    For social control to work with active collaboration, in order to promote common well-being and guarantee the interests of all, it is necessary to apply strategies and approaches, in addition to encouraging social participation, through the provision of efficient means of consultation public. Therefore, based on precepts of the Theory of Social Systems, this study aims to analyze the quality of information available on the transparency portals of the municipalities in the Metropolitan Region of Belém, state of Pará, in order to contribute to a more active participation of social control. On a methodological level, the analysis was carried out by collecting data on city hall pages, taking into account the Eppler Model and the National Public Transparency Program and the perception of Civil Society Organizations. The data reveals that RMB management units perform regularly in terms of clarity. They achieved good levels of transparency in the evaluation matrix used. However, they demonstrate regular performance in evaluating the quality of information, suggesting that the clarity and accessibility of information need to be improved. When analyzing OSCs data, a gap in effective communication is observed. The difficulty of navigation, the lack of clarity in the data presented and the lack of details compromise the interaction between public management and society, hindering understanding and effective participation. The combination of results suggests that, although there is compliance with formal criteria, the quality and accessibility of information are insufficient to promote effective communication. As a product, an instant digital social feedback tool was created for use on municipal transparency portals.

    In the late XIX century, the apeeches of the presidents of the provinces of Pará emphasized the ideals of local economic progress, which would be reached through the recovery of the business and commerce among the various villages and towns of the region. For this, they proposed to reorganize the internal market and settle down companies of commerce and steam navigation to encourage commercial activities. However, those political ideas also considered the necessity of establish and control, due to the actions of the smuggling commerce. Starting from press sources and from historiography about the theme, ideas and policies are analyzed taking into consideration the arguments and the objectives of the implementation of the steam navigation to the internal supplying of the province and to the increase of the export commerce. The objective of this work is to study the policies about river navigation and the control of the commercial activities which cheated the authorities of the provinces was directed to.

    A Compensação financeira pela exploração mineral nos municípios do estado do Pará: uma proposta de instrumentalização do controle social sob uma visão sistêmica

    The Northern region of the country has mining as one of the drivers of its growth, especially in the state of Pará, which stands out in terms of mining and revenue from the Financial Compensation for Mineral Exploration (CFEM) in Brazil. In this context, the objective of this research was to analyze the mechanisms available for society to monitor the collection and application of the Financial Compensation for Mineral Resources Exploration (CFEM) in the five largest mining municipalities in the state of Pará. Methodologically, it was a research based on Social Systems Theory, of bibliographic and documentary nature with empirical basis, as information on CFEM from the five main revenue-generating municipalities in the state of Pará was collected through the official pages of the studied municipalities, their respective transparency portals, and the official website of the National Mining Agency - ANM, to assess the level of transparency on a scale of 0 to 4 based on the research by Green and Giusti (2021). As results, it was found that Parauapebas, Canaã dos Carajás, Itaituba, and Paragominas reached level 3 in the studied years, while Marabá reached level 1 in the same period, meaning that despite the legal obligations regarding access to information, no studied municipality managed to achieve the highest level of transparency. Furthermore, there is a disparity in transparency levels among the studied municipalities, indicating a lack of standardization. Thus, it was verified that the main mechanism currently available for society to monitor the collection and application of CFEM is the municipal Budget Law (LOA), meaning that only access to planning, which indicates the value and location of public money investment for a year, is possible, and there is no access to information about the actual collection and application. Therefore, this study proposes as a product the information panel, which proves to be a tool to achieve these objectives, allowing civil society to actively participate in the oversight, monitoring, collection, application, and decision-making related to CFEM resources.

    O Conselho Estadual de Saúde - CES/PA - em foco: uma análise da participação e do controle social

    This study aimed to address the types of participation and social control employed in the Health Council of the State of Pará – CES-PA from 2001 to 2009. During this period, two laws have regulated the Council. The State Law Nº. 5.751/93 and the State Law Nº. 6.370/01 antagonized and eliminated the basic principle of the participation of the organized civil society in the constitution and composition of the CES/PA by explicitly listing the name of the institutions that could have vote in the collegiate. For this reason the same institutions remained in the Council for more than eight years and the assignment of the Council members occurred by decrees that the managers understood as necessary. This determination in the legislation denied to the population of the State of Pará their right in participating of an open and ample process of choosing of new institutions and Council members each two years. This practice has contributed to what became known as “bionic council” from 2001 on. The method adopted to the development of this Dissertation is the qualitative approach, which demonstrated to fit better to the analysis of social processes. The empirical analysis involved the research of several document types, such as minutes, reports, decrees and other documents. The results allow to conclude that: (1) the type of participation exerted in the CES/PA during the considered nine years was that of the liberal conception and the social control was provided by the State Government on sectors of the civil society; (2) the relationships established between the State Government and the civil institutions of the Health Council was characterized by the cooptation of the civil society that became an instrument of collaboration, with the Council activities being limited to the approval of decisions previously undertaken by the State Government; and (3) the role of the civil institutions in the decision processes and in the task of participation and social control revealed to be of the passive type.

    This Study analizes the kynd of participation that is but into effect in Soure municipality through its social work municipal council identfying as democratico management or conducted participation. The formation of this study included bibliographical and document research, interviews, observation. The sort of interview used was the strucdured, with screnblay applied to the social works municipal councillors. In this way, the results of this study poinds oud that this council does not makes up- makes a delibetions and social control forum. The participation that was but into effect by council does not characterize itseff as a social emanciptyon process, but reinforce esclufion, procrasdinating a democratic management and making conducted participation strong rather than manegement participation.

    This work starts from the realization that aging must be recognized as a social process of continuous transformation of human being and one social construction, which depends on social structure, cultural and economic structure of each people, considering the reality of the National Policy for the Elderly and the Statute Aging in Brazil, and the principle of participation into social policies. As participation if to develop in the public space of council of the elderly, the locus of the research was the Cit y Council of the Aged, Belem. To see how members of council participate of exercising social control, we performed a desk review of Council the period 2006 to 2010. It might be found a fragility in the documents of the Council, particularly in record of the minutes that inform about the deliberations and about the absence of records about actions as the visits to the organizations and the organization of the Conference Hall. The document analysis reveals that the actions developed by the Municipality Council of the Elderly is diferent that provided in public policy how much the role of Council. Logo the actions can not be considered as exerting social control, since the participation of Board members are restricted, and does not influence in municipal politics aimed at the elderly.

    Controle social e descentralização na gestão da política educacional de Castanhal – PA

    This thesis has as its object of study the Municipal Board of Education, in order to understand the role played by this body, the decentralized educational policy Castanhal - PA. The problem of limited research on the organization and management of the educational policy of the municipality, as well as the political institutions of the Board in reference to the exercise of social control; the form of participation of civil society, especially the subaltern classes in the definition, implementation and evaluation of educational policies; and educational policies pursued since 2000 when starting the process of delegation of powers conferred upon the municipality locus of research, by the year 2011, comprising six (06) terms of two (02) years, which makes a total of twelve (12) years of management decentralization of educational policies, the institutionalization of Municipal Education System. For both, it was established as guiding hypothesis: the Municipal Board of Education Castanhal - PA, even with the delegation of powers, continued playing a role that approximates a control-management in the management of educational policies, rather than constitutive dimensions of social control, such as: monitoring, assessments and proposals. Were elected as axes of analysis for understanding the phenomenon investigated dimensions: technical inspection; political-ethical-evaluative and purposeful. This is a qualitative research, which focuses on a case study, whose data were revealed by means of bibliographic and documentary research, interviews with the social subject. The survey results confirmed the hypothesis that the working class could not exercise social control, in the analyzed period, from the dimensions aired this work, because of the bureaucratic state management model, which went on to influence the actions and procedures of the Board sometimes alluded. Indeed, the scale technical inspection ended at the micro level, the management of educational policy, without the effective participation of the working class; political and purposeful, dimension in turn was more related to the need to reduce bureaucracy of accreditation processes and approval of educational institutions; and the ethical-evaluative dimension was not possible because of some problems that were identified, including the methodology used for evaluation of educational policies, thus leaving the favor the more direct involvement of key users of educational services.

    O controle social no Sistema Municipal de Ensino de Ananindeua - PA: desafios e possibilidades

    This study of social control in the municipal system Ananindeua: Challenges and opportunities aimed at analyzing the organization and operation of the managers of educational policies in order to understand how it is being exercised social control by the Municipal Council of Education, Council of Food School and city council Fundeb from the institutionalization of that education. To answer the questions guiding this research we used the following instruments: document analysis and semi-structured interviews. The results show that civil society is mostly occupying the space management of social policies, through collegiate bodies in relation to government representation, even though previously focused on the dimensions are still under construction, with higher incidence in the size of propositional Council of Education. However, the collective bodies in general, they show technical-operational difficulties for the exercise of inspection function, which has results in an incorporation of the results of evaluations of educational policies in government decisions. These issues highlighted the need for more investment in the continuing education of social actors, for the inner workings of a broader perspective of social control.

    Ensaio sobre centralização, descentralização e controle social

    This article aims to produce reflections on the emphasis given by speech characterized as municipalist, from the perspective of municipal executive, focusing on financial decentralization and at no time having any concerns about favoritism and increase opportunities for public participation and from them the emergence of innovative experiences in social programs and in their own management models. To this, brings some subsidies on the possibilities of centralization and decentralization movements from the movement of reform of the state, focusing the difficulties from a Brazilian context marked by heterogeneities and social inequalities and economic policies, guided primarily on considerations of Souza and Carvalho (1997) and Arretche (1997). Then we highlight some basic conceptual aspects of decentralization and deconcentration, based on the analysis of Lobo (1990) and Casassus (1995). By then, talks by the analysis of social control, and social participation experience building on municipal councils, leaving reflections of Spozati and Lobo (1992). This study intend to conduct some initial reflections on decentralization and social control as desire and possibility of democratization and participation of ordinary people in public management.

    Amidst of contemporary democratic constructions, based on an instrumental approach, two overwhelming movements gain prominence: incoming inequality and the crisis of representativeness. It is, in a way, in opposition to such a scenario that the participatory institutions arise, like legal councils, as is the case of those related to people with disabilities. Thus, the present study aims to analyze the effectiveness of one of these experiences, the Conselho Estadual dos Direitos da Pessoa com Deficiência do Pará, through a qualitative research inspired by dialectical historical materialism, its design strongly influenced by the formulations of Silva and Lavalle. Their sources include bibliography, documents and interaction with the subjects directly involved, using participant observation, interviews and questionnaires. Some of the meanings of democracy, the political action of society and the state, issues related to participation, representation, deliberation and operationalization of activities within the councils are analyzed, as well as their interaction with the political environment, in order to understand the main constraints and incentives for its performance, whose results are far below theoretical prescriptions with normative bias, and pertinent legislation, in the face of institutional and relational limitations

    A ilusão do controle das drogas: guerra às drogas e economia política do controle social

    This present thesis confronts the theme of social control in the war on drugs. In its methodological path, which combines bibliographic and documental techniques with dialecticity anchored in the empirical (general method), it retakes the discussion around the concept of social control to evaluate its heuristic potential for analyzing the researched object (social control of drugs). When carrying out a national diagnosis based on the literature review (penalism and criminology), and noting the absence of a consolidated debate, it proposes a problematizing approach, in a negative (deconstruction or criticism of social control) and positive (reinvention or revisited social control) dimension in the face of particularities of the situated context. In this way, it seeks to boost the sociological oxygenation of critical criminology (referent), from an interactionist-materialist perspective (specific methodology) open to interdisciplinarity, forging a conceptual approach based on power relations (intersectional social control), from Mead to Marx & Foucault (and Mbembe), from contributions of gender, race and class and, consequently, on hierarchies of neoliberal capitalism and on the bonds of global dependence. Prohibitionism is taken as a case of study, given the need to cut and its unique relevance for understanding criminal and social issues. When questioning the impact of the production relations of the Brazilian social structure on the articulation of strategies for the social control of drugs (problem), tests the hypothesis – which, in light of the political economy of punishment, leads to believe that they are consistent with the transformations of the hegemonic mode of production –, and indicates its developments (objective general), dividing the investigation into four moments (specific objectives): initially (1st chapter), the limits of the legal field for understanding the phenomenon and the role of the hegemonic vision built in research on drug consumption, production and trade in Brazil for the maintenance of a security and defensive “academic collaborationism” are questioned, drawing up, in reaction, the guidelines for a (critical) sociocriminology on drugs and social control; then (2nd chapter), the debate around social control is reconstructed, proposing an updated reading on the subject, for then (3rd chapter) to situate social control in the scope of the critique of political economy, historicizing it in the Brazilian social structure and in its mode of production and, finally, the development of Brazilian-style prohibitionism, in both aspects, as much internationally as domestically, from the colony to democracy; and, finally, but not least (4th chapter), the microphysics and macrophysics of the war on drugs are unveiled, as a way of understanding the dimensions of the power relations that underlie (and which) strategies for the social control of drugs in the current stage of capital accumulation in the country and, as a background issue, the very meaning of “failure” (and the “alternatives” proposed to it) of war on drugs. It is intended, in the final analysis, to build criticism advocating the horizon of a political economy of social control of drugs, proposing a re-discussion of the metaphor or war in the light of the sovereignty of capital. It is a possible intellective effort for an emancipatory understanding and transformation of the social reality of the peripheral crowd that is the priority target of bio and necropolitical strategies in the social order.

    Limites e possibilidades do controle Social: um estudo a partir do conselho de acompanhamento e controle social do FUNDEB no município de Capitão Poço/PA

    It is the study of the social control Fundeb’s resources held in the town of Capitão Poço, in the northeastern region of Pará. The study aimed to analyze the limits and possibilities related to the effectiveness of social control, through the Advisory Fundeb’s Council and Social Control in the municipality. The study was guided by the question whether the characteristics and functioning of the Advisory and Social Control Fundeb’s Council, at the municipal level, have the shape of an interval or the public sphere that allows the realization of social control and citizenship. Regarding research methodology, qualitative approach was adopted, with instrumental case study, developed through field research. Data collection was conducted by documents, interviews and non-participanting observation. The analysis was developed having as its reference the main category of Fundeb’s social control, based on the following themes or subcategories: the public sphere; board composition and performance, gathering decisions, asset management. The results showed that Capitão Poço Fundeb’s Council gather most of its decisions in the Executive Branch, including organizing the process of choice of the members and do not effectively represent a space for interaction between State and society. Also observed reflexes of the asset management, with the removal of the Fundeb’s Council members and designating the new ones, without the proper electoral process, in the beginning of the Executive Leader`s tenure of office. The analysis also revealed the existence of disarticulation of the councillors with their bases; fragility in the mobilization of the represented entities, lack of information and training of councillors for the exercise of social control, and lack of provision of monthly reports by the Executive Branch for analysis purposes by Council’s members. In summary, the research revealed that social control in the Fundeb Capitão Poço is not effectively settled yet. The instrumental case study, developed in Capitão Poço/PA, allowed inferences about the need to develop other studies related to the theme, such as: valuation of education professionals and Fundeb`s social control; institutionalization of social control Fundeb as an imposition, without participation social at the local level.

    O lugar (in) existente do BPC na Política Municipal de Assistência Social: o caso de Castanhal

    This study has as objective to analyze how municipal management of Continued Installment Benefit happens, this is an assistance program ordered by Federal Constitution of 1988 and regulated by Organic Law of Social Assistance – Law 12.435/11 that it is a payment of 1 minimum salary by a month for people with 65 years old or more than that and for people with a disabling deficiency for an independent life and for work, and the familiar income of both has to be less than ¼ of minimum salary. For that, it was chosen Castanhal as the local of empiric research. The reason for this research is from the fact that Continued Installment Benefit is inscribed in Federal Constitution / 1988 and for demand a huge volume of financial resources, but even so is unknown for most part of the population and few published by Executive Power. This study started with bibliographic research about social assistance politic. After that, it was achieved a documental research where were analyzed the National Conferences of Social Assistance deliberations, Municipal Council of Social Assistance’s minutes of the meetings from Castanhal since 2010 until 2011 and V and VI Municipal Conference of Social Assistance’s reporters from Castanhal. Interviews were conducted with the coordinators of CRAS with the Coordinator of Basic Social Protection and the Municipal Social Welfare of Castlebay. Highlight the low level of monitoring of the beneficiaries of the BPC Network Basic Social Protection and the absence of effective social control.

    In this dissertation reflects about the role of educational councils have acquired in the management of the education sector as an alternative to expanding the civil society participation, in order to understand the limits and possibilities that this area presents, and if the relationship contributes to the effectiveness and expansion of citizens rights. Then, it intended to systematize the experiences of a municipal council of education established by a progressive government, and that involved in a gradual process of debates and disputes between civil society and the government that demanded many challenges, obstacles and possibilities of effectiveness, in the municipality of Belém, educational public politics, based in a broader movement to overcome the hegemonic culture imposed, proposed and created alternative actions, in contrast to the educational politics implemented by the Ministry of Education in the government of Fernando Henrique Cardoso (from 1993 to 2002). Thus, the presented work intended to investigate the Municipal Council of Education of Belém/PA, considering the participation and social control in the construction of public space in relations between the public and civil society, seeking to understand the possibilities and limits of this process of consolidation related to "innovative" institutional actions in public administration. The main idea discussed is that the Councils, in the dialog between the state and society, reflect ideas and broader concepts of education and society which, in each historical moment, influence the dynamics of educational politics in discussion. Thus, it is justified the preoccupation related to the possibilities of the councils expanding the debate in a more democratic way, related to the changes in different social segments, especially the subordinated ones, aiming to contribute to a growing dialogue with users of social public politics. At the same time, the political dimension of representatives was also the object of reflection, by the necessity of evaluating its legitimacy and the direction given to the discussions, as well as the limits of delegated representation.

    A Participação dos conselhos de saúde na fiscalização da política de saúde: uma análise da sua ineficiência na RMB

    Historically, the social control of public policies as constitutional law was an achievement of civil society, through countless demands and struggles for the defense of SUS as a guarantee of the right to health for all citizens. Social participation also arises as a result of this process of popular struggle, and the insertion of new social actors in public policy management is recognized and legitimized with the promulgation of the Federal Constitution of 1988. In this regard, the Boards of Health have shown a favorable framework for inserting various segments in the decisions of the government agenda. Health Councils in the metropolitan region of Belém (RMB), specifically the municipalities Bethlehem Marituba Benevides and were the object of this research work, which aims to identify the central role of the Board of Health of the Metropolitan Region of Belém in supervising actions SUS. The methodological procedures used in this research were: interview, observation, the interview questionnaire applied to counselors, and bibliographical and documentary research. We also use discourse analysis and content, especially considering the Annunciation analysis and thematic analysis, setting in a qualitative and quantitative. The survey results found that, through empirical and conceptual organization in view of Olson (1999) and Michels (1982), social participation, social control and monitoring used in this work, the barriers of ideological, social and economic interfere directly or indirectly in the inefficiency of the actions of the Board. Above all, are political issues that influence significantly in supervision of CS often so "silent" in the decisions and hence inefficiency in society participation in the Councils in their role that, despite being inherently does not work - the watchdog function. Therefore contribute to conceptual and methodological analysis of existing levels of enforcement in CS was the major challenge of this work, carried out by building the array of surveillance in order to change the situational context of the inefficiency of the Councils currently considering the diversities , divergences and convergences between the actors involved in the construction of Municipal Health Policy. The survey results reflect an unfavorable scenario for the effective supervision of the Board, when we refer to the results of that research centers: the CS does not fulfill its oversight role, there is no direct relationship between what is decided in plenary by the counselors and the services implemented in municipalities, and there are no priorities set out in the decision making process of the actions to be implemented by the CS. Thus, the CS level of supervision of the RMB is predominantly level 1, i.e. without supervision. In this sense, we say that the Health Councils, despite being an achievement of popular struggles for increased participation in governance, still hold a low level of supervision or even no oversight of municipal health policy, which can be considered a barriers to consolidation of SUS as the implementation strategy of the democratic state in the country.

    Pela margem da cidade: lazer, sociabilidades e controle social no subúrbio belenense em meados do século XX

    This research is focused on social history in the Amazon. It deals with leisure experiences and sociability of residents from suburban neighborhoods from Belém do Pará, in the middle of 20th century, specifically in the districts of Guamá, Condor and Jurunas, the three nearby the Guamá riverside. In addition to the interest on practices and perceptions from residents related to leisure and sociability, is also of interest the activity of public security officers dedicated to the control and repression of practices from local residents related to leisure events and entertainment. The historical sources accessed are newspaper clippings – available in libraries and public archives in Belém – chronicles and memory novels, that yield a version about the city in the past, as well as oral stories of men and women that used to live in the paraense capital in the middle of 20th century and have experienced the effervescence of the urban life in religious feasts, cabarets, Saint John‟s festivities, carnival associations, dance houses, among others.

    This research identifies as object the relation between criminalization and misery, the acts that lead the criminalization of the misery in the modern societies, focusing that this phenomenon has relation with the increase of the imprisonment of the characterized social segments of the needies. All the acts, action, speeches, tactics, strategies, perceptions, impressions, programs and projects had used as base to form on analysis more complete of this phenomenon. The image of the misery associated with crime is resulted of a daily pay-construction process, that strengthened with the common sense contributes to stigmatize the more vulnerable social segments of the society and also it masks the absence of public politics of assistance on the part of the governments that prevent the causes of reproduction of crime. Analyzing the discursive positions of some stratus of the society nuances of the perception can be understood multiple that if has of the criminals associates to the violence. The strategies and tactics of repression to crime that have extended the segregation to the segments most disfavored of the society on behalf of the defense of the public and economic order. This work has as purpose to understand the process of criminalization of the misery. One will be overcome as field of analyzes the Penitentiary System of the State of Pará, why the jail, as an institution of the system of public security, being always invoked as solution for the problem of crime, segregates the constructed profile of the taken criminal as threat the social order.

    Transparência pública e a influência no controle social: uma pesquisa com agentes públicos

    The Democratic Rule of Law, set out in the 1988 Federal Constitution, institutionalized citizen participation in the political process and scope of public management. The objective of the research is to identify factors and prove the influence of the transparency of government information on social control and citizen participation of public agents in the state of Pará. An exploratory and descriptive survey was carried out with quantitative treatment and non-probability sampling for accessibility. The population consisted of 402 respondents. The data obtained through a questionnaire with 67 indicators were treated with quantitative techniques in the form of descriptive, correlational and multivariate statistics (exploratory factor analysis) and structural equation modeling in the form of partial least squares (PLS-SEM), to confirm the factors and test three research hypotheses. The first, whether the improvement of Transparency exerts a positive and significant influence on the evaluation of Social Control (H1), the second, whether the improvement of Transparency exerts a positive and significant influence on Citizen Participation (H2) and the third, whether Social Control exerts positive and significant influence on Citizen Participation (H3). It was found that transparency has a positive and significant influence on the perception of social control and citizen participation, however, the perception of social control is not capable of motivating citizen participation
