This text brings the characterization of Breves municipality, presenting an overview of the city, through its economic and social aspects, as well as seeks to analyze the socio-territorial changes that occurred in this municipality in recent years. In order to held the debate proposed here, it was necessary to carry out bibliographic research and fieldworks, in addition to research in public agencies, which provide population and crime data of the city. It is practiced in several levels of responsibilities by police institutions and other organizations. The main objectives are maintaining the public order and people and properties safety as well as ensuring the fulfillment of the democratic State of law. On the state level, the Civil Police is one of the organs responsible for ensuring the society protection, having an organizational structure and a management focused on performing its institutional mission. Given this scenario of information and research lacks about the institutions in the state of Pará, in special those related to public safety, this study investigates the policing model adopted in the Civil Police of Pará regarding the organizational structure and the management of the organ as well as institutional policies accomplished with the purpose to control the violence and crime in the State. As result it is observed that the Civil Police of Para is organized structurally on direction, advisory and and others departments which reinforcing the exercise of police activity. Its highest individual representation is the General Delegate of the Civil Police. Regarding the management of the institution, this work suggests that the centralization and bureaucratization are presented in the execution of their activities. Moreover, institutional policies, such as the Revolving Fund and the Policy Integrationist, contribute to an evolution in relation to managerial decentralization of activities. Here it is demonstrated that the organizational structure and management as well as institutional policies can influence the development of police work. It is important to highlight that these variables are the main bases for the implementation of the main police activity: the protection of human dignity. The city functions as a research laboratory in relation to the problem of violence and crime, since it is in it that most crimes occur. It is in this context that this work has as main objective, to analyze the way the territory of the city of the Beach (Achada Santo António and Palmarejo) is ordered and its relation with the criminality. In order to better understand the problem, a discussion of the concepts of territory, territorial planning, crime (violence) and the application of a questionnaire survey to local populations and interviews the National Police and Judiciary Police. The districts of Achada Santo António and Palmarejo were taken as object of observation (study) because they are more populous and complex (involving different social classes). The results show that the two districts grew in two completely different ways, a growth of planned territory occupation, where the population resides in most social classes (medium and high), with better infrastructure and security, while the other with growth Of occupation of the unplanned territory, where it concentrates population of lower social classes with deficits of infrastructure and security. The crime occurs with greater intensity in the unplanned / ordered territories (Monte Vermelho, Casa Lata, Palmarejo Valley, Dinós, Kelém, Brazil and part of the Middle of Achada that borders the Palmarejo Valley). However, in the planned / ordered territories (Palmarejo Centro, Palmarejo Base and Middle of Achada Central), the crime is registered in a smaller amount, especially the robberies and thefts, which are the most practiced crimes. Most crimes are related to young people, especially those considered "thugs". However, a good part of them happens in the nocturnal period, due to poor public illumination, poor planning in urban terms (precarious constructions and narrow streets), little movement of people and lack of vigilance. However, unplanned / ordained occupation territories are more susceptible to the commission of the crimes and of a greater sense of insecurity and fear of it. Faced with this, several factors contribute to the emergence and increase of crime, such as: lack of education, unemployment and lack of occupation, lack of street policing, self-will and influence, urban disorder, drug and weapons use, lack of social and among others. All the acts, action, speeches, tactics, strategies, perceptions, impressions, programs and projects had used as base to form on analysis more complete of this phenomenon. The image of the misery associated with crime is resulted of a daily pay-construction process, that strengthened with the common sense contributes to stigmatize the more vulnerable social segments of the society and also it masks the absence of public politics of assistance on the part of the governments that prevent the causes of reproduction of crime. Analyzing the discursive positions of some stratus of the society nuances of the perception can be understood multiple that if has of the criminals associates to the violence. The strategies and tactics of repression to crime that have extended the segregation to the segments most disfavored of the society on behalf of the defense of the public and economic order. This work has as purpose to understand the process of criminalization of the misery. To that end it was necessary to check whether the NEAH has contributed to the prevention of domestic violence and family crimes in the city of Bethlehem, as well as assess the potential of the Core in constructing public policies, from their activities, through the reflection and therapeutic groups, or from the analysis of the communicative system in vision of Niklas Luhmann. Also, verify that public policy developed by NEAH translates into a symbol in the concept of Marcelo Neves or effective public policy. From the concepts acquired during the bibliographical study, suggested a new systemic conceptualization of binary code analysis for public defender (assistance-not assistance). The study developed as an exploratory research with qualitative approach, having the researcher based on systemic methodology of Niklas Luhmann, through participant observation. Primary data collection was performed by means of semi-structured interviews applied to assisted participants in focus groups and therapeutic of 2014, 2015 and 2016 the NEAH, and servers and public defender, booked at the Core. Even in data collection, documentary analysis of management would manage the NEAH from 2010 to 2016. The examination of the data occurred through content analysis, with the development of central and selective categorization encodings. The results made it possible to reveal that is symbolic to Edition of the Maria da Penha Law under two aspects analysed in the present research, and that the actions of the NEAH corresponded to a public policy effective in the pacification of the conflict and the construction of public policies. Onit, we search to demonstrate a series of arrangements that result in the multiple sociabilitie that favour criminal actions between local transgressors and Public Security Agents. Besides these precise aspects, the same displays some theoretical discussions about essential concepts to the comprehension of the violence phenomenon as all. Amongst them, poverty and social exclusion, stigma and fear, global risk society, urban violence, human rights, crime and power relations. This increase in violence and crime spread with force in all directions in the urban space of Altamira, affecting especially the population directly impacted by the project and the local youth. Of all the crimes that had their growth leveraged, homicide is the one that draws most attention in this period, because it is the most dramatic face of urban violence, it can be seen then that this type of crime gains strength to be reproduced with more intensity from the moment that the works of the UHE Belo Monte begin to be built. Thus, of the 11 municipalities affected by the construction of the plant, the city of Altamira, being the center of this region and concentrating the largest number of services, was the city most impacted by Belo Monte. In this way, this work is born with the intention of launching itself to the challenge of discussing and analyzing more deeply the phenomena of violence and criminality, using Belo Monte as a catalyst event of old and new problems in urban space, thus contributing to the production of knowledge, to the studies of violence and criminality in this municipality, in the light of Geography, enabling an understanding of the phenomenon, of its dimension and intensity. Based on these premises, the general objective of this dissertation is to analyze and understand the spatial dynamics of violence and criminality in Altamira, what are its causes and implications in urban space, having as a catalyst of these problems the construction of the Belo Monte Hydroelectric Plant and its relationship with the indicators of violence.
