Tese Acesso aberto (Open Access) Direito de permanecer: turismo de base comunitária e desenvolvimento endógeno na Ilha de Marajó - Pará - Brasil(Universidade Federal do Pará, 2024-03-19) BOULHOSA, Marinete da Silva; FIGUEIREDO, Silvio José de Lima; http://lattes.cnpq.br/2578700144404800; https://orcid.org/0000-0002-6810-1639This thesis analyzes community-based tourism on the island of Marajó, led by the coastal communities of Caju-una, Céu and Pesqueiro, in the municipality of Soure, which are part of the Soure Marine Extractive Reserve, in an attempt to understand how local communities are appropriating tourism. The objective is to understand how this way of developing tourism can contribute to the endogenous development and autonomy of these communities. To achieve this analysis and understanding, the following specific objectives are: identifying community tourism experiences on Marajó Island, as a collective social practice; analyze the forms of local organization for the development of community-based tourism, the agents and activities involved in the process; characterize the profiles of tourists/visitors and analyze the socialization processes of these tourist experiences and the connections with the tourist trade; and problematize public policies related to tourism on the Island. The analysis of communitybased tourism practices was based on the principles of endogenous development, which values local resources and the participation of communities in the development process, and post-development, which questions traditional notions of development, bringing centrality and resistance of the place. The research also considered the perspectives of decoloniality, buen vivir and ecosocioeconomy, which propose a non-Eurocentric and more holistic view of development, considering power relations and the worldviews of local communities. The research is of an applied nature, with a qualitative and quantitative approach, with exploratory, descriptive and explanatory objectives, and bibliographical research procedures, field research and action research. The research results pointed to the emergence of an embryonic process of tourism in Marajó that takes place based on local initiatives, which despite the problems and limitations it presents, have generated socioeconomic benefits for communities, in contrast to the exclusionary conventional tourism model that has been occurring for decades in Marajó. Based on the recognition of the importance of the topic, this dissertation has the general objective of analyze the impact of socioeconomic conditions on the educational context of Ponta de Pedras and implications for local development. The methodology covers bibliographical research carried out in books, scientific articles and official documents present in a virtual environment. Regarding the objectives, the study involves exploratory and explanatory research, whose approach is qualitative, using the application of semi-structured interviews, which had as informants the management team of the schools (director, deputy director and coordination) and teachers of the Portuguese Language subjects and Mathematics in Elementary School II. The field research had as its study area the municipality of Ponta de Pedras, where three municipal schools were selected: 01 urban, 01 rural and 01 riverside. Theoretically, the concept of local development, Pierre Bourdieu's vision of the educational field, Social Representations in Moscovici's conception, as well as Dermeval Saviani's contributions are addressed. The research allowed us to answer the problem question of the present study: How do socioeconomic conditions in Ponta de Pedras impact the educational context of the municipality and what implications have repercussions on local development? In response, the basic hypothesis raised was confirmed, that is, the socioeconomic conditions of development directly impact the performance of children and adolescents, because they are characterized by a series of economic and social needs that create barriers to teaching and learning. capable of providing quality education. It offers products from exotics and regional fruits. The rural base presents yielding capacity increasing shaped from family farmers. Those farmers have guided their yields to complexity and diversification, where fruits production have highlight in this process. The LPA distinguishes so much informal structures (micro-scale) of açaí processing (local market) well as large scale industries guided exports. The LPA presents high growth rates but with potential of renting limited by structural conditions. One hand those limitations reflecting the short level of governance and cooperation amongst firms. In other hand, are outcome of little interaction capacity amongst enterprises set with the institutional environment. It is developed from the description of my social reality, of origin of communities of cowboys in the region of the Marajoara fields, in a relationship with the aspects of resistance and ethnic affirmation of the quilombola community of Gurupá located in the municipality of Cachoeira do Arari. The description of my social trajectory is carried out through autoetnobiography, which makes it essential to show the way of life of black people with the protagonist of their own history, the analysis of ways of life in the quilombola territory of Gurupá is carried out through the ethnography of walking, method developed through observation, dialogues and walks together with interlocutors from the community. Therefore, through the ethnography of walking and autoetnobiography I try to relate my experiences with the resistance of the quilombola community of Gurupá as a way of resisting the Eurocentric paradigms that on the developmental discourse advance over territories of traditional communities in the Marajó archipelago. In this sense, the reflections presented in the study sought to answer the following question: how ways of life constitute forms of resistance based on the relationship between identity and landscapes? The study has ethnoracial issues as a reference and that is why I use concepts such as afromarajoara and quilombismo. In this study, the issue of Land Regularization in floodplain areas of the Union is presented, and the management arrangement elaborated by the author and adopted and applied by the Union Heritage aiming at solving the problem of promoting access to citizenship with the riverside extractive population. It is presented as a case study, the impact of using the public management instrument in promoting land tenure regularization in floodplain areas along with traditional riverside communities in the Municipality of Muaná. This way of working land title regularization in floodplain areas is innovative, considering that in addition to social benefits, it is strictly related to the principles of sustainable development. This innovative management perspective comes from the use of the TAUS - Term of Authorization for Sustainable Use, which aims to guarantee the security of land tenure, ensuring that the property's socio-environmental function is fulfilled, considering organizational, political and economic aspects. The target audience are the riverside populations occupying the floodplain areas of federal rivers and islands where the influence of the tides is felt, as they are in the federal public domain. The legal basis used to implement this modality of public policy expressed in Ordinance No. 89/2010 which defined the management arrangement called Sustainable Use Authorization Term (TAUS). With the application of this term, the security of the possessions and occupations of the areas is guaranteed. This innovation had its genesis in the State of Pará from the demands of riverine families, who were under pressure from the "bosses" to accept and be submitted to the socalled "meação", which is a debasement relationship, where half of what they produced were forced to deliver to these “alleged owners”. In this secular framework, no family could access public credit, they found it difficult to reach social security rights, they could not prove their residence, in addition to the difficulty in obtaining environmental licensing for their rural activities. Thus, they could not prove residence either, as they did not have SPU/PA recognition until then. The exploratory and qualitative research showed that the implementation of the pilot project in the Municipality of Muaná-PA helped riverine communities in accessing citizenship, as it guaranteed land tenure security, access to credit (PRONAF), to social security benefits, environmental licensing, proof of residence and closed-end insurance. In the field, the research obtained several reports of the “liberation” of the target population of the action, since all those who accessed public policy stopped “giving half” to those who claimed to be owners of public lands. Therefore, the management arrangement proved to be important, effective and, above all, innovative. The experience provided subsidies for the application of TAUS in other municipalities in Pará, similar to those of the pilot experiment, as a way to improve and strengthen public policy.
