadas ao planejamento urbano, o caso de Belém, Pará (Brasil)(Universidade Federal do Pará, 2024-02-23) SILVEIRA, Mozart Victor Ramos; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This thesis analyzes the potentialities and limitations regarding the implementation and strengthening of the Urban Land and Property Tax (IPTU) for real estate, given the fiscal and extra-fiscal possibilities in the production of urban space in Belém-Pará, as well as its implications for the dynamics and structure urban reality. Supported by the dialectical materialist method, the investigation used case studies using the following techniques: bibliographical research; documentary research; content analysis; semistructured interviews with agents from the Public Power, organized civil society and the real estate market; and direct observation. In this way, the form of taxation on urban property in Belém was problematized in light of the open theory of socio-spatial development; IPTU legislation was related to the socio-spatial dynamics of Belém, identifying gaps and possibilities for regulatory sanctions; and the configuration of participation and transparency in municipal management in relation to tax policy was analyzed, as well as its relationship with the problems and application of the aforementioned tax as an instrument of urban regulation. The results of the work indicate that, in the capital of Pará, there is a regressive tax application, with direct impacts on urban planning. There are mentions of extra-fiscal instruments, but with no applicability. Thus, it was found that the heteronomy of tax policies reduces the potential for the development of individual and collective autonomy, contributing to distortions in the urban environment and the maintenance of privileges.Item Acesso aberto (Open Access) Metrópole e região na Amazônia: trajetórias do planejamento e da gestão metropolitana em Belém, Manaus e São Luís(Universidade Federal do Pará, 2015-02-02) SANTOS, Tiago Veloso dos; TRINDADE JÚNIOR, Saint-Clair Cordeiro da; http://lattes.cnpq.br/1762041788112837This proposal aims to analyze the relationship between metropolis and region in the Brazilian Amazon. The classical discussion that states the cities and the region dimensions is recomposed due to the new social-spatial dynamics of the metropolization of space, demanding a new look on the relationship established between them. Such a process, however, is not characterized by revealing a possible particularity at the macro-regional level. The configuration of an economical borderline that expands in an unbalanced and differentiated spread in the Amazon inland is also responsible for the formation of distinct sub-regions. The metropolis that have appeared there are product, condition and way to this movement of differentiation, what may be exemplified by the agglomerations of Belém, Manaus and São Luís. Considering, amongst other elements, the relationship that they establish with the region, the urban structure and their type of institutionalization, it is aimed to show the importance and meaning of such metropolitan formations in face of differentiated processes of production of the space in the region. And, although they are product, condition and way of production and reproduction of relations inside a specific regional context in the Amazon, there are not, at the standards of the institutional orders to the metropolis, policies of planning and management that may configure institutional arrangements, so that those particularities may become an articulation component of the urban development in those metropolitan centers. This statement may be verified through the analysis of the characteristics of the policies of planning and management of those spaces, what, most of the times, reproduces the metropolitan institutional arrangements performed in other regions of the country, being the institutionalization of metropolitan regions the most prominent example of this, in a very similar way to the other agglomerations that present more distance than proximity as for the Amazon particularities. Such a characteristic results in the establishment of instruments to the planning and management with questionable degrees and levels of efficiency and efficacy, focusing its standards of implementation.
