In 2005, Amazon suffered one of its worst droughts ever recorded, and in 2009, the town of Alenquer, located in the Lower Amazon, suffered from the flooding of the rivers that surround its territory. There is a tendency for increased frequency and severity of occurrence of these extreme phenomena, leading to growing concerns about exposure and vulnerability of populations. The intensity and frequency of extreme events - floods and droughts, possibly associated with climate change, have had many repercussions in contemporary societies, becoming increasingly crucial to prevent and mitigate their effects. In this vein, the mitigation of risk associated with floods have favored the use of technical measures of a corrective nature rather than preventive measures, usually not structural in nature, such as regulation of land use or the adoption of mitigation / prevention by populations. Since the exclusion, or at least the low adoption of non-structural mitigation measures, has been one of the causes for the failure to combat the effects of floods. To evaluate people’s perception and knowledge face the risk of flooding and its worsening by the influence of climate change can contribute to adaptation strategies to the local context. On the basis of a questionnaire and open interviews, this paper discusses the importance of knowing the population’s perception in face of climate change risk and occurrence of extreme events like floods and droughts, aimed at effective implementation of measures and regulations of soil use, against the persistent tendency to occupy hazardous areas.Dissertação Acesso aberto (Open Access) Análise de risco a inundação na cidade de Alenquer - Estado do Pará(Universidade Federal do Pará, 2010-04-23) SILVA JUNIOR, Orleno Marques da; SZLAFSZTEIN, Cláudio Fabian; http://lattes.cnpq.br/1348005678649555The city of Alenquer, located in the Lower Amazon region of Pará State, historically suffer the threat of flooding. Every year in the flood season, the Surubiú stream increases your level, flooding the lower parts of the city. This thesis analyzes the existing flood risk in the city of Alenquer providing tools for management and improvement of the actions of government. The threat analysis was based on a methodology that combines historical data, hydrology, map building and participatory field work with GPS, identified three distinct areas in the city: (i) high susceptibility area annually affected by floods, is 8,4% of the city area (ii) area of moderate susceptibility, only achieved when the highest rates observed streamflow and (iii) the area that even larger floods is not achieved. The calculation of vulnerability occurred from the construction of an index that includes census data from demographic field work to identify the essential elements and units of responses. After the application of the index found that the 17 sectors of the city, five have high vulnerability, and the other moderate vulnerability. In the risk analysis data vulnerability and threats were integrated and again three areas in the city were identified (i) the high risk area represents 9.45% of the city, where there is high concentration of essential elements and several responses, leading to social and economic damage upon the occurrence of flood (ii) area of moderate risk, 30 % of the city and (iii) low risk zone which corresponds to 60.55% of the city. The Master Plan of the municipality was analyzed with a few questions to verify the inclusion of the theme of threat, vulnerability and risk in this document, after the analysis can conclude the lack of discussion of this theme in the master plan. The results of the research are important for supporting public policies and documents required by the Civil Defense at the time of disasters.Artigo de Periódico Acesso aberto (Open Access) A criação de unidades de conservação em áreas de apossamento de populações tradicionais: um problema agrário ou ambiental?(1998) BENATTI, José HederA discussão que iremos apresentar neste trabalho faz parte de nosso projeto de pesquisa que desenvolvemos em parceria com entidades de base e organizações nãogovernamentais (ONGs)1, com o intuito de apresentar uma proposta de regularização fundiária dos apossamentos das populações tradicionais da Amazônia. As áreas com as quais desenvolveremos nosso trabalho são: Parque Nacional do Jaú – AM; comunidade de ribeirinhos da ilha de Ituqui, no município de Santarém – PA; comunidade de remanescentes do Quilombo de Pacoval, no município de Alenquer – PA. São diferentes áreas de pesquisa, uma está em uma unidade de conservação, outra, em uma ilha no rio Amazonas e a última é um quilombo em terras da União. We studied two such Afro-Brazilian communities (Pacoval and Curiau), in the rural area of Alenquer, Pará, and in the metropolitan region of Macapá, Amapá, respectively. Among 12 blood loci, alleles considered as markers of African ancestry, such as HBB*S, HBB*C, TF*D1, HP*2M, ABO*B, RH*D-, and CA2*2 were found at frequencies that are expected for populations with a predominantly African origin. Estimates of interethnic admixture indicated that the degree of the African component in Curiau (74%) is higher than that of Pacoval (44%); an Amerindian contribution was not detected in Curiau. Estimated values of African ancestry fit well with the degree of isolation and mobility of the communities. Pacoval exhibited a high proportion of immigrants among the parents and grandparents of the individuals studied, whereas persons living in Curiau exhibited a low level of mobility, despite its location in the metropolitan area of Macapá city, suggesting a relatively strong barrier against the interethnic admixture in this population. In addition, analysis of genetic data in a sub-sample consisting of individuals whose parents and grandparents were born in the study site, and that probably represents the populations two generations ago, indicated that gene flow from non-black people is not a recent event in both populations.
