    Da fronteira à sustentabilidade?: o caso de Paragominas-PA

    Paragominas has made a pole of the frontier expansion in the Amazon, experiencing a model of development guided by the search of economic growth along its History. This model has been featured by the expansion of economic fronts, notedly, the livestock activity and timber extraction, which generated an economic growth linked to social problems and environment degradation. Since the last decade of this century there have been changes on this case scenario, with alterations on the productive basis and meaningful improvements on the town's natural resources management. The "Paragominas Green Town Project", which started in 2008, is considered as a historic fact that traces the transition from the frontier economy to a sustainable development model. The current study demonstrate that the changes seen in the town happened before this historic fact and have occurred because of variations on the economic viability of the developed activities and/or for reasons due to the new global economy consumption pattern, as characteristics of a new Amazon frontier stage. On the new Paragominas frontier stage, despite the environmental and ecological dimensions growth, there remain the challenges of a promotion to a more democratic natural resources access, a better generated riches distribution and a better quality of life for its citizens, problems linked to the social dimension of a wider development process, that feature indeed, a model of sustainability.

    Dinâmica Institucional nas Políticas para a Faixa de Fronteira Norte: PDFF e Enafron

    This thesis is dedicated to the analysis of the dynamic one institutional present in the policies of development and national defense, having as empirics the Program of Development of the Belt of Frontier (PDFF) and the National Strategy of Public Security in the Frontier (Enafron), when the strategic character of both programs was given for the Belt of Frontier. The PDFF, with the focus in the development and regional integration in the frontier and the Enafron with the peculiarity of fighting the illicit ones in this frontier space and investing in the people management, bringing near the conception of the policies of public security and of national defense, through joint actions with the Armed Force. For the understanding of the institutional dynamics of these policies, the theoretical-methodological approach used was the neoinstitucionalismo and federalimo, supported in national and international literature of the main theoretical references used, in addition to the use of secondary sources obtained through quantitative and qualitative official data as taquigráficas notes, minutes of meetings of committees, reports, opinions, among other sources of research. The intersectorial aspect of these policies was analysed, considering the prescriptive, bureaucratic and budgetary interfaces of these programs, the incentives and the political and institutional constraints, as well as the trajectory of each one of the mentioned policies and the different wrapped sectors. It is defended the thesis that the dynamic institutional one that orientates these policies for the belt of frontier, is influenced the extern extent by the international scenery and nationally, for the sphere institutional-politically. Such a dynamic one, historically drives the Federal Executive to the construction of a diary of public policies with focus in strategic questions for the Amazon region, securitizing, specially those turned to the areas of development, defense and security, under the justification of the importance of this region. Meantime, after prepared, these policies follow the institutional dynamic one based predominantly on the rules and internal institutional arrangements, that impact straightly in the way as they are implemented and in the continuity or their discontinuity.

    The interest in studying the international border between Brazil and French Guiana flows of the implications of the process of transformations partner space current of the frontier dynamics in the area. The Federal Government's interest and State of Amapá, as much the previous ones as the current ones, in stimulating larger articulation with the neighbors guianenses it turns strategic the study of the elements that you/they compose the dynamics territorial transfronteiriça, particularly in the municipal district of Oiapoque, where frontier tensions with French Guiana, the asfaltamento of BR-156 that ties Macapá to Oiapoque and the project of construction of the bridge on Rio Oiapoque, they demand a more detailed knowledge than it can subsidize specific public politics, as well as a critical reading concerning the geographical reality of that municipal district.     Domar as águas e os sertões da fronteira intra-americana: a centralidade dos caminhos fluviais nas disputas luso-espanholas do Tratado de Santo Ildefonso

    This article discusses the process of demarcation of boundaries between Portuguese and Spanish possessions, at the juncture of the Treaty of Santo Ildefonso (1777). During the process, which took place between 1780 and 1791, the rivers became important points of intra-American disputes between the Iberian demarcation commissions, since they could be taken as the natural dividing lines of the physical space subordinated to one or another monarchy, as well as ways in which the unknown localities, along with their natural resources and native populations, could be mapped. We will focus on several military incursions into the tributaries of the Negro and Japurá rivers, central to the parallel disputes between Portuguese and Spanish during the demarcations, which demonstrate the great concern with the intra-American borders of Portuguese dominions, to tame the backlands and turn them into jurisdictions.

    Governança e financiamento do Projeto Calha Norte

    This article presents the results of a doctoral research project carried out at the PDTU/NAEA/UFPA graduate program. The research examined the Calha Norte Program (CNP), designed to protect and develop the Amazon border (North Arc), within a governance framework. Throughout the development of this project from 1986-2002, there were constant crises regarding its financing by the Brazilian state. In spite of this, such an analysis allows us to confirm that public authorities always tried to provide the minimal operational conditions for the project, therefore reflecting the impact of critical evaluations upon public policy development in the Amazon. From the end of the second term of President Fernando Henrique Cardoso (FHC), there was a gradual increase in public resources to finance actions in the Northern border region, where the CNP is located, resulting from the application of the New National Defense Policy (NDP). Increases in financial support has continued throughout the administration of President Luís Inácio Lula da Silva.

    Migração na fronteira: pelos caminhos do migrante até Marabá-PA

    Marabá is one the city important for the urban network’s of Amazon and this importance was built in the historical formation, creating a strong centrality in the region. One element important in this composition that historical formation is the migrations. So, this work aims understand how this migrations change the urban space, analyzing the profile’s migrations which arrive recently. As Marabá is in the area of border, its formation was made for different phases of occupation with different elements the spatial structure. Therefore, the main argument of this work is that for each phases of occupation of Marabá, the migrations flows are different, because in the each phase there is one element the spatial structure for determine the profile’s migrations. Recently these migrations flows are defined by the new insertion of the border in the Territorial Division of Labor, doing there are four elements defining the settings of territory: mineral production, plantation seeds, logging and bovine farms, the modern commodities.

    Oiapoque: uma parabólica na floresta estado, integração e conflitos no extremo Norte da Amazônia brasileira

    This project focus on a study of Oiapoque, a borough, which is located at the northernmost region of the state of Amapá, at the border with French Guyana and intends to reflect about the great infrastructure projects incidence, planned by the Iniciative for Southe American Infrastructure Integration – IIRSA, and the National Hubs of Integration and Development – ENID as well, created by the Brazilian Government to that specific Amazon territory. The study now submitted under evaluation consists of four fundamental conjectures. First, the current regional integration process isn’t antagonistic to the contemporary dynamics of the capitalistic globalization, in spite of the existing contradictions. Next, the National State are not impacted the same way by the globalization and they still keep relevant task in the international scene. Third, IIRSA and ENID are inclined to deepen the social-spatial fragmentation of the south-american countries. And finally, the construction of the bridge over the Oiapoque River and the tar macadam repair of the road BR-156 seek to assurance the competitiveness of companies with deep presence in the international market, or those of which intends to join it and the natural resources access and control by the great capital. This situation results in a compulsory integration of Oiapoque to the regional integration dynamics.

    The thesis carries out comparative analysis of the integration processes of community participation in local management and its impact on tourism public policies in protected areas of the triple frontier of Brazil, Colombia and Peru. This fact is centered on the premise that the tourism phenomenon as part of the administered life, that is politics, involves a series of formal and informal character of processes. This is because the assumption is that the tourism sector - Tertiary sector of the economy - is riddled marketing of adjustments that are presented as part of its genesis and therefore shrouded in the most diverse manifestations of power relations. Thus, the different segments of tourism practice are also steeped in conflict relations. Resulting from this is that public policies for the tourism sector, as in any given activity, are shrouded in the centrality of power constituted mirroring their actions and decisions. The new ways of conducting the tour displacement, particularly those linked to the use of natural resources, such as carried out in protected areas are based on biossociocultural sustainability as a way to mitigate the negative impacts of the activity. In this case, the indigenous communities living in the interior areas or around these areas seek to be included in the participation processes to cope with struggles for rights historically usurped. This fact is that come the management bodies with decentralization as an establishment resistance perspective setting up a new process for tourism research. As well as the constant search for new markets provides the opening constantly tensioned geopolitical conforming boundaries and prone to all kinds of conflicts and violence.

    This work presents the first results achieved through an interdisciplinary and multi-institutional effort conduct by the Geoma Network, aiming to advance in the comprehension of the new frontiers in the South of the Pará State, in the Amazonian region, by examining the new patterns of deforestation and the underlying processes that are generating them. Our objective is to product information aiding to draw responsible public policies considering not only one dimension of the problem like roads infra-structure, as usual. Based on the analysis presented here we pointed out that only an integrated solution, that considers the main actors and the organization of economical processes in the productive chains over the region, would be capable to minimize the effects of deforestation and would drive an integrated development policy to the region bringing benefits to forest conservation and the local population.

    Projeto Calha Norte: política de defesa nacional e segurança hemisférica na governança contemporânea

    This thesis highlights the analysis of the institutional and geo-strategic path of the "Projeto Calha Norte" (Northern Border Project - NBP) influenced by the traditional models of the National Security Doctrine (NSD) of the sixties and seventies. The goal of the National Security Doctrine (a strategy widely applied in Brazil during the military regime) was to guarantee the State presence in the Northern Border Line (North Arc) to support the National Defense as well as to assist the local population. This study aims at understanding the historical, strategic, geopolitical, financial, and environmental implications of this "doctrine", since its origin until the nineties, emphasizing the Fernando H. Cardoso government " FHC" - (1994-2002). Presenting the idea that the defense policy implemented by that Brazilian President was in accordance with the lines of the internal changes in the Brazilian governance, and that he wanted to adequate it to the regional and global changes, characterized by the replacement of the bipolar order by the multipolar/unipolar one, a change in the national political institutions profile and, most important, in the hemispherical integration of the country in a uncertainty period and the appeal to the strengthening of collective security. Such changes took place within the capitalist modernization framework, where PCN (northern border project) was conceived as a particular form of state intervention and expansion, condoning the legitimate use of physical force in order to fulfill its constitutional prerogatives within the limits of a brown area meaning the absence of state bureaucracy and laws effectively in use in an area of low demographic density. The inefficiency of these state dimensions defines the peculiarities of the illegality circuits, i.e., the locus of illegal activities such as narcotics traffic and smuggling. Therefore, the rationale present in the state action consists in the articulation of elements capable of stimulating the materialization of a homogenization process of the social space in the political frontier in a context of integration and cooperation with the Pan-Amazon countries. Based on demographic, economic, financial, and environmental indicators, as well as strongly based on data about the Northern Border Line, this research concludes that state intervention on the border is necessary, where the state tries to fulfill its obligations to ordinate and discipline relations and social processes based on constitutional references; it affirms that the financial emptiness was less due to the governmental program to adjust public accounts and foreign debt payment than to the political decision to re-direct investments to the project. It also proves that there is an effective movement towards the effective inclusion of sustainability of the new NDP (National Defense Policy), and finally favors the need to integrate the PCN to the SIVAM information system, which sheds new lights on national defense issues in the Information Era and is necessary for the surveillance of the region.

    Quando a aldeia se torna vila: o processo de secularização da Missão de Trocano no baixo rio Madeira (1730-1790)

    This dissertation aims to analyze the process of secularization of the missionary village of Trocano, located on the lower Madeira River, elevated to the category of Vila (township) under the name of Borba, the new, on January 1, 1756, by the enlightened and anti-Jesuit policy of the then Secretary for Inner Affairs of the Kingdom, Sebastião José de Carvalho e Melo, the future Marquis of Pombal. Considered the first missionary village in the backlands of the State of Grão-Pará and Maranhão to be elevated to the category of civil village by the Pombaline policy, Trocano was located in a strategic region. First, because it is on an internal frontier route between the State of Grão-Pará and Maranhão and the Captaincy of Mato Grosso, and external one, between the Spanish and Portuguese domains in South America. And second, because it is on a hydrographic route to a hinterland promising in minerals, spices and indigenous labor. It is believed that the pioneer secularization of the village of Trocano, which was visites in person by the then Governor of the State of Grão-Pará and Maranhão, Francisco Xavier de Mendonça Furtado, brother of Sebastião José de Carvalho e Melo, confirms the hypothesis here defended, that the missionary villages located in border regions were priorities in the implementation of the Pombal policy for the Amazon valley.

    Um rio e suas gentes: ocupação e conflitos nas margens do rio Turiaçu na fronteira entre Pará e Maranhão (1790-1824)

    The objective that dissertation is discusses the process of occupation in the region of Turiaçu on the frontier between Pará and Maranhão, in the period 1790 to 1824. Initially this study recovers the efforts colonizers of the Portuguese administration of D. Francisco de Souza Coutinho, illustrated Governor of the Province of Pará. With him were intensified the cession of land and forms of control. Roads were opened, changed locations of place or function and indigenous peoples displaced and rearranged. Legally, the Turiaçu region was occupied through donation of land from the concession and confirmation of letters of allotments still in middle of century XVIII. Ho we ver there were alsoo ther forms of occupation and organizations developed by in dians, blacks and poor white men. This study analyzes the multiple conflicts: social, territorial and identity occurred between the various populations that are concentrated in the region, especially in the final year sof the colonial period to independence and adherence of the Grand Para her.

    This work contextualizes the processes of regional development of tourism in the Pan- Amazon, considering that government actions specific to the region, and especially to the border between Brazil and French Guiana. In order to allow the understanding of the sociocultural and economic dynamics in the study area, it was important to discuss concepts of frontier development and tourism. Still, we analyzed the governmental actions of tourism to the region and compared these with the other shares of regional development, aiming to reveal the possibilities for the border, and how tourism can contribute to the processes of development and cooperation. Thereby, it was important to characterize the area through methodological procedures of comparative analysis, we compared the actions of government tourism in Brazil and French Guiana, as well as the actions of cooperation in tourism, using the techniques of anthropology visual and ethnographic present in order to understand the dynamics between communities, and interviews with government officials, businessmen and communities. Finally, we analyzed what kind of tourism is characteristic of border regions by making a theoretical analysis of studies conducted at the borders of South America, North America and Europe in order to answer the argument that claim is true or not the type and concept - Tourism Boundary, and is it possible to development regional tourism
