Particularly, the article debates socio-environmental conflicts and the limits of shared management in 3 (three) Conservation Units (UC) in the coastal zone of Pará state, precisely: RESEX Mãe Grande de Curuçá, RESEX Mestre Lucindo and APA Algodoal- Maiandeua. Theoretically, the paper is based on the concepts of socio-environmental conflict and shared management, the latter within the analytical field of social management. Methodologically, it is a study based on action research supported by method of participant observation and techniques of semi structured interviews. For data examination, it was used the method of network analysis. The article demonstrates the existence of four categories of conflicts: (1) first, conflicts related to economic enterprises, (2) second, those related to the degradation of the environment and natural resources, (3) third, conflicts that arise from local economic and occupational practices and (4) fourth, those resulting of legal and social inferences. The different categories and types of conflict demonstrate the complexity that management councils face in the shared management process. The research shows that shared management has limitations, however it is, so far, the best pattern for UC management. The article concludes that shared management is a process and practice and that it becomes more potent as the actors involved gain experience and increasingly promote dialogue and well-understood interest based on social participation.Artigo de Periódico Acesso aberto (Open Access) Gestão ambiental de parques urbanos: o caso do parque ecológico do município de Belém Gunnar Vingren(Universidade Federal do Pará, 2015-04) CARDOSO, Silvia Laura Costa; VASCONCELLOS SOBRINHO, Mário; VASCONCELLOS, Ana Maria de AlbuquerqueThis paper addresses the factors that facilitate and hamper the implementation of urban parks. It discusses the advantages and difficulties inherent to the implementation of urban parks, taking into account the multiple interests involving social actors. The present study analyzes the case of the Gunnar Vingren Ecological Park in Belem, Para state, Brazil, and focuses on the concepts of participation, urban governance and environmental management. It uses the stakeholder theory to identify social actors and understand their behavior in the implementation process of the park. Methodologically, the research was based on qualitative approach and used direct observation and semi-structured interviews for data collection. It shows the importance of urban social movements to preserve the green areas of the city and improve urban life quality. It indicates that the environmental management of urban parks depends fundamentally on the spatial planning of their inner areas and surroundings. It shows that, in areas with disordered territory, there is high possibility of pressure on the park and depredation of its natural resources. The study also shows that urban management patterns influence the level of participation of social actors in the management committees of parks. Empirically, this paper shows a great progress in the institutional capacity for the management of the Gunnar Vingren Park; however, paradoxically, the municipal government organizational capacity is limited to manage the whole system. In particular, the paper focuses on the Proambiente program that was carried out in Pará State, Amazonia, Brazil. This program was the first experience of a socio-environmental development program in Brazilian Amazonia that took into account local communities’ demands to link environmental conservation and small-scale family-based rural production. Methodologically, the research was based on qualitative analysis and used semi-structured interviews for data collection. The paper shows that NGOs as intermediaries between government and rural communities is a significant mechanism to promote the strengthening of the power of local communities, to create bridges between federal government and local communities; and to stimulate participatory processes by engaging rural communities’ culture and knowledge in socio-environmental development program as Proambiente.Artigo de Periódico Acesso aberto (Open Access) Knowledge and culture: two significant issues for local level development programme analysis(2014-12) VASCONCELLOS, Ana Maria de Albuquerque; VASCONCELLOS SOBRINHO, MárioThe paper aims to propose a theoretical framework to analyse development programmes acting at local level. Particularly, the paper stresses two key concepts that should be taken into account in the process of implementing development programme at local level, namely knowledge and culture. The paper shows that understanding of knowledge as a social construction contrasts with the rational, positivist view of knowledge derived exclusively from a scientific viewpoint. It explores to what extent partnership is an effective strategy for local development in areas of historical conflict between local Government and the local organisations that defend the interests of family-based, small-scale rural producers. Particularly, this paper concentrates on debate of partnership as a mechanism of power sharing and empowerment of the people that historically have been excluded from the development process. The paper's goal is to examine partnership as a result of an interactive process of both changes of public policies and the demands of social movements. The paper shows that although social movements are part of a relation of conflict between state and society, in Pará they were a precondition for changes in public policy, financing and in the priorities of regional agencies that resulted in propositions for cooperation between local Government and Local Organizations at município level.Artigo de Periódico Acesso aberto (Open Access) A socio-environmental development programme in action in Brazilian Amazonia(2012-03) VASCONCELLOS, Ana Maria de Albuquerque; VASCONCELLOS SOBRINHO, MárioThis paper deals with the process of scaling up and scaling down grassroots demands through a state-sponsored socio-environmental development programme in Brazilian Amazonia called Proambiente (Pro-environment). The paper attempts to understand the links between the three different levels of the programme actions: the macro (federal government), intermediate (NGOs), and local (community) levels. The central paper s issue is to understand how a state-sponsored socio-environmental development programme interacts with and impacts local communities. The theoretical paper s framework involves the approaches of participatory development and governance. The methodology is based on three levels of qualitative analysis (macro-, intermediary- and local-level). The paper (a) describes the trajectory of the Proambiente and the process of scaling up communities demands; (b) reveals contradictions within the Proambiente implementation; and (c) debates the impacts of the programme actions at local level. The paper reveals that once the state encompasses local people s demands and creates a development programme, the development model absorbs multi-actor interests that change local people s proposals. It also shows that the challenge facing a socio-environmental development programme like the Proambiente is to find a balance between production and conservation aims.Artigo de Periódico Acesso aberto (Open Access) State-civil society partnership: issues for debate and new researches(2011-12) VASCONCELLOS SOBRINHO, Mário; VASCONCELLOS, Ana Maria de AlbuquerqueIn this paper we look at the literature related to partnership between state and civil society, especially partnership between public and non-for-profit organisations. We discuss the differing perspectives of partnership and attempt to identify some of the main theoretical concerns about partnership between state and civil society in the governance context. In this paper, we argue that the historical background of partnership has not been included among factors used in explaining the resort to partnership in governance. In spite of existing analyses showing that partnership brings social benefits in their own right, we try to show that there is no evidence that this ‘social technology’ contributes effectively to bringing power to powerless people and social groups. Most of the literature shows that partnership tries to make relationship between local people and local governance stronger and improve the possibilities for powerless people and social groups to participate in local governance. However, we do not find clear evidence in the literature that partnership allows for a shift in political power. Finally, we show that it is unclear whether the interaction between ordinary people and the state through a participatory process has successfully helped to build social cohesiveness for different social groups. The main contribution of this paper is to expand the understanding of the factors that influence the process of partnership between state and civil society (positively and negatively) for local development.Artigo de Periódico Acesso aberto (Open Access) The meanings of rural community according to nature of community livelihood in Brazilian Amazonia(Universidade Federal do Pará, 2017-06) VASCONCELLOS, Ana Maria de Albuquerque; VASCONCELLOS SOBRINHO, MárioThe paper discusses the meanings of rural community according to nature of community livelihood in Brazilian Amazonia. Specifically, the paper stresses on the concept of community as a crucial aspect of the nature of diversity. The aim is to point out how development programmes interact and impact upon community's livelihoods without to take into account the meaning of rural communities they assume. The research data was gathered from four focus group in the municipalities of Concórdia do Pará, São Domingos do Capim, Irituia and Mãe do Rio, in Pará State. The paper shows that the understanding of rural community is a result of cultural, social and political construction and intrinsically linked to nature of community livelihood.
