    The article aims to discuss essential topics for understanding the theme of environmental education. In this context, certain crucial issues for the development of this work will be presented, namely: capitalism, planned obsolescence, hyperconsumption, environmental policy and legislation, reverse logistics, selective collection and the governance/accountability process. The study was carried out from the theoretical survey of articles in national databases, books and official documents. Throughout the article, the following topics will be addressed: capitalism and the use of programmed obsolescence as a means for the constitution and maintenance of hyperconsumer societies.

    This paper aims analyze planned obsolescence and the hyperconsumer society within the perspective of the contemporary capitalist system. In addition, the policies and legislation edited at the international and local level regarding the management of solid waste will be addressed. In addition, the work developed by social entrepreneurs who work in the reverse logistics process of electronic waste will be presented. Furthermore, one cannot lose sight of the importance of environmental education for strengthening sustainability strategies. Given this scenario, it is important to evaluate, through governance/accountability, the municipal public policies edited with a view to offering tools and instruments that can help in the administrative-environmental management of the city of Belém-PA. The research has a qualitative and exploratory nature. Thus, the adopted methodology involved the collection of data through the survey of information in the field, interviews, bibliographic and documentary research, judicial processes, and electronic sites. Data collected from interviews and other documents showed that municipal public policies around solid waste collection have proven to be inefficient, given that Belém has invested little in the qualification of partners who work in waste collection in the city, in addition to it does not have its own sanitary landfill or environmentally appropriate alternative solutions, in addition the city does not have an integrated selective collection. Furthermore, the performance of social entrepreneurs in the management of solid waste, especially electronic waste, stands out favorably, as they work with a sustainable commitment and social responsibility. Furthermore, as an educational product, this research brings a manual with clear and accessible language so that people can properly dispose of their electronic waste.
