    Análise temporal da cobertura vegetal de um fragmento da RPPN Seringal Triunfo, Ferreira Gomes - Amapá

    The construction of dams became necessary for national development, the Amazon region, for having a great hydro-energetic potential, was also used for the construction of these projects. River Araguari's hydrographic basin has three hydroelectric dams (Coaracy Nunes, Ferreira Gomes and Cachoeira Caldeirão) built in its middle course, in the municipality of Ferreira Gomes, however the construction generated several problems, such as loss of territoriality, difficulties in subsistence of villages and the environment modification. However, in 1998, there was the enactment of the Seringal Triunfo National Heritage Private Reserve, which aims to conserve biodiversity. Therefore, there is a need for studies aimed at improving the knowledge of vegetation cover, which have occurred since the enactment of the RPPN. In this sense, the present study sought to understand whether there were changes in the vegetation cover in the RPPN from 2000 to 2015, after its approval and with the construction of UHE Ferreira Gomes and Cachoeira Caldeirão. For this, remote sensing data were used. Twelve images obtained from the TM/Landsat-5, ETM+/Landsat 7 and OLI/Landsat-8 satellites were used, delimiting the study area with the creation of two polygons (buffer), one located within the RPPN and another adjacent with approximately the same size. Digital processing techniques were applied to these images with the aid of pixel counting software. The Normalized Difference Vegetation Index (NDVI) was calculated, making it possible to obtain the median. The obtained results show that the image processing allowed differentiate its constituent elements (vegetal cover and exposed soil). The calculation of the NDVI medians, for the scenes between the years 2000 to 2015, in the area located within the RPPN ranged from 0,37 to 0,64 and the medians of the adjacent area ranged from 0,29 to 0,63, thus, the statistical analysis showed no relationship with the years (F1,10 = 0,02 and P = 0,87), indicating that during the analyzed period there was a stability in the vegetation cover, the same occurred for the adjacent area (F1,10 = 0,11 and P = 0,74). This stability in the area of the RPPN may be related to the role it plays in nature conservation and in the adjacent area to the stagnation of population growth in the municipality. The use of images from remote sensors proved to be a very valuable tool for the present research, even without carrying out an on-site visit, it was possible to calculate the NDVI. Therefore, it is recommended for future work to analyze the NDVI from years prior to 2000, that is, years prior to the approval of the RPPN, as well as on-site visits, for the validation of the components observed in the NDVI, for the NDVI classification to the studied locality.

    The present work assessed the vulnerability of conservation units in the Brazilian Legal Amazon from 2012 to 2021. Through the analysis of exposure and sensitivity indicators, the main threats faced by these protected areas were identified, including forest cover, economic activity, access, natural, human and economic resources, and these were consolidated into a final vulnerability index. The average values of the exposure and sensitivity component for the fire and pasture indicators were the highest, which highlights the significant effects of these threats on protected areas. The results obtained provided important insights into the challenges faced by protected areas and highlighted the need to understand and monitor their vulnerability in order to develop effective conservation and management strategies. This information is essential to support decision-making and the implementation of policies and measures aimed at protecting and sustaining these areas.

    A Cogestão de recursos em reserva extrativista da Amazônia: o caso da Resex Terra Grande-Pracuúba, Pará, Brasil

    The Extractive Reserves (Resex) of the Amazon represent a natural laboratory for studies of models of co-management of shared resources between the State (manager) and communities (residents). The premise of a shared management or co-management model starts from the construction of cooperation between individuals and/or institutions that use resources through participatory mechanisms and processes implemented to create support for the cooperation of groups that use resources (eg, territory, extractive area and natural resources). This study analyzes the adherence of the governance system of the Resex Terra Grande-Pracuúba, located on Ilha de Marajó, Pará, Brazil, to the principles considered necessary for the construction of an effective co-management for the governance of common use resources. In addition to identifying the relationship of forces between the State and the traditional population in the management of resources and in the use of the territory, mainly in decision-making and in conflict resolution, evaluating the arenas of concertation and their relationships. The study made it possible to identify, through documents and interviews, some principles that reached greater maturity in the implementation eg: Defined limits, Congruence between appropriation and provision rules and local conditions, Minimum recognition of organizational rights; Nested enterprises) and where improvement is needed (eg, Collective Choice Arrangements; Monitoring; Graduated Sanctions; Conflict Resolution Mechanisms). The hierarchical relationship between the decision-making arenas exist (local meetings would support the meetings by poles, which in turn would support the Management Board). However, they are still fragile in terms of their frequency, functioning and protagonism of communities and ICMBio in issues associated with co-management of the territory. The transgression of governance principles for the use of resources and territory can be illustrated both by the lack of fundamental management instruments for the administration of the RESEX, such as a Management Plan, which makes it difficult to organize economic and environmental actions on the use of resources within the Unit, but also (and mainly) due to the ineffectiveness of the co management instruments already implemented. The good participation of the actors indicates that there is interest in these spaces, however bureaucratic and unilateral interests can inhibit active participation. The analysis of the co-management of the Terra Grande-Pracuúba Extractive Reserve concludes that the governance system implemented was not effective in the shared management of the use of natural resources and territory. In addition, decision-making in collective arenas presented difficulties in applying the rules for the use of natural resources and territory for the pacification of conflicts, for the reproduction of the traditional way of life and for the support of cooperation between groups of users.

    Conflitos socioambientais e limites da gestão compartilhada em unidade de conservação na zona costeira amazônica

    The paper discusses the emergence of socio-environmental conflicts and the limits of shared territory management in Brazilian Amazonian coastal zone. Particularly, the article debates socio-environmental conflicts and the limits of shared management in 3 (three) Conservation Units (UC) in the coastal zone of Pará state, precisely: RESEX Mãe Grande de Curuçá, RESEX Mestre Lucindo and APA Algodoal- Maiandeua. Theoretically, the paper is based on the concepts of socio-environmental conflict and shared management, the latter within the analytical field of social management. Methodologically, it is a study based on action research supported by method of participant observation and techniques of semi structured interviews. For data examination, it was used the method of network analysis. The article demonstrates the existence of four categories of conflicts: (1) first, conflicts related to economic enterprises, (2) second, those related to the degradation of the environment and natural resources, (3) third, conflicts that arise from local economic and occupational practices and (4) fourth, those resulting of legal and social inferences. The different categories and types of conflict demonstrate the complexity that management councils face in the shared management process. The research shows that shared management has limitations, however it is, so far, the best pattern for UC management. The article concludes that shared management is a process and practice and that it becomes more potent as the actors involved gain experience and increasingly promote dialogue and well-understood interest based on social participation.

    Governança ambiental: demonstrativo para unidades de conservação no município de Ananindeua/PA

    The research sought to develop a specific instrument to support the participation of the population in decisions that affect well-being in conservation units (UC), having as their ambit the municipal conservation units Parque Ambiental Antônio Danúbio and Museu Parque do Seringal, both located in Ananindeua-Pará-Brazil. The results of the research are aimed at verifying the governance structure existing in the municipal conservation units of Ananindeua; develop a protocol with the necessary requirements to highlight the UC's heritage; and test the applicability of the instrument to the municipal conservation units of Ananindeua. With the qualitative approach and the hybridism resulting from the use of dialectic and deductive methods, the work brought together a set of research techniques and varied sources of evidence. The techniques used were bibliographic, field research, image production and study, multiple cases and Likert scale. The sources of evi dence we re documents, records in archives, interviews, direct observation and physical artifacts. As research products, two cartographic maps of the two UC were elaborated; organization and execution of an improvement course for UC's employees and other interested parties; development of an assessment protocol for environmental and social wealth, considering non- economic-financial aspects; and development of the Social and Environmental Statement for Conservation Units (DSAUC). In addition, DSAUC underwent interdisciplinary technical analysis for validation as an instrument. Of the validators, 71.4% agreed that the DSAUC can be an instrument for measuring environmental and social wealth in UC. Of the respondents, 85.7% confirm the need for a specific statement to inform environmental and social issues in UC. Of the respondents, 42.9% are not satisfied with the traditional accounting statements to inform environmental and social issues. DSAUC proved to be easy to understand regar ding env ironmental and social wealth, corresponding to 85.7% of the validators. The instrument also proved to be a stimulus to increase the number of visitors in the UC, since 100% of the validators were interested in visiting or returning to the Parque Ambiental Antônio Danúbio and/or the Museu Parque do Parque do Seringal.
