    This research contributes to the discussion about the configuration of Real Estate market in Belém and recent changes which are related to the process, ongoing financialization of national Real Estate market. Context of analyzes are undertaken resulting in formation of local Real Estate market, and how intra-urban dynamics in Belém derive from this process over twentieth century. Explores mainly the context that leads to consolidating two different fronts of performance of real estate location: Central area and axis expansion highway Augusto Montenegro. In continuation, we analyze the current moment, which is marked by the entry of national Real Estate developers publicly traded in the local market, highlighting how these companies act in the urban space of the city and contrasting with the way of working of local Real Estate developers.

    Financeirização da educação superior privado mercantil: implicações sobre o financiamento estudantil da Estácio Participações S.A

    The following study has as aims to investigate the student financing from Estácio Participações S.A. The research has as general goal to analyze the strategies and actions that Estácio Participações S.Ahave been using to expand its capital due student financing. For that, this study has three particular purpose: To recognize the main normative measures that supports the development of private-merchant high education; to identify the types of privatemerchant high education from Estácio Participações S.A and analyze the own and parceled private financing from Company Estácio – (PAR). The study searches and demonstrate how the major state Brazilian policies since the Federal Constitution (CF/1998), Guidelines and Bases of Education Law 9394/1996 (LDB/96), The Student Financing (Fies) and the University for all Program (ProUni) contributed to the expansion of private-merchant high education and the way as they were introduced in a politic project, economic and social, moreover, the current context of development capitalist mode of production those policies have enabled the financing process in high education. In this sense, was formulated as methodological path, the case study of the educational company, Estácio Participações S.A, with the analysis documentation progress and bibliographic searches, because has as primary resources the company reports (2010-2017), reports of Fies management (2010-2017) and data from National Institute of Educational Studies and Research Anísio Texeira (INEP) about high education (2001-2016), as well as news and material statements served to websites that treat the theme on screen. The results indicate that the state policies after CF/1988- LDB, Fies, and ProUni – contributed substantially to the private-merchant high education growth and they are policies that feature contradictions, besides what, this state actions gave great guarantee that the process of financialization to establish in education, what consolidates the a commercialization of public education. The study emphasizes the fiscal adjustment progress in the nation and with that the Fies restrictions allowed the strategies and actions for the educational enterprises could launch private financing, as instance by PAR at Estácio Participações S.A.This student financing is student to the speech of the interest or emphasized when the evaluation, only corrections, further when it analyzes the agreement for interest, out to the value of the evaluation of semestralities contracted, about the interest.

    Financiamento estudantil nas instituições privado-mercantis de ensino superior no Brasil: o caso da Kroton Educacional

    The present study investigates new forms of student financing of higher education used by Kroton, Private Student Parceling (PEP) and PraValer. Its general objective is to analyze these two new forms of financing in the context of the financialization of education. It is hypothesized that the Student Financing Fund (Fies), student financing guaranteed by the State, was a policy that prompted the privatization, expansion and financialization of higher education in Brazil, which paved the way for these new forms of financing. Methodologically it is a case study based on historical-dialectical materialism. It uses bibliographic and documentary research which has analyzed documents such as: the financial and accounting statements that Kroton provides on its website; the TCU reports; data on expansion published by INEP; news and articles published by electronic newspapers from 2015 to 2018. It points towards a conclusion which confirms our hypothesis, i.e., that Fies acts as a contradictory policy, since it makes access to higher education possible, while it strengthens the privatization and financialization of this level of education. In addition, after the redesign by which the Fies went through in 2015, the process of expansion of the private-commercial sector, through private student credit lines, is intensified, since PEP and PraValer, credit lines offered by Kroton Educacional, are formulated in this scenario of financial unsustainability of the Fies. Thus, Kroton Educacional presents more latently its financial facet as it distances itself from the educational and pedagogical processes and acts in the sale of credit / finances. PraValer and PEP, in general, are programs that use the omission of information and the association with the conditions provided by the Public Financing Program to stimulate the sale of credit. In addition, the advertisements by the PEP and PraValer lines are misleading insofar as they advertise no interest and no guarantor, a fact that becomes explicit when analyzing the contracts. The PEP and PraValer programs are openly targeting the low-income population, and the conditions offered by the programs suggest that students and their families may find it difficult to pay off the debt they incur, so that we can say that this proliferation of student financing is a responsible educational product to inaugurate a new moment for private HEIs insofar as it intensifies financial relations in the sector

    Mercado imobiliário e verticalização de empreendimentos residenciais na produção da segregação socioespacial em Belém

    The general objective of this research was to analyze the processes of expansion of the real estate market with an emphasis on verticalization in Belém and its repercussions on the (re) production of social and spatial segregation, which was developed in the following specific objectives: Identify the levels of expansion of the real estate market from Of social and economic factors determining different levels of socio-spatial segregation in Belém; Analyze the logic of the real estate market in the city of Belém and the production of segregative processes and socio-spatial inequalities, with emphasis on the (re) configuration of verticalization; Analyze from socio-spatial indicators, conditioning processes of the relationship between trends in real estate verticalization and the pattern of urban segregation in Belém, contextualizing the socio-historical and economic particularities of the Amazon, which determine this relationship. In order to achieve these objectives, I opted for a methodology that would allow the object to be unraveled with a quantitative approach, through socio-spatial indicators constructed from the elaboration of four (4) databases, whose intersection resulted in the construction of 34 urban socio-spatial indicative indicators of the process of verticalization and socio-spatial segregation in the city of Belém. The option for the dialectic approach was the possibility of analyzing the object of research in a methodological perspective of totality, based on the main works produced by social scientists of the French Sociological School, in addition to American Sociology Contemporary studies that develop studies on the relation between the State and capitalist urbanization, as well as contemporary Brazilian authors, who take as object of investigation the city and the processes of urban and regional development planning. The analysis of the research results point out that the occupation of the urban space in Belém by verticalization deepens the socio-spatial segregation, consequently, the unequal appropriation of the urban land by the capital in detriment of the working class, finally inserts the housing in the logic of the financial capital. The occurrence of the relationship between the reproduction of segregation from verticalization not only reinforces segregation, but also induces the State to contribute to its deepening, when in different spaces of the city it foments verticalization tendencies concentrated in the segments of high income, guaranteeing the Supply of urban infrastructure in areas coveted by the real estate market.

    This article had aimed to analyze the concepto of space production with real estate finance capital, but specifically in neighborhood of Umarizal in Belém(PA), having as object the impacto of financialization of the house after arrival of the real estate market in the neighborhood of Umarizal; verify the relationship between the government policies that were implement central Belém; to understand; infrastrutucture urban availability of services such as trade, sanitation, arrival das companies, transport; to analyze,; in the current context real estate finance capital in the production space in city in Belém in new logic capital. the gov In this sense, we seek to inquire about the observed changes, in the referred neighborhood in question, if these modifications were similar in other cities in Brazil.The implementation of public policies by the state for the revitalization of the city center is observed, where we observe an adaptation of the city, in the new logic of the capital, according to the interests of the developers. the research was developed firstly, through a bibliographical survey, of the authors who analyze the concept of space production and the housing financialization process both national authors as Carlos, Fix, Rolnik; international authors as Harvey, Gottdierner and local authors as Ventura Neto, Cardoso and Lima; through data collection, we observed the projects built through graphs, mapping of the constructions made by the construction companies. we conclude that there was a decrease in the construction of projects between 2009-2017; there was also an intensification of the public-private partnership.
