Item Acesso aberto (Open Access) A COOPAEXPA e participação nos seus núcleos de produção(Universidade Federal do Pará, 2010-03-09) RODRIGUES, Deusimar Miranda; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692This study analyzes the forms of participation exerted by farmers associated to a cooperative, COOPAEXPA, concerning planning and organization of agricultural production, and its flow toward a central of cooperatives, Central Nova Amafrutas, which operated in the Municipality of Benevides, State of Pará, between 2000 and 2007, when it went bankrupt. Through specific objectives, the study describes how the centers of production were formed, showing the participation of farmers in the decision making process when it involved themselves; it describes how the centers of production operated showing their participation in production planning and organization, as well as product delivery to the central of cooperatives; it analyzes the results, in terms of production and delivery of production including the comparison of these results against the plan that was created. The conclusions show that the centers of production, despite their fragilities, in general, worked reasonably well when supplying raw-material to Nova Amafrutas, up until when, through COOPAGRI, it centralized the decision process affecting the farmers, which coincides with the period when COOPAEXPA offers conditions of infrastructure and logistic for implementation of the production of its associates in the mentioned centers. During the collective decision taking process, it was observed that associates were permitted only to make decisions on planning and implementation of actions in the centers of production, and an incipient evaluation of the results during the general assemblies. In general, the associates‟ participation in the general assemblies was limited to the approval of decisions already made by the cooperative‟s leaders and their assistants. It was observed, however, that the degree of control of the cooperative‟s members on more important decisions were restricted to the “Compulsory Consulting”, because the decisions were presented during the general assemblies, and the associates, through vote approved it or not, sometimes without a real understanding of the process. It is evident that the information and formation of the cooperative did not flow toward a preparation for a conscious participation which could make it possible for the leaders and associates to conduct the process cooperatively.Item Acesso aberto (Open Access) O desenvolvimento socioambiental na Transamazônica: a trajetória de um discurso a muitas vozes(Universidade Federal do Pará, 2006) SOUZA, Ana Paula Santos; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692The Transamazônica is a region of agricultural frontier planned by the military governments, with a finality to connect The Amazônia to the rest of the country. With the abandon of the colonization project, the migrants reacted and with the help of Catholic Church created on important social movement. The discourse of a sustainable development, diffused by ECO92 to Transamazônica in 1989, with the meeting of Xingu Indian people, in protest against the construction of Belo Monte Hydroelectric power station. The focus of this study is the discourse. It treats an historic-social analyze of oral and writing discourse of agricultors and the Catholic Church, on the development and the environment, identifying limits and the possibilities, as the provoked changes by its in the politic social and environmental scenery of the region. It used the method of the analyze of discourse since the category of interdiscoursevity, denominated bay Fairclough (2001) as the combination of several elements of order of discourse in a same discourse. The objective of this category is to specify the types of discourse that they are present in analyzed discourse sample. The areas of the study is situated in the west of Pará, more exactly in the localized municipalities a long of BR – 230, of Uruará until Pacaja, in the BR-163, of Placas until Itaituba and in the middle Xingu including the municipalities of Vitória do Xingu, Senador José Porfirio e Porto de Moz. This region is also the priority area of actuation of Prelazia of Xingu and the leaded social movement by agricultors. Four subjects were selected to the analyze: the demarcation of the Cachoeira Seca Indian Land, Especial FNO, the Belo Monte construction and the Proambiente program. The results chose that the international social environmental influenced the agricultors social movement of Transamazônica and Xingu. Though, the creation of the resex, parks, well as debates about the environmental impacts of Belo Monte, a expansion of the soybean and other initiatives also showed that the diversified familiar agriculture, with access to the public politics, getting their production benefited and commercialized, it’s the model of aspired development by these actors. This process culminate on the development of a bid of public politics of financing and socio environmental base rural impulse, raised from the agriculturist mobilization through their organizations, as the Movimento Sindical de Trabalhadores e Trabalhadoras Rurais – MSTR, with the representative organizations of the rural familiar producers categories in Amazonia., the Programa de Desenvolvimento Socioambiental da Produção Familiar Rural da Amazônia – PROAMBIENTE, that means to articulate the backing mechanisms to the production with a new conception of the resources use. In face of this scene, concepts as intervention and beneficiaries also are in the center of the discussion because the participation focuses. Trying to make a reading of the implementation of the social politics realized by the developing intervention of the PROAMBIENTE, ethnographic studies were realized meaning this way to identify and to understand the interaction between structure and action, enhancing the social learning process in the local level of two areas of the program in the northeast of the Pará state, trying to contribute to the analysis of the effects generated by the interventions on the local structures as well as the collective actions taken by the agriculturist themselves.Item Acesso aberto (Open Access) A participação dos agricultores na construção do PROAMBIENTE: uma reflexão a partir do Pólo Transamazônica(Universidade Federal do Pará, 2007-08-31) ARAÚJO, Idelbergue Ferreira; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692Smallholder representative organizations in the Transamazon highway have performed critical roles of mediation in the last two decades, and more recently became active in public policymaking. The PROAMBIENTE Program, incorporated by the federal government in 2003, reaffirms this trend. However, the construction of the program by Amazonian smallholder representative organizations and their partner technicians while provoking a reversal of public policy processes in Brazil (traditionally a government imposition to society) did not involve the subjects themselves in this process. Emerging from representative organizations, PROAMBIENTE faces strong resistance from the majority of the smallholders. The reason argued here for that is the distance between what was foreseen by the program and the aspirations of the smallholders and the leaders of the organizations that proposed the program. In the São Vicente group, particularly, even the producers who reveal affinity with PROAMBIENTE do not consistently assimilate its principles. Rather they appropriate the socioambiental rhetoric, advocated by the representative organizations in the Transamazon.Item Acesso aberto (Open Access) O técnico da nova ATER: uma identidade profissional em construção. O caso da mesorregião sudeste do Pará(Universidade Federal do Pará, 2003-08-29) HALMENSCHLAGER, Fábio Leandro; VEIGA JUNIOR, Iran Pereira; http://lattes.cnpq.br/9513562131313692The technical support and rural extension (ATER) in Brazil historically has been treated as an instrument of modernization of the Brazilian agricultural way, which means, the transformation of the “old” agriculturist into a “modern” agriculturist. In the same way the technician who works in it may be seen also as an instrument, an object, and never as an actor in this process. This work has the purpose of placing the technician in the center of the question, verifying the possibilities and ways to construct its professional identity in the context of ATER, which appeared in the Southeastern region of the state of Pará since 1997. This context demands abilities for which the technician has not been formed nor socialized, as the requirement of a participative position in regard to the agriculturist and the capacity of research, and this situation can provoke conflicts between the new required profile and the form of socialization and formation of the technician. The conclusion is that the regional environment is extremely favorable to the performance of the technician in the construction and reconstruction of its professional identity, what did not occur in the previous models of ATER, however, the technicist formation ends imposing barriers to the construction of the active behavior in regard to the innovations techniques specifically.
