The methodological procedure consists of the grouping of productive activities belonging to the same class, whose actions are completed in the production chain horizontally or vertically, which makes the model constructed through the analysis of principal components more robust. The main conclusion is that temporary crops are able to form the basis of potential APLs in Pará, even though the production of temporary crop products is still provided by small and medium producers and sold to intermediaries or directly to informal networks of the region. Therefore, it is necessary to establish a rural development policy aimed at production based on the rational cultivation of temporary crops capable of attracting rural agroindustries to the formation of productive chains.Dissertação Acesso aberto (Open Access) A Autocomposição e o poder público: a câmara de negociação, conciliação, mediação e arbitragem da procuradoria-geral do estado do Pará(Universidade Federal do Pará, 2021-09-13) JESUS, Thiago Vasconcellos; SILVA, Sandoval Alves da; http://lattes.cnpq.br/2744878887909140; https://orcid.org/0000-0002-1795-2281The general objective of this research is to investigate the possibility of self-composition negotiation in conflicts involving the Public Power, questioning the excessive and customary litigation in the judiciary, based on a deductive method and comparative procedure, with bibliographic technique and collaborative research with the Coordinators of the self-comform chambers of other States that have already implemented it. The aim was to identify the possible benefits of persuasive rational dialogue, multi-door system and self-compositional negotiation as possible instruments for meeting human needs, prevention and conflict resolution. Next, the right to procedures and access to justice were indicated as kind of fundamental rights that must be guaranteed by the State, including self-comparatous procedures for the resolution of conflicts; questioning the unavailability and public interest with a possible conceptual resignification from the Democratic State of Law that respects the principle of the dignity of the human person and ensures the fundamental rights and guarantees, among others, of access to justice, efficiency and democratic principle; by collating between excessive and customary litigation in the judiciary and self-regulation for implementation by addressing the theory of the implementation, with the specification of its elements by those involved. Search-be contextualized and indicate procedural premises, principles and phases of self-composition, as well as the Harvard Negotiation Program as a possible procedural path of self-compositional negotiation. Self-composition is evaluated within the state of Pará, noddedly the Chamber of Negotiation, Conciliation, Mediation and Arbitration of the State Public Administration of Pará created by Complementary Law No. 121/2019 and the criteria of submission to the Chamber, training of the head, collaborative research with the coordinators of the Chambers of the States of Pará, Pernambuco, Alagoas, Goiás, Minas Gerais and Rio Grande do Sul, in addition to a numerical comparative study with the State of Rio Grande do Sul, a pioneer to implement the self-composition state Chamber. These conditions have attracted, over the years, actors interested in exploiting their natural wealth through the opening of areas over the forests with disorderly logging for livestock and agricultural crops, as well as the execution of energy ventures. Thus, as exponentially increasing deforestation rates in the 2000s, government actions prevailed through programs and political projects to combat deforestation. Within the context of the policies, the Programa Municípios Verdes (PMV), which since 2011 has sought to support the environmental management of the municipalities of Pará through punitive and educational measures to farmers, in addition to setting goals for controlling deforestation in the territories covered by the program. Two extremes exist for the municipalities participating in the program. On the one hand, there are the “Embargados” municipalities with high deforestation rates and, consequently, restrictions on trade and agricultural production. On the other hand, there are controlled or monitored “verdes” municipalities that meet PMV goals. Considering deforestation as a phenomenon of strong impact on the environment, the research sought to understand and estimate the impact of the program on deforestation control in green municipalities, thus defining the effectiveness of the policy in achieving its objectives. Understanding if, in fact, the municipalities listed as “verdes” control deforestation in their areas is fundamental for the improvement of the actions of the State of Pará government. Control of deforestation involves adequate environmental management and recovery of forest areas. Thus, we tested empirically through robust assessment techniques and methods, the contribution of environmental management and the impact of PMV on the recovery of forest areas, estimated by the forest preservation index. The analysis clipping is limited in the Pará state territory. The area object of this study denotes specific problems related to the recognition of the territories traditionally occupied by the remnants of quilombo communities. In this sense, for to get results observed in the final of this research were realized a bibliographic survey, a data collect and an analysis of the processes in the land agencies responsible for the execution of the public politics of the quilombola land. The results of the research are presented during the three sections of this dissertation. In the first section is exposed the historic of territorial right of the remnants of quilombo communities in the country since the Brazil colonia until nowadays, highlighting the different forms of actuation of Public Power related to said groups. In the second moment are presented the different legal possibilities to access land by the quilombola groups, highlighting the recognition of the territories situated in Pará state. In the last section were highlighting the principals obstacles diagnosed during the research related the conclusion of the titration processes in the federal sphere of Pará. The first essay seeks to establish a theoretical connection between the ideas of economists Nicholas Kaldor and Giovanni Dosi, based on an analysis of the regional production technological structure using the input-output methodology created by Wassily Leontief. This approach is applied to the economy of the Legal Amazon (Brazil), specifically the state of Pará. The preliminary application of the Kaldor-Dosi perspective, with the help of the Leontief input-output matrix, allowed for specific conclusions to be drawn about the dynamics of the mineral extraction industry in relation to the productive structure of the state of Pará. The second essay focuses primarily on structural change, which arises from theories of economic development from various theoretical schools, mainly linked to the manufacturing industry. The essay proposes its own approach, called complexity with an evolutionary approach, which results from the connection between distinct theoretical approaches, namely the Kaldorian approach, based on Kaldor's Laws, the Neo-Schumpeterian approach, also called evolutionary, especially the theory of technological paradigms and trajectories, and the approach of economic complexity. The methodology used is structural decomposition analysis, which is a technique within the framework of the input-output methodology. The third essay seeks to identify the systemic importance of the industries of the Manaus industrial complex and, thus, the Amazonian manufacturing industry in the economy of the Amazon region and the rest of Brazil. This is done through a theoretical approach that relates the interregional perspective to Kaldor's Laws in the discussion of economic development. The theoretical aspect of this article is the approach of Kaldor's Laws combined with the assumptions of Regional Economics from an interregional perspective and the approach of technological innovations. It is understood that the forces that operate in the interregional dynamics are also determinants to explain the movements of economic performance of a region or country. In this context, a widespread element in the region's landscape is secondary vegetation (SV). The SV appears after a disturbance and can evolve and reach the characteristics close to a primary forest. This work aims to generate above-ground biomass and carbon estimates for the SV areas in the State of Pará for 2014. The methodology uses the variable GSDY (Growing-Season Degree-Years), calculated by SV age (TerraClass), temperature, and precipitation. The variable GSDY is part of a model proposed by Johnson et al. (2000) and Zarin et al. (2001), which generates above-ground biomass and carbon estimates. VS was classified into five classes according to its age. More than 6.9 million hectares of VS were mapped in the State of Para, representing more than two billion tons (t) of biomass (one million t of carbon) contained in VS. More than 2.8 million hectares of VS were vulnerable in 2014 because of SEMAS – PA Normative Instruction that enables cleaning these areas five years old or less (except those protected by law), with no environmental authorization needed. The SV loss could represent a considerable carbon emission to the atmosphere and massive damage to this region's balance.Artigo de Periódico Acesso aberto (Open Access) Expansion strategies and capitalist development on the frontier of Pará: an analysisof the 1966 “Operation Amazon”(Universidade Federal do Maranhão, 2020) CARVALHO, André CutrimBetween1966 and 1979, in an atmosphere of conflict, the frontier in thestate of Paráwas opened, through majoragricultural and developmental projects that were benefited by the institutionalization of “Operation Amazon”. The centralobjective of the article isto investigate the dynamics of the penetration, occupation and advance of capital in and around the territory of the frontiersinPará, the basis of which, as from the 1960s, was “Operation Amazon”. Thischoice of theme was madepossible in that there wasanapparent need to demonstrate the dynamics of expanding the frontier on capitalist bases. From a methodological viewpoint, the research was developed using a deductive approach, sinceit seeks to understand the historical foundations of the dynamics thatestablished and expanded the frontier in Pará on capitalist bases; and, also, the inductive method,because it was considered essential to understand the particular, yetpredominant,role of “Operation Amazon” within the context of capital development. Methodologically, the research used Lancaster’s Information Transfer Cycle approach. Questionnaires were applied to collect and qualitative analysis of data from state agencies of the Basic Sanitation sector. Among the results, there was a lack of state and municipal information systems in addition to a deficient informational framework in the state, portrayed by a lack of systematic record, integration and sharing, as well as availability of produced information. It was concluded that there is a need to implement a local information system as an instrument of the sanitation state policy, targeting the informational knowledge related to the sector besides a larger participation of Pará municipalities in the national information system. The Amazon was one of the regions that most received these "investments", impressed as a hegemonic political project of agribusiness development, of building of a space of agricultural expansion and territorial fluidity. The West of Pará State constitutes one of the spaces for the materialization of this hegemonic scalar policy, with planning and construction of infrastructure projects, whose port complexes are the largest materialized sources. This article aims to refl ect on the extractive reserves in the Coastal Zone of the State of Pará, Brazilian Amazon, with regard to their socioenvironmental characteristics and, at the same time, the meanings they represent for collective existence and access to territorial rights and development, in their essential and fundamental aspects, for existing traditional populations. Emphasis is given to aspects inherent to the territory, biodiversity resources and their relationship to the national policy of sustainable development of traditional peoples and communities. It is a refl ective study based on studies and research carried out on the coast and in the context of participation in the management councils of marine extractive reserves on the Amazon coast.
