The Public Policies constructed and implemented specifically for the LGBT community have been a parameter of state action in the first decade of this century, based on experiences in the same direction of policies to fight Aids since the early 80th century past. Accordingly the present work is focused on the stage of implementation of these policies, confined State of Pará, management of the executive branch state from 2007 to 2010. It is necessary to understand the mobilization and construction of LGBT movement for the achievement of government’s attention to their demands, considering also that the problem of discrimination pervades the intersectionality of various social indicators, constituents of brazilian society. Then, the objective is to qualify the demands of the LGBT Movement and Sexual Rights, undertood in the perspective of Human Rights, in order to achieve them, using as a possible instrument, public policies. Finally, we present a brief overview of how the connections made with the states in 90 years of the twentieth century and first decade of this century by the LGBT Movement allowed the construction of public policies articulated for this segment of society, to then analyze the particularities of the implementation of public policies in Pará, from the spreeches of the managers.

A informação social no corpo travesti (Belém, Pará): uma análise sob a perspectiva de Erving Goffman

Having in mind a woman ideal, the travesties make use of a hybrid morphology, matching signs of masculinity and femininity, but the result is that they disqualified for a major society. This way, based on the notion of Goffman's social information, the objective of this paper is to analyze the bodies of the referred individuals, what is carried out according to a relational perspective. The corpus under analysis is the material obtained from an ethnographic research carried out in 2002 and 2003 among travesties, prostituted in Belém, Pará State. In general, the bodies of travesties show forth a diversity of information which conveys stigma, deviation, violence and wish, in the State capital.

This research seeks to examine in detail the legal position of the recognition of homosexual rights deriving from their social interactions with their peers. Offering mainly aimed at addressing the feasibility of adoption by homosexual couples as an expression of respect for fundamental rights and guarantees of man and citizen and as unambiguously development and social inclusion. This is because not only recognizes the practical relations homoafetivas the character of a family unit - safeguarded by the principle of equality, as understand the Supreme Court (STF) in the ADI decision nº. 4277-DF, judged on 05 May 2011, which recognized unions as stable unions between persons of the same sex since met the legal requirements - like, likewise, contemplates and ensures the rights of children and adolescents a safe and healthy home environment, able to provide them with adequate physical, mental and moral.

The PhD study presented here on view and homosexual subjects schooling paths in aging passage of time in Belém city has like purpose to inquire the problems related to discursive practices on homosexualities experienced in school spaces owing to understand the registered trademarks of prejudices, discrimination and strategies of resistance and lived in these transgressions education pathways that occur in teaching-learning spaces in urban areas of Belém. The central focus of this research bring as matter the main issue to identify, through their testimonies narratives and episodes, traits that reveal how older homosexuals reinvent, analyze and problematize and these events schooling and educational practices that bring past and present their perspectives homoaffectives today as citizens of rights concerning the relations of power / knowledge in society and in school environments. For this, some questions become cardinal points in this study: What is the orientation of discursive order that gave sense and meaning to the lived time of enrollment to the old homosexual subject? How was it possible the invention of strategy at school that if they could change the disciplinary regulations collectively imposed social institutions for purposes of control, regulation and silences? theoretical perspective of this thesis was anchored for analysis in Foucault's studies with more relevance to the question of genealogy and aesthetics of existence of homosexual individuals in aging process Ruling us for these deciphering studies about the history of sexuality and forms of institutionalization, surveillance, social control, and accomplishments through games and power relations in relevant dialogues with other perspectives that deepen knowledge about education, educational practices and the condition human. The methodological procedures that guided the collection of information have focused on the history of life by analyzing the discourses present in the construction of narratives and utterances of the research partners. We use as technical resources: the interviews open by means of an itinerary, besides documentary records. The process of analysis was based on the incursion of gender studies, philosophy of difference and subjectivity in the field social and educiacional knowledge. They point up as a result of this thesis, the reinvention and sociocultural and political reframing of the spaces of education and the inclusion of other perceptions of respect for difference within the context of production of the subject and the invention of sexuality and aging through the use of tools that enable educational practices that respect diversity.
