Planejamento estratégico para o desenvolvimento sustentável na economia do Pará

This article seeks to justify the establishment of the hypothetical rates of GDP growth in the economy of the state of Pará for the next year and the amount of investment required to carry out implementation of the project state of sustainable development. To insert this sustainable development project, at the same time socio-economic and socio environmental, it is necessary to break with the archaic vicious circle of poverty and the destruction of nature, replacing it with the virtuous circle of growth with income distribution and environmental preservation. The results obtained by the method of using the deterministic simulation model Harrod-Domar able to identify that deducting the product of the economy, investment and capital stock variation, it is possible to determine the sum of consumer spending and private and public investment between 2007 -2010, within the budget constraints of the state of Pará. The main conclusion is that the economy of Pará to grow and change their production structure should invest in economic sectors that have the potential to form Local Production of sustainable basis.

Política industrial de inovações tecnológicas e competitividade sistêmica

For Schumpeter technological innovations are inducers of capitalist economic development, then only new combinations that are discontinuous and industrial changes that cause the change point of market structures in capitalism, featuring the real economic development. The primary goal of this article is to discuss a theoretical perspective the strategic relevance rules of a national policy for industrial development, centered on technological innovations in an environment of systemic competitiveness. Regarding the formulation of an industrial and technological policy, the structuring of a national network of technological innovations is an important step in stimulating the generation, adoption and diffusion of technologies, therefore, a national industrial development should seek a joint with systemic policy innovations and the foreign trade policy.

The main objective of this paper is to discuss a schumpeterian theoretical perspective the normative strategic relevance of a national industrial development policy, focused on technological innovations in an environment of systemic competitiveness. The method employed here involves the deductive method because of the general, ie, the discussion about the Brazilian industrial policy, supported by the national policy for science, technology and innovation, and also the inductive method because it considers the particular (the company innovative), but located within a national system of technological innovations systemically involving the private sector and the public sector. For Schumpeter technological innovations are inducers of capitalist economic development, therefore, only new combinations that are discontinuous and causing changes in industry, to the point of changing market structures in capitalism, featuring true economic development. The main fi nding of this research shows that when it comes to formulating a technological and industrial policy, the structuring of a national network of technological innovations is an important step to stimulate the generation, adoption and diffusion of technologies, consequently, a national development policy industry must seek a systemic conjunction with the policy of technological innovation and foreign trade.
