Tese Acesso aberto (Open Access) Autonomia e sustentabilidade indígena: entraves e desafios das políticas públicas indigenistas no estado do Pará entre 1988 e 2008(Universidade Federal do Pará, 2010-11-05) GONÇALVES, Rosiane Ferreira; SIMONIAN, Ligia Terezinha Lopes; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4781352Y2This study examines the relationship between State and indian people in the Amazonia, focusing specifically designed indigenous public policies projected in the national level since 1988 and executed in the state of Pará. The Brazilian Constitution of 1988 provides a legal framework for the new interface established between the State and indian people, characterized by respect and recognition of several ethnic, linguistic, historical and sociocultural as well as the rights to their lands and resources within it. This study had aimed to examine how (and if) the indigenous publics policies developed and implemented since 1988 in Pará state guarantee (or not) the autonomy and economic sustainability, environmental and socio-cultural of indian peoples involved in them, has been developed building on the theoretical and methodological principles of anthropology, from an interdisciplinary perspective, with a temporal cut from 1988 to 2008, for indigenous publics policies analysis. Was held, also, field research to collect indian experiences and indigenous involving the ethnicities Tembé, Asurini of Trocará and Gavião Parkatêjê and Kyikatêjê, in the state of Pará. The study showed that indigenous public policies are "sprayed" in several agencies of the federal, state and municipal levels, revealing a complex network of actors and services, which, sometimes, overlap without providing the necessary integration. There is a strong tendency towards outsourcing of indigenous services, with the introduction of companies and NGO in their implementation. This has led it in a certain confusion to the indians when trigger the need for public services and have the satisfaction of their rights. The discourse of the construction of indian autonomy and sustainability has increased both among government sectors, as in the indian, which have, even appropriate to design their perspective of environment. The Indians people also have increased their participation in decision making processes involving the construction and operation of public policies. However, the effectiveness of such policies is still very tenuous. Initially there is a reflection about the agrarian reform process developed during the government of Jorge Alessandri (1958-1964), Eduardo Frei (1964-1970) and Salvador Allende (1970-1973). In sequence, there is an evaluation on the effort for reversion of the executed process during the regime led by general Augusto Pinochet between 1973 and 1990. The aim is not to comprehend the movements as homogeneous, but to observe their internal divergences which sometimes lead to interorganizational breaks. On occasion, there will be compared the agrarian reform and counter reform development in central and south Chile, among the conflicts between landowners and mapuche population in the struggle for land ownership. For this, the methodology chosen involved the use of the deductive method because part of the general, that is, the discussion under the aegis of the new institutional economy on the function of the State, Capital and Institutions and, consequently, the inductive method because it considered the It is worth noting that the new institutional economy seeks to demonstrate that markets are not as efficient - as propagated by the mainstream - and that state intervention can, in fact, including improving the situation of the market itself, provided that there are institutions responsible for establishing the "rules of the game". However, the frontiers represent the locus of noncompliance with the laws within an organized and democratic civil society, especially the Paraense frontier, still beset by remnants of primitive accumulation of capital. After the 1964 coup d’état, to integrate the Amazon region to the rest of the country, the government adopted several public policies such as road construction and generous tax incentives. This region, which was seen as an empty space by the State, began to attract thousands of migrants in search of plots of land. Thus, the goal of this dissertation is to assess the role of the State in the municipality of Castanhal within a political scenario driven by the ideology of development. The city of Castanhal, located in the state of Pará, is analyzed considering three different periods: its creation associated with the construction of the railway station of Bragança-PA, the revitalization of its downtown, and the creation of the Cupiúba rural settlement. This study was carried out based on bibliographic research and literature review about the history of Castanhal and its surrounding area (Bragantina region), as well as on socio-demographic, economic, and agricultural indicators collected from the following databases: SIDRA and Atlas Brasil. The results indicate that Castanhal stands out positively among the other municipalities that were crossed by the Bragança railway due to a set of investments the city received during the analyzed periods. On the other hand, concerning the social reproduction of farmers in rural settlements, there are still many challenges that need to be overcome. Kant, in Perpetual Peace (Zum Ewigen Frieden), is thinking about a solution to the pacification of international conflicts, and brings us valuables lessons on political and human relations. Kant introduces to us two fundamental themes in the context of our contemporaneity: multilateralism and alterity. The first one, is based on the conception of a confederation of States for peace and the second conception, is based on the hospitality for the foreigner, an idea of a universal citizenship right. In this sense, the aim of this research is to analyze the concept of peace for Kant within the function of the State that he developed, relating it to the contemporary cosmopolitan [dis]order. Finally, we try to answer the problematic issue about the role of the State in Kant's thought for the construction of peace and figure it out if this concept still remains current in front of contemporary international conflicts. In fact, there is a possibility of achieving the peace from Kant’s lessons, as long as we pursue more cooperation between nations and respect the human identity differences, two fundamental points already developed by Kant when he discussed the definitive elements for the achievement of peace. The analysis was from a literature review in order to confront the premises of this movement advocating an educational project that takes into account the characteristics and realities of the subjects of the field. However, there are conflicting processes, since the educational policies are the assumptions of the capitalist state, where education takes the perspective merchandise. Still, it is evident that despite the contradictions, the movement has made consistent propositions and managed to include in the government bases its social demands. This insertion in the process of globalization was done through the construction of territorial policies and state infrastructure projects, whose Growth Acceleration Program (PAC) is emblematic. The PAC, as a State policy, has built a perspective of planning and public policies in a continuous and long-term way. The eastern Amazon region, particularly in the state of Pará, is in the region that stands out, with projects and investments (public and private), in infrastructure works: energy, logistics (transportation) and construction of private port terminals. Considering this discussion, this thesis seeks to critically analyze the logic and strategies of the Brazilian State, through public policies in the Production of Port Complexes (PCP) in the West of Pará, and its effects. Following the field theory of Pierre Bourdieu, we tried to engage and dialogue with the perspective that the particularities of interests, logic, strategies and their effects are linked to the struggles for control of several capitals and the correlative power of the agents that compose the that is denominated of "Field of the power of the State". The interdisciplinary approach was the guiding element, whose analysis was based on the "articulation of the political and economic dimension", following the theoretical contributions of: i) the Economic / Political Sociology, of Pierre Bourdieu; ii) Political Sociology, by Nicos Poulantzas; iii) Economic Geography, from David Harvey; iv) Financial Economy, from François Chesnais; and v) Critical Sociology of Development (SCD), from Edna Castro. The analytical path is structured in three axes of analysis, with data from: a) Government agents, commercial agents and spaces of collective action. a) Government agents: interviews with members of the public power and institutional and official documents of the Brazilian State (plans and programs, federal and state), laws, agreements, participatory diagnosis and master plan - data analyzed based on the confrontation with observations, interviews and field research photographs, on the materialization of port policies; b) Commercial agents: interview with a businessman and major investor in the port sector in the state of Pará; speeches and market contents in public hearings, EIAs / RIMAs, the agreement between Itaituba City Hall and the Association of Port Agents in Western Pará; in the master plan, which was financed by this association; and, c) Collective Action Space Agents: with semi-structured interviews and questionnaires with the Comisssão Pastoral da Terra (CPT) - Itaituba Region and the Movimento dos Atingidos por Barragens (MAB) (from 2014 to early 2018), as way of analyzing the strategies of resistance, of social struggles and actions, by virtue of the PCP. There are two intrinsic logics: the logic, in the foreground, of public policies on infrastructure by the Brazilian State, in the PCP, is mainly due to the fact that most of the financing, foreign investment and credit (especially Chinese) are announced globally for the agribusiness sector, the State seeks to capture capital and stimulate the "landing" of foreign investments, directly and / or indirectly linked to agribusiness. Secondly, new agents emerged and new relationships were forged between "modern oligarchies" (conservative-liberal and agribusiness), who are inside and outside the state, with interests and games for fractions of hegemonic classes linked to agribusiness. The strategies are a sequence of coordinated actions: laws / decrees, plans and policies for structuring and legitimating the agribusiness field, in which the State also composes; and, the effects are: socioterritorial transformations and conflicts. In addition, the "emergency" in terms of struggles and resistance, such as CPT and MAB, with respect to the PCP. The transition from an anti-regionalist conception to a perspective centered on national developmentalism marks a crucial turning point in this period. The central aim is to comprehend the processes and circumstances that gave rise to this shift by analyzing the ontologies of development in the formation of the Brazilian republican State. Composed of two chapters, the study explores the ontologies of the ideas of Brazil, the State, and development, seeking to foster dialogue rather than provide definitive answers, thereby encouraging multidisciplinary reflection on political and economic thought. In the first chapter, titled "Ontologies of the State and the Idea of Development," the philosophical roots of ontology are examined alongside the phenomenological context and variables that influenced the construction of thought models responsible for reflections on the "being" of the State and its crucial role in shaping the ideas of development. The second chapter, "Ontologies of Brazilian Political and Social Thought," presents an overview of different perspectives on Brazil as a managing State and productive space. By discussing developmentalism in the Brazilian context, the study explores the emergence of the concept and the influence of economic and social debates preceding the 1950s, a period when the economic school of thought and developmentalism were consolidated. The municipality's strategic location on the Santarém-Cuiabá highway (BR-163), into the banks of the Tapajós River, in western Pará, it has extraordinary mining reserves it owns, that long has been attracting transnational corporationsinterestslinked to agribusiness, mineral exploring, and construction of large infrastructure work. During the analysis period, from 2007 to 2017, there was a vertiginous growth in the activities linked to these interests, wherein the large public and private investments on the banks of the highway that has shown the neoliberal capitalism's dynamism in recent decades, marked by the association of large capitals around the world, denationalization of state public assets, and economy's financialization. Mainly, are targeted countries and regions that, like Brazil and the Amazon, have a rich natural heritage, weak environmental management, flexible rules and legislation, in a historical context aggravated by fragile democracy and disrespect for social and ethnic rights. Moreover, the highway is a part of a major axis of agricultural production to circulate commodities, which led to the construction of large port structures, in a multimodal transport logistics to enable the shipment of production to world markets. More, the agricultural and mineral neo-extractivism practiced without limits in the region also requires large infrastructures for energy production, which implies the construction of hydroelectric plants. Thus, if the Tapajós's Hydroelectric Complex mega-project is carried out by the federal government, the lives and work of thousands of people will be rendered unfeasible, and the surrounding nature will be destroyed, causing immeasurable proportions of socio- environmental damages. These are the priorities of the neoliberal agenda that reinforce Brazil's subordinate position in world geopolitics, as a producer of raw materials to serve the industrialized countries at the center of capitalism. International laws and agreements signed by the country have been systematically violated to favor the accumulation of the region's wealth. In this sense, the Brazilian State acts as a participant in the power games controlled by the dominant countries worldwide, leading the region to disastrous impasses. Such dynamism overlaps and enhances structural and historical problems, such as the grabbing of public lands, lack of environmental control, violence, arbitrariness, and disinvestment in smallholder production, producing more and more concentration of wealth, which generates poverty and misery to life and work of most of the populations from the region. From this, the theoretical- methodological perspective of the research combines the propositions from Bourdieu (1983; 1989; 1997) and Foucault (1999), and has a qualitative perspective, by using semi-structured interviews with different social actors in the region, combining also a documentary analysis. The investigation purposes to identify as has been the organization of the counter-reactions to neocolonialism domination, under the leadership of indigenous people, traditional communities, social movements, and workers, together with the investigation that leads understanding the importance of 'the locality' to provoke displacement of power and impose the recognition of territorial and socio-cultural rights. The results point to the strengthening of resistance networks, which urgently demand the aggregation of other political forces from the counter-hegemonic field.Dissertação Acesso aberto (Open Access) Pandemia e a espiral das crise: memórias de professoras e professores da Educação Básica durante a implementação do ensino remoto no Estado do Pará(Universidade Federal do Pará, 2024-12-09) MONTEIRO, Ádima Farias Rodrigues; BUENO, Michele Escoura; http://lattes.cnpq.br/3126701924384242With the aim of understanding the social, professional, and emotional effects of the emergency political arrangements implemented by the Government of the State of Pará in the state public education during the COVID-19 pandemic, based on the experience of teachers from the State Public Education Network in the Municipality of Ananindeua, in the metropolitan region of Belém, this dissertation brings an analysis of the memories that the 24 teachers I interviewed shared with me about their professional experiences. As I listened to them, I was also reliving my memories, and thus, I take on the position of a native/ethnographer (Peirano, 2014) in the text. I also analyze the main documents that regulated public education in the State of Pará in 2020 and 2021, relating them to the decisions of the federal government. Guided by what I heard in the field in January and February 2022, this study focuses on the period during the pandemic when the government of the State of Pará implemented "remote teaching" in the state public network, specifically from January to June 2021. The analysis of these experiences is in dialogue with anthropological and sociological perspectives on the topic. In Chapter I, I show how the state government managed basic education during the pandemic period when face-to- face classes were suspended in the public network. In Chapter II, I show how teachers experienced the changes resulting from the new standardization and regulation of basic education established by the state government. By analyzing the teachers' experiences, I realized that besides the contradiction between professionals and the State, other contradictions emerged as teachers practiced their profession from the domestic environment, elements to which I dedicate Chapter III. As results of this research, I argue that the pandemic deepened pre-existing crises and inequalities while producing new dynamics of crisis. According to the data, I show that as the state's educational public policies proved insufficient to contain the effects of the pandemic on basic education in Pará, teachers' lives became marked by a process of worsening precariousness of teaching work, expressed in the total flexibilization of the workday and physical and mental illness resulting from labor activities. This struggle is attributable to the State's refusal to recognize the ethnic belonging of self-declared indigenous people residing in an urban context, preventing their access to indigenous policies. This situation led to the creation of three organizations presided over by Macuxi and Wapichana leaderships, such as the City Indigenous Organization, Kapói Indigenous Association and Kuaikrî Indigenous Association, which present different strategies as a way of legitimizing ethnic belonging and aim, in general terms, the communion in the constitutional rights directed to the native peoples. The intention of this study is to identify the political strategies built around the ethnic identities of the Macuxi and Wapichana peoples of Boa Vista through the indigenous movement. By political outlines, I refer to the discursive and symbolic resources triggered in the construction of reclamation patterns, which are elaborated within organizations. The first hypothesis I propose to discuss about this issue is that the criteria and mechanisms adopted by the State agents become more restrictive and exclusive inasmuch as the indigenous movement in an urban context appropriates them. The second hypothesis is that the State's refusal to recognize ethnic identity reflects a strategically constructed stance that acquits it from responsibilities towards indigenous peoples. The ethnographic rummage focused mainly on the meetings and assemblies promoted by the organizations and made possible the analysis about the political construction of ethnic identities, the appropriation of the city as a place of ancestry, struggles, resistance, negotiations and dialogues led by leaders. The results of the analyzes demonstrate that the conflticting relationship with the State has as a consequence the strengthening of the urban indigenous movement and the emergence of new leaderships that aim not only to reverse the situation of ethnic invisibility in a city that has approximately 31,000 indigenous self-declared people, but political participation, including partisan participation. The greatest motivation for the investigation was the fact that there were manifestations of teachers who showed concern about the role of their class entity; The defensive and corporate action of the union and its role with governments; In addition to its operation, the incorporation of new demands, the mechanisms of formation and information, its leaders, in short, concerns that showed basic concerns about the action and the organization of the union. The problem that led to this work was elaborated seeking to answer the question to know if the struggles organized by SINTEPP have favored the process of valorization of the teaching work. And if such actions have brought the teachers of the union closer. The period investigated was that of the governments of the Workers' Party in the Brazilian Presidency (2003-2016), whose policies had repercussions on the teaching work in the State of Pará and the class organization of the teachers, as several leaders of the movement were incorporated into the governmental structure and therefore the State, constituting what we call the "Trade Union Republic". A process that has had enormous repercussions on the mobilization of workers and the political-union struggle of their organizations against the effects of neoliberal policies in the country and in the States. A phenomenon that is part of the crisis of Brazilian trade unionism triggered by the changes organized by capitalism to the world of work in order to respond to the needs of the capital system. The research constructed theoreticalmethodological analyzes from documents and qualitative data collection instruments, mainly from semi-structured interviews. The study showed convergences and divergences on the role of the union in the current crisis and degeneration of the capital system, identifying that by acting increasingly under the institutional prism, managing its heavy organizational and financial structure and the advent of the Party governments Of workers in the federal government of Brazil and in the State of Pará, the union experiences a crisis of political identity about its role and the character of its struggles in the face of the demands of capital, provoking a relative weakening in the organization of struggles for valorization of work, with The accommodation of leaders and the removal of permanent work from the base and the distancing and discrediting of the base with the union. Even in the face of enormous contradictions, presented by the study phenomenon, the results obtained allow the identification of the importance of SINTEPP in the organization of teachers to develop the struggles necessary to search for the valorization of teaching work, being recognized by the teachers interviewed as their political representation and Which has contributed to the maintenance of the rights to perform the work of teachers in the teaching units. To accomplish such aim, we will start from the critical confrontation that Foucault establishes with the idea of sovereign power within the called Modern State in Jean Jacques Rousseau. From this focus we intend to indicate, initially, that the Genevan philosopher when wrote the entry Political Economy in the Encyclopedia (1755), aims to present the need for an economic and administrative management about people’s possessions and lives, then registers the Social Contract (1762) as a logical extension of his two essays (1749 and 1755). This way, Rousseau seeks to legitimize the members of the society behavior, for this, the citizen need to delegate his individual and particular power towards a general will. In the course mentioned above, Foucault criticizes precisely this notion of sovereignty, because the Frenchman identifies that there is an intermediate body [government] equipped with a legal apparatus that becomes in practice a camouflaged government management, whose main tools are security devices to regulate the population. It is therefore possible from a Member State of Social Welfare to the neoliberal State. In educational policies, in particular, the Minimum State, proposed by neoliberalism, and the managerial perspective in public administration have brought different implications that can be better constructed when assessing how these propositions entered the Brazilian context. This article aims to develop a platform through prerequisites and presentations in Brazil, culminating in the change of the State's behavior towards public educational policies, in addition to bringing to reflection as the main implications in Brazilian education
