    Desafios e oportunidades para o acesso universal à energia elétrica na Amazônia

    The Brazilian energy planning has been progressively emphasizing the use of renewable energy sources, however for some initiatives such as the Light for All Program, these energy alternatives are being treated as a secondary activity and difficult to implement. This work aims to analyze how the Brazilian government has been adapting its institutional structure, technology and funding to provide universal access to electricity in remote areas. According to official information, this initiative has proven effective in its first phase, which was developed by the extension of conventional network. However, the study concludes that the program is currently not converges to full compliance with the access to electricity in remote areas in the Amazon and three main challenges were identified. There is a need for adjustment of current institutional structures, harmonize technologies to the regional context and use government funds more effectively. The research points out ways and alternatives to what is being done in isolated systems, and presents two case studies which have been applied to decentralized power generation with renewable sources of biomass in isolated community, and the energy utilization of municipal solid waste in the municipality belonging to the isolated system. These practical examples are proposed to contribute to the results of the study for the development of public policies, research projects, meet technology providers and promote energy and residuary solutions for municipalities and communities belonging to national isolated system, aiming to achieve universal access to energy electricity in remote areas in the Amazon.

    Metodologia de análise de risco de investimento em projetos de eficiência energética com aplicação no aproveitamento da biomassa residual do dendê na Amazônia

    The promotion of renewable energies in search of strategies to mitigate climate change is a major global challenge, especially for developing countries like Brazil looking to diversify its energy mix from renewable sources, but has an investment cost constraints. In this context, we need tools that measure the risks of investing in alternative energy sources projects. This work contributes to the sustainable development of the Amazon through the development of a risk analysis methodology of investment in energy efficiency projects applied the use of biomass from palm oil. The increasing production of palm oil in the Amazon region to generate food and biodiesel is generating a large volume of biomass. It was found that the use of the residue of the oil palm biomass for power generation and trading in the market increases its economic value, for both identified the criteria and indicators (C & I) of sustainable palm oil chain grouping them into: economic , environmental, social and technical. Qualifying and quantifying the risks affecting the identified indicators. This procedure was analyzed in three future scenarios for economic growth in Brazil that were built in the scenarios marked present in the National Energy Plan 2030.

    Modelagem de sistemas de detecção de descargas atmosféricas na Amazônia

    Lightning is one of the greater risk factors for the Electricity Sector, especially in the Amazon, a region of the world identified with high lightning densities and peak currents. In this context, the Sferics Timing And Ranging NETwork (STARNET), which is presently the only free and continuous lightning detection system covering the whole Amazon Region was chosen to generate lightning parameter products required for the optimization of protection for transmission lines systems through continuous lightning monitoring. However, the intermittent activity observed in the Operating Diagrams of the various STARNET stations, impacted the system performances in special its detection efficiency. As a consequence, a model of standardization of lightning data was developed as a function of the network configuration (number and location of sensors in operation), with the final objective of editing reliable keraunic parameter as well as lightning densities maps. We found that there are Amazon regions which always have positive lightning density anomalies like the regions of Belém and Manaus, and the state of Tocantins. Next, the lightning incidence on transmission lines in amazon region was estimate from the peak current distribution of the Lightning Detection Network of the Amazon Protection System (SIPAM-LDN) and the standardized stroke density from the STARNET network. A comparative performance evaluation of STARNET with reference to the SIPAM-LDN also showed a strong dependence of the lightning detection efficiency of STARNET network on the peak current of lightning events.

    Solução estrutural para a segurança do suprimento de energia elétrica no estado do Amazonas

    The electric energy vector assumes significant importance in the process of the Amazon integration to the national development. The electric energy support on this region, reaches a high priority level among the constitutional objectives on reduction the regional differences (FROTA, 2004). In the Amazon state, it can be stated that the lack of energy is a fact that decreases the regional development, and in many locations, smaller and more isolated, a factor of social, economic and cultural marginalization. The historical situation of the increasing use of fuel derived petroleum to the power generation in the Amazon state brings huge economic and environmental damage to the Brazilian society, and it has to be solved by the energetic Brazilian planning organ, by imposing the need of reaching other cleaner, safer and less expensive sources. The state is different from other regions of the country due to the existence of several isolated systems, mainly from its capital, Manaus, that shows low reliability and quality in its energy service, adding to that the high cost, considering the need of thermal diesel and oil generation, their amount represents about 73% of all fuel that have to be used in Brazil to thermoelectric power generation (GTON, 2009), having a final cost of 3 billions (US$ 1.5 billion) which is supported, most of it, by the sources transferences obtained through the subsidies of the Consumption Account of Fossil Fuels - CCC. Having this in mind, this assignment has as objective to present an approach of the mainly existing problems, as well as a proposal of structural solution for the energy business to the Amazon state, that can contribute to the improvement of the principles that rule, the compatible energetic politics with the goals of the updated institutional model of the Brazilian electric sector, giving birth to a new cycle of development and growing to the Amazon state and to the Amazon region.
