Public managers, "decision makers" need more appropriate technological tools as a Decision Support System (SAD), which has more resources for their analysis. Expected to help in the form of managers to make decisions in the public service, where from analysis of more information that match their demands and requirements they may have better alternatives to provide solutions to social, economic and environmental demands of our municipalities. It presents a work plan for the construction of a system of decision support system called Decision support to municipal Management (SADGM). The target audience are the managers of municipalities with less than 50.000 residents of Pará northeast. This will be supported in the theory of Niklas Luhmann of Social Systems. Theory Luhmann, discuss open systems and the structural coupling, it is the mechanism by which a system uses to put in place its own elements, structures of another system, without thereby, however, confuse the boundaries between them
