Dissertação Acesso aberto (Open Access) A indústria de confecção do vestuário na região metropolitana de Belém-PA(Universidade Federal do Pará, 2008-09-29) PAULA, Daniel Farias; BASTOS, Ana Paula Vidal; http://lattes.cnpq.br/1992388595130579Based on the neo-Schumpeterian and institutionalist theoretical approach, this study analyzes the expansion of the apparel and fashion industry productive arrangement in the Belém Metropolitan Region (BMR), state of Pará, and institutional tissue from 1991 to 2008. The study aims at analyzing the formation and development of local production, identifying the configuration and characteristics of the production structure and institutional support activities and the synergy between agents. It also analyzes how the forms of governance are constituted and the existing externalities and how these can dynamize the production arrangements development process. This study proposes to answer three questions: Why did not the clothing industry segment develop in BMR? How are the dynamics of the sector and the characteristics of technological innovation phenomena in the sector experienced by small and mid-sized apparel business owners in BMR? How do the two processes, modernization and precariousness coexist in the BMR apparel sector? The empirical research conducted represents 55% of formal employment in BMR. In this process, the non-existence of institutional actions prior to the researched period was observed and this limited the sector's scientific and technological evolution as well as the development of the production chain. This condition led atomized producers to low levels of synergy and representativeness. As a result, industry growth rates were very low and difficulties in finding qualified labor are pointed out as the major obstacle to industry development. Most of the existing companies are uniform producers, but over the past three years, an opening of companies dedicated to the manufacturing of fashion products has been observed. Despite the difficulty found by the industries in operation, a social movement was seen in the construction and expansion of technical knowledge and promotion of the productive arrangement driven by the desire to make fashion, and the action of the designers and institutions that promote this desire and transform fashion into "our thing". The development of fashion in Pará as a spontaneous movement and form of expressing local culture in a way represents the desire to insert local culture in the contemporary consumption context. Fashion is a mean to establish a relationship with the place that considers action in the construction of a local mythology. The issue of the places specificity is of most importance for the markets, therefore, it is necessary to take into account the importance and potential of a market filled with a large number of consumers avid for insertion and differentiation, emotionally tied to the place. Surveyed players point out that to stimulate the development of the textile-clothing production chain, more investment would be necessary in training labor that favors the development of activities already in operation, and that permit the expansion of investment feasibility in a sector of fundamental importance in the history of industrialization and the every day life of human beings in the contemporary capitalist world that has consumption as a fundamental myth. Results indicated for the formation of six clubs of convergence, among them shows a process of convergence between the clubs extremes. In general, human capital proved to be significant in explaining the process of growth of the groups of municipalities richer. For the progress and completion of this study utilize is a documentary research, bibliographical and field research through interviews with local actors production chain in the city of Tome - Açú. The methodology des survey data used for this study was the semi-structured interviews with local stakeholders. The tabulation of this date, as well as the results of analyzes was performed with concepts economic-mathematical engineering economic evaluation of investment projects through cash flow, NPV, IRR and Rb/c of arrangements. In-order to understand the differentiations regarding the processes of development of the regions, another theory was also formulated, that of social capital, which theoretically affirms that regions with the presence of this capital are more developed when compared to regions in which social capital is absent. Based on these theoretical propositions, we sought to identify the presence of social capital in the municipality of Tomé-Açu and to analyze the contribution of the Mixed Agricultural Cooperative of Tomé-Açu (CAMTA) to local development. The research is characterized as an exploratory-descriptive case study. Thus, the research was carried out in order to characterize the municipality of Tomé-Açu, as well as the Region of Capim, identifying aspects related to its historical economic and social formation. We identified the collaborative factors for the formation of the Japanese-Brazilian colony in the municipality of Acará, in addition to those that enhanced the Japanese social capital among the Japanese immigrant settlers. The research results confirm that the Japanese social capital and its social organization promoted changes within the colony giving it a new character based on cooperation, solidarity, mutual aid and systematic work, which greatly impacted the territory giving it new configuration in the political, geographic and economic field promoting the local development of Tomé-Açu. Currently, the Mixed Agricultural Cooperative of Tomé-Açu operates in conformity with the dimensions of sustainability with a focus on Agroforestry System of Tomé-Açu (SAFTA), which also constitutes in social technology transferred to the communities of family farmers in the region.Artigo de Periódico Acesso aberto (Open Access) Causas do desmatamento da Amazônia: uma aplicação do teste de causalidade de Granger acerca das principais fontes de desmatamento nos municípios da Amazônia Legal brasileira(2009) DINIZ, Marcelo Bentes; OLIVEIRA JÚNIOR, José Nilo de; TROMPIERI NETO, Nicolino; DINIZ, Márcia Jucá TeixeiraMany are the factors indicated by the pertinent literature concerning the causes of deforestation in Brazilian Legal Amazon. From endogenous aspects as the edafo-climatic conditions to aspects related to anthropic action, like the population movements, urban growth, and especially, the independent or induced actions of the different public and private economic agents who have acted in the region, historically configuring the processes of occupation of the land and economic exploitation of the Amazonian region. The objective of this article is to perform a causality test, in the Granger sense, in the main variables suggested as important that explain the deforestation of the Legal Amazon, in the period from 1997 to 2006. The methodology to be used is based on dynamic models for the panel data, developed by Holtz-Eakin et al. (1988) and Arellano-Bond (1991) who developed a causality test based on the seminal article of Granger (1969). Among the main results found is the empirical evidence that there is a bidirectional causality between deforestation and the areas of permanent and temporary cultures, as well as the size of the cattle herd.Artigo de Periódico Acesso aberto (Open Access) Certificações socioambientais: desenvolvimento sustentável e competitividade da indústria mineira na Amazônia(2005) ENRIQUEZ, Maria Amélia Rodrigues da Silva; DRUMMOND, José Augusto LeitãoThe text deals with the relations between economic growth of a sector responsible for consuming non-renewable natural resources and the process of sustainable development in the Eastern part of the Brazilian state of Pará. The mining of metallic ores in Pará has been growing strongly; local mines are global leaders in their respective fields and must operate in tune with established global social-environmental norms. Therefore, almost all of these mining companies are certified, both socially and environmentally. This behavior presupposes that these companies adhere to the principles of sustainability. Thus, the object of this research effort is to inquire about the effectiveness of these certifications for the process of sustainable development of the territorial sections in which those companies operate. The innovative nature of this work is to test the first time the importance of deforestation and environmental condition of the formation of convergence clubs in the Amazon. A methodology through the nonparametric estimation of kernel densities, the transition matrix and estimation of stochastic kernels to test the evidence of convergence between the municipalities. The results confirmed the hypothesis of convergence, large intra-sectional dynamics of income and the formation of three convergence clubs among the municipalities of legal Amazonia. Human capital appears as a major constraint and the cattle and livestock area has low significance in determining the rent for municipal. Among the social conflicts, those involving the use of nature are the most worrisome, especially because of the shortage that natural resources are currently subjected. The environment is part of diffuse interests, the individuals that the environment would be preserved, however, there are few who embrace these goals as dominant in their socioeconomic activities. This behavior increases the pressures on environmental resources, including the legally protected areas. The environmental conflicts related to the management of these areas are present at all stages of their institution, and occur from the conceptions of the major theoretical and philosophical currents that support the preservation and conservation of nature. In Brazil it is common to establish protected areas to resolve the tensions between natural resource exploitation and sustainability of ecosystems. However, what happens in general is the escalation of conflicts in areas constituted. Amapá stands on the national scene as one of the states which have a high degree of preservation and a significant percentage of protected areas. But the conflict between managers and users of these areas are constant and intense in many cases, causing degradation of natural resources of these spaces. The orthodox alternative to solve the conflict do not appear effective and it is necessary to adopt measures such as negotiations to alleviate or resolve the tensions related to the sustainability of environmental resources. To support the negotiation literature provides methodologies, techniques and tools that facilitate the process of negotiation and decision making to solve the conflicts present in these areas. The use of techniques and tools, although more laborious and requires a long time becomes more effective. Data analysis generated two categories: discourses on Sustainable Development from the perspective of economic development presente in the media and the discourses of sustainable development in the exploitation of natural resources. The periodization adopted to describe and analyze the process of space-occupying territory of Para economy does not follow the criteria of the traditional product life cycles, such as the cycle of drugs from the interior, rubber, livestock, mining, but the criterion of identifying the key characteristics of the patterns of settlement and economic development in the socioeconomic determinations involving the formation of domestic and international market with the mediation of the state.Artigo de Periódico Acesso aberto (Open Access) Curva ambiental de Kuznets e desenvolvimento econômico sustentável(2006-09) ARRAES, Ronaldo de Albuquerque e; DINIZ, Marcelo Bentes; DINIZ, Márcia Jucá TeixeiraThe motivation of this article bases on the controversy in the recent literature about economic growth, sustainable development and environmental protection, started with the empirical evidences presented by Grossman and Krueger (1995, 1996), where the relationship between per capita GDP and emission of pollutants takes the shape of an inverted–U, denominated in the literature as Environmental Kuznets Curves (EKC). This article differs from others by contributing with further explanation stemming from economic development indicators. Despite being contested by many authors, several structural interpretations of EKC have been strongly sustained under ad hoc shield. The concern about such stylized fact is whether or not the economic growth itself generates an automatic protection to the environment, consequently to the maintainable development. Based upon panel data for countries, it is verified that the variables that denote sustainable economic development present a weak relationship with per capita GDP to support an EKC representation. There are also evidences for environmental curves in cubic format, which means rejection of EKC, besides most of the development indicators pointing out for divergences among countries.Artigo de Periódico Acesso aberto (Open Access) Desafios de uma nova gestão pública para o desenvolvimento dos municípios no Pará(2011-12) PONT VIDAL, Josep; ROSA FILHO, Duarte de SouzaEconomic development at the municipal level has traditionally been studied from economical, political structure, or the endogenous capacity to innovate and create wealth. The theoretical hypothesis guiding this research is that economic development in a municipality, mainly depends on the classification of municipal management. From a multidisciplinary and interdisciplinary, methodological level, it presents the first phase of research, essentially exploratory, based on a quantitative methodology in several counties of the state of Pará. They expose themselves and analyze the variables: the planning and management people. Following this perspective, this thesis aims to analyze the dynamics of university/company interactions in Brazil and in the Amazon to disclosing the contribution of these institutions to the development of innovation. The analysis focuses on the impacts of interaction for the innovative development of enterprises and to evaluate how this innovative performance differs depending on the region where these flows are established. The study evaluates still such innovative performance differs depending on the region where these flows are established. For this, we used data from national research interaction university/company in Brazil. With this data set we present a descriptive analysis for the variables in the questionnaire, comparing Brazil and the Amazon, besides the application of econometric multinomial Logit model. The results confirm the main hypothesis raised in the study that the interaction is presented as a determinant of innovative strategies adopted by companies. The data demonstrate that the sources of funding and technical information from the universities are relevant to the development of new innovations for companies, but not for the country or to the world while the university patents, in turn, are relevant to the development of innovations in product to the world. The study also indicated that factors inherent to the company as an investment in internal Research and Development (R&D) and capital origin are essential to its innovative strategy such as the technology sector is not presented as an important component. These influences are reflected in the construction of their planning and action instruments, particularly in relation to the dynamics of their export production zones as regional development policies, within a context of crisis in the hegemony of power in the current geopolitical scenario. Subsequently, the thesis examines the legacies of socioeconomic development of the Manaus Free Trade Zone (ZFM) and the Strategic Economic Zones (ZEEs), aiming to reflect on the paths each has taken up to the present day. It seeks to draw attention to the urgent need to restore the centrality of debates in the Social Sciences regarding the roles of the concepts of State, development, subalternization, and hegemony in the current geopolitical context, in light of the structural crisis of capitalism. By comparing unequal objects, the thesis highlights the historical, economic, political, and social factors that bring them closer together, thereby revealing causes, effects, and learning opportunities that may contribute to the search for alternatives to the challenges and demands faced by nation-building projects in the Global South.
