Governança local em educação profissional e tecnológica: o caso do Programa Pará Profissional no Município de Ulianópolis-PA

Professional and Technological Education (EPT) has stood out in the agenda of public policies in Brazil in the last decades, constituting itself as a strategic element for the economic development and social inclusion of the country. From this perspective, the discussion about professional qualification in order to meet the demands of productive sectors is part of this context. However, the implementation of Vocational Programs formulated by the Federal Government has found difficulties in adapting to the reality of the Brazilian municipalit ies, especially those located in the Amazon. From this point of view, the main theme of this study, the Professional and Technological Education Program Pará Profissional, was conceived with the objective of offering professional qualification with a view to expanding and verticalizing the productive chains, linked to the priority axes of State development, generating income and fight against poverty in Pará. In its implementation, Intersectorial Managing Committees were used, which made possible the construction of the model of local governance in some municipalities of the State. The general objective of this study is to analyze how the Intersectoral Steering Committee of Ulianópolis, PA (CGIU), impacts the actions of the Pará Profissional Program of the municipality. The choice of Ulianópolis was due to its pioneering spirit in establishing in Pará the first Municipal Intersectoral Steering Committee as a management tool to support and coordinate local EPT actions. Among the elements identified in the characterization of governance, we highlight the focus given to the transformation of the role of the State, where different social actors are inserted in the context of the elaboration and execution of sectoral public policies. The research methodology is exploratory-descript ive, carried out through a case study with a qualitative approach, utilizing documentary, bibliographic and field research. The analysis of the results was based on the mechanisms of governance (Leadership, Strategy and Control) used by the Basic Governance Framework of the Federal Audit Court (TCU) for public organizations. It was observed that the model established for the CGIU/Ulianópolis acted in a collaborative way, contemplating the participation of both the public and private sector, as well as organized civil society, being developed within a context that allowed to broaden the debate about the concept of local governance and networks as a governance structure

Município e gestão do território: os impactos da 2ª etapa da UHE nas ações locais de abastecimento de água em Tucuruí (PA)

The water problems involves two main questions: on one side we have the need for water in the process of survival and continuity of humanity, and on the other, the growing of nature as a commoditie, In places with bigger population growth and intensive e diversified use of hydric resources, like the industrial regions of central countries and countries like Brazil, the scarcity of water becomes more evident each day. The irregular distribution of hydric resources increases even more the water problem. Wanting to help in this discussion, we have used the town of Tucuruí, place of deep social and spatial transformations, due to the construction and subsequent increase of the Hydroelectric Power Plant of Tucuruí, on the 70´s and 80´s of the XX century. We try to understand what role the County Administration had in the public structure of management regarding the hydric resources, using as an example the network of water supply and the many uses for water in the city of Tucuruí. This analysis will center in the role played by the municipality in the management of the territory after the effects of the second phase of the construction of the Hydroelectric Power Plant of Tucuruí.
