Item Acesso aberto (Open Access) Flexibilização produtiva e desenvolvimento local: a rede de subcontratação da Alunorte(Universidade Federal do Pará, 2006-06-29) COELHO, Edineide Santos; MONTEIRO, Maurílio de Abreu; http://lattes.cnpq.br/8077335023133373This dissertation examines the creation of a network of service companies, subcontracted by Alunorte, as a consequence of the production flexibility process of the alumina industry, located in the industrial sector of the city of Barcarena, State of Pará. The main goal of the present study is to analyze if the relations established between the big industry and its subcontractors network, and between the subcontractors and local institutions, has fostered local development effects. This work relies on a theoretical base of several studies, claiming that through such agents interactions and articulation of innovation systems, a production arrangement or a company network is formed. The resulting format will or will not stimulate a continuous and disseminated production of technological and organizational innovations, as well as the formation of human and social capitals, which are critical for fostering endogenous development. The field research, however, has shown that, despite enjoying an ongoing relationship with the world biggest alumina producer an industry linked to a global logic of competition and technological and management innovation no trace of dissemination and assimilation of such know-how by the subcontracted companies is found. Not only because of insufficient qualification and technological conditions, but also due to the lack of mutual reliable relations and mutual cooperation in production and innovation among the above mentioned companies, and among those and the local institutions network. This gap hinders possible advances of production arrangements towards an economy of scale and improvement of productivity and competition levels. Water scarcity and global warming are just two examples of many circumstances that alert us towards the search for solutions. For this reason, the International agreements is proposing a model of production and consumption that considers the best use of resources, quality of life and reduction of environmental impacts, so that the model meets current needs without impacting on future generations. This purpose is best achieved when public institutions contribute with encouragment due to the relevance and power of these organizations. The Federal Government is now elaborating a policy for promoting sustainable development, example of this is the legal requirement to include sustainability criteria in public procurement. Thus, the research aimed to identify the main opportunities and challenges for Sustainable Public Procurement (SPP) at Universidade Federal do Pará (UFPA), which provided to suggest process improvements that will also serve as the basis for other public institutions. To support this analysis, we used the legal, administrative and conceptual referential, as well as desk research and interviews, targeting the convergence of data. Among the identified limitations, we cite: the difficulty of specifying product in the Government Cataloguing System (CATMAT), the need for clearer guidelines on legislation and better coordination of laws, the indispensability of changing the culture and the development of internal sustainability policy at UFPA. The main reasons for this policy are: induction standards for more sustainable consumption and production, declining prices of products through the scale, improving the government procurement system, strengthening the political sustainability at the public institutions and constant awareness and training of servers. Finally, it was concluded that the market and price are no longer impediments to the implementation of this policyItem Acesso aberto (Open Access) Sistema de controle interno como elemento estratégico para o fortalecimento da governança organizacional: um estudo de caso no Tribunal de Justiça do Estado do Pará(Universidade Federal do Pará, 2016-08-26) VALE, Keila Wirginia Malheiro; MATTOS, Carlos André Corrêa de; http://lattes.cnpq.br/3337808570398709This research has as main objective to understand the implementation of internal control system in organizational Court of the State of Pará, on the basis of the care the goal nº 16-2013 of the National Council of Justice, and to analyse the perception of crowded servers in the administrative units of this judicial power, on the activities of the Secretariat of Internal Control – SCI/TJPA before leadership mechanisms, strategies and control, actions needed to strengthen organizational governance (TRIBUNAL DE CONTAS DA UNIÃO, 2013). To this end, a mixed methodology was used (quali-quant). For the qualitative approach using the primary data base collected through semi-structured interviews applied the 7 (seven) member servers SCI/TJPA and Internal Control Cores what necessarily directly or indirectly participated in the structuring of the internal control system of the organ in the role. Examination of the data in this phase of the research took place through content analysis, with the development of central and selective categorization encodings. Regarding the quantitative approach to field research was based also on the basis of primary data collected on probability sampling simple random, through the application of questionnaires to 237 (two hundred thirty - seven) administrative units TJPA servers, staying out of that sample the crowded servers on SCI/TJPA and Internal Control Cores. The treatment of the data used multivariate statistics, with emphasis on exploratory factor analysis (EFA). The results made it possible to reveal both the deployment of the system as the strengthening of the control actions TJPA was a movement understood by the staff of the organ. That despite the TJPA owning a structured internal control system, it is still not possible to ensure that a culture of control was consolidated in the organ, based on a policy of risk management and internal control. And Lastly, that the servers have trust in the TJPA central control of the organ, and the SCI/TJPA cast off as a strategic element for the strengthening of organizational governance
