    Arte, imaginação e criação com crianças da cidade de Benevides-PA

    The aim of this paper is to reflect on children's paintings and what they can represent in their lives. Specifically, this research involved listening to children's drawings of the territory of Benevides, Pará, and trying to establish relationships with their lives by looking at the concepts of Imagination and Art in childhood. Lev Vygotsky's (2014) Cultural-Historical perspective was used as a conceptual basis, observing that the richer the human experience is culturally, the greater the material available for imagination and creation. Seen from this perspective, the child's imagination would be expressively open to countless creative experiences, considering that, when compared to adults, their repertoire would not be permeated by the marks of experiences that have already been widely experienced. And it is in this sense that the Art, Children and the City project sought this experience of listening, to give children a voice and bring them to the center of the process, in which they can participate in the construction of a territory, since they have a perception of the place in which they live and desires to be fulfilled for this place, demonstrating their sensitivity and affectivity. It is in this sense that we emphasize the importance of looking at both the experiences the child already has and those that are still open. Observing the relationships that are established between the child, art and its creation. The methodology used was participant research. The technique used was to listen to children, through drawings, in four public squares in the Benevides area, with the guiding question of how they see this city and how they would like it to be? Seventy-eight drawings were collected for analysis and construction of the results. In the same way, bibliographical research was carried out in the methodology developed, with the data presented coming from books, dissertations, theses, research published in periodicals and presentations of scientific papers. In order to analyze these drawings, discourse analysis and Vygotsky's approach to Art and Imagination were used. It is hoped that this research, together with other studies, can contribute to the academic field, as well as giving greater visibility to the importance of listening to children, their desires, ideas and dreams, through Art and Imagination.

    A Participação dos conselhos de saúde na fiscalização da política de saúde: uma análise da sua ineficiência na RMB

    Historically, the social control of public policies as constitutional law was an achievement of civil society, through countless demands and struggles for the defense of SUS as a guarantee of the right to health for all citizens. Social participation also arises as a result of this process of popular struggle, and the insertion of new social actors in public policy management is recognized and legitimized with the promulgation of the Federal Constitution of 1988. In this regard, the Boards of Health have shown a favorable framework for inserting various segments in the decisions of the government agenda. Health Councils in the metropolitan region of Belém (RMB), specifically the municipalities Bethlehem Marituba Benevides and were the object of this research work, which aims to identify the central role of the Board of Health of the Metropolitan Region of Belém in supervising actions SUS. The methodological procedures used in this research were: interview, observation, the interview questionnaire applied to counselors, and bibliographical and documentary research. We also use discourse analysis and content, especially considering the Annunciation analysis and thematic analysis, setting in a qualitative and quantitative. The survey results found that, through empirical and conceptual organization in view of Olson (1999) and Michels (1982), social participation, social control and monitoring used in this work, the barriers of ideological, social and economic interfere directly or indirectly in the inefficiency of the actions of the Board. Above all, are political issues that influence significantly in supervision of CS often so "silent" in the decisions and hence inefficiency in society participation in the Councils in their role that, despite being inherently does not work - the watchdog function. Therefore contribute to conceptual and methodological analysis of existing levels of enforcement in CS was the major challenge of this work, carried out by building the array of surveillance in order to change the situational context of the inefficiency of the Councils currently considering the diversities , divergences and convergences between the actors involved in the construction of Municipal Health Policy. The survey results reflect an unfavorable scenario for the effective supervision of the Board, when we refer to the results of that research centers: the CS does not fulfill its oversight role, there is no direct relationship between what is decided in plenary by the counselors and the services implemented in municipalities, and there are no priorities set out in the decision making process of the actions to be implemented by the CS. Thus, the CS level of supervision of the RMB is predominantly level 1, i.e. without supervision. In this sense, we say that the Health Councils, despite being an achievement of popular struggles for increased participation in governance, still hold a low level of supervision or even no oversight of municipal health policy, which can be considered a barriers to consolidation of SUS as the implementation strategy of the democratic state in the country.
