    Centralidade política e econômica de Macapá na sub-região Norte do Marajó entre 1990 a 2015: Gurupá e Afuá

    Since 1960, the oriental amazon experimented big transformations thru the changes of regional space organization that the strategies of occupations so on manifested. One important change experimented was the restructuration in the region Urban's net. The new Urban's net that beggined organize themselves didn't removed the importance of tradicionals regional's metropolis: Belém and Manaus, but these metropolis become to survive with regionals centers of the importance growing. The growing of these Regionals Centers become them Able to exercise differents levels of centralities in yours respectives sub-regions. These Urban's spaces have been summoned a lot of studys to define them like medium cities and reflect the implications of these process in the territory. In this context that Macapá since the decade of 1990 rises like a medium city with a growing capacity of exercise centralities in all the amapaense territory and in sub-region north of Marajo. The source in question talks about one qualitative study, having like instrumental, methodological observacion the interview questionary and formulaires. The method of interpretation is based in the historical materialism and dialect. The theoric referencial summoned debates above of the political and economical centralism of macapa in the sub-region north of Marajo: Gurupa and Áfua in detriment of Belém, In period of 1990 to 2015. The work is unfolded in others three objectives that guide the realization of the source: analyze the implication of Macapá like capital of state and city and the political fluxes with Gurupa e Áfua. Identify the principals agents articulate of political and economic fluxes the articulate the political and economical of Macapá in relation to Gurupa and Áfua. The main conclusions show that the condicion of capital state and the medium city of Macapá loads is a factor in the economical and political fluxes in the city rises. There is a centrality of Macapá in the offer of public services and assets basically in the north of the Marajo county Macapá exercises centrality in the fluxes of public services and economicals fluxes in the county of Áfua in relation to Belém city.

    Intervenção no centro histórico e a reorganização sócio-espacial do Bairro da Cidade Velha – Belém/PA

    In Belém, in last the twelve years (1994-2006), the public power started to develop initiatives in the direction to create projects of intervention in the historical center of the city, amongst which if it detached the projects of the Square Frei Caetano Brandão and the Historical and Geographic Institute of Pará, promoted for the Municipal City hall, through the Program Monumenta Belém, and of the Happy Complex Lusitânia, executed for the state government, concentrated specifically in the area that encloses the quarter of the Old City. In this context, one searched to understand the logic that explains the recent concern of the public power in intervening in the Historical Center of Belém, being searched to analyze its implications in the process of partner-space reorganization of the quarter of the Old City; to understand as if it has given to the dynamics of appropriation and reorganization of this space and as practical the space ones produced in the production dynamics/appropriation they have propitiated the diverse territorialities of the social agents who produce the space urban of this quarter, as well as identifying to the possible contradictions/conflicts of territorialities between the diverse social (Been, trading and living) agents involved in the production process/space reproduction, generated in the partner-space dynamics of this quarter, from these of intervention. It was perceived that the actions of the government of the state, referring to the intervention of the Happy Complex Lusitânia, rules in the adoption of the planning to market and in the introduction of techniques of City marketing, justified for the necessity to recoup the economic base of the city. This project based on the conception of revitalization, modifying the form and the functionality of the patrimony where the actions of intervention were carried through, with sights to become the city most competitive in the dispute for tourist attraction. Had its character conservative, it was not arrived to evidence the materialization of the conflicts of territoriality between the diverse social agents, since to the traders and inhabitants not if they had constituted while informing citizens in the elaboration process and execution of the related project. In relation to the interventions promoted for the municipal government, they were rules in a more progressive planning, where the popular participation if made a little more present. Such projects had been based on the principles of the urban whitewashing, that they aim at to characterize the urban space, and to improve the conditions of quality of life and infrastructure for its users. Although to consider of extreme relevance the development of projects with sights to rehabilitate the Historical Center of Belém, it is given credit that these would have to be elaborated, from a minute analysis of the partner-space dynamics of the quarters that compose it, and of the city as a whole, and that these projects leave more of integrated actions between the patrimonial agencies of the municipal sphere, state and federal, in way that its results can guarantee a greater fairness and participation of the diverse agents producers of this urban space.

    Ordenamento do território e a sua relação com a criminalidade na Cidade da Praia - Cabo Verde: caso dos bairros de Achada Santo Antônio e Palmarejo

    Urban violence is one of the most complex problems and has provoked fear and insecurity in society. The city functions as a research laboratory in relation to the problem of violence and crime, since it is in it that most crimes occur. It is in this context that this work has as main objective, to analyze the way the territory of the city of the Beach (Achada Santo António and Palmarejo) is ordered and its relation with the criminality. In order to better understand the problem, a discussion of the concepts of territory, territorial planning, crime (violence) and the application of a questionnaire survey to local populations and interviews the National Police and Judiciary Police. The districts of Achada Santo António and Palmarejo were taken as object of observation (study) because they are more populous and complex (involving different social classes). The results show that the two districts grew in two completely different ways, a growth of planned territory occupation, where the population resides in most social classes (medium and high), with better infrastructure and security, while the other with growth Of occupation of the unplanned territory, where it concentrates population of lower social classes with deficits of infrastructure and security. The crime occurs with greater intensity in the unplanned / ordered territories (Monte Vermelho, Casa Lata, Palmarejo Valley, Dinós, Kelém, Brazil and part of the Middle of Achada that borders the Palmarejo Valley). However, in the planned / ordered territories (Palmarejo Centro, Palmarejo Base and Middle of Achada Central), the crime is registered in a smaller amount, especially the robberies and thefts, which are the most practiced crimes. Most crimes are related to young people, especially those considered "thugs". However, a good part of them happens in the nocturnal period, due to poor public illumination, poor planning in urban terms (precarious constructions and narrow streets), little movement of people and lack of vigilance. However, unplanned / ordained occupation territories are more susceptible to the commission of the crimes and of a greater sense of insecurity and fear of it. Faced with this, several factors contribute to the emergence and increase of crime, such as: lack of education, unemployment and lack of occupation, lack of street policing, self-will and influence, urban disorder, drug and weapons use, lack of social and among others. Thus, it is essential to assume in a consistent way the territorial planning and qualification of urban territories in the agenda of public policies to combat crime and to reduce the feeling of urban insecurity and fear of crime.

    “Pelas ruas de Belém...”: produção de sentido e dinâmica cultural nos arrastões do Pavulagem em Belém do Pará

    Recent demands by groups of residents from large Brazilian urban centers for some cultural manifestations understood as traditional – approached according to a model of cultural representation whose dimension of identity value has been increasingly activated – has permitted some reflections that surpass the conditions of use and appropriation of urban public spaces that elaborate and institute different forms of artistic- cultural expression without necessarily following the consolidated standards for large events where distance from the artist and the public prevails. During the last two decades, there has been a resuming of actions of pedagogical nature on knowledge whose origin are in old popular dances that started to provide a referential for production of discourses by urban cultural activists who became known for their appeal to “degradation” of identities in a world economically globalized, redirecting participation and consumption of the socalled cultural assets and providing a form of public mobilization that began to (re) assume the streets as referential in the sense of socialization and experimentation as driving energy of accomplishment of a cultural action performatically ritualized. Therefore, this study aims to collaborate with these discussions anchored in the possibility of intermingling among the notions of heritage, ritual and performance motivated by observations of a cultural movement called Arrastão do Pavulagem, which has been performing for the last twenty eight years, and has been consolidated in the annual cultural schedule of Belém do Pará as a moment of esthetic and symbolic (re) creation of the festivity based on performance of musicians, dancers, actors, producers who carry out their actions in an environment, that suggests that it is institutionalized from a sense of participation and experimentation of the place as one of the fundaments of this movement mobilized by different interests, but that, when meeting at this environment, intermingle and performatically elaborate discourses and visualities that operate in the possibility of (re) interpretation of the urban landscape of the Historical Center of Belém do Pará.

    The present research analyzes the public turned to segregated spaces in Macapá city under the management of the program of sustainable development of Amapá. It analyzes the interrelation between the public policies listed in the speech of sustainable development and the urban development of the city along the management of two governmental mandate in state level by Partido Socialista Brasileiro with a the proposal of development listed in Agenda 21. Is a analyze the speech of sustainable development and its application as a government program, in order to understand its effort in applying in the city the directives of development established in state scope. The main result of the investigation shows the context of complexity in adjusting to the city a speech turned to the preservation of environmental resources its deficiencies related to the restriction of offer of the public services in segregated urban areas pointing out the vision of communities leadership concerning the understanding of the PDSA and the public policies produced by the state government to the city.

    A ribeira & a orla: espacialidades e territorialidades urbanas ribeirinhas em uma cidade amazônica em transformação

    Based on the theory of spaces socially produced, the reflections of this study are in line with the theme: the relationship city-river in the Amazon developed through of a case study, the waterfront of Marabá city. The goal is to analyze the social production of the space and the territorial conflicts existing in face of recent Amazonian dynamics, taking into account local specificities of the economic, political and symbolic relationship/interaction among different agents with the river. For this, the historical and dialectical materialism was used as theoretical-methodological instrumental and the following procedures methodological of research: a) bibliographic review of relevant themes to the development of this work related to the urban geography and the geography of the Amazon, settled on the theory of the space socially produced; b) bibliographic research about the process historical and geographical of the waterfront and the city of Marabá; c) survey of the primaries and secondaries data and documentary sources of the study area; d) systematic field observation about the cityriver relationship in Marabá, with inventory of the urban landscape (identification, analysis and comparison of the elements) and its spatial, temporal and territorial dynamics; e) application forms based on the relationship among city and rivers in the waterfront; f) recording of individual interviews using semi-structured questions realized with the main agents (government representatives, residents, corporations, traders etc.) present in the waterfront of Marabá. Based on the collected and analyzed data, it was found a residual permanence of the riverine way of life in waterfront of Marabá, in spite of the modernization processes which passes the city. Moreover, the riverine permanence is under a conflictual relationship with agents/groups that understands the waterfront as a predominantly economic space, such as the State, the regional and local businesses, the large businesses, landowners and property developers. This context reinforces the importance of to pay attention to the specificities of the process to how the life is developed in “riverside” Amazon. Enables also to understand the complex, diverse and unequal form which it develops the relationship among cities – complex and contradictory space, use value par excellence – and rivers – an element that defines rhythms, signs, knowledge and socio-spatial urban dynamics in the regional context.
