However, as an instrument in the pursuit of territorial development, RESEX needs to be understood by the limitations that are imposed in the context of its implementation. In 2008, to implement this policy a program was organized, which links four of these guidelines to specific actions in phytotherapy, based on traditional and popular knowledge and familiar agriculture, to determine that the Ministries involved develop actions in an integrated way, in order to enable production, and marketing, by the community itself. In 2012, the Health Ministry (HS) begun financing the pharmaceutical assistance with medicinal plants and phytomedicines, being the Local Productive Arrangement (LPA) one of the available instruments. In Amazonian State Pará, from 2012 to 2017, only four municipalities applied, and have approved, such projects by the Ministry of Health. The Municipality of Marapanim (PA) has a great ethnopharmaceutical potential, with emphasis on the work of a group of women, who practice the popular phytotherapy for more than 20 years, based on the knowledge of their ancestors. They produce handcrafted remedies combining popular knowledge with technical knowledge, in partnership with the Laboratory of Ethnopharmacy of the Nucleus of Environment of the Federal University of Pará (LAEF/ NUMA/UFPA). In this context, the aim of this work is to elaborate, and propose, guidelines to build a Local Productive Arrangement in Marapanim that can allow the insertion of phytomedicines used in folk phytotherapy in the institutional market, after a technical adequation, and thereby contributing to the territorial and endogenous development of the municipality. In order to reach this objective, a bibliographic survey was carried out based on dissertations written by members of the LAEF/NUMA/UFPA, whose set compose an important diagnosis of the reality of local herbal phytotherapy. This bibliographic survey was complemented by a documentary research in the Transparency Portal of the municipality; interviews with the Marapanim healers and participation in LAEF/NUMA/UFPA actions in favor of the valorization of local phytotherapy; study about some APL experiences, financed by MS and the analysis of the technical regulation and as well of the financial suport destined to phytotherapy. The analysis of these data was performed using the theoretical framework of territorial and endogenous development, of the National Policy and National Program of Medicinal Plants and Phytomedicine, and of the traditional and popular knowledge. As a result, this work proposes eleven guidelines for building an APL involving: initial articulation for the construction of an APL project; articulation along the implementation of the APL, training; sowing of medicinal plants, production of phytomedicine; public -private partnership for marketing in the institutional market; marketing in the private market; dispensing in the SUS; planning and budget execution of fund-to-fund resource; institutionalization of a municipal phytotherapy program, and proposal of a flow chart for APL governance. The cocoa crop present on the shores of the Transamazônica is an activity that generates jobs and moves the economy in the region, but little reflects on the quality of life of the inhabitants of the region. This is largely observed due to the high degree of informal transactions, by the presence of a market structure that does not favor the development of the territory, coupled with the lack of horizontal and vertical production arrangements capable of generating economic, social and cultural benefits to the region. In this context, the present research proposes to analyze the possibilities and potentialities of tourism contribution to the territorial development of the Transamazônica region, through the valorization of the productive chain "cocoa to chocolate" in the region. The idea was based on the assumption that cocoa is the differentiator element of the Tranzamazônica region and that, therefore, is the generating factor of social and economic transformations in the life of the small family-based farmer. For this purpose, a qualitative descriptive and exploratory study was proposed, which included field research and semi- structured interviews with representatives of the public authorities (CEPLAC, SEDEME, SEDAP, SETUR), regional chocolate manufacturers, society organized, civil society (cooperatives, organisations), as well as producers and farmers of cocoa. The methodological procedure included bibliographical and documentary surveys. The results pointed to the idea of greater integration between the cocoa chains and the modality of tourism in the rural area in the Transamazônica, as an example of measures that integrate agrotourism into the agro-food sector, valuize the relationship between product and territory, linked to the redemption of historical and cultural values of the Transamazônica and the appreciation of the regional natural heritage. It was possible to conclude that the development of agrotourism associated with the "cocoa to chocolate" production chain is configured as an alternative capable of contributing to the development of the Transamazonian territory, so you need to think about policies that do not are attached to models only replicated from other regions, that is, recognize the social and territorial diversity as well as the peculiarities of the Tranzamazonian region.Artigo de Periódico Acesso aberto (Open Access) Gasto de recurso público e seu impacto no desenvolvimento territorial: o caso de Brumadinho(CDRR Editors, 2020) PINHEIRO, Ailton Castro; BARBOSA, Wagner Luiz Ramos; VASCONCELLOS SOBRINHO, MárioThis article aims to analyze to what extent the form of budget resource expenditure impacts territorial development in a mineral-based municipality. The case chosen was the municipality of Brumadinho-MG. Data collection occurred through documentary and bibliographic research. This is a qualitative and exploratory research using the technique of content analysis to interpret the data. The main conclusions: the municipality does not take advantage of the potential short-term mining resource flow (royalties) to invest in development projects that diversify local productive structures, so it does not prioritize budget spending on economic activities with the highest potential for productive inclusion. population such as Cultural Tourism and Agriculture. In this context, the objective was to analyze the territorial politics governance in Rio Grande do Sul, highlighting its dynamics analyzed from the socio-environmental context of the Litoral and Campos de Cima da Serra territories. The state is the second with the largest number of territories, covering about 85% of its area. Among the governance structures, the State Articulating Committee and the NEDETs State Network stand out. Of the eighteen rural territories, eleven were recognized in 2013. As for the methodology, it is an exploratory research, counting on data from Bibliographic Research and Field Research. The first one aimed at understanding the main concepts addressed in this work as Geographical Indications, Territorial Development and Agrobiodiversity. The Field Survey refers to the case of the Geographical Indication for the flour of Bragança -PA, still in the articulation phase, through direct observation and interrogation. A systematic observation and questioning based on forms directed to the main actors involved in the construction of the mentioned Geographical Indication project were applied, such as representatives of the cooperative elected to present the application to the INPI, public and private agents included in the process, besides the contributions of producers, reference in the production of the flour of Bragança. Territorial assets are the result of the metamorphosis that originates from generic resources (virtual assets) that pass to (generic) assets through the market. They may or may not become specific or territorial assets, depending on the engagement of the territorial system of actors. An eminently alive and diligent process of formulation and resolution of problems, mostly unpublished, related to production, which allows revealing latent resources and enhancing the territory, characterize this territorial dynamic. The research studied the case of the açaí of the Canaticu River in Curralinho, in the archipelago of Marajó (PA), from its potential resource time to its current phase of generic asset/resource in the process of a specification. It had as a theoretical-conceptual framework the (new) economic sociology and the studies on the specification of territorial assets. This case study research tries to understand the dynamics of the socio-territorial formation of the Canaticu River and its networks of social actors. The choice of method allowed the necessary interpretive focus on the contemporary phenomenon of the qualification of territorial assets within a living social context, without clear limits between the phenomenon and the social context. Moreover, the technically unique research environment, with many more variables of interest than data sources, corroborated the choice of method. Thus, the research relied on various sources of evidence and previous theoretical propositions to conduct data collection and analysis. Field research has identified two processes of territorial activation and interdependent: (a) the dynamics of formation of a network of territorial activation of the Canaticu River, from the constitution embedded in the long history of the network of actors in search of rights; and (b) the activation of açaí, a process of transformation of generic assets into assets of the territory, based on learning and territorial innovations that allow the collective construction of territorial quality.Artigo de Periódico Acesso aberto (Open Access) Relações interfederativas para gestão dos recursos naturais e desenvolvimento territorial(Universidade da Amazônia, 2018-12) FERNANDES, Mylene Oliveira Cunha; BASTOS, Rodolpho ZahluthThe present article analyzes the horizontality versus the verticality of interfederative relations in Brazil in the light of the Federal Constitution of the National Environmental Policy (PNMA), ascertaining if the theory and practice of these relations have territorial development as one of the main guiding objectives. To do this, we initially sought to search and analyze the main environmental legislation that govern cooperation between federal entities and the normative content of the respective articles that highlight this theme. After examining the legal structure, a methodological procedure was adopted for a bibliographic survey aimed at the problematic, and fi nally, a brief observation and interpretation was made of the relation of some States with their municipalities in what concerns the regulation and the use of the licensing as an instrument for spatial planning and development. The results show that, although environmental standards point to horizontally harmonious relations between Union, States, Federal District and Municipalities, the decision - making and practical verticality in the accomplishment of shared environmental management has prevailed. Thus, territorial development is still far from being a real scope in the scenario of the management of natural resources promoted by federative entities. However, in spite of the theoretical and practical incompatibilities, it is concluded that there has been considerable progress, particularly in the legal sphere, in terms of interfederative cooperation rules aimed at territorial development. For this, have specific objectives: discuss the theme of territorial development from the perspective of information in controlling deforestation; analyze the Rural Environmental Registry System and understand its effectiveness in helping to control deforestation in the state of Pará; prepare draft technical note on the use of the SICAR in the state of Pará. This is a qualitative and exploratory study, used to dialogue, organize and interpret data with a focus on the case study, in light of the theories of Gil (2007), Yin (2010) and other authors. To carry out this study in the qualitative and exploratory stages, a bibliographic survey and investigation of the environmental information contained in SICAR/PA and the control of deforestation in the State were carried out. It was found that the Rural Environmental Registry System depends on effective public policies both to complete its implementation, analysis and validation of data and to encourage its use as a subsidy for public policies to control illegal deforestation. It was concluded that SICAR/PA provides a database for control, monitoring, environmental and economic planning that depends on complementary and efficient public policies to carry out their implementation and validation, in order to provide opportunities for the government to adopt measures for the conservation of the areas with surveillance, inspection and repression of deforestation.Dissertação Acesso aberto (Open Access) Território do sudeste paraense: os dilemas na implementação dos programas de desenvolvimento territorial(Universidade Federal do Pará, 2010) CASTRO, Flávia Nogueira de; SIMÕES, Aquiles Vasconcelos; http://lattes.cnpq.br/0471255070027912The hereby paper studies the interactions between the family farmer organizations and state interventions, whereof the Territorials Programs of the Government in the southeast region of the State of Pará. Since the 90’s structural reforms were implemented promoting changes in the way the State and civil society relate to each other, privileging administrative decentralization and deconcentration that changed the way of promoting development. There is an evaluation that the preceding programs did not achieve their goals. This process is felt in many dimensions inside the rural environment, causing its individuals to go searching for new innovatives alternative referencials, giving to the concept of territory a new meaning, witch would explain the new social context and the role of space on development, resulting in state intervention proposals, such as the creation of Rural Development Ministry and the Territorial Development Secretary. In 2003, was created the Southeast Region of Pará Territory, a region where, because of their strong organizations, family farmers had established themselves going in the contra flow of the official project of the military government that ruled Brazil for twenty years. The people of Southeast of Pará, because of its historical conformation had its strategies on how to interact with official politics though pupil spaces of debate/discussion, and the Territorial Programs disarticulated this spaces in order to unify the discussions in a single space named CODETER. This unification, however, does not result in the qualification of the debate. Through these programs the local actors started to use the term “territorial” with a significance introduced by the State of administrative territory. It is possible to identify various territories, some constituted by the superposition of others, and the existence of contradictions between the newly constituted territories and a dispute for power between the social actors. Thereby, in Southeast of Pará dynamics and the rural social organizations actions, the state intervention though the Territorial Development Programs did not ensued in the empowerment of the democratical participation of the different social sectors and did not boost the debates over the territorial actions further then the rural environment.Artigo de Periódico Acesso aberto (Open Access) Território rural de identidade Litoral Norte do Rio Grande do Sul: o caráter inovador de sua constituição e seus desdobramentos(Universidade Federal do Pará, 2019-06) MEDEIROS, Monique; CAZELLA, Ademir Antonio; TECCHIO, AndréiaThis paper analyzes the constitution of the Rural Territory Identity of the North Coast of Rio Grande do Sul, emphasizing the importance of the innovative character of the sociotechnical articulations that supported it. In order to do this, the field information obtained, between August 2013 and April 2016, with social mediators and farming families, through participant observation and semistructured interviews, were analyzed in light of the theoretical approach of Novelty Production. The research shows that the constitution of this territory radiates consequences beyond the socioeconomic reproduction of family farmers, strengthening social bonds and reconnecting them to nature. Still, given the current Brazilian political-economic context and the contingency of public policies aimed at family agriculture, the organizational novelty that configures this territory is evidenced as a constant process of "learning-doing", not being solely the result of a relationship of cause and effect, which thrives merely with the support of the State.
