    Diagnóstico da sustentabilidade do município de Tucuruí-PA: uma aplicação do barômetro da sustentabilidade

    The deployment of large enterprises in the Amazon has led to numerous environmental and social impacts in the municipalities that host them. However, the sustainable development concept has been helping with scientific bases ally the economic, social, institutional and environmental dimensions in the quest to meet the expectations of society, the development of instruments for measuring the degree of sustainable development. Thus, we sought through the use of the tool for measuring sustainability, the Barometer of Sustainability, assessing sustainability in the municipality of Tucuruı. This study was characterized as bibliographic and documentary research complemented with data collection in the field relative to water quality in the urban core Tucuruı. Using as reference the data relating to Para municipalities and environmental quality parameters (CONAMA Resolution 357/2005), the results indicate that Tucuruı is in a similar situation to Brazil, as other authors have shown, with the human dimension of sustainability indicating the need for government actions to improve indicators related to education and health. Additionally, the environmental dimension also requires investment and initiative to improve the indicators related to environmental sanitation (removal and proper disposal of household wastewater, collection and proper disposal of garbage) and restoration of vegetation cover.

    Indicadores de sustentabilidade ambiental de cidades localizadas em áreas estuarinas

    The proposal and understanding of sustainable development require methods to make it possible its quantification and qualification based on indicators established to measure the sustainability of a system, using different variables that aim at the sustainability or not of a certain place. For this Research, two municipalities were chosen, Bragança (Brasil) and Esmeraldas (Ecuador), both with high environmental fragility and existence of protected areas made up by the ecosystem mangrove, with the goal of analyzing the level of sustainability in estuarine, Amazonian and Andean areas, by using he tool called Sustainability Barometer (SB). Forty indicators provided by official sources from both countries were selected, 23 of them were social, 3 were economic and the last 14 were environmental, the results showed that the municipality of Bragança (Brasil) reached the position of “Potentially Unsustainable to Intermediate” and the town of Esmeraldas (Ecuador) go tan “Intermediate performance”. This way, the results reached by the SB and the individual evaluation of the indicators, the environmental one in particular, set the evaluated environments in a risky situation, especially with the advance in percentage of the vegetal cover variation in areas close to water course of the region.

    It analyses through a series of sustaintable indicators, the setting for the sustainable development of the municipality of Altamira-PA. The Belo Monte hydroelectric project already causes transformations of environmental, social and economic order. As a way to operationalize the concept of sustainable development has encountered several methodologies that allow to identify processes and trends, make comparisons between nations and localities; indicate priorities for the formulation, monitoring and evaluation of public policies, contributing to the description and analysis of a particular reality. Thereby, the guiding questions coming from the participatory diagnosis of Local Agenda 21 of Altamira, the indicators were selected and applied Barometer of Sustainability. The result, based on a performance scale that include all the municipalities of Pará state, has determined it’s level of sustainability as "regular", ascertaining that the city of Altamira needs to develop and prioritize public policies in the areas of housing, sanitation and income generation. It is understood that this research can provide subsidy to the government, with regard to take the decisions that are required the development of more sustainable practices and actions.

    The history of land use and occupation in the Legal Amazon, intensive deforestation in the Deforestation Arc region and the current great concern with sustainable development has led to the adoption of measures that assess current levels of sustainability at local and regional scales. Besides, such actions can verify historically the relationship of these levels with the adopted public policies that advocate social, economic, institutional and environmental changes. The use of sustainability indicators has been envisioned as an instrument that contributes to making the concept of sustainability more objective, while at the same time it has been useful for the planning, monitoring and evaluation stages of public policies in several areas. In this work, three different methodologies were adopted, the Sustainable Development Index (IDS), Sustainability Barometer (BS) and the new Municipal Index to Combat Deforestation (IMCD). All information had the objective to analyze the sustainability level of the states of Amazônia Legal and the priority and monitored municipalities of the state of Pará. This study focused on the actions of the federal plan (Action Plan for the Prevention and Control of Deforestation in Amazonia - PPCDAm) and the state policy to curb deforestation through the Green Municipalities Program. The results indicate that only the state of Roraima was classified with acceptable performance of the IDS, while Maranhão presented critical level and the other states remained in the alert range; for the municipalities according to BS, only Altamira and Novo Progresso remained in the intermediate sustainability class for the two years analyzed, but there was progress in the deforestation control, comparing the year 2000 to 2010. Regarding the IMCD, Paragominas stands out with high value and the only one to fulfill all the goals of the PMV and PPCDAm, while Concordia do Pará, Garrafão do Norte and Aurora do Pará performed critically and were not effective in incorporating environmental management instruments to control deforestation. The tools used were useful and easy to use for the evaluation of sustainability. Therefore, it is recommended that this type of analysis be developed regularly so that the performance of the states and municipalities of the legal Amazon can be monitored.
