Dissertação Acesso aberto (Open Access) A indústria de confecção do vestuário na região metropolitana de Belém-PA(Universidade Federal do Pará, 2008-09-29) PAULA, Daniel Farias; BASTOS, Ana Paula Vidal; http://lattes.cnpq.br/1992388595130579Based on the neo-Schumpeterian and institutionalist theoretical approach, this study analyzes the expansion of the apparel and fashion industry productive arrangement in the Belém Metropolitan Region (BMR), state of Pará, and institutional tissue from 1991 to 2008. The study aims at analyzing the formation and development of local production, identifying the configuration and characteristics of the production structure and institutional support activities and the synergy between agents. It also analyzes how the forms of governance are constituted and the existing externalities and how these can dynamize the production arrangements development process. This study proposes to answer three questions: Why did not the clothing industry segment develop in BMR? How are the dynamics of the sector and the characteristics of technological innovation phenomena in the sector experienced by small and mid-sized apparel business owners in BMR? How do the two processes, modernization and precariousness coexist in the BMR apparel sector? The empirical research conducted represents 55% of formal employment in BMR. In this process, the non-existence of institutional actions prior to the researched period was observed and this limited the sector's scientific and technological evolution as well as the development of the production chain. This condition led atomized producers to low levels of synergy and representativeness. As a result, industry growth rates were very low and difficulties in finding qualified labor are pointed out as the major obstacle to industry development. Most of the existing companies are uniform producers, but over the past three years, an opening of companies dedicated to the manufacturing of fashion products has been observed. Despite the difficulty found by the industries in operation, a social movement was seen in the construction and expansion of technical knowledge and promotion of the productive arrangement driven by the desire to make fashion, and the action of the designers and institutions that promote this desire and transform fashion into "our thing". The development of fashion in Pará as a spontaneous movement and form of expressing local culture in a way represents the desire to insert local culture in the contemporary consumption context. Fashion is a mean to establish a relationship with the place that considers action in the construction of a local mythology. The issue of the places specificity is of most importance for the markets, therefore, it is necessary to take into account the importance and potential of a market filled with a large number of consumers avid for insertion and differentiation, emotionally tied to the place. Surveyed players point out that to stimulate the development of the textile-clothing production chain, more investment would be necessary in training labor that favors the development of activities already in operation, and that permit the expansion of investment feasibility in a sector of fundamental importance in the history of industrialization and the every day life of human beings in the contemporary capitalist world that has consumption as a fundamental myth. According to theoretical approach that defend the occurrence and the dissemination of technological innovations as base for the economic development, a study was become fullfilled on the form as the clusters are capable to generate and to keep competitive advantages from the constitution of based systems of innovation in cooperative nets integrated by a specific group of public and private agents. Statistical techniques of descriptive and multivaried analysis had been used – more specifically the factorial analysis, as well as was effected the classification of the companies according to performance observed in the analysis dimensions. These techniques have as purpose to carry through an inquiry of bigger level of complexity, capable to detect specific behavioral elements of the integrant ones of this cluster in particular, as well as making possible the individual comment of the performance of the firms in relation to the identified latent factors through the factorial analysis. The study of the factors it was carried through from the analysis of six conceptual dimensions, by means of which the original mass of 108 variables was summarized in a total of 22 underlying factors. The behavior and the performance of the companies then were analyzed by means of the comment of the factorial loads, that reflect the correlation between the original variables and the identified factors. The classification of the firms was effected by means of the verification of them props up standardized factorials. The results of the research show that, even so the studied enterprise segments present, on average, reasonable competitive capacity, and pledge significant efforts in the direction to get benefits of the structure and of the local environment, still they present weak performance in relation to the innovative actions of training and learning activities, as well as register resulted particularly bad in relation to the development of cooperative actions. Consequently, the suppliers net wastes the potential of synergic profits capable to raise the platforms of local competitiveness.Artigo de Periódico Acesso aberto (Open Access) Arranjo produtivo do artesanato na Região Metropolitana de Belém: uma caracterização empírica(2007-12) DINIZ, Marcelo Bentes; DINIZ, Márcia Jucá TeixeiraThis article presents the handicraft industry in the Metropolitan Region of Belém, treating it as a productive arrangement. Primary data obtained from field work carried out in 2005 by the authors, was combined with secondary data from research carried out by SEBRAE in 2002. The most significant empirical aspects regarding the functioning of this arrangement are constituted by five main elements: the company and entrepreneurs, dynamics of innovation, learning, knowledge and cooperation and, finally, the most significant aspects of its management. The questionnaire developed by Redesist (IE-UFRJ) regarded the activities connected with handicrafts and was given to directly to the “producers”, in accordance with a representative sample. Local Productive Arrangements (APLs) are a set of economic, political and social agents located in the same territory, developing related economic activities and that present expressive links of production, interaction, cooperation and learning. Mining is considered by many to be one of the basic sectors of the economy, both for its decisive contribution to the well-being and improvement of the quality of life of present and future generations, and for the contribution it makes to the development of a just and balanced society. to the extent that it requires concrete actions aimed at sustainability from its members. The cooperative network project of the opal productive arrangement in the Pedro II-PI region, aims to increase productivity from mining and consolidate the opal productive chain through a comprehensive and cooperative approach. The general objective of this study is to analyze the factors that hinder the operation of the opal APL as an instrument of sustainable development in Pedro II - PI. This activity consists of sites managed by teachers employed owners of a body of tacit intellectual, passed from generation to generation. It aims to investigate the potential of LPA shipbuilding craft in support of endogenous development in the region. Therefore, we analyzed the main characteristics, structure of production, cost, employment, market and employment in small businesses of LPA in the shipping industry as well as the dynamics and potential of the sector, its main problems and barriers to its development. Thus, the survey found the increase in production tonnage of the shipping industry and the economic actors, political and social changes that it has benefited. Until the decade of 80, denominated area tocantina it was characterized as a great forest reservation and for the existence an enormous number of companies in the extraction and wood improvement that it caused the shortage of that natural resource. It offers products from exotics and regional fruits. The rural base presents yielding capacity increasing shaped from family farmers. Those farmers have guided their yields to complexity and diversification, where fruits production have highlight in this process. The LPA distinguishes so much informal structures (micro-scale) of açaí processing (local market) well as large scale industries guided exports. The LPA presents high growth rates but with potential of renting limited by structural conditions. One hand those limitations reflecting the short level of governance and cooperation amongst firms. Initiatives in this way can establish forms of governance shaped by the creation of interaction bonds and cooperation mechanisms. Therefore, the purpose of this essay is to describe the structure that defines governance in the Local Productive Arrangement of açaí in the municipality of Igarapé-Miri, seeking to know how the relationship between agents can influence local development. For this, a bibliographical and field research was developed, whose qualitatively presented results are described in a way that clearly and objectively demonstrates the local reality. This study examined the socio-economic implications of smallholder-led fomento florestal for eucalyptus production in Almeirim (PA). We interviewed both participating and non-participating farming households (total = 39). The projects offered low remuneration for household labor input and appeared to be financially unviable when contracted labour was necessary. The implementation of smallholder-led fomento florestal in farms with low capacity can cause a net reduction in income. The overall objective is to examine the productive arrangement from cultivation of oysters, lifting the main activities of the chain segments. At the same time, planners had the perspective that they would act as irradiators of local socio-economic development. Albras, benefiting from this policy, is planned to generate external resources and to contribute to the regional economy dynamic. Surrounding the firm, in Barcarena city, several firms are installed building a productive arrangement that needs to be investigated. The subcontracting network is based on the flexibilization of the production process imposed by the main firm. The analysis is based on the inter-relations between the network suppliers and outsourced firms of the main firm. These firms are organized to operate the mining and exports of kaolin. Following development theories which assume that innovation and its diffusion is crucial to economic development, the study concentrates on how the production arrangements are able to be competitive through an innovation system based on cooperative networks among a specific group of public and private agents. The results shoe that even with certain innovation in the production processes as an answer to the technical requirements of the contracting firms, suppliers are not able to establish cooperative relations that would facilitate the diffusion of the innovations. Moreover, they have a lack of managerial and technological resources that would generate product innovation. Also, they are not able to transform those innovation processes into significative productivity gains. The absence of cooperation behavior among firms is extended to other agents such as research institutes, universities, technical training institutions, development and credit agencies, workers associations, cooperatives and unions. Consequently, the network suppliers wastes the potential of synergetic gains, would be able to improve local competitiveness. Here, are also presented the main implications of this study to public policy, regional development and public policy planning.
