O Programa de Pós-Graduação em Serviço Social (PPGSS) do Instituto de Ciências Sociais Aplicadas (ICSA) da Universidade Federal do Pará (UFPA). Se constitui no primeiro da Região Amazônica, tendo como desafio o fortalecimento de uma massa crítica de intelectuais que tenham como referência a fundamentação histórica, teórico e metodológica capaz de interpretar e responder as expressões da questão social na contemporaneidade, particularmente, na conjuntura nacional e amazônica.

The objectives of the study sought to characterize the health conditions and environment, employment and income and also the community organization of the population from impacts caused by development projects in the area. From a critical perspective, it was carried out in addition to the Bibliographic and document research, a survey of secondary data obtained by consulting the research already carried out in the Low Pequiá district by public and / or non-governmental organizations entities. Also were conducted interviews with residents. The results obtained indicated that, even with the social organization emerged in coping with the social impacts caused by Steel Pole, the living conditions of the residents of that area proves the extreme violation of social rights.Item Acesso aberto (Open Access) Impactos socioeconômicos nas estratégias de sobrevivência das famílias reassentadas pelo Programa de Saneamento da Bacia da Estrada Nova (PROMABEN)(Universidade Federal do Pará, 2017-08-29) OLIVEIRA, Aricarla Batista de; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This study aims to analyze the socioeconomic impacts on the lives of families resettled at the Residencial Antônio Vinagre by the Estrada Nova Basin Sanitation Program (PROMABEN), in the city of Belém-PA. The research was developed based on the dialectical method for the investigation of the phenomenon, having as methodological procedures: bibliographical survey, documentary and field research. The study is based on theoretical references on the production of the capitalist city and the inequality of appropriation of the urban land, processes that directly impact on the production of precarious housing for the fractions of the Brazilian working class that can not access the private housing market , given the price formation mechanisms of urbanized land. With this in mind, in the bibliographical survey, classical and contemporary authors discuss the logic of city production focusing on the process of removing precarious settlements in Brazil throughout the history of urban housing policy. The documentary research consists of the readings and analysis of PROMABEN documents, made available by the Municipality of Belém and the IDB, in order to verify the information about the urban intervention, as well as the new guidelines and / or technical norms for resettlement of families. For the data collection, the application of a structured form with the following variables was used: profile of the resident; work and income; housing situation; situation of public services; political participation and the perception of the resident. Field research, carried out in the second half of 2016, reached 52 (fifty-two) resettled residents for the Comandante Cabano Antônio Vinagre Residential Complex, corresponding to 49,52% of the total families resettled to the Residential until the date of the survey. The analyzes point to the precarious conditions of popular housing constituted in unhealthy and inadequate areas, such as slums, favelas, and, in the case of Belém, the lowlands, which historically are the targets of sanitary urbanistic experiences that prioritize the infrastructure space, to the detriment of the conditions of social reproduction of the families removed. Therefore, the results of this dissertation show that the resettlement of families to the Residencial Antônio Vinagre, carried out by PROMABEN, provoked the disarticulation of the residents' survival strategies. That is, resettlement did not alter the subaltern condition of the working dweller, because the production and use of the city directly corresponds to the social division of labor in space. Therefore, only the change of the place of residence of the workers does not change their survival condition as a working class, because the income conditions remain the same as in the previous area or even worse, and the residents are not able to use in the new residential space the survival strategies they used in precarious settlements, in this case in the lowlands.Item Acesso aberto (Open Access) A interdisciplinaridade e o serviço social: estudo das relações entre profissões no Centro de Referência Especializado da Assistência Social em Belém(Universidade Federal do Pará, 2016-11-22) JORGE, Ediane Moura; PONTES, Reinaldo Nobre; http://lattes.cnpq.br/8577276734482884This dissertation deals with the relations between different professions and how it happens dialogue takes place between professional subjects who will intervene in a common reality in the work space of the Social Assistance Policy of Belém, the Specialized Reference Center for Social Assistance - CREAS. This workspace requires specific knowledge such as Social Work, Psychology and Pedagogy for interdisciplinary interventions. It is a qualitative research that based on the criticaldialectic method sought to present the results of the analysis on the need of the State to hire knowledge to fulfill its public mission; On interventions and dialogue between professions; On the existence or not of the perspective of interdisciplinarity in the CREAS space; On interventions considered interdisciplinary by professionals. The interdisciplinarity being studied in the field of professional practice presents some challenges that go through the precariousness in the work in the current conjuncture that hinder the possibilities for the development of the perspective; Also, in the theoretical field we present different authors with different theoretical-methodological conceptions about multidisciplinary/multidisciplinary conceptions, interdisciplinarity and transdisciplinarity and their implications in professional action. The study aimed to analyze the forms, working conditions and the results of the AMA, as well as identify the profile of the young settlement, His objectives were to identify the profile of the young settlement Martyrs April/AMA, to characterize the forms of youth work and youth organization of the April Martyrs. The research was quantitative and qualitative character and its methodological procedures involved the realization of bibliographical research and document search plus field research through observation and semi-structured interviews with twelve (12) young AMA, aged 15 to 29 years in accordance with the provisions of the Statute of Youth. The survey results indicate that the rural youth of the AMA, as indeed the settlement, experiencing difficulties in gaining access to education, work and technical assistance without which the agricultural labor and rural worker identity itself can be compromised, nevertheless, even with the absence of public policies that encourage work on earth and life in the settlement, the youth said to identify with the work on the ground, as the youth political organization, despite difficulties in the activities organized by the MST youth still brings with belonging to this movement.Item Acesso aberto (Open Access) Mercado de terras, apropriação e exploração dos recursos naturais na Amazônia: o caso da Gleba Nova Olinda no Estado do Pará(Universidade Federal do Pará, 2016-08-30) CATETE, Vania Lucia Lemos; COSTA, Solange Maria Gayoso da; http://lattes.cnpq.br/2325286514501589This dissertation research is aimed at understand the process of appropriation, exploration and use of natural resources and their determinations in land market organization on Gleba Nova Olinda I, located at Santarem county of Pará state, as long as its implications for the demarcation of Indigenous Land Maró. For comprehending this process, has been utilized as theoretical referential and methodical Bourdie’s field theory and as empiric, the emblematic case involving the process of land demarcation of land of TI Maró peoples. The main results indicate that: the existence of an escalate process for restructuring the land market, which the State, an important agent for defense of business interests, acting through reorganization, creation and/or flexibilizing legal and administrative instruments – as ADIP’s, swaps, plans of forest managment and others – as strategies to liberate lands for market. As resistance to this process, are peoples and traditional communities, that caused for land market warming , have their territories permanently threatened and as a form of resistance claim ancestral rights to land as the peoples Borari and Arapium, by demarcation TI Maró, thus ensuring survival material and symbolic.Item Acesso aberto (Open Access) Movimentos sociais urbanos nos novos espaços de participação popular: atuação e organização(Universidade Federal do Pará, 2016-06-23) COSTA, Larissa Marinho da; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352Capitalism development brings within it a necessity for organizing civil society by their dissatisfaction with the economic, political and social situation experienced. And thus, the social struggles are intensified in twentieth century in the 1970s and 1980s, having as major subjects of this process the urban social movements. With the country's redemocratizantion, it is created new spaces for participation (Forums, Conferences, Counsels, among others), in which the urban social movements are inserted as main "voice" of the people with lower income. In this sense, this research aimed to analyze the operation and organization of urban social movements in Belém/PA nowadays (2003-2013) in the spaces of Forums, Conferences and Councils related to Urban Policies. Accomplished by means of the Materialist Historical and Dialectical Method, in a descriptive and explanatory research; and a qualitative approach, therefore was divided into bibliographical, documentary and field research, followed by data analysis and processing. It is showed in the discussions of this research classical and contemporary authors that deal with the theme researched, among them, it can be highlighted the sociologists Manuel Castells and Jean Lojkine, as well as the studies of Maria da Glória Gohn, Ilse Scherer-Warren and Ermínia Maricato. In the documental analysis were consulted reports, records and, meeting frequencies of the spaces of participation analyzed. For the field research, it was used as instrument the participating-observation in the meetings of the working spaces, the appliance of semi-structured interviews with representatives of the articulated urban social movements in active conferences, in counsels and forums in Belém during the investigated period, and reports of experiences with representative subjects among the chosen for interviews. This research had as main result that the operation and the organization of urban social movements nowadays have been in the spaces of conferences, councils and forums. But it was also concluded that there is a weakening in the struggles of these collective political subjects, as well as street protests. This study is based on local observation, photographic record, consultations at official websites, documentary and bibliographical research and interviews, with the theoretical-methodological contribution of authors that discuss urban development policies. The study aimed to characterize the political profile of LGBT's movements, and to identify the current situation of the strategic actions of the movement in the construction of public LGBT's policies and addressing homophobia; pointing out the achievements and contributions of these movements in dealing with violations segment which is under the aegis of compulsory heterosexuality and contemporary heteronormativity. And in this sense does not have to unlink the problem of the proposed study, the investigation of the dialectical method, which enables the analysis of capitalist society and social relations, therefore, the formation of this society is built by a set of elements consisting of values and standards cultural heteronormativity driven by capitalist ideology. However, the consolidation of capitalist society and impose invisibly the hierarchy of sexuality and sex-power relationship, has shown through statistical data and indicators that breach those who do not follow the heteronormativity has grown from year 2000. The methodological approach was through qualitative research, as well as documentary research, systematic observation, bibliographic and field. Our results direct to an eminently historical analysis and recovery of the LGBT movement memory as well as its restrengthening this contemporary conjuncture current setback collapse of the Brazilian Magna Carta and the violation of citizenship. Work as a preliminary analysis is of great significance to the field of social work and to the training of social workers in relation to the category tradition of uncompromising defense of human rights and based social intervention in the goals of the ethical-political project of the professional category.Item Acesso aberto (Open Access) A política de assistência social e o CRAS Salinópolis na discussão de gênero(Universidade Federal do Pará, 2017) COSTA, Débora Raimunda Ribeiro; NASCIMENTO, Maria Antônia Cardoso; http://lattes.cnpq.br/2918467728101022This paper aims to examine the gender approach in socioassistenciais services offered by the Centro de Referência de Assistência Social (CRAS) of the municipality of Salinópolis-PA, sought to identify the possible contributions of this service for women users, since they are the main demandatárias of this policy. To achieve this goal of qualitative research was bringing the voice of users collected through semi-structured interview, the method of analysis of this dissertation is oriented under the light of dialectical and historical materialism, which enabled a broad analysis of reality. Thus it was observed that despite the CRAS have potential to contribute significantly to improving the participation of women in public spaces, particularly the poorest, this potentiality is sterilized by the absence of emancipative content, which leads to the conclusion that genre is a category not yet worked on welfare policy, especially in the CRAS of Salinas.Item Acesso aberto (Open Access) Política pública de saúde e a intersetorialidade: um olhar sobre o Conselho Estadual de Saúde do Pará (CES/PA)(Universidade Federal do Pará, 2016-08-18) MEDEIROS, Thaize de Sousa; SILVA, Olinda Rodrigues da; http://lattes.cnpq.br/7223337303425352This paper presents the study on the State Board of Health of Pará (CES / PA) and inter-sector actions in the field of public health policy. As a general objective we sought to investigate how the intersectoral approach is being worked on CES / PA for the effectiveness of health services. And, as a specific objective sought to identify in the ESC / PA documents are actions that characterize the intersectionality are developed, as well as analyze the understanding of the directors on the intersectionality, and identify the limits and possibilities of the ESC / PA for effective intersectoral. The development work was guided by the method of qualitative research, taking as input the bibliographical research, documentary and field, being used in the latter semistructured character interview as instrument to data collection, as well as the systematic observation technique. The results showed, in turn, as the ESC / PA have been inserting in its agenda the discussion of intersectionality, as regards the field of public health policy. So that the documents analyzed (in the period 2013-2015) show that the Council presented actions that denote the intersectionality. In addition to understanding of respondents advisers on intersectionality, in such a way that was undertaken an approach work of the interviews with the literature worked as regards the issue in question, presenting the view of the directors on the subject. And, too, the limits and possibilities of the ESC / PA, indicated by the directors, for the realization of intersectionality.Item Acesso aberto (Open Access) Políticas empresariais “sociais” implementadas em comunidades atingidas por projetos minerometalúrgicos no estado do Pará(Universidade Federal do Pará, 2016-09-18) RODRIGUES, Giselle Viegas Dantas; MATHIS, Adriana de Azevedo; http://lattes.cnpq.br/4097998262711403This research aims to analyze the “social” corporate policies implemented in communities affected by mining-metallurgical projects. Its main objective is to identify how policies are structured, what communication strategies are used, and what are the socio-environmental impacts caused in affected communities. Critical social theory was used to analyze the data and information obtained, which involved mining companies from the three mesoregions that make up the state of Pará. In the empirical research, representatives of communities, government, corporate companies and private organizations were interviewed using the following methodological tools: on-site observation/interviews, field diary, writing and transcription of interviews, analysis and systematization of interviews, and essay writing. The main results of the research indicate that the "socially responsible" stance affirmed by the corporate companies is based on the need to create consensuses in the communities, to reduce local poverty and to establish the legitimacy of the company over the territory; and also that strategic communication methodologies have influenced the way of thinking and acting of those affected by the mining and the professionals involved, due to the existence of life conditions materialized in everyday life and create illusory concepts to explain the reality of those who suffer the socio-environmental impacts of mining-metallurgical projects. In addittion, it is concluded that despite the economic growth generated by mining and the investment in “social” corporate policies to mitigate socio-environmental impacts in the cities surveyed the communities affected by mining-metallurgical projects continue to suffer from violations of rights and intensification of social, political, economic, cultural, territorial and labor inequalities.Item Acesso aberto (Open Access) As políticas públicas de segurança e saúde do trabalhador e a (des) proteção da força de trabalho no município de Parauapebas-PA(Universidade Federal do Pará, 2016-10-05) SILVA, Andréa Ferreira Lima da; MATHIS, Adriana de Azevedo; http://lattes.cnpq.br/4097998262711403This study aimed to analyze the implementation and operation of public policies for worker safety and health in the municipality of Parauapebas-PA. Therefore, the research sought to study the global and national economic policy environment in the contemporary world; perform historical review of the National Policy Institution of Occupational Health and Working (PNSTT) and the National Policy on Safety and Health work and analyze the actions and policy interventions at national, state and municipal level. Developed a research work contemplating the formulation and implementation of actions on workers' health, considering the makers represented in the survey by the ILO member company Vale S / A and trade unions; the Enforcers, represented by managers and employees of the security services and health of workers and beneficiaries, represented by the mining workers. The phenomenon studied showed permeated with contradictions and social determinations and could not be considered only within the limits of public policy for worker safety and health, it became necessary to analyze other social elements, which directly and indirectly determine the dynamics public policy in the municipality of Parauapebas. Through the critical-dialectical method it was possible to carry out the "way back" and understand the nuances of the unfavorable environment for public policy safety and occupational health in the Region. It points out that the ineffectiveness of these policies is determined by economic policy conditions in Brazil, but also by the local environment, where we observe the extension of the "industrial reserve army", the preference for Health Insurance, the (un) social control in health worker and neo-corporatist role of the unions. Contradictorily, the survey that sought information on the implementation of public policies for worker safety and health found more data on intensification of exploitation and control of labor power than promoting the health of these workers. Given the results revealed by the research work, it is concluded that the labor force in the municipality of Parauapebas-PA, despite the existence of legal framework and apparatus of public policy protection remains unprotected in all aspects of the fence, in special, safety and occupational health.Item Acesso aberto (Open Access) Processo de organização sindical na mineração em Carajás-PA a negociação dos direitos sociais como “moeda de troca” das relações de trabalho(Universidade Federal do Pará, 2017-08-09) WANZELLER, Ricardo Leão Ribeiro; MATHIS, Adriana de Azevedo; http://lattes.cnpq.br/4097998262711403The purpose of this dissertation is to discuss the relations and working conditions in the mining-metallurgical sector of Carajás-PA from the perspective of trade union leaders and legal operators working in the region. Based on this study, it is intended to investigate the processes of union demand and negotiation, regarding the defense, guarantee and promotion of social rights. As a theoretical reference of analysis, the research was guided by the critical dialectical method for the better apprehension of the conceptual changes of the categories, as well as guideline of successive approximation with the object in question. In the development of the work, the conceptions of the State and the ideological mechanisms that act as hegemonic force for the attenuation of the crises of the capitalist mode of production, through the subtraction of the class conflicts and control of the relations and work processes in the intention To guarantee the reproduction of bourgeois sociability. In the sequence, the particularity of this capital-labor relationship is evident in the mining-metallurgical activity in Carajás-PA, where the reflexes of productive restructuring act as regulator of a permanent context of flexibilization and precarization of labor relations that interfere directly in the organization Of workers and in the labor time imposed by the productivity rate of the economic companies subsidiaries of Transnacional Vale SA. In light of the above, based on the data collection carried out in the Collective Labor Agreements - ACT's of the mining-metallurgical workers affiliated to SIMETALParauapebas, Vale SA's sustainability report and the interviews with the research subjects, A local context of bureaucratization of labor decisions, where the State power, slow and permissive, acts in conjunction with the new configuration of the union-company relationship and thus contributes to maintaining the concentration of wealth for the business sector and flexibilization or subtraction of social rights for workers. This union / company relationship has been mediated by the instruments for measuring the goals achieved by the level of workers' productivity, which serves as a parameter for the achievement of the social policies of wage benefits and incentives defined in the trade union negotiation processes.Item Acesso aberto (Open Access) Produção habitacional em pequenas cidades paraenses: análise do Programa Minha Casa Minha Vida e planos locais de habitação de interesse social(Universidade Federal do Pará, 2016-06-20) COSTA, Najara Mayla do Socorro Veiga; SANTANA, Joana Valente; http://lattes.cnpq.br/1192736573759096This Master's Dissertation aims to determine to what extent the Programa Minha Casa Minha Vida (PMCMV) incorporated the instruments on the Social Housing System expressed within Local Social Housing (PLHIS) 05 (five) small towns in the State of Pará (Aurora do Pará, Limoeiro do Ajuru, Primavera, São Francisco do Pará and Soure). The research was developed based on the dialectical method, and the methodological procedure: literature, documentary and field research. The literature prioritized studies on Property Issues in the capitalist mode of production, with classical authors and contemporary, discussing the construction of urban space in the capitalist dynamics, the logic of housing production, focusing on the production of small Amazonian cities. The documentary research was conducted in 21 PLHIS checking: a) instruments and programs adopted action plans for housing assistance; b) prioritization of areas of intervention; c) meeting criteria for families in housing programs; d) x established local housing need targets; and, e) Minha Casa Minha Vida. The field survey was conducted in five (05) small towns paraenses to develop analyzes of the housing production of the Minha Casa Minha Vida and the same relation to the implementation of Local Plans of social housing, where they were interviewed 20 people total five (5) cities, with the following breakdown: a) interviews with 02 public officials; and, b) interviews with 02 social workers, and an adviser to the Social Housing Fund and a member of the PMCMV Works Monitoring Committee in each municipality. For the analysis of the collected data set 4 variables: a) Characterization of PLHIS; b) characterization of PMCMV; c) relationship between PLHIS and PMCMV; and, d) participation and social control. In particular, on field research conducted in five (5) small towns, it can be said that: 1) the PLHIS constituted as an important housing policy instrument, but the instrument was little used in housing production in small towns studied ; 2) PMCMV in five (5) small paraenses cities, has delayed works, lack of municipal dialogue with financial institutions and use of materials with poor quality in the production of housing, and does not consider the riverside particularity of small towns and; 3) to act outside the framework of SNHIS, the PMCMV failed to incorporate important instruments of decision and social control.Item Acesso aberto (Open Access) Reabilitação profissional e reinserção ao trabalho: um estudo sobre o programa de reabilitação profissional da previdência social na região metropolitana de Belém (RMB) - Pará(Universidade Federal do Pará, 2016-10-31) SOUZA, Bruna Ferreira Esteves de; GOMES, Vera Lúcia Batista; http://lattes.cnpq.br/9114006776434389The present study aimed to analyze the contributions of the Program of Professional Rehabilitation of Social Security developed in the RMB for the reintegration of the insured to work, from the theoretical-critical-dialectic perspective, the following guiding questions are essential to guide the research process: Were the insured persons covered by the Vocational Rehabilitation Program reinserted into the labor market? If so, do these workers continue to hold positions for which they have been rehabilitated or not? If not, what are the reasons why these workers did not perform the jobs for which they were rehabilitated? This study has relevance, considering that the Professional Rehabilitation Program is an alternative for workers who are out of the labor market because they are receiving a benefit due to the accident or illness, to return to work. Thus, the locus of the field research consisted of the Rehabilitation services provided by the Belém / Nazaré and Belém / Pedreira Social Security Agencies (APS), while the research subjects were: 8 (eight) rehabilitated insured persons, 1 (one) Representative of the company and 2 (two) professional advisors, so that the temporal cut of this was between the years of 2013 to 2015. This way, it was used of primary sources (semi-structured interview) and secondary (INSS documents). The study was structured starting from the understanding of the work category to be able to understand the contemporary transformations that are taking place in the working world and its implications in the process of professional rehabilitation. We sought to understand the main objective of this service, which is to provide conditions for the rehabilitated worker to re-enter the labor market. This purpose also led us to understand the crisis of contemporary capitalism, emphasizing the crisis experienced since the 1970s, in order to understand the context of the program and its trajectory in the history of social security policy. In this sense, it has become fundamental to discuss social security policy and how social security policy was instituted in Brazil, in particular, since the Professional Rehabilitation Program is one of the services that make up this policy. The results of the research indicate that the Professional Rehabilitation Programs of the agencies surveyed present serious difficulties that directly compromise the quality of this service, such as the absence of vocational courses for the rehabilitators, thus hindering the work of the professional counselor, As it does not have the fundamental instruments to carry out the cases of professional rehabilitation, which mainly affects the life of the worker away from work, which will probably spend more time to benefit and will have less possibilities depending on the profile of the insured - to become a potential worker returning to work but, who will be a worker who has been retired through a set of factors to ensure a right provided by this policy, as so many identified in this study.
