Tese Acesso aberto (Open Access) Arranjos político-institucionais: a criação de novos municípios, novas estruturas de poder e as lideranças locais - a divisão territorial de Marabá na década de 1980(Universidade Federal do Pará, 2006) SILVA, Manoel Alves da; HURTIENNE, Thomas Peter; http://lattes.cnpq.br/7133222063843073In this thesis – institutional and political arrangements: the creation of new municipalities, new power structures, and local leadership; the territorial division of Marabá in the 80’s – we present the following assertion: the creation of municipalities as a result of the territorial partition of Marabá, in the southeast of the State of Para (Brazil), during the 80’s, is connected to the process of capitalist modernization, particularly in the (local) political dimension, and, in this case, at an institutional aspect. We therefore use Campos' concepts of symbolic power, political party, and leadership. Such concepts were developed by Bourdieu and concepts of leadership, political party and voter, defended by Downs. The research was conducted in the municipalities created from the territorial partition of Marabá: Parauapebas (1988), and Curionópolis (1988), which, on their turn, were disunited and originated the municipalities of Eldorado dos Carajás (1991), Água Azul do Norte (1991), and Canaã dos Carajás (1994). The physical structure of this work is formed by chapters: In the first chapter, we discuss the proceedings and the methodological approach used to produce the thesis. In the second chapter, we present the theoretical and analytical instruments, the problem, the object, and the hypotheses that guided this work. The third chapter discusses the onset of new municipalities from the perception of the local political leaders of Marabá. In the fourth chapter, we focus on the control devices and the political field as a space of dispute and dominion. In the fifth chapter, we present the political representations, the new structures of power, the alliances, the political competition, and the election disputes. In the sixth chapter, we deal with the southeastern territory of the State of Pará within the context of emancipations as perceived by the emancipated municipalities political leaders. Finally, we discuss our own conclusions in the light of the analyses presented in this thesis. Our most significant conclusions are: 1) The creation of new municipalities resulted from an institutional modernization process in the area; 2) The creation of these municipalities was a response to the interests of local political leaders and economic actors, at a municipal and regional state scale. From such conclusions, make at the following final considerations:There are different situations in Curionópolis, Eldorado dos Carajás, Parauapebas, and Canaã dos Carajás. Therefore, despite the fact that all those municipalities came from the territorial partition of Marabá, the final result produced different realities, marked by inequalities. In both cases, however, there could be seen a democratization process, in which political (electoral) disputes, and the resulting conflicts started to be regulated by rules defined by the State of Right. The methodological path adopted in this work chose the local leaders as important actors, aiming at capturing the “local political leaders’ vision” about this process.Dissertação Acesso aberto (Open Access) A polêmica como interincompreensão no discurso da política acadêmica da Universidade Federal do Pará(Universidade Federal do Pará, 2010-08-27) PANTOJA, Benedito José Brabo; PESSOA, Fátima Cristina da Costa; http://lattes.cnpq.br/4011084861970140The universities, besides its constitutionally foreseen attributions of education, research and extension, possess a forth essential element which is inseparable from the others, materializing in the intense political practice developed in the academic environment. Given the existence of this factor, this research examines the phenomenon of the polemic as element of interincomprehension in the confrontations of the academic politics in the Federal University of Pará (UFPA), with the main theoretical support based in Maingueneau (2005), observing how this relation of interincomprehension is established, by means of analysis of the simulacra that each subject constructs of his interlocutor and himself. The corpus of this work is constituted by, on the one side, the notes of the three academic entities of the UFPA, which are the Students Central Directory - DCE, the UFPA Professor Association - Adufpa and the UFPA Worker Union - Sintufpa, which represents, respectively, students, professors, and technical-administrative servers; and, on the other side, the notes of the Superior Administration. These notes mention the UFPA administration building took over by the students, occurred in June of 2007, motivated, according to a note by the student entity Attachment 3A), for not having their claims, related to several academic problems, heard. The research is developed in a discursive perspective, whose methodology comprises a general objective, which is to identify the simulacra that are constructed in the academic politics of the UFPA. To do so, four research fronts were used, materialized in specific objectives, namely: (1) to investigate the context of this politics; (2) to rescue the constituent vocabulary of the discursive materiality, observing the actions, referred by means of verbs and names, and the characterizations, effected through adjectivations and names; (3) to identify the marks of the heterogeneity presented; (4) to capture the instants of infraction to the “dogmatic code” of the political practice. Throughout the notes, in the discursive clash that is developed, we perceive the so-called “deaf dialogue”, in which the possibility of the adversaries to review their positioning is not glimpsed.
