Dissertação Acesso aberto (Open Access) O controle social no Sistema Municipal de Ensino de Ananindeua - PA: desafios e possibilidades(Universidade Federal do Pará, 2010-05-11) LIMA, Francisco Willams Campos; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950This study of social control in the municipal system Ananindeua: Challenges and opportunities aimed at analyzing the organization and operation of the managers of educational policies in order to understand how it is being exercised social control by the Municipal Council of Education, Council of Food School and city council Fundeb from the institutionalization of that education. To answer the questions guiding this research we used the following instruments: document analysis and semi-structured interviews. The results show that civil society is mostly occupying the space management of social policies, through collegiate bodies in relation to government representation, even though previously focused on the dimensions are still under construction, with higher incidence in the size of propositional Council of Education. However, the collective bodies in general, they show technical-operational difficulties for the exercise of inspection function, which has results in an incorporation of the results of evaluations of educational policies in government decisions. The objective was to analyze the advances, limits and perspectives of the proposals of election of controllers, established under the optics of the plan of the deed of division-legal orientations of the educational system. The used methodological orientation was of the bibliographical research and the documentary analysis. Through a detailed study of main official documents produced by the municipal administrations, it was intended to identify to the scienters politics of the respective governments in the delimited period and to characterize its respective educational projects and proposals of election of pertaining to school controllers, as well as perceiving the conception of democracy and inherent democratic management to the same ones. The results reached with the inquiry in take them to infer that the process of democratization of the pertaining to school management in the SME, saw the election of pertaining to school controllers, is not something finished and defined, but a permanent construction, marked for gone and comings, jibs and advances, that point with respect to distinct perspectives and horizons and reach the most different ideological shades. This plan was implemented in the late twentieth century, under the Fundescola, and since 2007 has become an integral part of the range of actions of the Education Development Plan (EDP) in combating the precariousness of the quality of Brazilian public education. The study highlights that education policy from the last decade of the century, are circumscribed in a context of strong suitability of the State to the demands of the market, which began to enter the school under mercantile logic, supported by the rhetoric of modernization of school organization as needed to raise improvements in the quality of education in public schools in the country. the methodology favored a Marxist approach, especially the contributions of Gramsci on the school's role in the construction of counter-hegemonic actions. The methodological procedures used were literature, document analysis and field research, with the locus of the Secretaries of State Education and Municipal de São Luís / MA and two schools that municipal schools, in which they were applied semi-structured interviews with Committee Members evaluator PDE-School, to / the manager / school, coordinators / as, teachers / as and members of the School Board those surveyed schools, with the aim of analyzing the PDE-School repercussions on improving school management, seeking to understand their contributions to changes in school with regard to changes in the decision-making dynamics from the perspective of democratization of school management and its implications for improving the quality of education in municipal schools of São Luís / MA, with the time frame the period 2012 to 2015. the study emphasizes that education policy to take as a quality parameter so only the education Development Index (IDEB), disregarding the complexity inherent in the basic education and leave aside other aspects essential to analyze the quality of education in country, among them, the process of democratization of school management, and democratic management key indicator for the achievement of a quality beyond the IDEB. The research concluded that the ludovicense reality the actions promoted by the PDE-School to have paid less to promote the democratization of management in schools, and more for the intensification of accountability of school subjects by school destinations, with occasional reflections on improving the quality of teaching in these schools. The survey found also that the quality heave the School Plan to prove as an adaptation mechanism and school adjustment to market, it has legitimized the School of Planning one indicista quality, at the expense of quality in all perspective, here called quality qualitative.Tese Acesso aberto (Open Access) A gestão educacional no plano de ações articuladas do município de Macapá-AP: concepções e desafios(Universidade Federal do Pará, 2015-06-23) BARLETA, Ilma de Andrade; CHAVES, Vera Lúcia Jacob; http://lattes.cnpq.br/3533444052532463This study has as general objective to investigate the model of management educational express in the Plan Action Articulated (PAR) of the municipal system of teaching of Macapá-AP, to analyze the features that the municipal administration has been assuming in the context of counter reform of the State and of the education. This study identifies and it analyzes the conception of present management in the counter reform of the State and of the education, because the brazilian Government began in the years of 1990 a change process in administrative structure, under the orientation of the multilateral capital organizations that, concerning the education, it proposes managerial changes for the organization and administration of that sector, inspired by the organizational practices of the private sector. This theoretical appropriation supported in the understanding of this management model present in the educational policy of PDE / Target Plan as well as its development in municipal teaching system, using the PAR. The hypothesis presented in this research was that the PAR brings conforming elements of an educational management in line with the management model of enterprise sector, based on the pursuit of efficiency, effectiveness and productivity of services. Although the indicators and actions of the PAR present aspects that coincide with the educators‟ speech on behalf of the democratization of the education, in practice the autonomy, the participation and decentralization, it has distorted concepts and they begin to guarantee space for the accomplishment of an management thought by the logic of the capital, which seeks to signature contracts administration, to control results, to centralize the decisions and decentralize / deconcentrate the accomplishment of tasks without, however, to have their support political-ideological support questioned by the local subjects. The theoretical-methodological foundations of this scientific investigation allowed a critical reading of the social reality. The intention was to identify the management model brought by the PAR, starting from the categories: decentralization, autonomy and participation. To this end, documents were used and accomplished interviews semi-structures with the subjects that integrate the Local Technical Team and the Local Committee of the Commitment, which were interpreted through the Analysis of the Speech. The results obtained in this study showed that the PAR of Macapá brought conforming elements of the gerencial management, because the conception of subjacent management to the politics of PDE/PAR includes the decentralization as synonym of decentralization of tasks; autonomy is used for practice of actions of the management contract; the participation is limited to oversight and responsabilization. The local subjects consider the PAR an important and necessary instrument for the municipal education, without identifying their limits and contradictions for the construction of the democratic management in the education field.Tese Acesso aberto (Open Access) A gestão universitária: um estudo na UFPA, de 2001 a 2011(Universidade Federal do Pará, 2013-04-19) RIBEIRO, Maria Edilene da Silva; CHAVES, Vera Lúcia Jacob; http://lattes.cnpq.br/3533444052532463The research hereby presented had as its main objective and focus the university management in the Federal University of Para - UFPA (State of Para, Brazil), with emphasis to participation and autonomy in the process of institutional decision-making within the context of the reform of the State, in the years 2001 through 2011. It consisted of a case study that departed from the premise that, within the context of neoliberal reforms and by means of rules and regulations both national and international, the model of managerialism is being spread throughout the institutions of the social sectors, such as the universities, which takes place under internal consent and according to guidelines that approximate them to the market, causing participation to be restricted to collegiate and autonomy to be devalued. In UFPA, actions of the Superior Councils such as reformulation of legal framework, planning processes, election of directors, among others, have been adjusted to the principles underlying the guidelines mentioned above, and thereby university management is being remodeled. The method of dialectical historical materialism was used in order to analyze the conflicts and contradictions present in the model of management adopted by UFPA. The data were gathered in a number of sources, namely minutes, regiments and resolutions of the institution as well as in Brazilian legislation and documents issued by international organizations. Also, semi-structured interviews with nine subjects and direct observation of the meetings of the Councils were conducted, from September/2010 through September/2011. Analysis was carried on regarding: - theoretical conceptions of management and its transposition to the educational sector within the context of the capitalist society; - the model of managerialist management and its relation to the neoliberal reforms of the State as well as of Higher Education, departing from regulations issued by the federal government in accordance to the international organizations; - the main conflicts inherent to the university management, in UFPA, with emphasis to the statutory reformulation, the choice of directors, and the institutional planning process; - the materialization of the university management through the actuation of the UFPA Superior Councils. Results indicate that the model of management founded upon the principles of managerialism has been adopted in UFPA being consented by the Superior Councils and expressed in the processes of elaboration of the new Statute of UFPA, the Plan of Institutional Development (PDI), and the Program for the Support to Plans of Restructure and Expansion of Federal Universities (REUNI); in the choice of the major administrators; and in the actuation of the Superior Councils. Such aspects demonstrate the relation to the guidelines and regulations issued by the neoliberal State and international organizations, and indicate a model of management that, on the one side, does not allow for collective participation while restricts the UFPA institutional autonomy, and on the other, promotes distancing from debate and from the implementation of an emancipatory project.Dissertação Acesso aberto (Open Access) A institucionalização dos sistemas municipais de ensino na realidade paraense: obstáculos e possibilidades - o caso do Município de Barcarena(Universidade Federal do Pará, 2010-06-11) PEREIRA, Maria do Socorro Vasconcelos; GEMAQUE, Rosana Maria Oliveira; http://lattes.cnpq.br/2993304230836305The study on the Institutionalization of the Municipal Systems of Education in the reality of Para: obstacles and difficulties - the case of the Municipality of Barcarena aimed to investigate the factors that hinder the establishment of the Municipal Council of Education in Barcarena (State of Pará, Brazil) in order to identify whether obstacles have financial, political or technical character. Documentary analysis and interviews were the instruments used to meet the proposed objectives. Data gathering and processing prioritized the analysis of laws, decrees, opinions, regulations, government plans, educational projects and programs, as well as the contents of interviews with individuals involved in the educational process. The research results allow to infer that the institutionalization of the Municipal System of Education in Barcarena requires that the municipal administration be willing to break off with the patrimonial character of government practices, since there is no guarantee of democratization only through the creation of the Municipal System of Education, or of other elements comprised in the educational administration, without a process through which public management be grounded upon collective participation. The immediate demand requires autonomy for the construction of educational policies that address the municipal reality; mechanisms that allow for the participation of society in both the deliberations, the monitoring bodies, and in the social control of resources for education, through the various groups represented; the overcoming of the concept of public space as private property; and the training, qualification of technical staff to carry out the decisions concerning municipal education. Such a demand constitutes a challenge, given the strong presence of conflicts and power struggles between representatives of civil society and those of both the municipal executive and legislative forces, which may be seen as a positive factor should it be understood as a possibility for the construction of educational policies rooted in the diversity of opinions, because different segments of Barcarena‘s civil society show their interest to participate. Some of them are mobilizing more actively, others in smaller proportions, but the need remains that they be recognized as social subjects, and that the theoretical, pedagogical and political education be also included as a key factor for their participation in social mobilization, actions in order to organize the Municipal System of Education, parallel to the recognition that it is a right that needs to be consolidated.Dissertação Acesso aberto (Open Access) O município e a organização da educação: caminhos e desafios da criação e implantação do sistema municipal de ensino de Ananindeua-PA(Universidade Federal do Pará, 2009-03-27) PAZ, Vanilson Oliveira; SANTOS, Terezinha Fátima Andrade Monteiro dos; http://lattes.cnpq.br/9502681594591950The research investigated the institutionalization process of the Educational Municipal System of Ananindeua - Pará, considering the democratization, decentralization of the education and municipal autonomy as central categories. It objectified the analysis of its organization since the creation of the Law of the Educational Municipal System, by means of the official documents that give support to it, its characterization while municipal system and the formularization of its educational politics. The methodology used was a bibliographical research and documentary analysis. The results show that the construction of the educational municipal systems at Brazil comes if giving for the recovery of the federative pact, redefining the responsibilities of the federated beings, in a context of great changes in the educational scene; the Brazilian city assumed a basic role in this organization, starting to have the legal prerogative to constitute its proper system of education; the relation between decentralization and democratization of the taking of decisions is not direct, being defended as a chance of if giving new a meaning to the forms of management of the public instances; the transference of the administration of state schools for the local level if showed as a great bias of the decentralization; the city of Ananindeua still searchs the consolidation of its system of education and, in the scope of its normative function and mobilization, it searchs the participation of the diverse segments local society. Concludes that for the creation of the EMS of Ananindeua if it made an option politics that it demanded of that they are responsible for the municipal education to assume responsibilities for its organization; its construction tried the analysis of the local problems of the education, the definition of structures and functions of the local organisms and perception of the ends and values of the local education.Dissertação Acesso aberto (Open Access) O plano de ações articuladas e suas implicações para a gestão da Rede Municipal de Educação de Barcarena-PA(Universidade Federal do Pará, 2017-02-23) CAMARGO, Maria Dayse Henriques de; GUTIERRES, Dalva Valente Guimarães; http://lattes.cnpq.br/3309392796628506The present dissertation deals with the Articulated action plan (PAR) and their implications for educational management in the municipal network of Barcarena-Pa, in the period from 2007 to 2014. It was assumed that the object is a product of the various macroeconomic, historical and social forces. The democratic administration assumes the decentralization of power, the collective participation and autonomy of the institutions, which contributes to the construction of citizenship. As the methodology used the documentary analysis and interviews. For the analysis of Educational Management dimension of the pair focused the area "democratic management" from four indicators: 1. Existence of school boards; 2. Existence, composition and activities of the Municipal Council of education; 3. composition and role of the Board of school feeding; and 4. Criteria for choice of school management. The study showed that the COUPLE little contributed to the democratization of educational management of Barcarena-Pa, the root management and marketing which is strongly the plan. In this perspective, the Articulated action plan presents a heterogeneous "management model", covering features of bureaucratic management, managerial and "pseudodemocrática". It was the partial participation and autonomy on the boards of education, except School Board of Power presented satisfactory situation. With regard to decentralization, the PAIR presents all the characteristics of the management logic and in fact not decentralized powers, only the unsettled. He was also the Acting School of the municipality councils more aimed at the control and accountability of financial resources, and a City Council of rectilinear Education Executive interests municipal de Barcarena.
