In 2005, an ASP has been created by the National Institute of Colonization and Land Reform (INCRA) in Santarém County (PA), the so-called ASP of Great Lake, which has an area of 290,000 hectares and 30,000 inhabitants, and corresponds to one of the largest land reform settlements ever created in Brazil. In this agrarian context, this work aims to use scenarios derived from participatory methods in conformity with the reality of Amazon. Scenarios are tales of the future designed to better reflect from business planning to environmental analysis, using a variety of techniques and goals. Therefore, this work evaluate whether this technique can give support to the consolidation of different territorial units in this region. Thus, the ASP of Great Lake was used here as a case study. As a result, the study shows that there is great potential for replication such efforts in other agrarian reform methods of settlements and in units of conservation and sustainable use.Tese Acesso aberto (Open Access) Impacto da criação do projeto agroextrativista na gestão participativa dos recursos comuns na várzea Amazônica(Universidade Federal do Pará, 2014-10-03) THOMAS, Shaji; ALMEIDA, Oriana Trindade de; http://lattes.cnpq.br/0325909843645279Wetlands in the lower Amazon basin occupy approximately 800.000 km2, and the floodplains of the Amazon River and its larger tributaries represent approximately 40% of this total. Floodplain is a rich environment with fertile soils and abundant natural resources. Throughout the history of human occupation, the floodplain played a central role in the economy of the Amazon region. Despite the importance of the region, land ownership was always ambiguous in these areas. Since 2006, the Government created 15 Projects of Agro-extractive Settlement Project (PAE) in the region of the lower Amazon floodplain in order to regulate land ownership and to encourage the process of community participation in the management of natural resources. The main objective of this study is to analyse the impact brought by the creation of PAE in regional planning and governance of natural resources in the floodplain. The research data collection was through participant observation method in the field, literature review, focus groups and interviews with representatives of the communities, institutions and government bodies responsible for implementing of the PAEs. The study area is located in two Settlement Projects of the lower Amazon floodplain in the municipalities of Santarém and Alenquer. 86% of the communities of PAEs analysed had some sort of Community fishing agreement, which internally governed the use of fishery resources in lakes communities. Interviews with community leaders in the region, 82% showed dissatisfaction with the process of the implementation of PAE. Relative to the Utility Plan (PU), which defines the regulations of the PAE, 33% consider that the rules hinder the development of floodplains. However, 77% of respondents believe that the PU is necessary for the proper functioning of the settlement. The research pointed out that the major difficulties for the implementation of the Project include the lack of dialogue between the community and governmental entities as the INCRA - responsible for the implementation of PAE, the non-delivery of land titles and the lack of definition regarding the ranchers who occupy land in the region. The study also pointed out that the implementation process of the PAEs, besides not solving problems related to land occupation, weakened the organizational autonomy of communities in natural resource management of floodplains.Dissertação Acesso aberto (Open Access) Mudanças nos parâmetros técnicos dos projetos de crédito rural: o caso dos projetos de assentamentos no sudeste do Pará(Universidade Federal do Pará, 2005-08-29) OLIVEIRA, Dvandro Pedro de; SCHMITZ, Heribert; http://lattes.cnpq.br/2294519993210835This work has the purpose of studying the occurred changes in the technical parameters, during the understood period from 1994 to 2004. This period was analyzed at two distinct moments: the first one studies the years from 1994 to 1999, which coincides with the predominance of the EMATER in the elaboration of the projects, and the second one studies the years from 2000, with the biggest participation of the lenders of service in the elaboration of projects for settled familiar agriculturists. This second moment coincides with the participation of the lenders of service of the Lumiar Project. The analysis privileges the second moment of changes in the technical parameters, which involved the participation of the familiar agriculturists and different institutions attached to the agricultural credit for settlements. The discussions about the projects were carried in the technical discussion forums (seminaries and meetings or workshops) promoted by the technical chamber. Through the improvement of the dialogue among the actors in the forums of technical discussions, the construction of the technical parameters in the Southeast of the state of Pará has been providing an improvement in the application of the credit, although there is still a lack of a more systemized analysis about the projects adaptation, in the agricultural establishments. The absence of regional technical indices may put some projects at risk, as the financing of the Forest PRONAF. The main technical advance in the discussions of the credit for the familiar agriculture was the incorporation of the activities regarding to small and medium animals and to agroflorestais systems (SAF’s), as financed items which allowed a bigger adaptability of the credit to the reality of the familiar agriculturists.Dissertação Acesso aberto (Open Access) Sustentabilidade em assentamentos rurais do estado do pará: uma aplicação do barômetro da sustentabilidade(Universidade Federal do Pará, 2014-02-27) SILVA, Veríssimo César Sousa da; VIEIRA, Ima Célia Guimarães; http://lattes.cnpq.br/3761418169454490The settlements in the Amazon are critical to the distribution of land, but its implementation still has many environmental and social problems, which has led to criticism of the sustainability conditions thereof. In recent years, have been sought to develop methods for monitoring rural settlements through indicators of sustainability, but the challenges are still enormous. Regardless of the method used, studies show that the main steps in the analysis of the sustainability of settlements are the identification of themes, setting indicators, defining the limits of the indicators and evaluation of indicators in building sustainability index. Thus, this study aims to examine the level of sustainability of settlements of Pará, through the Barometer of Sustainability (BS), comparing two types of settlements: Conventional Settlement Projects (PAC) and Differentiated Settlement Projects (PAD). Twenty-eight 28 indicators were extracted from an environmental diagnosis made by the National Institute of Colonization and Agrarian Reform - INCRA and tested to BS tool for 12 settlements selected. The results show that there is a slight difference between the settlements, especially in relation to the environmental dimension, but the two terms of settlements occupy the same position on the scale of the Barometer of Sustainability to Potentially Unsustainable.
