    Qualidade de vida em Porto Velho, Rondônia: perspectivas do processo de desenvolvimento regional

    This doctorate thesis came about due to the scarcity of studies related to the effects of large-scale projects on the quality of life in cities. Thus, it was proposed to study this problem precisely within the scope of the Amazonian scenario and research the impacts of the hydroelectric power plant in Jirau and Santo Antonio, in its construction process, along the banks of the “Rio Madeira” (Wood River), in Rondonia and, thereby analyze the quality of life within the urban perimeter of the city of Porto Velho, which constitutes the aim of the study in this investigation. For this purpose, the “Fetish” theory was sought in considering Marx’s book “The Capital” (1980). Thus, the explanation for the migration of workers who sought better wages and opportunities in order to achieve economic gains, in the construction site of the cited hydroelectric plant. The theoretical perspective of the “merchandise fetishism”, Marx (1967), which triggered an interrelation among the aspects directly linked to this thesis, from which constituted on the qualitative nature of this Research. This was elaborated based on the Factorial Analysis Method, utilizing version 17 of SPSS, a statistics program. 1,449 questionnaires were filled out for this purpose, distributed equally, in groups of 21, to each one of the 69 neighborhoods in the city. And, by way, the Urban Life Quality Indexes (IQVU) were derived, according to Santos and Martins (2002) and regarding multi-factorial analyses, according to Hair et al. (2005) and Santana (2007; 2005). Based on this, the results obtained made it possible to conclude that the quality of life index in Porto Velho, in the period corresponding to the phase previous to the arrival of the power plant in the region was 0.452. Hence, it was classified as adequate in its performance index. Regarding the current phase, this index displayed a drop of 15.31%, scored as 0.392. Consequently, this score is considered as unsatisfactory performance. Thereby, it is possible to conclude that the quality of life in Porto Velho, according to the opinion of the interviewed parties, literally worsened due to the arrival of the hydroelectric plants along the banks of the “Rio Madeira” (Wood River), in Porto Velho/Rondonia. The relevance of this study resides on the inter-municipal space and in the integration of data derived from the field research, with the information generated during the course of the analyses. This has brought about logical deductions, founded on the adopted criteria, and arose from the results of the evaluations. Consequently, this can serve as support to political decisions, for the execution of action planning, and for territorial management on the municipal scope.
