    Fisheries agreements arise from the mobilization of fishing communities that create rules in common agreement to conserve fishing resources in their territories in order to guarantee income and food security, in addition to strengthening social ties between individuals. This work aims to analyze the process of creating fisheries agreements, especially their implications as mechanisms of territorial governance for local development in the municipality of Limoeiro do Ajuru, exposing fishing in its symbolic aspects and cultural. This work is a case study in the Prainha fishing agreement located in the municipality of Limoeiro do Ajuru-PA. First, an extensive bibliographic survey was prepared. The field research was exploratory. For data collection, interviews and participant observation techniques were used. The interviews were conducted with individuals working in the fisheries agreements and with members of the communities where the agreement is in force, and the method of key informants was used. It was intended with the interview, to know: how they see the fisheries agreements; whether the creation of the agreements brought benefits; if they have contributed with the fish stocks; what are the positive and negative points; where they can improve. It was observed that the fisheries agreements act as a social governance institution for the fishing territories since the fishing communities are mobilized and create rules in common agreement to safeguard the fishing resources in their territories. At the end of this study, it was noticed how the fishing agreements positively influence the fishing territories, acting as a mediator of conflicts in the fishing territories, as an empire of the fishing communities by giving voice and power of action to the local subjects who can create rules that will manage fisheries resources. And, mainly, by guaranteeing the sustainable management of fishery resources, always guaranteeing the availability of stocks and maintaining the food security of riverside dwellers. In addition, the agreements must be expanded beyond the fisheries aspects. They must cover other aspects such as the management of solid waste in rivers, the issue of fishing in the streams, illegal hunting, among others, as these are actions of relevant importance because all these topics mentioned are intertwined with fishing practice. This is because the fishing activity is not something isolated from the other activities in the riverside space, but it is necessary for that. However, it is necessary for the municipality, state and federal government to be present with the fisheries agreements to help them in their consolidation.

    Agricultura familiar e o desenvolvimento local no Município de Santarém Novo (PA)

    Considering the complexity and challenges faced by smaller municipalities in the Amazon regarding sustainable development, this research focused on exploring the relationship between sustainable local development and family farming in the municipality of Santarém Novo, located in the Northeast region of Pará, the third smallest state, with 6,116 inhabitants. The purpose of this research was to understand the development concepts of key decision-makers in the municipality, including public officials and representatives of social organizations of local farmers, as well as to assess farmers' perceptions of government actions, especially those impacting the future of family farming. This proposal aimed to comprehend how these diverse perspectives influence actions and policies for local development planning, with an emphasis on family farming. To achieve these objectives, a transdisciplinary approach was adopted, employing a concurrent mixed methods methodology that combines quantitative and qualitative methods for a comprehensive evaluation of these interpretations. The quantitative strategy aimed to identify patterns and general trends in variables related to farmers' assessments, while the qualitative strategy explored the development cosmovisions of public officials and association representatives, based mainly on Ignacy Sachs' Theory of Dimensions of Sustainable Development, also supported by the development concepts of other authors such as David Korten and Amartya Sen. Data collection involved semi-structured interviews with managers and association presidents, and the application of forms to farmers. Quantitative data analysis used descriptive statistical methods, while qualitative data analysis was performed using Bardin's (2016) Content Analysis technique. As a result, the research presented, in addition to the current panorama of municipal development, a diversity of challenges faced by family farmers, including productive dynamics, labor and organizational relations, technical assistance, access to public policies, credit, markets, and social participation. It was also possible to list the main demands and needs of farmers for improving conditions in the sector. Farmers' assessments of the municipal government's actions on these issues were predominantly negative. Furthermore, the research evidenced a plurality of understandings about the aspects that compose development in the interviewees' view. Despite the distinct priorities and strategies addressed by different groups and individuals, the results generally highlighted a greater emphasis on the social dimension of sustainable development, encompassing elements such as health, education, and income, as well as the need to expand opportunities and capacities of individuals and access to non-productive activities such as leisure. These elements were widely recognized as fundamental to ensuring a solid foundation for individual and collective progress and well-being. There is also a shared perception of the importance of economic, territorial, and political aspects (national). The cultural dimension was also alluded to with considerable frequency. However, some areas, despite being considered important, were less emphasized by them, such as the ecological, environmental, and political (international) dimensions. In contrast, there was also an emphasis on considering more subjective aspects of human development, related to ethical, moral, religious, psychological values, and the strengthening of social relations, which refer to solidarity, respect, fraternity, and community sense.

    Pineapple is a tropical native plant of the Amazon region. Hence, the southeast region of Pará is highly benefited by horticulture as it features favorable clime and soil conditions for pineapple cultivation, plenty of labour and low production costs. As it is a region with an immense area for settlements, which has still been in its early stages of structuring with low levels of income to the settlers and still precarious development conditions, it is important and urgent for the entire southeastern Pará that alternatives of investments and direction of public policies aimed at structuring the chain production of pineapple are considered and hence promote local development. This piece of work, meeting the immediate needs of the producers and managers, shows the pineapple culture as an important alternative for family farming, benefiting a great deal communities of small farmers in the southeastern Pará. It aims at evaluating the performance of public policies on pineapple production, showing the roles assigned to each public entity involved in this activity and their actual performance. Looking into bibliographic data and information through on site questionnaires, interviews and observations, it has been concluded that it is advantageous to exploit pineapple in the southeast settlement areas of Para, taking advantage of the familiar structure generating both employment and income, since it does not require large areas of cultivation or huge technology investments. The role of public policy flaws on several points listed throughout the work, which has made it difficult and hindered local development. Defying the odds, small producers keep on struggling and increasing the production of each crop, putting the city in the second place in the national production of pineapple.

    In Brazil, the urbanization process moves quickly with an immense diversity of realities. Without any planning, the cities did not have the capacity (or were not prepared) to accommodate the demand of its growing population for education, health, housing, sanitation and opportunity of occupation and income generation. Identified as a multifunctional tool with potential to feed the needs of part of this marginalized population, the contemporary periurban agriculture gained space in Brazil and internationally. In this context, the present dissertation has as its main objective to demonstrate that periurban agriculture practiced specifically in the Curuçambá area, in Ananindeua, part of Belém’s greater area, is an activity capable of contributing to the local development as it interferes positively on various aspects, such as the economic, social, ambient, health and, consecutively, including the families involved and, although the results are still not very significant, can become a strong alternative as long as the difficulties identified are solved. The present study is based on the rural and urban phenomenons of periurban agriculture, does a research to register the current situation and, through the application of a questionnaire, obtains information from the families involved, as well as through interviews with local institutions. The information was complemented with data from companies such as EMATER, IBGE and SEDES.The results show that there are no laws or public policies devoted to periurban agriculture research, and the understanding of the local government about the subject is limited. A lack of sanitation, water supply and water treatment were identified, not to mention the terrible infrastructure conditions, such as the lack of necessary transportation for the production of agricultural products. The periurban agriculture activities are present in the city’s dynamic and exist thanks to the initiative of some of its individuals, for whom agriculture is a primary source of income. The study highlights the importance this kind of agriculture has for the families involved and its potential, considering its multifunctionality, to contribute to sustainable local development, both in the social aspect and alimentation, continuously improving life quality of people living in the city.

    Water is a natural resource of significant economic, social, environmental and in many cases also cultural. Regions are suffering water shortages, both in quantity and quality. The Amazon, ironically known as a reserve of water resources, is also hostage to the lack of access to clean drinking water. The water supply in the islands of Belém is poor and propose alternatives that will ensure access to decent water quality is a major challenge. In this sense, the objective of this study is to evaluate the feasibility of the use of rainwater for potable supply in the islands and Grande and Murutucu as a way of promoting local sustainable development. For this, we carried out to characterize socioeconomic survey of the forms of water applied in the area, as well as analysis of the perception of the riverine and the use of rainwater, according to aspects of acceptability and interest in acquiring. It was found that 43% of riparian needs are remedied by buying potable water coming from wells (not proven), which spends about 11% of family income, spending more than the residents of Belém with water. Still on supplies nearly 20% consume water from the river. The investigation revealed that the Grande Island about 45% of the population being treated through the water, another area in this figure is 30%. It was found that 61.4% of residents of Grande Island are in favor of consumption of rainwater, since the island Murutucu portion corresponds to 50.4%. The aspect that inhibits the use of rain water is the taste. Although environmentally and socially viable, the proposed system proved financially unfeasible since most of the population earn less than a minimum wage, thus the system is partly possible.

    Approaches on the one hand, the relationship between the local economy in the city of Oriximiná - Pa and their insertion in international trade of aluminum ore. And, secondly, the mechanisms of interaction and partnerships among local public and private sector mining aluminum, represented by NRM Company, vis-à-vis the achievement of a local development project in endogenous bases. The study seeks to understand how the interaction between public interests / private, collective / individual, organic / locally corporate influence on the endogenous development of the municipality. However, assessing the extent of structural constraints, conditioned by the dynamics of trade in the global aluminum ore, the internal processes of articulation for local development. The proposed problem is to understand how the opportunity and restrictions exploitation’s by mine world class improve local development processes. Starting from the Theory Evolutionary, combined International Trade and the of Economic Geography Theory, evaluating their gains, structures and marketing strategies as well as foreign trade policies sought to delineate the parameters of insertion of the mining economy of the local aluminum on the international scene and their inter-relations arising, whether under the guise technological or marketing. In a local perspective, we sought to identify the interactive processes and their degree of convergence between the Public Sector (Via Master Plan) with a view to implementing a development project mediated by endogenous formation of alliances (clusters) that met their respective technological requirements , economic and institutional. To this end, the work appealed to Theories of Economic Growth and Development Systems and to characterize the mechanisms governing the interactions between local actors, and ultimately determine their actions and the social process of endogenous development. The method adopted is the hypothetical-deductive using instruments to collect secondary and primary data. Through a process of computational modeling, and using the reports to the City of Oriximiná Tax, Accounting and Reporting of MRN we sought to further exploring the nature and application of funds managed by both institutions. Evolves also a model representative of the dynamics of the endogenous site and the per capita GDP Hall its proxy using the method of multivariate analysis technique using multiple linear regression. Carries also an autocorrelation analysis of economy Oriximiná with the surroundings from the technical data processing space geographically referenced and the technique of Oriximiná locational accessibility. The presentation of results using symbolic models, various tables and graphs. The conclusion is that the mining activity is disconnected from the process of local growth spillover for not producing and not internalize the bulk of their income in the city due to its competitive strategy. However, the local dynamic constraints also suffers because of its spatial location on the fringes of the regional economic hub and the low capacity and articulation empreenditiva demonstrated by the local public administration.

    The National School Meals Program (PNAE) - the largest and oldest public policy in the area of food and nutrition in Brazil, constituting a strategy for Food and Nutrition Security (SAN) - aims to promote and ensure access to adequate food for students in basic education. The Federal Law 11947/2009, links PNAE to family farming, determining that the minimum percentage of 30% of the financial resources transferred by the Union is for the purchase of food from this productive category. This paper analyzed the process of acquisition and supply of food from family farming to meet the school meals of the Federal Institutions of Higher Education (IFES) of the Metropolitan Region of Belém (RMB) as a tool for local development and for Food and Nutritional Security, including the period of the Covid-19 pandemic. It is presented as a qualitative research of theoretical-empirical nature combining exploratory and descriptive elements, having in its procedures the bibliographic and documentary research and on-site interviews with the actors involved in the procurement process in the IFES of the RMB and with family farmers participating and not participating in the PNAE. It was found that the organization of PNAE in the IFES of the RMB meets the Law No. 11947/2009, regarding the purchase of foodstuffs from family farming, and that it has shown important advances, although limiting factors are still present, such as production planning and its inherent issues (insufficient quantity produced, little variety of products offered), compliance with the agenda of requests and sanitary legislation, low participation in public calls, difficulties in understanding the legislation and procedural barriers within the institutions. It was verified that in the pandemic period normative rules were created for the execution of PNAE and the IFES of RMB developed strategies such as the maintenance of income support, support for food distribution and also a campaign to collect food baskets, opting for not distributing family farming products. It can be inferred that the PNAE has the capacity for greater use, both by the Public Administration and by family farmers, so it requires good coordination between those who buy and those who sell, considering all those involved in the process, since the program has its own complexity, being necessary to improve the program to the specificities of the IFES in order to improve the process of purchases from family farming, contributing to local development and to Food and Nutrition Security.

    This study approaches the growing importance of tourism as a management strategy to the development and the actions taken in public power ambiance that result in the growth of the tourism activity. This study focuses on the analysis of public policies related to the development of planned touristic activities performed in Cametá city which are considered a social-spatial expression of Amazon ribeirinha region, this work concerns to a geographical analysis of tourism trying to identify the policies which have been planned through the means of promoting this activity, in different power sections, it emphasizes the ones performed in the State and Municipal ambits. The data and information collected through bibliografical and documental research and interviews made to in charge institutions were organized and systematized and this study seized the policies that, direct or indirectly, contributed to the growth of tourism in Cameta, the modalities which were promoted, the spatial interventions and if these policies considered the local social geographic peculiarities. The results reveal that tourism policies are still incipient in their practical actions, showing a discrepancy between the results shown and the actions taken.

    Aprendizagem territorial, cooperação e inovação em espaços rurais: o caso da aglomeração ceramista de Eldorado dos Carajás (Pará/Brasil)

    The paper points out the ability of the ceramic industries in Eldorado dos Carajás, Southeast Pará, regarding to a local productive arrangement formation, in order to boost its outcomes for the improvement of local economic development indices. Therefore, this work by reasoning the evolutionary school background, which sees the cooperation as facilitators of learning, generation and dissemination of technological innovations as crucial for socio-economic development. In this sense, it was made a field research with surveys and the data were processed with statistical techniques of descriptive and multivariate analysis, whose purpose was to detect and identify underlying factors able to influence the possibilities of the companies reach a higher or lesser degree of inter-organizational integration and group companies in sets with homogeneous behavior patterns. The analysis showed extremely low indicators in the dimensions of learning and innovation, and null indicators in cooperation dimension. As well, these companies exhibited reduced levels of performance. These results are disappointing when considering the possibility of structuring a dynamic productive arrangement, the innovative character and which may give rise to a local innovation system.

    The current work’s main objective is to characterize and analyze the environmental changes caused by the port activity and their effects over the local development at Itupanema village, located at Barcarena County / PA, over the past 20 years. The analysis of the aspects and environmental impacts was realized through the analytical process of Evaluation Post- Occupation (APO) based in bibliography and georeferenced data setting-up. Starting at the selected remote sensing image, the APO took place by visual interpretation technique, eletromagnetical radiation and digital classification of the images for empirical investigation of the environmental urban expasion fenomena and the impacts over Itupanema village. The results showed that was a progressive growth of urban areas over the vegetation. As results, this work concludes that the Itupanema village had suferred sensitive changes caused by the great enterprises established near the community, with special emphasis on Albrás, Alunorte, Pará Pigmentos, Imerys Rio Capim Caulim from 2000 to 2005, and after that was affected by the construction of the Ports, making a metamorphosis at the original landscape, highlighting the suppression of the green areas giving place to urban areas as side reflex of the populational expansion at the Barcarena County. The changes were the main responsible of several environmental impacts as the deforestation and the absence of the local development expected for the the Itupanema village community.

    This dissertation aims to evaluate the agreements signed between SUDAM and the Municipalities of the State of Pará in relation to current legislation and the Regional Development Plan for the Amazon (PRDA). To support this work, a literature review was carried out, initially with an approach on local development, making a contextualization focused on the development of the Legal Amazon; then, the main concepts related to voluntary transfers are explained, with emphasis on one of its modalities - the agreements and, finally, the research carried out at SUDAM is presented, making a survey, in the period from 2016 to 2019, on the agreements finalized by SUDAM with Municipalities of Pará, in order to identify the main execution failures and if they have been coherent with the PRDA. At the end of the research, necessary recommendations are proposed in this regard and a Manual to serve as a guide in the celebration, execution and accountability of agreements with SUDAM.

    Bancos comunitários de desenvolvimento: o papel da comunicação na economia solidária

    The present study aims to analyze the role of communication in solidarity economy and local development, especially in Community Development Banks (BCDs). The primary form of communication to be discussed as a result of the Social Capital and mobilization, because the use of mass comunication is not enough to reach the entire community in which the bank operates. For this purpose the theoretical framework focused on the solidarity economy and the environment; communication; social capital; and social mobilization. Also, it was realized visits to a two BCDs in Manaus, in the Palmas Bank (Fortaleza) and in the Banco Tupinambá (Moqueiro), where a qualitative study of mothers enrolled in the Bolsa Família, Federal Government Program which funds assistance to families living in poverty or extreme poverty, who participate in the project CECI-Mulheres, whose results showed that although the project has been carry out for a year, the participants do not clearly have the basic concepts of Solidarity Economy and BCDs – as women who belong to it are opinion formers, then their position give clues about how the community sees the bank. As part of conclusion of the work, it was realized an assessment about communication channels of Tupinambá Bank emphasizes that the outside communication is more advanced than the inside communication, therefore were made suggestions for new channels focused on mobilization and growth of social capital in Baía do Sol community.

    Cacau, chocolate e turismo na região transamazônica, Pará: contribuições ao desenvolvimento local

    This article aims to analyze the cocoa production inside the local development dynamics of the Transamazônica region, southwest of Pará State. It looks at the possibilities of tourism to contribute to valorization of the production chain in the Transamazônica region. Methodologically, the research is based on bibliographical and documentary analysis and on fieldwork research using semi-structured interviews with public bodies’ staff members, manufacturers of regional chocolate brands, members of civil society organizations (cooperatives, associations), cocoa farmers and agriculturists. The research points out to possibility of greater integration between the cocoa chain and tourism in the Transamazônica. It may occur by integration of tourism with the agrifood sector promoting links between product and territory and thus making relationships between the Transamazônica’s territorial identity and its historical and cultural values ​​and also its regional natural heritage. The analysis allows concluding that tourism associated with the cocoa production chain “from cocoa to chocolate” is an alternative that may contribute to local development in the Transamazônica territory, particularly if it is associated to the historical-cultural richness and natural beauty of the region.

    Successful experiences in motivating local populations show the importance of organizing people and training them to develop innovative projects. It also reveals that communities in which people interact more frequently with each other and where social networks, on a whole, are well integrated, are more likely to overcome their limitations and to take advantage of their opportunities. This in return favors the development of strategies and collective tactics, increasing the power of choice and decision of the community members.

    O Celeiro da Amazônia: agricultura e natureza no Pará na virada do século XIX para o XX

    The aim of this paper is to understand how authorities and writers, who published in local newspapers from late nineteenth to early twentieth century, built an idea of progress and development for the state of Pará. It is about understanding, on one hand, the connections between rural areas, the forest and the city of Belém and, on the other, the ideas of progress and development through agriculture. In order to understand such connections, the article discusses three important problems: the "excesses" of nature, agricultural education and rural sanitation.

    The dissertation examines a cooperative of associations building in the Marajó Island (Pará State, Amazonia, Brazil) focusing on local development and natural resources management. Particularly, the dissertation tries to understand how a central of cooperative associations contributes to natural resources management and to local development of a município with an economy based on agro-extraction. The dissertation analyses the building process of the Central of Curralinho Agro-extraction, Small-scale, Family-based, Rural producer Cooperative of Association, trying to understand its possibilities and limits in the context of solidarity economy. The theoretical framework involves the debates on natural resources management, solidarity economy and local development. The methodology used was the exploratory case study. The data collection was based on documentary analysis, structured interviews, semi-structured interviews and participant observation. At the end, the study demonstrated that economic-environmental alternatives and the socio-politics relationships built in the scenario which the Central is involved are result of endogenous and exogenous factors. Endogenously, the factors are the credibility of an articulated and compromised leadership and the Central associations’ members’ perception of existence of an historical mild-man and large palm producers’ exploration on small-scale family-based rural producers. Exogenously, the factor is the Central integration with governmental and non-governmental development programs.

    Comunidades tradicionais em áreas litorâneas da Amazônia: estudo sobre desenvolvimento local em Vila Mota, Pará, Brasil

    The paper presents the socioeconomic dimension in Vila Mota, municipality of Maracanã, state of Pará, and its repercussion in the local development process, understood as the fulfillment of basic human needs. Vila Mota is a community of traditional fishing located in the Reserva Extrativista Marinha de Maracanã (marine extractive reserve). The conditions of life in this community were observed and analyzed according to some indicators that make up the Human Development Index (HDI) and its variants. Limiting and enhancer factors for local development were also identified. The survey was carried out in 2007 and took into account 72 families representing 48% of the total available. The results indicated that housekeeping was impaired in families that have developed small-scale fishing as the only productive activity, given that the monetary income for 62.5% of these families was less than a minimum wage. The conditions of education and natural resources were enhancer factors to the development, although the most part of inhabitants did not know the purposes of the marine reserve. The absence of a cooperative culture, the lack of a structure for production, transportation and marketing, and the disability of health services were evidences of a low capacity for socio-political organization, with direct impact on local development.

    Contribuição da agricultura urbana e periurbana ao desenvolvimento local do município de Marituba - Pará

    The objective of this research is to analyse the contribution of the urban and peri-urban agriculture in the local development of the municipality of Marituba-PA. Thus, the methodology presented a qualitative and quantitative character based on visits to agricultural parcels (direct observation), meetings with farmers and semi-structured interviews. Then, we used GPS map 62s and drone phantom 4 for location of agricultural areas and aerial photography. In summary, the results of our theoretical discussion on the concepts of Territory, Territoriality and Power allows us to conclude that there are all related to geography and respect human spatiality and also present in other areas of knowledge, each with a focus on a certain perspective. Likewise, he started the two circuits of the urban economy: the inferior circuit as the superior circuit do not articulate in the same way because there are different. The two circuits complete each other while remaining different from each other. Certainly, the results obtained demonstrate that urban and peri-urban agriculture contribute significantly to food security and income generation, as well as the local development of the Uriboca neighborhood. In addition, farmers are mostly people with low education and agriculture and their main activity. Therefore, decision-makers should develop public policies that will encourage this activity to generate more profits for the weel-being of Marituba residents.

    The dissertation analyzed the contributions of the University Campus - UFPA and the Federal Institute of Education, Science and Technology - IFPA to the promotion of local development in the municipality of Bragança (PA) from the Triple Helix model. The study, aimed at analyzing the economic and social dimensions, was structured on quantitative data that show the performance of these HEIs in the generation of knowledge, innovative ideas and patent filing. The investigation focused on official data from government agencies for the period, predominantly, from 2014 to 2024. Additionally, information was collected about the intellectual production generated by research professors from UFPA and IFPA in the city, as well as about the partnerships made by them with organizations representing other propellers. Also added to the scope of this work, searches in the field of academic training of individuals who are part of the spheres of university, industry and municipal public governance. The research concluded that the educational institutions investigated are still in an incipient phase in the process of IFES – INDUSTRY – GOVERNMENT interaction. However, the participation of the educational units has increased over the last few years in articulations and actions aimed at strengthening entrepreneurship, the surrounding productive sectors and social issues in the community.

    The objective in this research is to analysis the relationship between cultural strengthening and appreciation and the promote local development in the Environmental Protection Area of the Curiaú River in Amapá. Imbricate many interesting and provocative conflicts, this relationship suppose identify territorialities as empiric and theoretical important element to understand a set of problems. Thus, will be approaches, concomitantly cultural dimension, the politics, economies and environmental dimensions that are pertinent to this safeguard area. Because the same area is superposing to Quilombola territory and result, then, a rich space to elaboration of the scientific analysis whose focus is the development comprehension.
