Tese Acesso aberto (Open Access) Banco Interamericano de Desenvolvimento e Política Urbana no município de Belém: tensões e compatibilidades no modelo de gestão de cidades e no discurso da participação social(Universidade Federal do Rio de Janeiro, 2006-03-22) SANTANA, Joana Valente; GUERRA, Yolanda Aparecida Demetrio; http://lattes.cnpq.br/4263622867321897This thesis aims at learning the meaning of the Inter-American Development Bank (IDB) multilateral financial aid for Latin American countries, particularly Brazil, and tries to identify how the bank operates, through several mediations, in the defense of continuing capital accumulation. Our research identified that IDB operates not only as a policy financing agent, but mainly as the general intelligentsia of the interests of the elite by prescribing management models for: a) federal governments through the Country Documents and Strategy Documents (mainly about State reform themes connected to the neoliberal recommendation of structural adjustments to facilitate – among other things – the payment of the foreign debts by the central governments); b) municipal governments, through the dissemination of a city management model, urging local authorities to take over the execution of social policies with efficiency and economy in the public social expenditures, and implement sectoral and focused policies (for the “urban poor”), while preparing, at the same time, the city infrastructure in order to attract corporate investors besides forming “partnerships” with society (enhancing social participation) and private initiatives. On the other hand, this thesis also analyzes the city management model, based on the democratic perspective of the Urban Reform (specially the city democratic management principle), which is contrary to the neoliberal model recommended by IDB, thus favoring working classes factions, validating democratic processes (direct democracy) in the defense of citizenship, referenced by socialist ideologies. Such democratic model started to be widely used in Brazil, particularly when some municipalities started to be run by Workers Party mayors (as of 2000). At that moment, there was some expectation regarding the creation of proposals incorporating the political advances in the social sector as provided in the Federal Constitution of 1988. In the city of Belém, State of Pará, a left winged front run by the Workers Party won the elections in 1996, renewing its mandate until 2004. At the level of government planning, the Municipal Authority of Belém claimed for a political management connected to the city management democratic model, based on the principles of social participation and state democratization. Through a project financed by IDB (Habitar Brazil Program – IDB), the Local Development Plan “Riacho Doce” and “Pantanal”, the city had to comply with a series of demands, such as the signature of an Acceptance Contract by 80% of the users. Since the city authorities favored an alternate planning, which enhanced the participation of the local residents in all stages of the project, the research tried to identify points of conflict and of compatibility between the city management models and the social participation notion (a neoliberal proposal by IDB) of democratic base. The results indicate that the city management democratic model discourse presents some elements of conflict (contrary trends), mainly expressed by the proposals for the universalization of rights, inter-sectoral policies, and allusions to socialist ideals. Elements of compatibility were also found (adaptation of the Plan in order to guarantee the funds), but the overall result appointed to more points of difference than of compatibility between the neoliberal and the democratic agendas.Artigo de Periódico Acesso aberto (Open Access) Desenho ideológico do BID: modelo de gestão no Promaben em Belém, Pará(Universidade Federal do Pará, 2012-06) SANTANA, Joana ValenteThis article discusses the administrative model for cities promoted by the Inter-American Development Bank (IADB) for Latin America and the Caribbean, using as an example the Sanitation Program for the Estrada Nova watershed (Promaben), in the municipality of Belém, in Pará State. Based on Marxist social theory, IADB documents available on line related to projects approved by the bank in 26 Latin American and Caribbean countries from 1960 - 2011 were studied. The paper indicates the construction of an ideological design by IADB, related to the issues of financing, poverty and the environment. It reviews studies about ideology and the administrative model for cities and compares the IADB's stated objectives with the projects approved in Latin America and the Caribbean. It analyzes the resources destined to Promaben and reflects that under the appearance of decreasing poverty and attention to the environment, the IADB gives priority to physical infrastructure projects for cities and economic projects.Dissertação Acesso aberto (Open Access) Entrevista em serviço social: uma rediscussão crítica do instrumento técnico-operativo(Universidade Federal do Pará, 2014-08-26) RODRIGUES, Samara Morais; PONTES, Reinaldo Nobre; http://lattes.cnpq.br/8577276734482884The interview instrument understood as a mediator in the process of knowledge, enables the social worker approaches the reality of their demand, transcending the appearance of phenomenon and getting larger interventional possibilities on the expressions of the social question. Based on this understanding, this dissertation analyze, critically, as has been given to contemporary professional practice of social work, specifically the use of the instrument interview. for this purpose the different theoretical and methodological conceptions about the interview were identified in the social sciences and the debate on the relationship between theory and practice in social work, as well as, was analyzed the understanding about how to use the interview by social workers in professional practice. Guided by dialectical critical method, the argument came from analyzes of theoretical support materials and of a field research with interviews with two social workers active in the social assistance and two in theHealth. As a result identified that the lack of larger problematizations about the instrument has repercussions in the institutional context, the majority of the interviewees had difficulty associating the instrument with theoretical references and, not identified the interview as an instrument of mediation, suggesting that the dichotomy between theory and practice is very present in professional practice of social worker.Dissertação Acesso aberto (Open Access) Fronteiras (in)visíveis da cidade capitalista: segregação socioespacial no Conjunto Parque Modelo II/Ananindeua-PA(Universidade Federal do Pará, 2012-08-31) SANTOS, Denison Martins dos; SÁ, Maria Elvira Rocha de; http://lattes.cnpq.br/9993934259448457The object of this study is to analyze the production of space within the capitalist city, historically ratified by the logic of social inequality that perversely sets the disparity in the distribution of public services and housing, and the unequal access to housing, infrastructure and collective services by establishing a framework of tense and contradictory spatial segregation experienced by a large mass of workers. Aiming to capture the process of social reproduction of workers residing in the Park Set Model II in Ananindeua municipality from the conditions of access to housing, infrastructure and collective services that define the process of socio-spatial segregation that area. In this sense, in order to achieve the proposed objective for the work initially was developed literature that subsidize the rebuilding socio - historical urban space in the district of Ananindeua district and Curuçambá, and later field research was conducted through structured forms applied with a sample of 64 (sixty four) families residing in the Assembly, seeking to uncover data that enabled the subsequent interpretation of the information obtained. Based on the data, information and analysis conducted, it was found that the Joint Park Model II in its genesis and development accompanies the expansion of the urban core central Ananindeua, consisting mostly of a migrant population seeking housing in the area in order better living conditions and survival, has no material conditions (income and employment) to settle or stay downtown or in nearby areas, and therefore reproduce from the daily coexistence with violence, lack of infrastructure, services and urban poor equipment and the resulting unmet basic needs that reveal the essence of the socioeconomic framework of socio-spatial segregation. The work uses the critical dialectic method, with methodology based on bibliographical research, documentary and on the field. In the textual body makes a small search on Social Policy and Social Service then, treat the Surveillance of social assistance and their inspirations, interpretations and role in Social Assistance. The research makes the analysis of national conferences, registration and municipal Social assistance system. Following, the speech of actors, social control management and contributions from Federal and State Government agents, aim to analyze the understanding and structuring of Surveillance of Social Assistance, in addition to the perception of the concepts of vulnerability, risk and territory. The search displays the principle of determinants, tensioned by focusing discussions of the Social State and law. In Genesis, we draw a timeline, with determinations of health, assistance and the World Bank. Regarding the place given to Social Assistance Surveillance seats on provided management function and not as a function of Social Assistance, occupying the place of action means and not an end as well, there is no standardization of composition of the teams according to size of municipality and tending to be operationalized by teams not too wide or double and/or just a technician in most municipalities. The specific objectives aims to characterize the historical road of these NGOs, rebuilding their position in a relation to different contexts of state expression and economic, political and social scenarios in Brazil during the period investigated; and to examine in what extent the answers and policy positions taken by these NGOs in different historical contexts contributed to the democratization of Brazilian local society. The methodological approach considered the qualitative methodology as the main basis of analyses, in addition documental and literature research, field research, and application of semi-structured interviews with the coaches, former coaches, managers and former managers of two entities surveyed. The results of research indicate that there were changes in the strategies and actions of NGOs studied, caused by the entry of Brazil in the circuit of capital reproduction, guided by the globalization of economy and neoliberal policies. This workspace requires specific knowledge such as Social Work, Psychology and Pedagogy for interdisciplinary interventions. It is a qualitative research that based on the criticaldialectic method sought to present the results of the analysis on the need of the State to hire knowledge to fulfill its public mission; On interventions and dialogue between professions; On the existence or not of the perspective of interdisciplinarity in the CREAS space; On interventions considered interdisciplinary by professionals. The interdisciplinarity being studied in the field of professional practice presents some challenges that go through the precariousness in the work in the current conjuncture that hinder the possibilities for the development of the perspective; Also, in the theoretical field we present different authors with different theoretical-methodological conceptions about multidisciplinary/multidisciplinary conceptions, interdisciplinarity and transdisciplinarity and their implications in professional action. The study aimed to analyze the forms, working conditions and the results of the AMA, as well as identify the profile of the young settlement, His objectives were to identify the profile of the young settlement Martyrs April/AMA, to characterize the forms of youth work and youth organization of the April Martyrs. The research was quantitative and qualitative character and its methodological procedures involved the realization of bibliographical research and document search plus field research through observation and semi-structured interviews with twelve (12) young AMA, aged 15 to 29 years in accordance with the provisions of the Statute of Youth. For comprehending this process, has been utilized as theoretical referential and methodical Bourdie’s field theory and as empiric, the emblematic case involving the process of land demarcation of land of TI Maró peoples. The main results indicate that: the existence of an escalate process for restructuring the land market, which the State, an important agent for defense of business interests, acting through reorganization, creation and/or flexibilizing legal and administrative instruments – as ADIP’s, swaps, plans of forest managment and others – as strategies to liberate lands for market. It’s distinguished because of strength work qualification action. These actions increased and became more frequently during Lula’s Government, in 2003, and were handed by Combat Against Hungriness, Social and Development Ministery, as a contracditory assay of economics development and combat against the poorness in Brazil. Concern to our specific aims, we try to analyse in which moment the productive inclusion begins being spread by Brazilian Federal Government; we also investigated official documents of Brazilian Government as well as those of International Institutions that are related to the term productive inclusion. We also analysed official documents in order to understand which concepts of productive inclusion the ministry takes. Our methodological treatment with our study object was done through qualitative approach, guided by documental and bibliographic research. So, we tried to understand productive inclusion conception by analyzing 13 (thirteen) documents as well as electronic information at the web sites of institutions like MTE, CEPAL and MDS. The results of our research allow us to conclude that productive inclusion handed by PT (Workers Party) government (Lula Silva and Dilma Rousseff) is supported by an ideological speech of citizenship, social inclusion, economics growing, leadership, development of attributes that take part on the role of professional education and qualification that insert poor people in the job market. So, we conclude that these conceptions and terms are able to hide structural unemployment, work’s exploration, social differences. And thus, the social struggles are intensified in twentieth century in the 1970s and 1980s, having as major subjects of this process the urban social movements. With the country's redemocratizantion, it is created new spaces for participation (Forums, Conferences, Counsels, among others), in which the urban social movements are inserted as main "voice" of the people with lower income. In this sense, this research aimed to analyze the operation and organization of urban social movements in Belém/PA nowadays (2003-2013) in the spaces of Forums, Conferences and Councils related to Urban Policies. Accomplished by means of the Materialist Historical and Dialectical Method, in a descriptive and explanatory research; and a qualitative approach, therefore was divided into bibliographical, documentary and field research, followed by data analysis and processing. It is showed in the discussions of this research classical and contemporary authors that deal with the theme researched, among them, it can be highlighted the sociologists Manuel Castells and Jean Lojkine, as well as the studies of Maria da Glória Gohn, Ilse Scherer-Warren and Ermínia Maricato. In the documental analysis were consulted reports, records and, meeting frequencies of the spaces of participation analyzed. For the field research, it was used as instrument the participating-observation in the meetings of the working spaces, the appliance of semi-structured interviews with representatives of the articulated urban social movements in active conferences, in counsels and forums in Belém during the investigated period, and reports of experiences with representative subjects among the chosen for interviews. This research had as main result that the operation and the organization of urban social movements nowadays have been in the spaces of conferences, councils and forums. But it was also concluded that there is a weakening in the struggles of these collective political subjects, as well as street protests. The study aimed to characterize the political profile of LGBT's movements, and to identify the current situation of the strategic actions of the movement in the construction of public LGBT's policies and addressing homophobia; pointing out the achievements and contributions of these movements in dealing with violations segment which is under the aegis of compulsory heterosexuality and contemporary heteronormativity. And in this sense does not have to unlink the problem of the proposed study, the investigation of the dialectical method, which enables the analysis of capitalist society and social relations, therefore, the formation of this society is built by a set of elements consisting of values and standards cultural heteronormativity driven by capitalist ideology. However, the consolidation of capitalist society and impose invisibly the hierarchy of sexuality and sex-power relationship, has shown through statistical data and indicators that breach those who do not follow the heteronormativity has grown from year 2000. The methodological approach was through qualitative research, as well as documentary research, systematic observation, bibliographic and field. Our results direct to an eminently historical analysis and recovery of the LGBT movement memory as well as its restrengthening this contemporary conjuncture current setback collapse of the Brazilian Magna Carta and the violation of citizenship. The specific objectives are: 1) discuss conceptually social responsibility in the public sector, 2) describe the services provided by the units that provide services to the surrounding community, and 3) to verify how these actions are perceived and evaluated by the servers, based on the dimensions of social and environmental responsibility.The referential presents concepts of social and environmental practices, conceptions of social responsibility of ABNT NBR IS0 26000 and the Ethos Institute of Social Responsibility, discusses the insertion of social responsibility in public administration, especially in universities, considering their contributions to sustainable development. The analysis approach is qualitative, consisting of bibliographical research, documentary survey and field research. The researchactors are servrsof Núcleo de Prática Jurídica da UFPA, da Clínica de Psicologia e da Clínica de Odontologia, departmentsof UFPA, thatprovideservicestothecommunity. Interviews were conducted, with Instruments based on the dimensions of the Social Responsibility of Ethos Institute. The results indicate positive perceptions of servers about organizational social responsibility, expressing general views about mission, vision and institutional values, job satisfaction and identifying the social commitment of the actions performed. In contrast, some obstacles to the strengthening of socio-environmental commitments were evidenced as the need to improve thes public participation process, transparency and environmental education. As a general objective we sought to investigate how the intersectoral approach is being worked on CES / PA for the effectiveness of health services. And, as a specific objective sought to identify in the ESC / PA documents are actions that characterize the intersectionality are developed, as well as analyze the understanding of the directors on the intersectionality, and identify the limits and possibilities of the ESC / PA for effective intersectoral. The development work was guided by the method of qualitative research, taking as input the bibliographical research, documentary and field, being used in the latter semistructured character interview as instrument to data collection, as well as the systematic observation technique. The results showed, in turn, as the ESC / PA have been inserting in its agenda the discussion of intersectionality, as regards the field of public health policy. So that the documents analyzed (in the period 2013-2015) show that the Council presented actions that denote the intersectionality. In addition to understanding of respondents advisers on intersectionality, in such a way that was undertaken an approach work of the interviews with the literature worked as regards the issue in question, presenting the view of the directors on the subject. Its main objective is to identify how policies are structured, what communication strategies are used, and what are the socio-environmental impacts caused in affected communities. Critical social theory was used to analyze the data and information obtained, which involved mining companies from the three mesoregions that make up the state of Pará. In the empirical research, representatives of communities, government, corporate companies and private organizations were interviewed using the following methodological tools: on-site observation/interviews, field diary, writing and transcription of interviews, analysis and systematization of interviews, and essay writing. The main results of the research indicate that the "socially responsible" stance affirmed by the corporate companies is based on the need to create consensuses in the communities, to reduce local poverty and to establish the legitimacy of the company over the territory; and also that strategic communication methodologies have influenced the way of thinking and acting of those affected by the mining and the professionals involved, due to the existence of life conditions materialized in everyday life and create illusory concepts to explain the reality of those who suffer the socio-environmental impacts of mining-metallurgical projects. Based on this study, it is intended to investigate the processes of union demand and negotiation, regarding the defense, guarantee and promotion of social rights. As a theoretical reference of analysis, the research was guided by the critical dialectical method for the better apprehension of the conceptual changes of the categories, as well as guideline of successive approximation with the object in question. In the development of the work, the conceptions of the State and the ideological mechanisms that act as hegemonic force for the attenuation of the crises of the capitalist mode of production, through the subtraction of the class conflicts and control of the relations and work processes in the intention To guarantee the reproduction of bourgeois sociability. In the sequence, the particularity of this capital-labor relationship is evident in the mining-metallurgical activity in Carajás-PA, where the reflexes of productive restructuring act as regulator of a permanent context of flexibilization and precarization of labor relations that interfere directly in the organization Of workers and in the labor time imposed by the productivity rate of the economic companies subsidiaries of Transnacional Vale SA. In light of the above, based on the data collection carried out in the Collective Labor Agreements - ACT's of the mining-metallurgical workers affiliated to SIMETALParauapebas, Vale SA's sustainability report and the interviews with the research subjects, A local context of bureaucratization of labor decisions, where the State power, slow and permissive, acts in conjunction with the new configuration of the union-company relationship and thus contributes to maintaining the concentration of wealth for the business sector and flexibilization or subtraction of social rights for workers. This paper, written within the Brazilian context of graduate studies in Social Work, presents thematic data of 195 theses from PPGSS-UFPA, in the period from 1998 to 2016, and addresses the relationship between the study themes as well as the discussions held by the Brazilian Association of Teaching and Research in Social Work (ABEPSS), CFESS/CRESS (Federal and Regional Councils of Social Work) and the research directories in CNPq/field of Social Work. (1974). To this end, we used the statistics descriptive technique analysis, variance analysis and Tukey test, correspondence analysis and discriminant analysis applied to variables of third molars mineralization stage, gender, age and tooth. From the applied analysis this research could classify the sample into groups of less than 18 years and over 18 years of age. In this context, and based on research in specialized literature we concluded that the average age of the initial stages of mineralization occurred far above the average proposed by Nicodemo et al. (1974), only matching from the stage 7 of mineralization. There was no significant statistical difference for the development of third molars between sexes.
