Item Acesso aberto (Open Access) A Implementação da Política Nacional de Resíduos Sólidos e os obstáculos e desafios da inclusão dos catadores: um estudo de caso no município de Barcarena, no Estado do Pará(Universidade Federal do Pará, 2023-06-16) LIMA, Milene Conde Maués; ELIAS, Leila Márcia Sousa de Lima; http://lattes.cnpq.br/4908432047840911; https://orcid.org/0000-0002-7522-1962The present study aims to analyze the efforts, challenges, and successful cases related to the inclusion of collectors of reusable and recyclable materials in the municipality of Barcarena, state of Pará, based on the implemented initiatives and their alignment with the guidelines of the National Solid Waste Policy. The research revealed an important Public-Private partnership in the municipality of Barcarena that has been developing actions to organize and train collectors of recyclable materials for their activities; an environmental education program; and investment in infrastructure for a recyclable waste sorting unit. The training and capacity-building program is considered by the collectors as crucial for their professional development and reinforces their role in waste management in the municipality. Environmental education presents itself as another important approach to promote access to information and raise awareness among the local population regarding minimizing environmental impacts through awareness of the importance of selective waste collection and support for collectors, fundamental aspects of proper solid waste management. Overall, the inclusion of collectors in Barcarena has made progress but still faces challenges, and collaboration among various stakeholders proves to be the most viable and essential path to achieve significant results and promote sustainable solid waste management. The good practices identified in Barcarena can serve as a reference for other municipalities interested in promoting the inclusion of collectors and advancing in solid waste management.Item Acesso aberto (Open Access) Não está cheirando nada bem: condições e efeitos da territorialidade de excluídos, na condição de catadores de materiais recicláveis, em Belém (PA)(Universidade Federal do Pará, 2007-09-28) CUNHA, Bruno Batista da; LIMA, José Júlio Ferreira; http://lattes.cnpq.br/5176390429456548Research carried out in the complex of final formal waste arrangement of the City of Belém and its neighborhood, planning analyze to the territoriality of social excluded groups, in the condition of catchers of recycled materials in Belém (PA) and the actions of the public power that penetrated the present chart, from the social and economic segregation in the urban space and its relation with the trash, passing for the cartography of the urban waste from Belém (PA) and by the analysis of the social movements of catchers, its potentials and fragilities, proposing interferences in their territoriality. The facts collected involve theoretical shipment and practical insertion in the dynamic in study and the conclusions ratify a setting of reproduction of the current production system, in a contextualization of power relations very evident in the territoriality studied.Item Acesso aberto (Open Access) O Papel das cooperativas de reciclagem na implementação da Política Nacional de Resíduos Sólidos: estudo de caso em duas cooperativas do município de Belém (PA)(Universidade Federal do Pará, 2023-10-31) SOUZA, Souza, Keila Regiane Barreto de; MATHIS, Armin; http://lattes.cnpq.br/8365078023155571; https://orcid.org/0000-0002-7831-9391In recent times, one of the greatest challenges facing municipal management is finding viable solutions for solid waste management and, from this perspective, cooperatives of recyclable material collectors are included, as proposed by the National Solid Waste Policy (PNRS) - Law no. 12,305, of August 2, 2010. The municipality of Belém (PA) currently has ten associations and/or cooperatives of recyclable material collectors. This context includes the Filhos do Sol Cooperative and the Belém Selective Collectors Work Cooperative (ACCSB), which are the subject of this study. The participation of recycling cooperatives is fundamental to the implementation of PNRS, although they are often neglected by municipal management. It is intended, within the limits of this study, to answer the following question. What are the structural and/or organizational obstacles that prevent or hinder the expansion of recyclable materials cooperatives? In order to answer this question, the main objective of the research is to identify the obstacles that limit the expansion of cooperatives and how to overcome them. The methodology adopted will be exploratory in nature, with a qualitative and quantitative approach. As results of qualitative and quantitative research, it was found that the process of implementing public policies for recyclable collectors constitutes a highly complex, transversal and comprehensive task, with a long path that needs to be systematic, continuous and aligned with strategic planning of municipal public management. It should be noted that the Cataforte and Pró-Catador projects were decisive for the socioeconomic inclusion of recyclable material collectors. It is noted that it was possible to identify projects and actions aimed at waste picker organizations, although the remuneration for the daily services provided to society and the municipality are still far from guaranteeing their sustainability. It is noteworthy that cooperatives that do not have formal registration, that is, are not regularized with the competent bodies, present difficulties when selling recyclables. The quantitative data identified that the percentage of female collectors is (55%), which reflects the national average, which corresponds to (56%). It is noteworthy that cooperatives do not yet have the economic and financial sustainability to be competitive in the recycling market. Finally, the need for an action plan aimed at providing improvements in the work of cooperatives was identified.
