    Caracterização da educação infantil no Brasil: um estudo a partir dos dados do censo da educação básica

    In the last years, the political and scientific field has shown preoccupations with the Basic Education, especially in the stage of Infantile Education. This research aims to characterize Infant Education in Brazil, based on data obtained through the Census of Basic Education (2019). It is a bibliographical research, of quantitative, exploratory and descriptive approach, that was used of collection in secondary documentary sources. All comparisons of the variables correspond to the period from 2014 to 2018, and indicate that there was an increase in enrollments in Early Childhood Education (5.3%) with the daycare offer. However, 4-year-olds are the third-lowest age group. The figures show that only 27% of municipal schools have a green area for their students and in the state (36.8%) and private (30.9%) networks. percentage is also low. Regarding the training of the professional of the education of small children, it is noticeable the increase, in the last 5 years, of professionals that have formation in higher level (69.3%), however when the State of Pará is visualized, the situation shows that nor half of the stipulated goal for the state was achieved. It is concluded, therefore, that the process to obtain improvements in this stage is in progress, being necessary the monitoring of the political investments in the different aspects of Early Childhood Education.

    Efetividade do plano do Marajó: uma análise do eixo infraestrutura para o desenvolvimento

    The goal of this research is to analyze the effectiveness of the governmental planning actions in infrastructure for the development of Sustainable Territorial Development Plan of the Archipelago of Marajó in Mesoregion Marajó, Pará state, from 2007 to 2015. These actions were proposed because of the great inadequacy and infrastructure precariousness in the 16 municipal districts of the mesoregion in 2007, in energy segments, transportation, telecommunications, storage and water supply. To carry out the investigation, it was used the inductive approach method and bibliographical research and of field as main methodological procedures. It is theoretically grounded in the approaches of endogenous regional development, planning, management and governance. The results evidenced, after eight years of implementation of the STDP-Marajó, the implementation of strategies established to promote, to enlarge and to strengthen the appropriate infrastructure for the development of the region, a very small percentage was executed. The number of actions in progress is also very low. It was concluded that those planning actions presented low effectiveness mainly, due to the deficiency in plan governance. It is expected that this research can contribute for debate and reflection on the STDP-Marajó, to encourage the production of knowledge about the archipelago and its development

    Infra-estrutura de esgoto sanitário no município de Belém: cobrança por serviços de esgotamento sanitário nas bacias hidrográficas do Reduto e do Una

    The payment for sewerage services in Brazil is generally assessed in terms of tarifs which are calculated over a proportion of water consumption, and employed to improve operation and maintenance services of collection and sewerage treatment, as well as a source of funds for the provision of that important infrastructure provision. The percentage of that proportion varies from company to company depending on the sewerage volume gerated after the water consumption is measured. Such criteria on the payment has been indirectly related over the degree of use done by each user, according with a percentage of water comsumption, which should correspond to the real contribution of sewerage to collecting networks. On the other hand, there is not a clear understanding of which factors interfere on the sewerge charging and how such factors can interfere on the assessment of charges for the use of sewerage, what brought into question its legitimacy, since not all water that was used returns to the environment as sewerage. The study on this dissertation aims at identifing which factors and how can interfere on the seewrage charging. In the study urban, technical and environmental indicators are used to analyse the reality of urban districts located on the urban basins of Reduto and Una in Belém, state of Pará in Brazil. For analysing those factors, data from the charging structure from the state company, related with the sewerage services, were associtated with urbanistic indicators adopted in the urban planning in Belem. The results sustain the role of influence of factors indentified in the study in the form of charging for sewerage , which are related with the contribution of sewerage, related with the contribution of the system for the treatment of water and charging for water consumption and not sustaining in terms of land use and intensity of occupation.

    Metropolização e vulnerabilidade socioespacial: dinâmicas territoriais e luta pela moradia na porção sul de Ananindeua-PA

    The urbanization process has been present since ancient times, intensifying with the industrialization process in the 18th century and in Brazil from the mid-19th century on. In the Amazônia this process occurred from the 1960s with transformations that deeply impacted its territories. Contemporarily, with the process of metropolization, beyond a phase of urban development, these territories are increasingly affected by the interests of capital, especially with regard to production and housing conditions, where part of the population lives in degrading conditions and in constant socio-spatial vulnerability, as occurs in the municipality of Ananindeua-PA, a city that makes up the metropolitan region of Belém-PA and that is affected by it in all its structural changes. In this sense, we present the following central problem: How the process of metropolization, such as the actions of the State (land title regularization and the implementation project of the Liberdade Highway) in addition to the expansion of the land market in the metropolitan space of Belém has been interfering in the conditions of socio-spatial vulnerability (infrastructure and housing) of the southern portion of Ananindeua territory between the years 2020 and 2022. The main objective of this work is to analyze how the metropolization process, the actions of the State (land title regularization and the implementation project of the Liberdade Highway) and the expansion of the land market in the metropolitan space of Belém have been interfering in the conditions of socio-spatial vulnerability (infrastructure and housing) of the southern portion of Ananindeua's territory between the years 2020 and 2022. In the present work we will use the historical and dialectical materialism method, because it focuses on the materiality of the history of men in society. The research is quantitative and qualitative, where the first makes a quantification of the data on the growth of the population of the municipality, especially of its southern portion, and the second, makes a survey of qualitative data, which obtains the description about the neighborhoods of the southern portion of Ananindeua and its urban growth over conservation units and territories of traditional Amazonian communities. The analysis is inter-scalar that considers the time and space of urban relations. It counts on a systematic observation of the study area and the application of questionnaires, in addition to the cartographic production showing the advance of urbanization in the southern part of Ananindeua. This work is justified from a theoretical and methodological point of view by the need to understand the new territorial dynamics, in the conditions of infrastructure and housing, from the metropolitan expansion present in the southern portion of Ananindeua. From a theoretical and practical point of view, this work has the relevance of contributing to subsidize public actions and the construction of the right to territory. The present work showed us that the housing conditions in the southern part of Ananindeua are the result of the unequal process of metropolization where some parts of the population live with a good infrastructure in detriment of the majority of the population who live without the minimum conditions of basic sanitation. Added to this, the work showed us that the southern population of Ananindeu has the constant territorial conflicts of traditional communities that are there in the face of urban expansion.

    A Relação entre o público e o privado no investimento em infraestrutura: o caso do FI-FGTS

    Throughout Brazilian history, it is clear that a fine line marks the relationship between the public and the private sectors. In infrastructure investment, as the literature points out, the public presence is still the majority, with little expressiveness of the private sector. The private sector emerges as a supporting player, having its investments conducted from the mobilization of resources from the treasury and having in its portfolio fundamentally the execution of essentially governmental infrastructural policies. In an attempt to attract and increase private participation, the Investment Fund of the Guarantee Fund for Length of Service (FI-FGTS) was created, responsible for contributing to the policy of investments in infrastructure in Brazil. However, even with the efforts undertaken, it is believed that most of the investees have state participation. This research aims to elucidate the application of FI-FGTS resources and provide a panorama of the network of organizational relationships involved. Based on an exploratory analysis, using the techniques of the multi-method approach, descriptive statistics and triangulation, the results showed that, in fact, the investments have been directed to state-owned companies or with state participation. The findings are emblematic, since in addition to the FIFGTS organizational relationship chain having considerable public sector participation, discontinuity of the companies involved and possible management failures.
