The climate change causes concern due to the material and immaterial impacts that society has. The cities are more exposed to these impacts, because concentrate people and essential services, such as hospitals, banks, schools, among others. The adaptation and mitigation of climate change in cities is a means of coping with impacts, however it requires financial investments that may come from public, private or climate funds. The climate finance is an important topic in the debate on climate change, it aims to concentration financial investments that are directed to countries or cities to assist in the elaboration and implementation of adaptive or mitigating measures in the face of climate change. However, access to climate finance is still restricted due to factors such as technical or organizational capacity, and scenarios of social and structural vulnerability of stakeholders in financing. Another restrictive factor of access is that the sources of financing have limited financial resources. Through this, funding sources need criteria to select funding recipients, one of the criteria involves the applicants' readiness and vulnerability scenario. The climate change and the accentuation of extreme events also have an impact on the Amazon; therefore, actions preservation and conservation have always been a global public and private interest. The Amazonian cities have also suffered from the impacts of climate change, so its insertion in debates involving climate change and climate finance is of paramount importance to promote their development combined with facing the adverse damage from climate change. In this scenario, the research aims to elucidate the climate financing scenario for Amazonian cities and their levels of adaptation considering vulnerability and readiness. Therefore, the methodology for the climate financing scenario of Amazonian cities uses stages of searching, processing and analyzing data from climate financing projects. For the adaptation levels, the propositions used by Notre Dame Environmental Change Initiative in the Notre Dame Global Adaptation Initiative (ND-GAIN) project, known as the Country Index and Urban Adaptation Assessment, are used on a methodological basis aiming at the formulation of the Adaptation Level Index of Amazonian cities facing extreme flood events.

Water is essential to life and although it is a renewable natural element, it needs to be considered a limited resource, as it is at risk of scarcity due to growing environmental degradation, which affects the quality of life in cities, such as on the outskirts, where people have difficulty accessing it. With a view to deepening the debate on the subject, the general aim of this dissertation is to create an interactive almanac entitled “Waters: a path of discovery”, aimed at students in the 4th year of elementary school, for teaching environmental sciences in everyday school life. The specific objectives were: to debate the relationship between water and the city over time; to discuss the main theoretical approaches to the almanac as an educational resource for meaningful learning; to analyze the construction of the almanac in its stages, taking into account the specificities of 4th grade students in the Early Years of Elementary School; to validate the almanac prepared as a technical pedagogical product from the perspective of the students participating in the research. Considering the environmental and educational field, a qualitative methodology was used, with an exploratory and descriptive approach. As a result, it was observed that the children who came into contact with the almanac showed greater interest in the subject of water and significantly deepened the environmental debate. It should be emphasized that talking about water requires talking about the relationship between nature and society and its problems, such as guaranteeing human rights, especially for children, access to drinking water, basic sanitation, environmental racism, among others; these issues need to be widely debated in order to build sustainability, citizenship and solidarity.

Rapid population growth in urban environments is the root cause of many resilience challenges, where cities concentrate a large part of the population with social vulnerability and exposure to weather-related disturbances. Climate change is a global challenge, there is growing international concern about how to deal with climate change in urban areas. This Thesis aims to analyze the urban resilience of the city of Belém, Pará, Amazon region, Northern Brazil, based on a multidimensional tool, the City Resilience Index - CRF, generating results for the management of urban planning. A survey and content analysis was carried out, contemplating the concepts involved in the object of this research. Adaptation of the IRC through the application of the Delphi Method, with interviews with specialists focused on the subject. Application of IRC in the city of Belém-PA, with secondary data. As a result, the theoretical research problem was presented; Four Dimensions were obtained for the IRC, 'Health and Well-Being', 'Economy and Society', 'Infrastructure and Ecosystems', and 'Leadership and Strategy', with a total of 38 indicators, which allow assessing aspects of resilience of cities. The IRC was operationalized in an Excel spreadsheet and applied in the City of Belém-PA and generated the IRC in the “Good” value. In conclusion, four dimensions and 38 indicators were defined to generate the IRC, and in Belém-PA the IRC was considered “Moderate”, however, in fact, the challenges in working with the theme of urban resilience are still many, and go beyond the conceptual sphere. Although there is still no consensus on the part of specialists in the area regarding the definition of its real meaning, the biggest challenge lies in its operationalization. The process of building systems of resilience indicators is complex and has barriers such as, for example, the lack of data to build indicators to assess some relevant aspects. An example of such indicators, which can be included in future estimates for the city of Belém-PA, are those aimed at measuring infrastructure and ecosystems.
