Urban Computing helps to improve services in the city, consequently people's quality of life. Social participation at the national level is established in the Federal Constitution of Brazil of 1988 and by the Statute of the City (Law 10,257, of July 10, 2001), already in the global sphere, most recently in 2015, Agenda 2030, in the Sustainable Development (ODS), is a requirement for the development of cities. In this way, this work assumes that social participation is a dimension of development and seeks to use the Colab.re mobile application as an innovation device to strengthen decision processes with the promotion of smart cities. Urban Computing and the availability of mobile applications create networks of relationships by innovating the forms of social participation in the way decisions are made in city management. Use of technological development in favor of social participation is substantial in the execution of this research. For this, it was necessary to create a "social social network" between the Paragominas City Hall and society, stimulating social participation. The key challenge was in mobilization in persuading people of the utility of connecting to each other and working together. On the one hand the public power, represented by the health and urban planning departments, and on the other, as a representation of civil society, students from the city's HEIs were invited: UFRA, UEPA, and IFPA. After the workshops that presented the Colab.re to those involved in the research, questionnaires were applied in order to collect quantitative / qualitative opinions of the participants. The result is a communication channel between City Hall and citizens, reaching Paragominas the highest percentage of users in the state of Pará. Thus, Urban Computing and the use of mobile devices certainly generate a "greater" understanding of how specific impacts reflect in the whole city and can help enforce relationships between users. In this sense, the mobile applications can be useful as devices of innovation in the intensification of the experience lived by an individual, in the construction of a shared analysis on the collective challenges in the city of Paragominas-PA. The result as a product is a plan of care for the secretariats on how to handle the information posted on Colab.re.
