Dissertação Acesso aberto (Open Access) Autoavaliação institucional: a realidade da CPA na prática do SINAES(Universidade Federal do Pará, 2014-01-10) FERREIRA, Alexandra; PONT VIDAL, Josep; http://lattes.cnpq.br/4415362518177732This research was directed due the knowledge needs around the work evaluation process in the internal federal Universities institutions. Such kind of work is being done since the 1990s decade, through various public policies translated into programs that could evaluate the education quality of the Universities due to the increased of University Institutions quantity, public and private. Considering such form, today the implementation of an evaluation process is not discussed anymore, instead is discussed the way it should be worked in the University institutions. The current policy directed to this issue is translated in the national evaluation of education system (SINAES), established by Law 10.861/2004, which became mandatory, among others, the institutional self-evaluation to be conducted by the internal committee Assessment (CPA), also with mandatory character inserted in the Art. 11º of SINAES law. This study is part of the questions around the CPA work. Mainly considering the way of their constitution, localization on the organizational structure and the CPA methodology that could influence in the final result, which is related to the institutional self-evaluation used by E-MEC system and by external review committees. The objective was to analyzes the CPAs of three Federal Universities institutions, chosen for their experience in the theme , regarding: The composition, directed to the quantity and their members category; The CPA localization in the organizational structure, in order to verify their autonomy level and the methodology used by CPAs in the conduction way of the evaluation process. It was assumed that such variables when applied in each institution, it could lead to ways of working and different results. For this reason it was opted for a study of a case, predominantly in qualitative research, using literature research, with authors of general systems theory and assessment; documental research and interviews along the presidents of CPAs institutions analyzed; Finalizing that although the results may be different in terms of quality of the reports, problems related to the autonomy, hierarchy and recognition of the CPA against other organs of the Universities management, the relationship assessment and planning and the establishment of a culture of evaluation, are observed in the three institutions studied.Dissertação Acesso aberto (Open Access) A LDB e o impacto da qualificação dos docentes nos indicadores de desempenho dos cursos de graduação da UFPA(Universidade Federal do Pará, 2011-12-22) FONSECA, Paula Ivana; RAVENA, Nírvia; http://lattes.cnpq.br/0486445417640290This study aims to evaluate the impact of doctorate and masters qualifications held by teachers at UFPA, during the period 1985 to 2009, on undergraduate success and dropout rates. Initially the study aimed to give context and describe the history of Brazilian higher education before and after the passing of the still active Law of Guidelines and Bases of education. After identifying the departments and courses offered at UFPA, along with annual statistics, reports on management and analysis of the official systems used by the institution, the qualifications of the teachers, the number of freshmen, graduates and the total enrolled. This data was stored and processed by a computerized system, created by the researcher, to enable statistical analysis that would hopefully reveal relationships and patterns within the data that would help confirm or deny the cause and effect of teacher qualifications and student success at UFPA. The system identified the existence of a relationship between teacher qualifications, graduation rates and drop-out rates, using the Pearson correlation coefficient it was possible to measure the degree of this relationship. It was found through this statistical analysis and based on the theoretical frameworks that although the number of qualified teachers had increased the success rate of undergraduates it had not increased it proportionately. It was inferred, therefore, that the increase in the level of qualification of staff was caused by the LDB, which made it possible to affirm that the LDB had encouraged the improvement in teaching staff qualification; however, it did not significantly improve the indicators that measure the number of graduates from UFPA. Thus, the study found that it was not enough to simply improve the qualifications of the teaching staff. Other factors influence the improvement of performance indicators for undergraduate performance. It is hoped this research, will encourage reflection and debate about undergraduate education at UFPA in the management of courses and the Pro-Dean of Undergraduate Studies, as well as contribute to the direction of policies for graduate education through the provision of the SIAGRAD system, which could constitute an important tool for the management of the academic institution.Tese Acesso aberto (Open Access) Um modelo de avaliação integrada para análise de incertezas em programas governamentais: um estudo da educação a distância no Estado do Pará(Universidade Federal do Pará, 2005-08-15) ELIASQUEVICI, Marianne Kogut; PONTE, Marcos Ximenes; http://lattes.cnpq.br/0120823127408114The task of designing a distance education (EAD) system (SEAD) is not easy, due to the number of components it needs (students, faculty, administration, infra-structure, etc.), the complexity of the process, the several approaches concerning its effectiveness, the concurrent values, the interests involved and the urgent decisions needed. Pará State has successful experiences in such educational modality in all educational levels. However, there still are obstacles, problems and uncertainties to be faced. With such understanding, the objective of this research work was to create an analytical model to identify and interpret the uncertainties present in the use of EAD in Pará State educational system and to detect the attitudes of the actors involved and interested in the process, contributing with criteria and strategies that can be used, in uncertainty situations, to the implementation of SEADs and their operating procedures. For this reason, the work took as a base the Integrated Assessment Methodology (AI), in a pluralist perspective, which was carried out in several moments, including: broad bibliographic research, sounding about the guiding of EAD in the State; the use of Delphi inquiring method to instigate the consensus among the most relevant uncertainties, the use of the Cultural Theory to subsidize the identification of the respondents cultural orientation aiming to detect different positions towards EAD; the use of the Cluster Analysis statistics technique to group uncertainties and individuals by similarities; and, at last, an integrated analysis of the results obtained in each one of the several stages. The consensus level was low, resulting in eight uncertainties considered relevant to the process. Among them, 50% have a methodological dimension, expressing that, during an innovation process, methodology appears to represent changes in paradigms already established. The grouping of uncertainties, on the other hand, revealed eight great sets of controversies that put pressure, in different ways, to the process of decision making and operational procedures of the EAD systems. From each set characteristics, we can notice that the problems faced by EAD in Pará are part of the current context and include preoccupations that refer to specific points that guide the process, to uncertainties of a general nature, to the political commitment, to components that indicate quality and EAD’s recognition, to methodological and technical aspects, to the stability of such educational modality, to the access and use of new information and education technologies and to the infra-structure conditions. During the conception of SEADs, the cultural orientation influences the approach to be adopted by the system controllers, and it may direct the approach to certain focus like: administrative (hierarchy), the respect for students (equality), the students satisfaction (individuality) and to a vision of diffidence (fatality). The integration of all the work results allowed the indication of decision criteria and strategies to face uncertainties or even to learn how to deal with them. The conclusion was that, the use of AI methodology was effective for the treatment of EAD problems in Pará because it enables the management of uncertainties, what, we believe, leads to the reduction of occurrence of undesired and/or unexpected events.Dissertação Acesso aberto (Open Access) O plano municipal de educação de Benevides-PA: processo de monitoramento e avaliação(Universidade Federal do Pará, 2015-01-05) MORAES, Mary Ellen Costa; FERNANDES, Rosana Pereira; http://lattes.cnpq.br/9953146275467028The purpose of this research was to analyze the Municipal Education Plan (MEP) Benevides, in view of the monitoring and evaluation process, while mechanisms necessary for the implementation and review of the Plan. The main theoretical contributions to the analysis come from scholars as: Saviani, Klaus Frey, Maria das Graças Rua, Marta Arretche, Jefferson Mainardes, Carlos Aurelio Faria, Tereza Cotta, Dalila Oliveira, among others, who provided reflections on the Public Policy Cycle, Planning in Brazil and Social Policy Evaluation. The methodological choice was the qualitative research, with measurement data and document analysis. The results indicate the absence of mechanisms and monitoring and evaluation strategies of MEP, being presented proposal of indicators for monitoring and evaluation of guidelines/goals, in order to strengthen the dynamics of educational planning in the city. From the study, we understand that it is essential to adopt compromised posture with the prospect of monitoring and evaluation, connection that is vital to the public planning. It is observed that the construction of an evaluation instrument leads to the strengthening of the practice of planning, highlighting the planning movement and effectiveness of the planDissertação Acesso aberto (Open Access) Políticas de avaliação institucional da educação superior: o caso da Universidade Federal do Pará(Universidade Federal do Pará, 2008-04-04) RIBEIRO, Maria Edilene da Silva; CHAVES, Vera Lúcia Jacob; http://lattes.cnpq.br/3533444052532463This research intitled Institutional Evaluation Policies in Higher Education: the case of the Federal University of Para, has the Brazilian policies for institutional evaluation as its core object, within the context of the capitalist system development; its main objective was to investigate how such policies have been implemented in Brazilian higher education and, in particular, in the Federal University of Para (UFPA). The research hypothesis assumed that the institutional evaluation policies implemented in Brazil, from the 1990s on, are founded upon, and oriented by the neoliberal logic marked by features quantitative, competitive, productivist, fragmented, distanced from reality; that they follow out determinations from multilateral orgnizations, such as the World Bank; that they have been used as mechanisms of States control over education. Case study was chosen as the appropriate methodological approach, on the grounds of quanti-qualitative research procedures. Data and information necessary to the study were collected from a number of documental sources, and were analyzed at the light of theoretical support obtained by means of literature review mainly that regarding the concept of emancipatory evaluation from the standpoint of authors such as Dias Sobrinho, Vasconcelos, Maués, Chaves, among others. Three models of evaluation policies were analyzed which have been implemented in Brazil, namely the Program of Institutional Evaluation of Brazilian Universities (PAIUB), the National Exam of Undergraduate Courses, and the National System of Higher Education Evaluation (SINAES). As for preliminary conclusions, evidence was found that evalution policies implemented nation-wide in Brazil are based upon neoliberal concepts of evaluation, as they serve the process of economization of higher education, the latter having its principles, quality requirements, and autonomy modified. Such a process, among other values and purposes, contributes to the control of educational institutions by the State; its results influence relationships among institutions, and they assign new meanings to the concept of higher education. As for the case study regarding the Federal University of Para, research findings indicate that the three evaluation models adopted by UFPA at different points in time followed the same neoliberal conceptions; that they function as instruments of regulation and control; they did not allow for the participation of the academic community in the processes of evaluation discussion and development, and therefore they have distanced from the academic reality; last but not least, that such models did not evaluate the entirety of the institution as they proceeded in fragmented, stagnant features which hampers the autonomous development of the University.Dissertação Acesso aberto (Open Access) Políticas educacionais e desenvolvimento: a experiência da Reserva Extrativista Marinha do Soure, Pará(Universidade Federal do Pará, 2002-12-21) FERREIRA, Lindomal dos Santos; SIMONIAN, Ligia Terezinha Lopes; http://lattes.cnpq.br/6620574987436911Extractive reserves (RESEX) have emerged as important strategic alternative livelihoods. Integrated into the theoretical framework of sustainable development they have been presented in an empirical way as ample opportunities for co-existence between man and natural resources in sustainable relationships in order to harmonize the social, economic and ecological impacts of local populations. The aim of this study was to examine the role of education within the proposed development behind the proposal of extractive reserves, in particular the case of RESEX / Soure, verifying the viability of extractive reserves as a development model. The locus of the research was the Marine Extractive Reserve of Soure, Soure municipality, state of Pará was studied a population consisting of 278 families of "drawers of crab" / ACS Soure and 1475 fishermen associated with the Colony Fishing Soure 1/CP-Z- Zone 1. The research technique used was direct observation. And the research instruments used were the daily observation and semi-structured interviews. It was found that local natural resources are very rich, although most are threatened. It was also found that the most significant gathering activities in the areas of RESEX along with fishing is the tiração crab, since they are the guarantee of a more immediate financial income. It was observed that not only level of education of the interviewed population constitutes an obstacle to their development as well as their socio-cultural strategies are not being valued within the local government action, not in the plans of implementing the policy of creating this book CNPT / IBAMA. It was concluded that the absence of a socio-pedagogical process that correlates the social and cultural interests of the extractives is also a political aspect of creating the RESEX Soure but is yet to be conceived and organized with local residents and their organizations in Soure. It is actually talking about it. The main hypothesis of this work is that the dynamics of organization of knowledge work is characterized as an ongoing process of construction and reconstruction of social knowledge, which are articulated in turn, with the professional experiences gained through work. In its theoretical basis, this research makes use of historical and dialectical materialism and takes the contradiction, denial of denial and alienation as categories of analysis in social relations as well as historical, which produce the existence of the craftsmen of shipbuilding. Through this study, it was found the existence of technical knowledge, typological order in terms of vessel, based on the economic and social needs of the region, and also identified a set of political knowledge, of constative character, concerning the existence of a job reduction process and a class consciousness itself, which recognizes the suffering at work. However, there is no action on organizing workers in terms of counter-hegemony, due to lack of class consciousness among these workers. To that end, it was understood that there is still a knowledge of identity transformation among craftsmen, and it is driven much more by capitalism than by the political organization of these workers. It was done in a regime of partnership with social and trade union movements, from the perspective of an integral education. Two experiences were emphasized in the investigation: The Integration Program and the Integrate Project developed by Central Única dos Trabalhadores (CUT), and the Teachers‟s Formation Project, Teaching – High School - of the Programa Nacional de Educação na Reforma Agrária (Pronera). The work was constituted by bibliographical and documental investigation and it follows the qualitative investigation path from the perspective of the dialetical historical materialism based on the studies of Frigotto (1995, 2005), Machado (1991), Manfredi (1998, 2005), Ramos, (2001, 2009), Araujo (2001), Kuenzer (1998, 2007), Fidalgo, (1999, 2003), among others researchers in the Work and Education Line. The methodological route began with a bibliografical revision, followed by the analyses of the documents filed in the Aplication School and informal conversations with the school teachers. We concluded that the Aplication School contributes to these workers‟s professional qualification focused on people‟s humanization and not on the capital, even though it does not have consciense of these results and it can and should foster experiences in compromised qualification perspective with the amazon workers‟s omnilaterality.
