Artigo de Periódico Acesso aberto (Open Access) A construção discursiva sobre o conceito de desenvolvimento sustentável(Universidade Federal do Pará, 2020-04) SIQUEIRA, Ivone dos Santos; DIAS, Thaiane Soeiro; CAMARINHA NETO, Guilherme Francisco; ALVES, Marcelo Augusto Moreno da SilvaThis article presents discourses related to the Sustainable Development concept starting from the Environmental Crisis, the historical milestone related to the concept in question, as well as explaining and discussing theses and dissertations that deal with the concept of sustainable development based on analysis of discourses that include representations e interpretations that are made discourses published by the journalistic media having as reference the publications of scientific journals, theses and dissertations, that comprise the period from 2010 to 2019. Data analysis generated two categories: discourses on Sustainable Development from the perspective of economic development presente in the media and the discourses of sustainable development in the exploitation of natural resources. These influences are reflected in the construction of their planning and action instruments, particularly in relation to the dynamics of their export production zones as regional development policies, within a context of crisis in the hegemony of power in the current geopolitical scenario. Subsequently, the thesis examines the legacies of socioeconomic development of the Manaus Free Trade Zone (ZFM) and the Strategic Economic Zones (ZEEs), aiming to reflect on the paths each has taken up to the present day. It seeks to draw attention to the urgent need to restore the centrality of debates in the Social Sciences regarding the roles of the concepts of State, development, subalternization, and hegemony in the current geopolitical context, in light of the structural crisis of capitalism. By comparing unequal objects, the thesis highlights the historical, economic, political, and social factors that bring them closer together, thereby revealing causes, effects, and learning opportunities that may contribute to the search for alternatives to the challenges and demands faced by nation-building projects in the Global South.Artigo de Periódico Acesso aberto (Open Access) Financiamento de investimentos em inovação tecnológica industrial(Universidade Tecnológica Federal do Paraná, 2014) CARVALHO, André Cutrim; CARVALHO, David FerreiraIn 1982, Schumpeter is inspired by the idea of Marx to outline his theory of real competition in which technological innovation is not only a competitive weapon to conquer new markets, but also mainly responsible for structural changes through the process of creative destruction. For Schumpeter, the capitalist economy is, above all, an evolutionary economics in which technological innovations are inducers of capitalist economic development, with respect to the employment of productive resources, drawn from conventional uses coming up with one point in new uses heretofore untested in practice able to produce new products and production processes by means of new combinations of materials and productive forces, that is, technological innovations. Only new combinations that are discontinuous and industrial changes that cause the change point of market structures in a capitalist economy, featuring the real economic development. In this context, the economic terms of employment of productive resources, drawn from conventional uses coming up with one point in new uses hitherto untested in practice, able to produce new products and production processes through new combinations of material and productive forces, that is, technological innovations, ie economic development in the Schumpeterian sense is a distinct phenomenon and entirely foreign to what can be observed in the circular flow or in the tendency to equilibrium, since starting on producer and not the consumer, despite its importance. Education, generally and broadly, is and always was considered an important factor in the socioeconomic development of a country and, in a certain way, an indicator linked to the quality of life. In this context, the relationships that involve education and development, evidently refer to multiple and complex social, economic and cultural dimensions. As the objective is to characterize the role of each one in the process of economic development of the region, this research can be defined as exploratory. In addition, the article in question will seek as many information as possible to understand this important, but difficult connection movement involving education and development in Brazil using the qualitative research technique. As a most important conclusive aspect, it is necessary to emphasize that the development of Brazil was deeply compromised in the course of its formation due to the absence of educational establishments. In addition, the inefficient education system contributed to the low intellectual level of the population, a fact that interfered directly with the country's economy. Then, to deprive the Brazilian population today of a more elaborate education is to opt for the subordination of the country internationally. In addition, nothing can be more devastating and disastrous for a country than an uncultivated and uncivilized population, taking into account that the true national development, be it in the cultural, scientific and technological areas, goes through a political choice that prioritizes the intellectual elevation of its town. The primary goal of this article is to discuss a theoretical perspective the strategic relevance rules of a national policy for industrial development, centered on technological innovations in an environment of systemic competitiveness. The method employed here involves the deductive method because of the general, ie, the discussion about the Brazilian industrial policy, supported by the national policy for science, technology and innovation, and also the inductive method because it considers the particular (the company innovative), but located within a national system of technological innovations systemically involving the private sector and the public sector. For Schumpeter technological innovations are inducers of capitalist economic development, therefore, only new combinations that are discontinuous and causing changes in industry, to the point of changing market structures in capitalism, featuring true economic development. The main fi nding of this research shows that when it comes to formulating a technological and industrial policy, the structuring of a national network of technological innovations is an important step to stimulate the generation, adoption and diffusion of technologies, consequently, a national development policy industry must seek a systemic conjunction with the policy of technological innovation and foreign trade.
