Análise dos riscos e da vulnerabilidade socioambiental urbana, face ao desenvolvimento desordenado e a pressão aos recursos hídricos em Belém-PA

Studies have been demonstrated how the disorderly process of urbanization can be harmful to a city, bringing in a lot of cases incalculable damages to environment and for the society in a largest context. The pressure above the water resources is able to change even the water cycle (Garcia & Sanches, 2009), damaging the natural water process of renewal and the availability of water to the same society that generates the impacts. Belém and its metropolitan area has been growing exponentially bringing several problems to the population and environment. Carvalho (2015) understands the environmental risks as a result of “the association between the natural risks and the risks arising from natural processes aggravated by human activity and land occupation”. Therefore, risks and vulnerability caused by natural phenomenons and/or by human activity, historically, are considered impacts, that revealed in different areas or places, establish as places without previous planning, mainly affecting low-income populations. It can be observed that Belém, despite being in a region predominantly abundant in fresh water, due to the urbanization process that has been facing, may suffer from compromised water resources, needing urgent measures to raise awareness and direct management actions for the solution of conflicting situations of qualitative availability of compromised waters in the urban basins, minimizing possible risk situations and environmental vulnerability for he populations around these areas (Macedo,2003). Thus, it becomes necessary the urgent definition of strategies to promote a better interaction between the environmental and urban politics and minimize possible institutional, political and conceptual barriers, also establishing a broad debate on how to direct such policies and encouraging society's participation in dealing with the public authorities to have a more harmonious relationship with the surrounding water resources.

Comunicação pública na gestão pública: sustentabilidade, mobilidade urbana e o caso do BRT - Belém

The analyses about the importance of communication on public management mentions the aspects that refers to the tools of communication and the way how it must be used, since the case of BRT-Belém, is the goal of this work. The goal consisted in analyses the project, since the presentation to population: how it was realized the public communication, the tools utilized and the results. The understanding of the concept of public communication is made through an holistic vision in which the communicative process must be integrated, regardless it´s characteristics: internal communication market exchange or institutional. This integrated is conceptualized as organizational communication. On this regard, it´s looked that the communicative strategies adopted by the organization been converge to a result, which is the proposal of the organization. In case of the public organization, the proposal is the society and the common goal to all or to the most of citizen. To reach the end, the communication is fundamental. This is what keeps the society informed about the progress of public management, it´s decisions, investments, accomplishment of works and public campaigns. The tools of public communication is determining to keep an harmonious or respect and confidence between the public management and society. In case of BRT-Belém, the process of interaction and public management, and the means of communication wasn´t effective, as we will see on this work. This case of positioning of institutions may result on omission of information, mismatch information and, even, negative exposition on midia. Those results may be seen on BRT-Belém project.

Dinâmica espacial de uso e ocupação do solo urbano no município de Breu Branco-PA

Breu Branco is a municipality in the state of Pará, located in the microregion of Lake Tucuruí. Over the years, the municipality experienced an accelerated population growth, a consequence of the migration of people from other municipalities of Pará and the northeast region of Brazil in search of work and housing near the works. The spatial growth has a strong relationship with the implementation phases of the Tucuruí HPP. In addition to the population factor, three other factors were important for the Breu Branco spatial growth: the price of land, the topography of the expansion area and the lack of environmental protection policies the municipality. In this work, we used cartographic tools and remote sensing for the construction of maps in three periods 1996, 2006 and 2016. The results obtained show new spatial dynamics, such as the duplication of the urban area, saturation of the projected nucleus of the city towards the north, conversion of forest and preservation areas (APP) into occupations, real estate concentration and speculation about new areas, from the point of view. population view an increase of 58% of the population in twenty years.

A dinâmica territorial da malha político-administrativa municipal da região norte do Brasil

This article aims to analyze the dynamics of territorial re-division political-administrative city in the Northern Region of Brazil from 1988 to 2010. The review of the political loop-administrative city in Brazil, would be related directly to multiple factors, among which include: changes in Brazilian political and institutional order, especially with regard to alternating periods of centralization and decentralization of political administration, the redistribution of population in the territory and the urbanization process.

Hydroelectric projects and territorial governance in regions of The State of Pará, Brazilian Amazon

The public and private institutional dynamics in the process of developing territories impacted by large hydroelectric projects have faced challenges over time in different aspects. The challenge is not only how to build participatory governance at different levels, but how to promote democratic and responsible vertical conceptions among actors at each level, considering the sharing of irreversible socioeconomic impacts caused by this enterprises in the Amazon. The construction of new relations between ordinary people and institutions - government, companies, society - forces the constant search for the establishment of strategies to establish social relations for the construction of models of territorial governance still in initial experiences in the state of Pará. To identify impacts, conflicts and territorial governance in areas of major projects: what has literature shown of experiences in the Amazon?

Iniciativas econômicas solidárias e redes de colaboração na Amazônia Marajoara

The research aims to present a case study that contextualizes the theme Solidarity Economy in the light of what is being built within the territory of the Marajoara Amazon. The analyzed case is the State Project for Agroextractive Settlement (PEAEX) called Acutipereira, more specifically the community Santo Ezequiel Moreno and its networks of solidarity collaboration with the other adjacent communities. The objective of the research was to present solidarity-based economic initiatives ongoing in the Amazon region of Marajó which are promising in the search for better management of natural resources and sustainable local development; as well as assessing the dynamics of existing and potential solidarity collaboration networks and its real possibilities and limits for success. The methodological procedures used were bibliographic research, documentary research and field research, using qualitative methods with an exploratory approach applied to the case study. The results show the community is in fully engaged in the construction of a solidary culture, but it still requires leaping in quality, both in the maturation and operationalization of its projects, but also in the effective access to new markets, and improvement and operationalization of its solidarity collaboration networks inside 2 Revista Internacional Interdisciplinar INTERthesis, Florianópolis, v. 17, p. 01-21, 2020. Os múltiplos territórios dos pescadores tradicionais do litoral amazônico brasileiro: da invisibilidade à negligência

In the last decades, public investments, technological advances and population growth have led to the breaking of barriers that historically limited the use of Amazonian coastal marine ecosystems, causing threats to the traditional fishermen´s way of life and the conservation of these important ecosystems. Therefore, the government has sought to reconcile the multiple interests on the Amazon coast, as well as to meet the territorial claims of these traditional populations, through the creation of conservation units, resulting in the largest continuous protected mangrove forest in the world. However, the lack of a proper perception of the multiple territories that make up these traditional fishermen’s way of life, has contributed for their conquests to be rights and not in fact. Thus, this research aims, through the case study of the coast of Pará and an approach based on historical and theoretical context, to contribute to a better perception of these multiple territories of traditional fishermen and to overcome the productive x unproductive dichotomy that has guided fisheries management in the Amazon.

Resex marinhas na zona costeira do estado do Pará: acesso a direitos territoriais e ao desenvolvimento

Conservation units for sustainable use have a diversity of types of socio- environmental conditions that distinguish spaces and populations. This article aims to refl ect on the extractive reserves in the Coastal Zone of the State of Pará, Brazilian Amazon, with regard to their socioenvironmental characteristics and, at the same time, the meanings they represent for collective existence and access to territorial rights and development, in their essential and fundamental aspects, for existing traditional populations. Emphasis is given to aspects inherent to the territory, biodiversity resources and their relationship to the national policy of sustainable development of traditional peoples and communities. It is a refl ective study based on studies and research carried out on the coast and in the context of participation in the management councils of marine extractive reserves on the Amazon coast.

Zoneamento geoambiental a partir das unidades de conservação: subsídios para a gestão integrada da zona costeira paraense - Brasil

Studies and the legal framework on the coastal zone in Brazil point to the need to develop the territorial planning of their occupation and ordering through the Economic-Ecological Zoning (ZEE) with a view to promoting the integrated management of natural resources with their preservation and conservation. In the Brazilian Amazon, the Protected Areas or Conservation Units (UC) are known as instruments of environmental management and were established for the purpose of conserving and preserving both inland and coastal environmental resources. In the Paraense Coastal Zone (ZCPA), UCs still suffer the effects of the absence of instruments that do not allow their effectiveness in the constitution of new protected scenarios. This article aims to present a proposal for ZCPA Geoenvironmental Zoning from the UCs established as a subsidy and contribution to environmental planning, having as analysis methodology the zoning proposed from the Hierarchical Analytical Process - AHP and the DPSIR model (Força, Pressure, State, Impact, Response). The Zoning presented can be used as an environmental diagnosis for the exercise of management and use of the territory as a starting point for the implementation of a territorial planning policy for the Coastal Zone of Pará (ZCPA).
