The underlying research sought to establish the performance of the councilors in the municipal health councils in the Metropolitan Region of Belém in the State of Pará. A survey of documents for the 2005-2010 period, structured interviews and observations with counselors in sessions of meetings of the boards of three counties were analyzed. An indicator of three levels of participation centered on the legal functions of the health councils and based on the theory of social groups as its analytical principle was constructed. The results indicate that the activities of the councils are marked by the co-option of councilors and the definition of deliberative agendas on the part of representatives of management, in which individual interests predominate over the collective interests of the councilors in the deliberations. The conclusion is that such behavior is contrary to the principles of the Unified Health System - SUS and weakens the social image of the councils, in addition to opening up a new analytical perspective.Artigo de Periódico Acesso aberto (Open Access) Os participantes da política pública de turismo do Pará a partir do modelo de fluxos múltiplos - 2007-2011(Universidade Federal do Pará, 2016-04) NASCIMENTO, Vânia Lúcia Quadros; SIMONIAN, Ligia Terezinha Lopes; FARIAS FILHO, Milton CordeiroThis paper presents partial results of a research on tourism public policy in the Amazon. The research aims at identifying the active participants in the processes that influenced the formulation of Para state tourism public policy. It used as a theoretical reference the Multiple Streams Model of Kingdon. The empirical evidences were obtained from the document reviews about policies and their decision streams, as much as the semi-structured interviews with a public manager of tourism and the representative of the consulting firm; as well as the analysis of the minutes of the State Tourism Forum where the opinions of other participants in the decision making process are recorded. The results indicate that the alternatives for the development of tourism in this state have been materialized in the Plan “Ver-o-Pará”; that the active participants are also pointed out in it; that the performance of some actors that integrated Multiple Streams Model has not been identified; and that the alternatives depended on the streams of problems, policies and politics. It is concluded that some of the actors listed in the Plan are not part of the Multiple Streams Model and the existence of a distinct factor of this model demonstrated, guidelines and determinations of the Brazilian Ministry of Tourism, which influences the flow of public policies and politics.Artigo de Periódico Acesso aberto (Open Access) A Política nacional de urgência e emergência sob a coordenação federativa em municípios paraenses(Universidade Federal do Pará, 2017-09) FARIA, Tamara Lima Martins; NASCIMENTO, Durbens Martins; FARIAS FILHO, Milton Cordeiro; NUNES, Silvia FerreiraThe national policy of the emergency department (PNAU) aims to mediate primary care and medium and high complexity services. Which is the theme of this article’s research, that aimed to identify the main difficulties of PNAU agreed management in two main cities of the metropolitan region of Belém, Pará, Brazil. This is a basic qualitative research, which used documents and semi-structured interviews with the main managers of both the policy and control and supervision institutions. The results indicate federative coordination difficulties that impose four constraints to the policy to be efficient: centralization, cooperation, financing, and agreement. We conclude that decentralization in the health area is still not efficient when it comes to the national policy of urgency and emergency, due to the difficulties that federal entities face with the required pacts and political issues present in planning and management.Artigo de Periódico Acesso aberto (Open Access) O sistema político e a Amazônia brasileira: considerações político-institucionais(2004-12) MATHIS, Armin; FARIAS FILHO, Milton CordeiroThis paper examines the context surrounding sub-national states which form the Brazilian Amazon area. Peculiarities of the political system of the region are discussed, as well as their relation with recent constitutional provisions (Federal Constitution of 1988), and their consequences in the setting up of representative political institutions. Our goal is to demonstrate regional particularities and influences derived from the construction of the Brazilian federation. However, it presents the same problems of the federation, regarding political and party structures, and the institutional developments. We conclude by stating that the absence of regional solidarity hinders the participation of Amazon states in the national system.
