The institutionalization of environmental education emerges as a central axis to promote structural and cultural changes in the population, integrating pedagogical, social and environmental aspects. The challenges are deforestation caused by agriculture and livestock, littering, inadequate sewage systems, scarce financial and human resources for allocation to environmental issues, lack of engagement of the various sectors of society, public awareness and others. Environmental education is a tool for raising awareness and social mobilization that can be established through partnerships with schools, non-governmental organizations and the local community, thus strengthening ecological citizenship and promoting sustainable practices. The creation of environmental councils, the training of educators and the implementation of pedagogical projects contextualized to the local reality are strategies that reflect the consolidation of an integrated municipal environmental policy. The general objective of this research is to analyze the challenges and perspectives in the institutionalization of municipal environmental policies and management in Belterra through the practice of environmental education. The specific objectives are: to identify the main barriers and opportunities for the effective implementation of these policies; to propose recommendations for strengthening environmental management in the municipality through environmental education; to assess the impact of the problems and obstacles identified from the environmental management policies and instruments formulated in Belterra to achieve the objectives for which they were intended, both in terms of environmental protection and the promotion of sustainable development; and to propose recommendations and potential solutions to address the problems and obstacles identified, aiming to improve the effectiveness and efficiency of environmental management policies and instruments in Belterra and promote the sustainable development of the region through environmental education. The methodology used was exploratory, documentary, field, and participant observation and qualitative research. Therefore, municipal environmental management in Belterra requires coordinated efforts to overcome structural barriers and take advantage of opportunities for community engagement through environmental education, paving the way for more sustainable and inclusive development.
