    Possibilidades e limitações para as compras públicas sustentáveis na Universidade Federal do Pará

    Economic, social and environmental problems are driving the formulation of new models of development. Water scarcity and global warming are just two examples of many circumstances that alert us towards the search for solutions. For this reason, the International agreements is proposing a model of production and consumption that considers the best use of resources, quality of life and reduction of environmental impacts, so that the model meets current needs without impacting on future generations. This purpose is best achieved when public institutions contribute with encouragment due to the relevance and power of these organizations. The Federal Government is now elaborating a policy for promoting sustainable development, example of this is the legal requirement to include sustainability criteria in public procurement. Thus, the research aimed to identify the main opportunities and challenges for Sustainable Public Procurement (SPP) at Universidade Federal do Pará (UFPA), which provided to suggest process improvements that will also serve as the basis for other public institutions. To support this analysis, we used the legal, administrative and conceptual referential, as well as desk research and interviews, targeting the convergence of data. Among the identified limitations, we cite: the difficulty of specifying product in the Government Cataloguing System (CATMAT), the need for clearer guidelines on legislation and better coordination of laws, the indispensability of changing the culture and the development of internal sustainability policy at UFPA. The main reasons for this policy are: induction standards for more sustainable consumption and production, declining prices of products through the scale, improving the government procurement system, strengthening the political sustainability at the public institutions and constant awareness and training of servers. Finally, it was concluded that the market and price are no longer impediments to the implementation of this policy
